1 INTRODUCTION 1.1 Project and Planning Background GK Heritage Consultants Ltd were commissioned by Energion to undertake a settings assessment of Land to the North of Felindre Road, Pencoed, CF35 5HU. The proposed development is for the installation of a 2 mw Peaking Gas Development. 1.2 Site Description The proposed area of development (hereafter referred to as the “PDA”) is located on land to the north of Felindre Road, to the east of the town of Pencoed, Bridgend (Fig.1). The PDA forms the northern part of two fields which lie directly adjacent to Felindre Road. The PDA is bounded by open fields and scrub land to the north, east, south and west. There is an existing sub- station located to the south-west. To the north- east is a large field with stables associated with Felindre Mill.

1.3 Proposed Development The proposed planning application is for the installation of 9, 2 MW engines, fuelled by natural gas. The engines would be housed in container buildings 3.8 m in height. The emission flues would terminate above the containers at 12 m above ground level. There would be a total of 10 emission flues with two engines per flue.

Also included on site would be a small switch room and gas kiosk. 2 AIMS AND OBJECTIVES The principal aims of this assessment are to produce a report detailing any potential indirect impacts upon the settings of nationally designated assets and to assess their significance. The study has been taken over a 3km radius from the boundary of the proposed development area (see DWG 1, appendix A). 3 METHOD STATEMENT This assessment was undertaken in accordance with the guidelines set out in The Chartered Institute for Archaeologists’ Standards and Guidance for Historic Environment Desk Based Assessment (CIfA 2017)1 and Setting of Historic Assets in Wales, (CADW 2017)2. 3.2 Information Sources The following sources relating to this area have been consulted:

architectural or historic interest (“listed buildings”). 5 SETTINGS ASSESSMENT

This section provides the results of the heritage settings assessment, which considered potential ‘non-physical’ or ‘indirect’ effects upon the significance of susceptible heritage assets as a result of potential changes to their setting. The assessment was undertaken in accordance with the industry-standard guidance provided in “Setting of Historic Assets in Wales, CADW 2017”10. This guidance document promotes a ‘stepped’ assessment methodology, which has been adopted and adhered to throughout. This methodology defines heritage significance as deriving from a combination of heritage ‘values’, chief amongst which are: evidential (archaeological) value; historic (illustrative and associative) value; aesthetic value; and communal value. The Stages comprise: • Stage 1: Identify the historic assets that might be affected by a proposed change or development.

• Stage 2: Define and analyse the settings to understand how they contribute to the significance of the historic assets and, in particular, the ways in which the assets are understood, appreciated and experienced.

• Stage 3: Evaluate the potential impact of a proposed change or development on that significance.

• Stage 4: If necessary, consider options to mitigate or improve the potential impact of a proposed change or development on that significance.

5.1 The Significance of Historic Assets The definition of ‘significance’ employed here for the identified historic assets is taken from Cadw’s Conservation Principles, Policies and Guidance for the Sustainable Management of the Historic Environment in Wales (2011)11, which describes this term as embracing ‘all of the cultural heritage values that people associate with it, or which prompt them to respond to it’, and then adds that these values ‘grow in strength and complexity over time, as understanding deepens and people’s perceptions evolve’.

Conservation Principles, Policies and Guidance for the Sustainable Management of the Historic Environment in Wales identifies four component values that make up significance: • The asset’s ‘evidential value’, which is defined as those elements of the historic asset that can provide evidence about past human activity, including its physical remains or historic fabric; • The asset’s ‘historical value’, which is defined as those elements of an asset which might illustrate a particular aspect of past life or might be associated with a notable family, person, event or movement; • The asset’s ‘aesthetic value’, which is defined as deriving from the way in which people draw sensory and intellectual stimulation from the historic asset; and • The asset’s ‘communal value’, which is defined as deriving from the meanings that a historic asset has for the people who relate to it, or for whom it figures in their collective experience or memory.

5.2 Stage 1: Identify the historic assets that might be affected by a proposed change or development. A study area of 3km was examined for the provision of data for Grade 1, 2* and Grade II listed buildings, scheduled monuments, conservation areas, Historic Parks and Landscapes and world heritage sites. The initial assessment (GK Heritage 2018) identified that within the 3km study area there were 28 listed buildings all of which were Grade II. In addition, 6 scheduled ancient monuments were recorded within the 3km study area. No other designated heritage assets were recorded. There are no designated heritage assets within the PDA. None of the above designated assets are under threat from indirect impact beyond 1km. 5.1.2 There are 8 Listed Buildings within 1km of the proposed development site, all are of Grade II status. Further, there are two scheduled monuments within 1km. Due to the intervening topography, vegetation and distance 6 of these designated assets will not be indirectly impacted by the proposed development and thus their setting will not suffer harm. These are outlined in the table overleaf and are annotated on DWG 2, appendix A.

