PL83/18 Planning Committee meeting minutes: 17th December 2018 RESOLVED that the minutes of the meeting of the Planning Committee as above, having been previously circulated, be taken as read, approved and signed. Cllrs Ripper/Slater. 5 voted in favour. 2 abstained: Cllrs Brown and Johns. PL84/18 Planning Applications for consideration RECEIVED a request by the planning authority for consultation and responded: PA18/00021/NDP: Plan Proposal submitted for the designated Chacewater Neighbourhood Area. The consultation will run for seven weeks (due to the Christmas period) and end on 7th February 2019. Chacewater Parish Council. Chacewater, Truro. Signed: Date: No objection. Cllrs Bunt/Slater. Unanimous. PA18/11335: Construction of 2 dwellings (amended design PA12/02395). R Evans. Land adjacent to Croesco, Goonbell, St Agnes TR5 0PH No objection subject to the following suggestion: Proposed dwellings are moved back to allow for the provision of two parking spaces per property; Goonbell already lacks sufficient on-street parking. Cllrs Slater/Brown. Unanimous. PA18/10743: Application for Outline Planning Permission for up to two residential dwellings with all matters reserved. M Commons. Land NE of Fir Tree Cottage, Wheal Rose, Scorrier The Council objects due to the access lane being too narrow and totally unsuitable (contrary to NPPF paragraphs 105, 108, 109 and 110). Cllrs Ripper/Bunt. Unanimous. PA18/11660: Conversion of redundant rural building (former fisherman's store) to provide a residential dwelling. Rowse. Land NW of Mellowvean, Mithian, St Agnes TR5 0QA No objection. The Council felt that the proposed dwelling would be, aesthetically, an improvement to the existing building. Cllrs Ripper/Slater. 6 in favour. 1 against: Cllr Brown. *Cllr Bunt left the room. PA18/11383: Demolition of 3 outbuildings and erection of single storey low rise sustainable dwelling (outline with some matters - appearance, landscaping, layout and scale - reserved). Doble. Former Polberrow Block Works, West Polberro, St Agnes TR5 0SS The Council has no objection to a building similar to the one proposed in the Outline application. PA18/10497: Re-surfacing twentieth century Cornish tin mine features in need of attention due to weather erosion on mundic - requiring specialised waterproof plaster although the finish shall have the same appearance as the original Portland cement plaster used. The Chair also extended thanks to staff, Cornwall Council Officers and Parish Councillors for their hard work over the past year and warmly welcomed new staff to the Parish Council team. 3. Report: Parish Council End of Year accounts (provisional – subject to audit) The accounts were noted in lieu of final auditor approval. Total expenditure was £257,700 and total income was £346,079. 4. Report: Cornwall Councillors and other Community Groups Cornwall Councillor P Mitchell read out his report which included: information on the new cycle way; devolved services update and noted his thanks to the Clerk for his hard work towards the successful transfer of these services; the Transport Working Group’s key focusses and that Traffic Regulation Orders were being progressed; thanks were noted to the NDP group.

    Appendix A - Responsibilities for Flood Risk Management The Department for the Environment, Food and Rural Affairs (Defra) has overall responsibility for flood risk management in England. Their aim is to reduce flood risk by: • discouraging inappropriate development in areas at risk of flooding. • encouraging adequate and cost effective flood warning systems. • encouraging adequate technically, environmentally and economically sound and sustainable flood defence measures. The Government’s Foresight Programme has recently produced a report called Future Flooding, which warns that the risk of flooding will increase between 2 and 20 times over the next 75 years. The report produced by the Office of Science and Technology has a long-term vision for the future (2030 – 2100), helping to make sure that effective strategies are developed now. Sir David King, the Chief Scientific Advisor to the Government concluded: “continuing with existing policies is not an option – in virtually every scenario considered (for climate change), the risks grow to unacceptable levels. Secondly, the risk needs to be tackled across a broad front. However, this is unlikely to be sufficient in itself. Hard choices need to be taken – we must either invest in more sustainable approaches to flood and coastal management or learn to live with increasing flooding”. In response to this, Defra is leading the development of a new strategy for flood and coastal erosion for the next 20 years. This programme, called “Making Space for Water” will help define and set the agenda for the Government’s future strategic approach to flood risk. Within this strategy there will be an overall approach to the assessing options through a strong and continuing commitment to CFMPs and SMPs within a broader planning framework which will include River Basin Management Plans prepared under the Water Framework Directive and Integrated Coastal Zone Management.
