Content Page Introduction ................................................................................................................................ 1 Bohemia ..................................................................................................................................... 5 Moravia .................................................................................................................................... 37 Silesia ....................................................................................................................................... 42 Introduction The following list of sources relating to the agenda of promotion of municipalities to towns and market towns in the period (1832) 1856–1918 was created in an effort to make the material stored in several fonds of the National Archives accessible.1 First of all, these are files deposited in the fonds Ministry of the Interior – Vienna (Ministerstvo vnitra – Vídeň; MV/R)2 and in its part Archive of Nobility (Šlechtický archiv; MV/R-ŠA)3. These fonds were created during the archival separation with Austria by earmarking files concerning the Czech lands. According to the agreement of Czechoslovakia with Austria on 18 May 1920, files from the official registers of the last 30 years of the monarchy should have been taken over. However, this threshold was exceeded for some agendas.4 It is necessary to emphasize here that the Czechoslovak archivists failed to thoroughly select all the files relating to the Czech lands.5 Even the agenda concerning the promotion of municipalities is not stored in the National Archives in entirety, and some files may be found in the Austrian State Archives in Vienna.6 The files are deposited in the fonds chronologically according to the reference numbers within the original subject classification according to shelf marks. The agenda associated with granting municipal coat of arms was deposited in the so-called Archive of Nobility. As the files of the Ministry of the Interior concern the Bohemian lands, we have attached as sort of supplement a list of files concerning the Moravian and Silesian localities.7 Promotion of communities in Bohemia was also included in the agenda of the Bohemian Governor’s Office (České místodržitelství; ČM). The files are deposited in the general 1 The subject of this list is not the analysis of the matter. Recently, see e.g. KUČA, Karel. Obnovení kategorie „městys“ v české legislativě a rehabilitace historických měst. Muzejní a vlastivědná práce. Časopis přátel starožitností. 2006, 44(1–2), 43–96. 2 S. m. 11 – Municipal Affairs, 1872–1918, b. 337–356. 3 Archive of Nobility, applications and negotiations on the promotion of municipalities to towns and on the granting municipal and clerical symbols and seals, b. 53–59. 4 In our list, see e.g. documents concerning the town of Terezín from the 1830s in the fonds MV/R-ŠA. 5 The situation got complicated by the transfer of some archival documents to Vienna during the Nazi occupation and the subsequent deposition of archival records in various places to secure them from air raids. After the World War II, exchange of these “abducted” archival records took place, but even this one could not be done consistently. 6 Österreichisches Staatsarchiv Wien, Allgemeines Verwaltungsarchiv, Ministerium des Innern. 7 In brackets, see the ref. no. of the Moravian Governor’s Office (Moravské místodržitelství; MM) and Silesian Provincial Government in Opava (Slezská zemská vláda v Opavě; SZV), whose documents are deposited in the Moravian Provincial Archives in Brno (Moravský zemský archiv v Brně) and the Provincial Archives in Opava (Zemský archiv v Opavě). 1 registry of the ČM under shelf mark 13 – Municipal Affairs.8 These files are part of the general agenda concerning municipalities. The files from the period after 1910 are deposited in the fonds of the Provincial Office, Prague (Zemský úřad Praha; ZÚ Praha), the successor institution of the ČM. The submitted list was created in several stages. In the first stage, files on the matter were identified in the fonds MV/R and MV/R-ŠA. These files refer to the agenda of the Bohemian Governor’s Office through the reference numbers. Using submission protocols we searched the files for these localities within the PM fonds and its successor, the ZÚ Praha. In the next phase, within the list of the shelf mark ČM 13 (Municipal Affairs), files concerning the promotion of towns and market towns were searched for in the ČM fonds. The structure of the list is based on its function, which is to provide researchers with information on the existence and storage of files relating to a particular locality. Locations are listed alphabetically within countries. In case of promotion to a small town, the name of the locality is written in italics, promotion to a town is written in common font. In addition to the Czech name, the German name is used for some localities. Furthermore, the location is determined by specifying the former district or local district, followed by the entry on promotion, which is indicated by the date of issue of the decision. If the date is not specified, promotion was not performed. Furthermore, also a reference to the stored archival records is provided, according to which these can be ordered to the research room, or as the case may be, a notice of their shredding in the respective authority prior to their takeover into the archives is given.
