Andover Rural Plan • May 1997 Page iii 1.0 INTRODUCTION The Village of Perth-Andover has retained Jacques Whitford Environment Limited (JWEL) to undertake a review of the Village's Municipal Development Plan. The Plan was last updated in June 1978. The Village has decided that a Rural Plan would be a more appropriate planning tool as the components and the structure of Rural Plan better suits the planning needs of the community. This Rural Plan has been prepared in accordance with Sections 27.2 (1) and 27.2 (2) of the New Brunswick Community Planning Act. A Background Document has been prepared which contains information on community conditions relating to demographic, employment and labour force characteristics, municipal services, municipal administration and finances. The Village was formed in 1967 from an amalgamation of two communities: Andover on the west side of the Saint John River and Perth on the east side. The Village is a service centre in the area for the tourism, forestry and agriculture industries. Perth-Andover is located within the Parishes of Perth and Andover in the southern portion of Victoria County. The municipal boundary of the Village of Perth-Andover is shown on Map 1. 1.1 Community Conditions and Demographics The 1991 population of Perth-Andover was 1877, this is a slight (-0.6 %) decrease from the 1986 census. As with similar communities, the population structure is composed of a predominantly older population segment. This aging population has considerable influence on the type of services and programs which will be in demand in the community in the coming years. The population breakdown for Perth-Andover, Victoria County and New Brunswick, by age and sex are presented in Table 1.1 and Figures 1.1 and 1.2. This breakdown is presented by age and sex for 1991. The 25-34 age group is the largest age group for the Province, County and Village. Perth-Andover has an older population than rest of the Province and the proportion of the population in the 65-74 age group for Perth-Andover is considerably higher than the rest of the Province. Perth-Andover has a lower proportion of the population of school age (5-19) than the rest of the province. In 1991, there were 760 occupied private dwellings in the village. In terms of labour force activity of village residents, trade industries
