This is in response to your request for feedback on the proposed Official Community Plan (OCP) for the District of North Vancouver.

The Ministry of Transportation and Infrastructure does not have any specific concerns from a provincial highway planning perspective.

To quote from our March 21, 2011 letter commenting on Draft OCP Two:

We are supportive of any initiatives that help to achieve a balanced road hierarchy with good municipal arterial connectivity. Examples included in the OCP are:

• "potential new roads" in the Keith-Seymour and Main-Dol/arton corridors (shown on the Major Roads and Goods Movement map), and; • "desired connections" (shown on the Parks and Trails map).

We appreciate the opportunity to work with the District ofNorth Vancouver on land use and transportation planning concems of mutual interest. To this end, we wil/ continue to work with District staffon studies and initiatives retated to the Iron Workers Memorial Second Narrows Bridge and Lions Gate bridgeheads.

I absolutely love living in North Vancouver. I was born here, lived in Deep Cove till I was 12, then moved to Upper lonsdale and have lived here ever since. However, as I get closer and closer to moving out on my own, I am now realizing that living alone in North Vancouver isn't really an option. To rent or buy in North Vancouver is completely outrageous and unless I want to room with like 3 other people, it is becoming less of an option. My sister is the newest victim to the overwhelming housing prices in North Vancouver. After living on the North Shore her whole life, my sister is now being forced to move to New Westminster because of the outrageously high housing prices in North Van. Being a Vancouver Police Officer, it will become more inconvenient for her to commute to work each day. Don't we want service people to live in or close to the city they work in?

I will not be able to attend the public hearings on 16 May in person. I will in fact be away for most oflhe summer.! wish to again restate my views on the vision and my perspective of this communities future under the Official Community Plan.

My support for Mayor Walton and Council continues to this day. Also, special thanks are due the DNV Planning Departmelll and all District staff who have provided us with their support by their efforts, There is an increased awareness of possible and positive forward moving change for our community.

I have been a resident since 1983 and plan to remain. As I approach "senior status" [ have a deeper appreciation for the prospect and benefits of living in a more integrated and sustainable manner. Many orus long-term residents of this area have welcomed and responded positively to these necessary steps leading to change.

"we have come torward and gained awareness of the needs that arise from changing conditions and opportunity. This Official Community Process is a necessary and vital step to a more viable future. I give my full support to this plan for my community of Lower Capilano.

I can not attend the public meeting on May 16th but I urge you to adopt the OCP document.

I have recently moved back to North Van after growing up here. My husband, two small children and I own a home in . We chose Lynn Valley since it is a compact community. We use walking and cycling as our main mode of transportation to attend preschool, go to the cotTee shop and do our shopping: however. we try to avoid walking along Lynn Valley Road since the sidewalks are so narrow and it is dangerous with two small. unwieldy children so close to busy traffic.

I ancnded the Lynn Valley Community Association talk with Patrick Condon tonight and heartily agree that Lynn Valley Road needs to go on a 'diet'. He suggested widening the sidewalk and creating a bike route by reducing LV Road to two lanes. I also cycle to work in Downtown Vancouver and would prefer a wider shoulder or bike lane to cycle on LV Valley road. I spoke briefly with Cllr Hicks about this tonight.

I \\ould like to see Lynn Valley Mall re-developed into a mixed use commercial and residential area with limited surface level parking. I am supportive ora diversity of housing types from row homes to mid rise buildings.

Re: District of North Vancouver (DNV) Official Community Plan Input

The City of North Vancouver is pleased to provide input on the draft DNV Official Community Plan (OCP). The City recognizes that this is a major step towards a comprehensive vision for the District, and the City commends you for this effort.

Specifically, the City of North Vancouver offers the following comments:

1. The "Network of Centres" has the potential to contribute to a strong sustainability corridor extending from Ambleside to Maplewood. The City is very supportive of this concept. It furthers a concept that emerged from our 100 Year Sustainability Vision.

2. The three North Shore municipalities and First Nations will need to work together to facilitate and coordinate transportation on the North Shore. This will be a significant challenge. The City looks forward to working together with all partners. including TransLink, the Squamish Nation and Port Metro Vancouver to coordinate this issue in the future.

3. Energy conservation management is key to reducing greenhouse gas emissions and achieving resilience to climate change. The City encourages the District to work towards a district energy heating system, particularly in areas that abut the Lonsdale Energy Corporation's system. There may be efficiency opportunities in the long tenm for a larger grid that includes both the City and District.

4. The North Shore Spirit Traii is an important initiative that connects North Shore municipalities, providing residents with a new amenity and the opportunity to make green transportation choices. Reference to the Spirit Trail in both of our OCP's would emphasize our shared goals for this project.