These remaining assets, their settings, and thus their susceptibility to impact, were then assessed further using a combination of detailed GIS analysis and field examination. Key considerations included the surrounding topographic and environmental conditions, vegetation cover (within a seasonal context), existing built form, lines of sight and historic landscape associations. This second tier of Step 1 assessment identified that the PDA does not form part of the setting for any of these heritage assets. As such, development within the Site would not result in any changes to the setting(s) of those heritage assets, the key contributing heritage values to, and the key views to and from, which would be preserved. The proposal would thus not result in any ‘non-physical’ or ‘indirect’ harm to the significance of those heritage assets or affect peoples’ ability to appreciate their significance.

5.3 Stage 2: Define and analyse the settings to understand how they contribute to the significance of the historic assets. 13159 Churchof SS Ilid and Curig: Listed Building Grade II. The asset is an isolated Churchreached by a track on the south side of a minor road from Pencoed to . The present building is mainly late medieval, although some of the fenestration may be as late as the C17. The Churchwas restored 1882-3 by , diocesan architect. A motte (see GM080) immediately to the north12 may have influenced the siting of the church, which is first mentioned in 1173. The present building is mainly late medieval, although some of the fenestration may be as late as the C17. The Churchwas restored in 1882-3 by John Prichard, diocesan architect. The setting is the buildings relative isolation to the south of Llanilid Road. The Churchis best experienced within its immediate grounds as the surrounding tree cover screens it from the road and surrounding area. The appreciation and understanding of the Churchare from its late medieval architecture and its position within the landscape and how these two factors combine. The significance is therefore how this asset is seen and understood within the wider ecclesiastical landscape and the communal, social and aesthetic value therein of the surrounding settlements from the medieval period to the present.

19475 Tregroes aka Pencoed College Grade II Listed as an impressive early 18th century squire’s house with a strong historical association with Pencoed village. This asset was formally the seat of the Thomas family, associated with the area from the 16th century. It is said to have been built by Edward Thomas between 1710 and 1730 replacing a house of 1591. The house is shown prominently on Yates’ map of 1799 and on the Pencoed Tithe Map of 1841. The house was remodelled later in the 19th century and rainwater goods bear a date of 1864 and possibly refer to these changes. In 1869 the house passed out of the Thomas family’s ownership. It was purchased by County Council in 1925 and subsequently became a College of Agriculture. The appreciation of this asset is mostly its built form and associated architecture. This combined with an understanding of the history of the building, as outlined above, adds a communal, social and evidential value and significance to this asset. GM080 Llanilid Castle Mound, Scheduled Monument. The following provides a general description of the Scheduled Ancient Monument13. The monument comprises the remains of a motte dating to the medieval period (c. 1066 -1540 AD). It follows the standard pattern of a steep-sided circular mound, with a ditch around it on all but the east side. A causeway across the ditch on the south side may indicate an entrance. The top of the mound is flat, and the bank around its rim is 1-2m high. The bailey is thought to lie to the south, possibly including the ground that the Churchand churchyard now stand on. The castle was in the Norman sublordship of Ruthin, the overlords of which, from the 12th century to 1245, were the Stewards of and Talyfan. At some time after 1245 it was probably replaced as an administrative centre by the moated site of Gadlys south of the Church(GM081). The monument is of national importance for its potential to enhance our knowledge of medieval defensive practices. The monument is well-preserved and an important relic of the medieval landscape. It retains significant archaeological / evidential potential, with a strong probability of the presence of both structural evidence and intact associated deposits. The scheduled area comprises the remains described and areas around them within which related evidence may be expected to survive. Both the evidential and built form of this monument are significant as an example of this type of monument across Glamorgan.

GM081 Gadlys Medieval Moated Site, Scheduled Monument. The following provides a general description of the Scheduled Ancient Monument14. The monument comprises the remains of a well-preserved medieval moated homestead.

This site may have been the administrative centre of the sublordship of Ruthin during the 13th century, possibly superseding the motte castle nearby (GM080). Its setting in low ground is a typical one for moated sites, and water could have been let into the moat from the boggy area to the north.

The monument is of national importance and therefore of high value. Its potential to enhance the knowledge of medieval settlement is significant. The monument is well preserved and is an important relic of the medieval landscape. It retains significant archaeological / evidential potential, with a strong probability of the presence of intact archaeological deposits and structural evidence. The scheduled area comprises the remains described and areas around them within which related evidence may be expected to survive.

5.4 Stage 3: Evaluate the potential impact of a proposed change or development on that significance. 13159 Churchof SS Ilid and Curig: Listed Building Grade II. Located 0.9 km to the east of the PDA the Churchand churchyard are located within a slightly elevated position adjacent the small hamlet of Llanilid. The land rises gently from approximately 33m AOD from the PDA to 55m AOD at the Church. The Churchis accessed via a short track, through a gate. The land appears to rise quite steeply at this point; however, this is the Llanilid Castle Mound (GM080) which is passed via the track to the left. The Churchand tower are quite secluded within an isolated position with the main vista over agricultural fields for 600m toward the M4. Views west toward the PDA are not possible from the immediate grounds of the Churchbuilding due to evergreen tree cover associated with the Castle Mound and bordering trees and vegetation of the Old Coach House and Rectory. At the southern most extent of the Churchyard views west can only reach as far as the Pencoed Technology Park and the Ortho Clinics building. Views further north west toward the PDA are not possible.

