Council met in regular session with President Matthew D. Habash in the chair. The roll being called, the following members were present: Kevin L. Boyce, President Pro-Tem Michael C. Mentel, Maryellen O'Shaughnessy, Richard W. Sensenbrenner, Charleta B. Tavares, Patsy A. Thomas and President Matthew D. Habash. There being a quorum present, Council adopted a motion to dispense with reading of the minutes of the previous session and to accept the journal as recorded. Parker (10/04/03) October 04, 2003 THE CITY BULLETIN 4421 ORDINANCES ORD NO. 1899-2003 To authorize and direct the Finance Director to enter into five contracts for an option to purchase Office Chairs, with Thomas W. Ruff& Company, Office Depot, Boise Workspace, Continental Office Environments, King Business Interiors, Inc., to authorize the expenditure of five dollars to establish contracts from the Purchasing/Contract Operation Fund, and to declare an emergency. ($5.00) WHEREAS, the Purchasing Office advertised and solicited formal bids on June 5, 2003 and selected the lowest bids; and WHEREAS, this ordinance addresses Purchasing objectives of 1) maximizing the use of City resources by obtaining optimal products / services at low prices and 2) encouraging economic development by improving access to City bid opportunities and 3) providing effective option contracts for City agencies to efficiently maintain their supply chain and service to the public; and WHEREAS, an emergency exists in the usual daily operation of the Purchasing Office in that it is immediately necessary to enter into five contracts for an option to purchase Office Chairs, thereby preserving the public health, peace, property, safety, and welfare; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS: SECTION 1.     INDEX TO THE HISTORICAL ARCHIVES OF THE TOWN OF SALEM SALEM, NY WASHINGTON COUNTY HISTORIAN'S COLLECTION DR. ASA FITCH HISTORICAL SOCIETY COLLECTION Revised January 2016 William Cormier, Historian The following lists contain the archival records of the village of Salem and represent only a part of all administrative records generated by the village. The archives contain those records, pictures, artifacts, correspondence, etc. which have and will have administrative, legal, research and historical value. Without these records much of our history would be lost forever. In 1992, a grant from the NYS Archives and Records Administration (SARA) enabled the town and village of Salem to begin the process of sorting, inventorying, preserving and cataloging the town and village records. In addition to the actual records, a growing microfilm collection, which consists of local newspapers, vital records, town minutes and the Dr. Asa Fitch Jr. Journals, was created. Microfilming was made possible through a Washington County SARA grant. In the 1994-95 year, a New York State LGRMIF grant made possible an historical archives indexing project. This project was completed through the efforts of William A. Cormier, historian and grant coordinator; Dorothy Shane, archival clerk; and Patricia Baltz, typist and proof reader, with the cooperation from Mary Kilpatrick, town clerk and Peg Culver, librarian. At present, Salem's village archives are housed in the History Room off the Bancroft Library in the Proudfit Building. Other village records, kept by the village clerk, village justice, and fire department, are found in the village office in the Proudfit Building.     HISTORY MINUTE 001 Nebraska Statehood Nebraska was admitted to Statehood on March 1, 1867 by President Andrew Johnson, but only after a long wrangle with the Congress. At issue were voting rights for newly-freed slaves, and the right of states to determine for themselves who should be allowed to vote. The Nebraska state constitution, hurriedly drafted and passed in 1866, restricted the suffrage to white males. Nowhere in the country were women allowed to vote, but many in Congress were demanding Negro suffrage. Radicals on Capitol Hill amended Nebraska's statehood act to include the vote for blacks. President Johnson vetoed the bill, on the grounds that Congress had no right to dictate to any state what its constitution should be. The presidential veto was over-ridden, and President Johnson reluctantly proclaimed Nebraska to be a state. At the time of statehood, Nebraska's black population was almost nonexistent. But the right to vote was guaranteed for all males. It was not until the 1890s that the state constitution was amended to extend suffrage to all people. HISTORY MINUTE 002 Buffaloes Come to Dinner Thousands of buffalo still roamed Nebraska as late as 1875. As the prairie filled with homesteaders, conflict between man and beast was inevitable. One early account reported: "... seven buffaloes were in town, having a red-hot time. One of them effected an entrance into the dining-room of Rumsey's hotel, and broke several chairs in attempting to sit down at the table to make a square meal of antelope steak. Getting his back up at the toughness of the steak, he overturned a table and smashed the crockery ware.

The more than 220 representatives of the various Columbus manufacturing plants which were visited during the Summer and Autumn of 195 2 contributed time and ideas as they attempted to answer thoughtfully the questions of the writer. Their ideas, and the facts they presented, have been incorporated in this dissertation but if there are errors in interpretation, they are the writer’s.