Re: Proposed District of North Vancouver Official Community Plan Bylaw 7900, 2011

Thank you for your letter dated April 26, 2011 referring the above noted bylaw to the attention of Squamish Nation. This letter has been written from a community planning perspective in the interests of furthering cooperative planning efforts on North Shore issues between the Nation and District. The comments are in relation to Squamish Nation reserve lands only and not intended to consider the Nation's broader aboriginal rights and title interests. '

Within the spirit of the Protocol Agreement between Squamish Nation and District of North Vancouver, and in a community planning context, we provide the following specific comments:

• P.4 Regional Context. Sentence reading " ... two First Nations with reserves in the District of North Vancouver".

Squamish Nation has jurisdiction over three reserves on the North Shore: Capilano IR No.5, Mission IR No.1, and Seymour Creek IR No.2. Two of these reserves, Capilano and Seymour are adjacent to the boundaries of the District of North Vancouver. It is incorrect to state that ... any" reserves (are) in the District of North Vancouver".

• P.4 Regional Context Sentence reading "The designated growth centres of Maplewood, Lower Lynn, and Lower Capilano - Marine align with Seymour Creek (Squamish First Nation), (City of North Vancouver) and Ambleside (District of West Vancouver) creating opportunities for enhanced transit, active transportation, .

"Align" might suggest that the plans by the Squamish Nation for Seymour Creek support DNV's designated growth centers. Currently, there is no Squamish Nation Council- approved plan for the Seymour Creek lands. As an alternative, it may be more appropriate to suggest that continuing collaborative planning efforts will be encouraged by the District to ensure that the District's growth

Letter - District of North Vancouver - Official Community Plan- OSMay2011 11 centres complement plans of adjacent jurisdictions where growth centers border lands administered by other jurisdictions.

The reference of "Ambleside (District of West Vancouver)" could be misleading if the implication is that "Ambleside" includes Ambleside Park and Park Royal Shopping Center. A large portion of Ambleside Park and Park Royal Shopping Center South is within Squamish Nation's Capilano reserve. If th lh "Ambleside" refers to the village area in West Vancouver (potentially the area between 13 and 17 ) the reference to key features across the North Shore that relate to the District's growth centers appears to miss the significance of an existing regional destination·retail shopping centre (and surrounding area with considerable growth potential). Perhaps, it may be more appropriate to including "Park Roya1jAmbleside (Squamish Nation/District of West Vancouver) as the reference.

• P.48 Policy 5.5.10 "...to work with .....First Nations governments to identify and advance opportunities to improve vehicle and transit access at the bridgeheads" acknowledges a specific example of the need for all communities on the North Shore to work together.

• p. 84 Sentence reading "Centres Implementation Plans are anticipated to be undertaken ...as a first priority, in areas ... ." and p. 122 ".... Lower Capilano - t\1arine is expected to emerge as a key village centre within the OCP's Network of Centres."

lower Capilano and Lower lynn are planning priorities for the District. Given the proximity of existing reserves (Capilano and Seymour Creek, respectively to these growth centres) and development potential' on-reserve, the importance of on-going, collaborative and cooperative planning processes between Squamish Nation and the District of Ncirth Vancouver should be emphasized. Indeed, the location of the lower Capilano - Marine growth area, to Capilano may well mean that the Squamish neighbourhood at CapUano will directly experience the results of plans at Lower CapUano - Marine, particularly with . respect to the transportation network and transit services.

Map 1: Network of Centers Concept. This map shows City and District West Vancouver boundaries, and two of three Squamish Nation reserves on the North Shore. For completeness, this map should also show Mission IR No.1 surrounded by City of North Vancouver boundaries. (Mapping showing Mission reserves has previously been sent to the District.)

Map 2: see comment for Map 1. Also, the dashed line showing boundary at Capilano reserve should show area south of Marine Drive as Squamish Nation not within the District of West Vancouver.

Map 3: see comment for Map 1. Also, • within Mission reserve, two trail alignments should not be shown, however, at this conceptual stage for proposed trails, showing the southern alignment only is acceptable. (Note: At this time, the Nation is currently engaged with the City of North Vancouver to determine a preferred alignment for trail connectivity from the existing SN Greenway at Mosquito Creek Marina to Bewicke Avenue. ) • at Seymour Creek reserve, the trail alignment should show connecting along an existing road right of way rather than through reserve lands.

letter - District of North Vancouver - Official Community Plan- OSMay2011 12 • at Seymour Creek reserve, the two double-headed arrows indicating "desired connections" should reference the need for collaborative planning, and the need for consultation with Squamish Nation. The Plan should clearly acknowledge that these connections are beyond the jurisdiction of the District, and while they may be desirable from the District's point ofview, they mayor may not fit with the long term objectives of the Nation, and would require both the support and approval ofthe Nation.