It might reasonably be argued that development within the PDA would have no indirect impact on the character and appearance of the asset or impact negatively the current setting of the Churchand yard. The proposed development would neither dominate, reduce the appreciation of the asset, or its ability to be understood as part of the wider ecclesiastical landscape. Thusly the spatial and aesthetic inter-relationships between the Churchand landscape would be maintained as existing. 19475 Tregroes aka Pencoed College Grade II Located 0.4km north of the PDA, the buildings main access point is to the front (north facing elevation) which is almost entirely unaltered since the building was remodeled in the later 19th century. The roof was replaced in the late 20th century; a photograph from this period shows 2 chimney stacks to the L and R pitch, these are now missing. To the rear (south facing elevation) views are afforded over modern playing fields and agricultural fields toward Felindre Road electricity substation and Pencoed Technology Park. However, views are restricted by deciduous and evergreen trees bordering the southern end of the Pencoed College campus. The value of the building is historical and architectural. The setting of the building has been quite removed by its envelopment by other modern buildings since the establishment of a college in the 1920s. The ability for the building to be understood is by way of the evidential value held within its architecture, the buildings social and communal history and cartographic records. This allows an understanding of how the original building stood within the landscape of the later 18th and 19th centuries before its amalgamation into a college. Thusly it is not considered that the building would suffer any undue or indirect harm by the presence of the development. GM080 Llanilid Castle Mound, Scheduled Monument. Located 0.9 km to the east of the PDA the monument is located within a slightly elevated position adjacent the small hamlet of Llanilid. The land rises gently from approximately 33m AOD from the PDA to 55m AOD at the Monument. The Monument is accessed via a short track, through a gate. The land appears to rise quite steeply, however, this is the Castle Mound to which a track accessing the Churchof SS Ilid and Curig, 13159 runs to the immediate east of the castle mound. Advancing up the steep bank of the mound and standing within the centre of the monument the evergreen tree growth that has populated the asset does not afford any views toward the PDA. The adjacent Churchis also not visible due to the density of the vegetation and tree growth. The original setting has largely been removed by the introduction of the Church(13159 Churchof SS Ilid and Curig). However, enough evidential value remains that the asset can be understood historically and within the wider landscape. The original setting of the asset has also largely been eroded by the

imposition of surrounding tree cover and associated post medieval enclosure, modern infrastructure and building within the wider area. Thusly it is considered that the proposed development would not indirectly impact the setting of this asset, be dominant to it or limit the understanding of how this monument is understood and appreciated within the wider historic landscape. GM081 Gadlys Medieval Moated Site, Scheduled Monument. Located 1 km SE of the PDA at an approximate height of 55m AOD the monument is located across two private agricultural fields to the south of a woodland extending southward from the eastern boundary of the church. Looking west the ground slopes gently toward Felindre Road. Architecturally all that remains of the site are low banks on the west, south and east sides of a roughly rectangular area. Slight vestiges of the moat which once surrounded it are visible on the west. Due to the inter-visible landscape including trees (some evergreen some deciduous) and height of the roadside hedges it is very unlikely that significant views of the proposed development (including emission flues) would be seen. The monument is mostly of evidential value due to the secure archaeological deposits likely to be contained therein. It has some communal value in as much as its presence has been recorded cartographically and so is a familiar feature within the recorded landscape. The monument is not visible from the PDA and the proposed development would not impact on the aesthetic value of this monument. No sense of the proposed development would be felt whilst experiencing this monument close up. Thusly it is considered that the proposed development would not indirectly impact the setting of this asset, be dominant to it or limit the understanding of how this monument is understood and appreciated within the wider landscape.

6 CONCLUSIONS This impact assessment has been completed in line with current Cadw guidance (Cadw 2017a) and uses professional expertise to identify and assess any impacts arising from the proposed development to the north of Felindre Road. The original setting of the assets has largely been eroded by the imposition of surrounding tree cover and associated post medieval enclosure, modern infrastructure and building within the wider area. It is not considered that the height of the emission flues would dominate the identified designated heritage assets or the landscape around them. The presence of 30m tall electricity pylons that run across the PDA would remain the dominant landscape features as would the windfarm 4.8 km NE and south of Hendreforgan. The assessed designated heritage assets lie within a landscape that has evolved significantly in the last century with the addition of Pencoed Technology Park and M4 to the south, the expansion of Pencoed College and grounds to the north and within the immediate site area the erection of electricity pylons, wire and sub- station. Taken as a whole, it is concluded that the proposed development would not have significant harm on the setting, character and appearance of the assessed designated heritage assets or harm the understanding of the assets as they stand in the present landscape. Accordingly, it is concluded that the proposed development would accord with the thrust of the statutory duty set out within the national planning policy provisions of Planning Policy Wales Tenth Edition and TAN 24 and the aims of local planning policy. It is therefore considered that in this situation, it is the conclusion of this assessment that the development of the site should be considered favourably in respect of the heritage issues raised.
