    VÄRMLAND OCH KARLSTAD - STRUKTUR, FINANSER OCH FÖRUTSÄTTNINGAR FÖR POLITIK PO NORELL "En mycket positiv trend utifrånvår vision, livskvalitet Karlstad100 000, har varit att vi under de senaste åren lyckats höja den genomsnittliga nivån på befolkningsiikningen. Under 2010 ökade befolkningenmed över 1 000 personer vilket med undantagfor 1994 (forklarasdelvis av storflyktinginvandring och ändradefolkbokfiiringsregler) aldrig hänt tidigare. En annan gräns på 1 000 personer överträffas också nämligen antalet nyfodda, vilket inte skettsedan "baby-boomen" kring 1990. För Karlstads och regionensdel är det nödvändigt att vi klarar av konkurrensen om framtidens medborgare om vi skallfort­ sätta att utvecklasoch attrahera nya foretagoch god samhä!lsservice"(Karlstadskommuns årsredovisning for2010:10). Detta är en bild av den verklighet som en värmländsk kommun målar upp. Den är inre typisk för värmländska eller för svenska kommuner. Tvärtom brottas de flestamed de problem som följer av en åldrande och minskande befolkning. Det är knappast heller ovanligt att det i dessa skillnader - mellan den expansiva och andra - finns ettfrö till motsättning. I ett nationellt eller ett regionalt prioriteringssam­ manhang finns en spänning mellan att stödja den strukturellt svagare och att göra den starke starkare. Det senare utifrån tanken att ett riktigt blomstrande regionalt centrum också skapar bättre förutsättningar för ett omland. Samtidigt är de allra flesta, sannolikt, överens om att det finns starka ömsesidiga beroendeförhållanden mellan kommuner i en region: alla stärks av att det går bra också för andra. Region Värmland (2009) har antagit ett regionalt urvecklingsprogram med titeln "Värm­ landväxer och känner inga gränser, 2009-2013". Detta har, som framgår av titeln, ett offensivtanslag. Fokus ligger mera på möjligheter än på begränsningar.

Over the past 40 years, Karlstad´s share is unchanged. The increase in figures depends to more than 50% of influx from the other 15 municipalities in Värmland. Almost 50% are retired. When it comes to regional GDP, Värmland was number 13 of 24 counties in 1860. Today, the position is 22. Nor- dregio's Regional Potential Index expresses the economic prospects of regions. Värmland is ranked 58 of 74 Nordic regions. In Sweden, only Gävleborg region has a lower position. In global terms, regarding the effects of the digital revolution on future employment, we can expect a decline in man- ufacturing, retail trade and transport on roads. At the same time, we see a very strong increase of the employment in the information technology sector and other high-tech industries.