Map 4: see comments map 3 regarding two alignments through Mission reserve. Also, Map 4 does not show any reserve boundaries, while it does show municipal boundaries.

Map 5: does not show any reserve boundaries, while it does show municipal boundaries. • With respect to the "Potential new road" (new roads shown in green?, given that existing trails are shown in green on Map 4?) at 15t Street westward into Squamish Nation's Capilano lands, while the map legend states "conceptual only alignment to be determined" the location currently shown would sever Capilano lands. Perhaps there needs to be a reference to the "low level road" to provide some context (e.g.. North Shore Trade Area Program) and explains, again, the need for collaborative planning, and consultation with Squamish Nation.

The completion of a new community plan is a significant accomplishment. Thank you for the opportunity to comment.

I do want to ensure that my voice is heard as a supporter of all of the hard work that Susan and her team put into get to this point and for the OCP itself. Change is hard. Change in your own community is even harder. But as a resident of Lower Capilano I can tell you that not having any change is hard as well. The lack of development in our community has resulted in a hodgepodge of small businesses that struggle to survive, are hard to access and are life threatening to exit from onto Capitano Road. It also means that we have to deal with a large empty, unkempt area known as the Larco site which is also a favourite dumping site for unwanted appliances, furniture and other items that don't need to be mentioned.

We also live next to the Fullerton race track where accessing that road from any of the residential streets is another life threatening experience. Sadly, and more seriously, it also means a declining neighbourhood due to the uncertainty 'urrounding the development of the Larco site and the other businesses on Capilano.

Over the past four years, several homes have come up for sale on the street next to the Larco site. All were purchased by developers, not by people who want to live in the neighbourhood. This shows that the people with the means to purchase in this area have chosen to purchase elsewhere.

So make no mistake the lack of change and development can be scary as welt. We do not want to wait another 15 years for something to be done in this area. 15 more years of uncertainty and decline is bad for this community and the district. This is the gateway to the district, can you image what Capilano Road south of Fullerton will look like in 15 years if the voices that do not want any development, ever, are successful?

I support the OCP because it is a plan and vision for the future of this community and the district. It provides the starting point for how development is going to happen in the district over the next 20-30 years. The key thing is that it is a plan and a vision providing logical guidelines for how to deal with redevelopment that is going to happen regardless. It does not define what that re-development is going to look like. That comes next in the re-zoning application process. But it strives to provide a progressive framework for where that development should occur and what that development should look like to move the district into a more modern, progressive, inclusive and, I believe, desirable location.

You are politicians, you know that you will never get 100% support for a plan like this. However, this is not a popularity contest. As mayor and council you know that your job is to look out for the interest of the district and plan for its future. This is your opportunity to do that. At the council meeting to accept the OCP from staff and to submit it to these public meetings, several of you were talking about your children and grandchildren and how you hope that they will be able to stay on the north shore as they move through life. To do that you need to establish the planning for that now. That is 'our legacy to them and to all of the young people that want to stay in this community.

1 16 You are going to hear from the same set of voices that do not want change of any sort. Those voices have prevented any development or improvement in the lower Capitano area for many years. This process has shown however, that there are a lot of voices that want to see development and improvement in this gateway community.

Most of the voices against the OCP that I have heard are actually dealing with issues that will be seen at the next phase when developers present zoning change applications. The OCP is only a guideline for any such proposals. It is this overarching plan for the district that you need to approve so that we can all start to see the revitalization of the district. I am so excited to be working with you towards a great future for our community. Even if we are not 100% aligned on every issue, change is coming and it's good to address it together. 1 20 Your Worship and Council, my name is Mike Riley, I have lived at 1865 Glenaire Drive since 1996.

The development ofthe OCP has been a revelation for my wife and I. In the past we had subscribed to a narrow-minded view of what we wanted to happen in our neighbourhood.

We have come to realise that our view was not only selfish, but completely unrealistic, and simplistic in the extreme.

The OCP process has opened our eyes to the complexities and interdependent needs that must be considered in any plan for the future.

We am now acutely aware ofthe unsustainable path that we are currently on, and we recognise that ~ are the ones who must help craft the guidelines for the future.

The status quo is not an option; it never has been and never will be. There will be change....take a look at any 50 year old picture ofthe North Shore ifyou have any doubts about that. It is our responsibility to define and manage that change, and for us, this is what the OCP is all about.

There are some who say" what's the hurry", and to them we would say that it's already too late for a lot ofyoung families who cannot find affordable accommodation or good jobs on the North Shore. We have let them down.

We fully support the OCP, look forward to creating a vibrant community in the Lower Capilano area, and our only questions are . when can we get started? and what excuse have we got for leaving it so late?

For many years, I like most afmy neighbours living in the Lions Gate neighbourhood, stalwartly fought against any development proposal for the former Capwest site. The proposals, invariably presented to us by sombre men in expensive suits, felt off. The plans seemed to beckon more to something appropriate to Surrey or Delta. Exactly what we did want I was never quite sure of myself - it was largely sufficient just to be against something.

As the years have gone by there has been a change in thinking - a change ofcontext and awareness cutting across all levels of stakeholders, planners, municipal officials and administrators, and to a varying degree, residents. The current OCP process has brought the awareness and opportunities ofthis thinking right down into our neighbourhood.

From my personal perspective, this change coincided with changes in how I began to view my immediate life, the manner in which I lived and to what extent I was prepared to do anything about it. It has been an extraordinary and at times difficult journey for me. It has immersed me in a wider understanding of the complexities of building a workable community that works for people across a wide range ofages, and economic backgrounds.

It has been infinitely rewarding to the degree that many people have joined together to embrace the prospect ofa renewed neighbourhood. It is tantalizing to contemplate an integrated neighbourhood that allows neighbours to celebrate where they live and extend an emotional investment into that place.

These promises of renewal also corne with the awareness that we cannot continue to blithely move into the next 30 years in the same manner as we did the past 30 or 50 years. There is a bill coming - a bill not just for the hard economics of sewer pipe and road repair, but a larger bill for the planet and the social fabric of our urban life.

I for one, do not want to be asked, at some time in the future, what I did to help change some of what we know we need to begin doing and offer nothing but a mumbled shrug. This OCP plan is a first step to start doing something and even this is the very least we should be asking ourselves to do.

I ask you to take on the role of true leadership and pass the OCP into bylaw. Thank you.

This is Ihe first letter that I have written to the council on Ihe matter of Ihe Lower Capilano OCP plan. However I have attended many local group meetings here 01 the Grouse Inn as well as attending the lost city council meeting and speaking Ihere in tavour of the OCP plan for our area.

I purchased a home here with my family close to two years ago now and feel that the OCP proposed plan has been researched and designed with the knowledge and sensitivily required 10 ensure Ihe proper growth of a communily that is in currently delerioration and decline.

I am particularly impressed with the heart and values exercised by Tom Lancaster who has represenled the proposal plan with the community. I am convinced Ihat his willingness 10 knock on doors. sil down and have coffee talking directly to people one on one is obviously a vaiue that is reflective of the integrity of your council.

I am concerned that the 111h hour antics of a few that oppose any development at all is having impact. The many meetings thai I have attended over the lost 1 1/2 years has been a process of fine tuning development combined wilh a very exlensive consultalion with the community. I have felt involved. become involved with good faith Ihal the direclian we were moving lowards would not be undermined by a boisterous and angry few. I should also note that a good percentage of Ihose complaining aboul the process were not in allendance untillhe lasl two meetings.

The inilial inclusion of Ihe opportunity for Infill housing come as a result of that very detailed consultalion with the communily. Hoving il token off of the table after a meeting with those few people come as a surprise to me and was the first time I questioned the solidarity of the council seemingly changing with Ihe wind.

This community needs a populolion that has members from a wider demographic thai will allract a younger populolion Ihat can offord housing in this area as well as having amenities and services that will keep them there as Ihey age.

I'his was. atter all. the reason tor the hours ot'neighbourhood door knocking and awareness created by several etfected members ofour neighborhood.

Upon my return from a vacation April 25th. I was nothing less than shocked when I visited the OCP website and found Ihal the designation that had been so passionately fought for was now removed. It was ven more ofa shock when I lound out that a very small group of residents in Lower Capilano but for the most part not residents in the "infill housing" designated area had met with someone at level of enough intluence to overturn what was clearly an infomled decision,

[ now understand thaI 42 signatures by homemvners in the prior "inlil1" designated area have been delivered \0 council along wilh a letter of protest at the overturning of the original decision regarding this matter. I hope that council recognizes the importance 42 home owners have in this small community and the tax dollars thai we represent. I am hoping (lor the second time) that the informed peoples' voice will prevail.

I have lived at 2041 McLalien Court in the Lower Capilano area for 31 years. I love it here, but I have seen this spectacular area slowly deteriorate over this period to the point where it has now become truly embarrassing.

I have attended recent meetings on the proposed OCP and I am enormously impressed by the plans presented by Tom Lancaster and his team to revitalize this precious area, the entrance to the District of North Vancouver.

The thought of finally being able to enjoy a walk along Fullerton Avenue, Curling Road (my family in West Vancouver was a member of the Capilano Winter Club since the mid-1950's and I played hockey there as a youngster), through the area of the infamous uLarco site" (now a run-down disgrace), and the neighbourhood east of Capilano Road is truly exciting.

I understand that there is a loud minority of a few individuals in our neighbourhood who have tried to halt any attempt to upgrade the opportunities for our community. Many of my neighbours wish the council of the District of North Vancouver to know that these few individuals DO NOT speak for our community. Quite the opposite­ they speak against the wishes of our community.

I obst:rve in talking to various friends and acquaintances. the main thought on the revised ocr is that it will densify areas of the district with subsequent negative affect on their own lives. This is because they have chosen to live in the district because of space, light. wholesome air. and present amenities. In other words. their fear is that the proposed changes will nullify their present enjoyment of living in the district.

The only way to alleviate these fears is to have slow. controlled growth with much more input from the public as specific items in the new ocr are adopted. We do not want to see what happened with the last ocr where the silent majority kept silent until they saw the direct negative affects on their lives. The tremendous pressure from the district planning department. developers. builders. and retail trades who hope to maintain their employment or make additional profits does not represent the majority of people currently living in the district.

Increasing the tax base from densification is a fallacious argument as services and amenities have lO be provided for the newcomers in excess of the increased tax revenue received. Note that funds for current infrastructure mainlenance are unavailable to meet the present requirements.

I therefore request that the proposals put forward by those \\-ith a vested interest in increasing densification be tempered \\·itll those of the silent majority who wish to see slow. controlled gro\\1h to allow for the preservntion of the current ambience thnt makes living in the district of North Vancouver worthwhile. I would like to address some concerns though. I would object to the manner of public consultation in that the OCP options presented in the past assumed that one had to select from the given choices. There is also the option of doing nothing which is what I would support given that all the other options presented involved increased density.

I am also concerned that the OCP that the district is pursuing is contingent upon the involvement of Larco developments, who will use their leverage to maximize density and profit.

I do not believe that the district has provided data detailing the amount ofincreased vehicle traffic in the area should the OCP be implemented. If I am incorrect, please provide a link directing me to this data. Thank you for referring the District of North Vancouver's Official Community Plan Bylaw No. 7900, 2011 to Metro VanCouver for comments. Overall, we support the vision and goals set out in the OCP and think it aligns well with regional planning objectives. Metro Vancouver staff has reviewed previous drafts of the Official Community Plan and provided comments to District staff in letters dated January 31, March 18 and March 29. 2011. We appreciate the District's efforts to incorporate previous comments that we have made. We understand that the OCP has received two readings, a public hearing will be held on May 16, 2011, and the Regional Context Statement will be forwarded to the Board for acceptance after the bylaw has received third reading.

We acknowledge the District's efforts to develop the Regional Context Statement for the OCP at the time when the Regional Growth Strategy is in the process of adoption. The proposed Regional Growth Strategy is at second reading, and has not yet been adopted by the Metro Vancouver Board, and accordingly, is not yet in effect. Therefore, the Livable Region Straregic Plan is the existing Regional Growth Strategy, and we have reviewed the Regional Context Statement in relation to this document.

However, we note that the District's proposed Regional Context Statement responds to the proposed Regional Growth Strategy (RGS). The introduction to the Regional Context Statement acknowledges that adoption of the District's OCP has fallen within the transition periods between the existing RGS (Uvable Region Strategic Plan (LRSP), and the proposed RGS. We have also provided comments on the Regional Context Statement in relation to the RGS for your consideration. These comments should be considered preliminary; after the adoption of the proposed RGS. the District has two years within which to submit a new Regional Context Statement and at that time, staff will undertake a comprehensive review.

Part I- Uvable Regional Strategic Plan

Protect the Green Zone The Regional Context Statement contains a map ("Regional Features Map", Map 14) that shows Conservation and Recreation areas (this is the term used in the new RGS). During the

development of the Regional Growth Strategy, the District and Metro Vancouver staff worked together to refine the maps for the Conservation and Recreation areas. Therefore. Conservation and Recreation areas shown in the Regional Context Statement are different from the LRSP Green Zone, and are differentlrom the District's 1998 accepted Regional Context Statement. However, the Conservation and Recreation areas proposed in the new Regional Context Statement do not alter the intent of the LRSP Green Zone, and continue to support the Green Zone objectives to protect the region's natural assets, major parks, watersheds, and ecologically important areas. As the proposed Conservation and Recreation areas are consistent with the intent of the Green Zone, the mapping proposed in the Regional Context Statement seems reasonable. If accepted by the Board, the areas would constitute the Districfs portion of the Green Zone. In order to clarify this point. the Regional Context Statement should note that the Conservation and Recreation areas contained in the document represent the District's portion of the Green Zone. Options to remedy this could be by making a notation on the Regional Features Map, or a notation in the preamble to the RCS. In future, when the District submits a new Regional Context Statement in response to the adopted RGS, the notation can be revisited.

Build Complete Communities The Regional Context Statement provides for a network of centres that accommodates a diverse mix of uses, a variety of housing types that accommodates the needs of people at all stages of their lives, all in a supportive and inclusive environment. The District has identified Lynn Valley as its Municipal Town Centre, which aligns with the LRSP. The District's network of centres supports economic growth, and Lynn Valley Municipal Town Centre supports additional employment opportunities. Lower Gapilano/Marine and Lower Lynn have been identified as Frequent Transit Development Areas. Although this term is not induded in the LRSP, the FlDAs support LRSP policy to develop transportation services and facilities that support k>cal access to centres, and to provide a variety of local transit services and networks with the flexibility to serve different demands in support of complete communities.

Compact Metropolitan Region The Regional Context Statement supports the population and employment growth targets set out in the LRSP. The housing policies in the RCS address the LRSP goal of supporting more ground­ oriented housing.

Transportation Choice The Regional Context Statement includes a number of policies that support LRSP goals, such as establishing an urban structure that supports transit ridership, identifying bicycle networks and supporting infrastructure, creating pedestrian friendly environments, and supporting transportation demand management measures.

Part II - Proposed Regional Growth Strategy - Comments for Consideration

Mapping Land Use Designations· Regional Features Map - Map 14 We have reviewed the District's ~Regional Features Map" - Map 14. The intention of this map is to show the relationship between the OCP and the Regional Growth Strategy. and therefore, we suggest the terms used in Map 14 be consistent with those used in the Regional Growth Strategy, as follows: • The term ~Additional Designated Growth Area" is included in Map 14 and applied to Maplewood Village. The term "Additional Designated Growth Area" is not used in the Regional Growth Strategy, and therefore, should be removed from Map 14. As Maplewood

Village is recognized as a centre in the OCP, you may wish to show this on Map 14 with a dot to acknowledge it is a ~Local Centre." • Similarty, we appreciate that the term "Village Centre" is used in the OCP. For the Regional Context Statement. in order to avoid confusion with terms. we suggest that the term "Local Centre" be used on Map 14. • The legend for Map 14 should be amended to include the follO\ving italicized words: "Conservation and Recreation", and -General Urban" when referring to these RGS designations. • To bener describe Map 14, we suggest renaming it from ~Regjonal Features Map" to "Regional Land Use Designations and Overlays."

Mapping for the General Urban. Industrial, Conservation and Recreation. and Rural areas is consistent with the RGS. Additionally. we note that Queensdale is identified on Map 14, but not in the AGS map of Local Centres. Please indicate whether you wish the RGS map for Local Centres to be updated to include Queensdale.

Goal 1 - Create a Compact Urban Area

Population and Employment Capacities and Targets The RGS has a limeframe to 2040, and Regional Context Statements are to contain population and employment capacities and targets to this time, The population and employment capacities and targets for the District's Regional Context Statement are provided to 2030, Upon adoption of the new Regional Growth Strategy, the Regional Context Statement will need to include population and employment projections to 2041 .

Urban centres and Frequent Transit Development Areas As noted above. the District's Regional Context Statement indicates that Lynn Valley is a Municipal Town Centre and that Lower CapiianolMarine and Lower Lynn are indicated as proposed Frequent Transit Development Areas (FTDAs). As set out in the Regional Growth Strategy, at the time of submitting your Regional Context Statement to the Board, please include TransLink's comments on the proposed Frequent Transit Development Areas. This comment applies regardless of whether the proposed Regional Growth Strategy is in place.

The Regional Context Statement includes the phrase, -Lower Lynn is a proposed FTDA (with the potential of a future Municipal Town centre)"_ We acknowledge that the District has passed a resolution asking that LO'Ner Lynn be shown as a Municipal Town centre in the Regional Growth Strategy. Metro Vancouver has indicated that we intend to process your request for an amendment to the RGS as soon as is practical after the adoption of the Regional Growth Strategy, However, at this time, we request that the term in the Regional Context Statement ~(with the potential of a future Municipal Town Centre)" be removed, or reworded to note that this is an aspiration of the District of North Vancouver. The Regional Context Statement uses alternate wording in 1.2.6(c)(ii}. that sets out the District's intention for Lower Lynn, and that wording is acceptable. Generally, statements referring to future regional designations are not included in accepted Regional Context Statements. because they feUer future decisions of the Board. This comment applies regardless of whether the proposed Regional Growth Strategy is in place.

The proposed'Regional Growth Strategy contains actions for municipalities to focus growth and development within Urban Centres and FTDAs, and exdude non-residential major trip-generating uses outside of those locations, The Regional Context Statement indicates that oHice and retail

ft development will be directed to the Distnct's "Network of Centres , We understand the District's Network of Centres includes all Town Centres and Village Centres, and this appears to be too broad to meet the intent of the Regional Growth Strategy, where lynn Valley, Lower Capilano/Marine and Lower lynn are the identified Urban Centres and FTDAs. It is suggested that the Regional Context Statement be amended to reflect this intent. Similarly, OCP policy 3.1.4 should be modified to direct major office uses to these three areas, rather than all of the centres in the District's Network.

Focus Growth in Urban Centres and FTDAs The Districfs OCP includes a "Ught Industrial Commercial" designation which permits a mix of industrial, office, service, utility and business park type uses, including supporting retail and limited residential uses.ft The broad range of uses permitted in this designation has the potential to detract from the RGS's intent to focus residential and commercial growth in Urban Centres and FTDAs, and to exclude non-residential major trip generating uses outside of these areas. It is suggested that the designation be refined so that it aligns with the intent of the Regional Growth Strategy to focus growth in Urban Centres and FTDAs.

Goal 2 - Support a Sustainable Economy Overall, the Regional Context Statement appears to meet the intent of this goal by supporting employment growth and protecting industrial land. Comments with respect to employment location have been made above. In addition, we note the Distnct's policy for Capilano University (OCP 2.2.8) which states, 'Work with CapUano University to integrate residential, institutional or ft economic development within the university precinct into the District's urban structure • This may be at cross purposes with the AGS policy 2.1.4(c) to discourage major commercial and institutional development outside of Urban Centres and FTDAs, unless the development is supportive of the functions of the university. More refinement to the OCP policy to clarify the amount of development envisioned and the geographic extent of the "university precincf' is suggested.

Goal 3 - Protect the Environment and Respond to Climate Change The Regional Context 'Statement appears to address the RGS strategies for Goal 3. The OCP supports the protection of natural assets, provides park and outdoor recreational opportunities, promotes energy efficiency, reduces greenhouse gases, adapts to climate change, and supports the parks, open space and major trails network.

Goal 4 - Develop Complete Communities This goal has two main components; provide diverse and affordable housing choices, and develop healthy and complete communities with access to a range of services and amenities. We note that the ReS appears to address the need to provide diverse and affordable housing choices by undertaking to complete a Housing Action Plan, proving for a broad range of housing types, considering sensitive neighbourhood intill, and supporting rental and affordable housing. The ReS appears robust in responding to the RGS goal of developing complete communities and providing access to services.

Goal 5 - Support Sustainable Transportation Choice The RCS appears to meet the intent of this goal by providing land use supportive of transit, encouraging high quality transit, pedestrian and bicycle facilities and infrastructure, and facilitating goods movement.

I am Antonetta Mastrangelo at 505 Riverside Drive. I have lived in lhis wonderful neighborhood for 3 decades. I am behind the school and near lhe park. We have never had any problems with theft. or vandalism. It is a great neighborhood.

Allowing more people to live is this area is a good idea. Allowing builders to build new buildings like apartmenl buildings is a good idea. The area is very nice and would be better with more families and newer buildings in the area. This area is very close to the second narrows bridge, Real Canadian superstore and many other parts. I know fIrst hand that the family ofresidents in nearby care facilities would love to be able to afford living close by.

Please approve the new OCP.

Some initial thoughts: I am concerned about the negative press the OCP is receiving in the NS News (mostly letters to the editor) and would like to have my voice heard as a member of the "missing generation". I am extremely pleased of what I have seen so far and have taken the time to be involved in two previous consultations regarding the OCP. I support targeted densification. diversification ofhousing types and increasing public transportation. I also support the facilititation ofurban agriculture in our district. As a resident and home owner in the lower Capilano area, I am deeply concerned about the profound changes that are being proposed for the lower Capilano area. I strongly feel that we will be adversely impacted in several ways. Here are my points I would like to make.

1. Traffic is already at maximum capacity on Capilano Road, and the proposed changes call for a significant increase to the current volume. As the lions Gate is the primary bottleneck, and no bridge upgrades are planned for anYtime soon, this can only result in chaos.

2. There appears to be little consideration given to commercial space in the area. With its close proximity to downtown, it seems like a logical location to build more affordable office space. With the district expanding by 20,000 people over the next twenty years, it would seem to make sense to try and keep some of these people from North Vancouver and off the bridges.

3. When I participated in the design charrettes, I was totally unaware of the fact that the District was looking to increase the population in North Vancouver significantly over the next twenty years. Subsequently, I was shocked when I found that our area was going to take a significant portion of this density. We had little or no guidance with respect to density in this exercise, and we were told it was a Hconcept'" plan only. Had I known that density was a large part of this plan, I would have much more careful with regards to what we had created. When we were finished the exercise, I was shocked at what we had built, and expressed my concerns that we had created a city in our neighbourhood ... this was definitely not my intent.

4. Unfortunately, this OCP process has caused a significant rift in our neighbourhood. Perhaps we are all to blame, but it's unfortunate that a process wasn't implemented at the beginning to engage the entire community in order to come to a consensuses on what we would like to see happen.

5. I feel that there should have been a better process to determine options for the lower Capilano area. Having to choose from three designs that were conceived from a relative small group is unfair.

I don't believe there is a resident in the area that doesn't want some change, as the lower Capilano Road and the larco lot have become an eye sore. I do like the concept of a village centre, but don't believe we need or want the density that's being proposed. With the inclusion of Woodcroft, we already have a signicant population to support some commercial and retail development. With thousands of cars traveling through the area every day, this seems like a logical location for an Edgemont type development, but not a high density Village Centre.

Thank you for your letter of April 26, 2011, referring the District of North Vancouver's proposed Official Community Plan to TransLink for comment. We h~ve reviewed the proposed OCP in context with TransLink's mandate to plan and manage the regional transportation system and our comments on earlier drafts of the OCP. We appreciate the positive responses to our previous input, and offer the following comments for your consideration as the OCP is finalized.

General TransLink supports the vision, goals and strategic directions laid out in the proposed OCP. The District's target to have 35% of resident trips by walking, cycling or transit by 2030 is generally consistent with the goal in Transport 2040, Translink's long-term transportation strategy, to have the majority of trips in the region made by transit, walking and cycling.

Network of Centres Concept The Network of Centres Concept Map and supporting text identify "Transit Corridors" which "receive, or may potentially receive, frequent transit service provision (defined as every 15 minutes or better, throughout the day, 7 days a weekt. Most of the identified corridors have such potential overthe time horizon of the OCP, although there are a number of factors that will ultimately determine when candidate corridors will have the necessary ridership and other conditions to support investment in this level of service. Please note that the Marine Drive/151~ $1. corridor already receives this level of service and the Marine Drive corridor between West Vancouver and Phibbs Exchange{Capilano University will begin to receive frequent transit levels of service in June of this year. We also note that the term "major transit corridor" is used in several places in the OCP (eg. page 42 and in the Regional Context Statement). This is not a term TransUnk currently uses in transit planning, and might lead to some uncertainty about the transit services contemplated for these corridors. We suggest the use of consistent terminology throughout the document through deletion of the word "major" in this context.

Schedule C: Regional Context Statement Adopting the new OCP will likely fall within the transition period between Metro Vancouver's Livable Region Strategic Plan and adoption of the new Regional Growth Strategy. In that light, the District has proposed a Regional Context Statement that is compatible with both growth strategies, and proposes establishment of two Frequent Transit Development Areas. It is understood that the Regional ConteKt Statement will be resubmitted after the Regional Growth Strategy is finally adopted.

The proposal to designate Lower Lynn and Lower Capilano-Marine as Frequent Transit Development Are",') (FTDAs) is appropriate and compatible \...,jth the on going work on the North Shore Area Transit Plan. These FTDAs are located along Marine Drive, a key transit corridor;n the region, and are well suited to being nodes/anchors that would reinforce and support the provision of frequent transit service over time. The District's policies to focus growth in these areas as well as the other centres should promote walking and transit use and the development of a transit-oriented community. However, we note that the OCP includes a policy to direct major office uses to sites within and proximate to the network of centres (policy 3.1.4). In general, it would be preferable if major office development was directed to a small number of centres well served by transit. This would suggest that targeting such development to Lynn Valley Municipal Town Centre and the two FTDAs should be a priority. We also note that District of North Vancouver Council has passed a resolution requesting the Metro Vancouver Board amend the Regional Growth Strategy at the first opportunity following its adoption to designate lower Lynn as a Municipal Town Centre. If this happens, our understanding is that its designation as an FTDA would no longer apply.

The District is the first municipality in the region to designate Frequent Transit Development Areas. Over time we expect that a process and supporting guidelines will be developed for these areas through consultation with TransLink and Metro Vancouver to ensure the principles established in the new Regional Growth Strategy are consistently addressed, together with application of transit service and other guidelines prepared by TransLink.

Implementing the Official Community Plan Many of the transit-related items identified in the OCP can be addressed through the North Shore Area Transit Plan process now underway, or through subsequent implementation initiatives. For example, TransUnk would be pleased to work with the District on determining the appropriate type and location of transit facilities and services in the Lower Capilano-Marine Village Centre (Schedule A, Part 3.2).
