Planning Committee meeting – 21st January 2019 Minutes of the meeting of St Agnes Parish Council Planning Committee as above, held in the Parish Rooms, 17, Vicarage Rd, St. Agnes, at 19:15.

Present: Cllrs Barrow (Chair), Ball, Brown, Bunt, Johns, Ripper, Slater. Absent: None. In attendance: C Callaway, Officer; 19 members of the public.

The Council objects due to the access lane being too narrow and totally unsuitable (contrary to NPPF paragraphs 105, 108, 109 and 110). Cllrs Ripper/Bunt. Unanimous.

PA18/11660: Conversion of redundant rural building (former fisherman's store) to provide a residential dwelling. Rowse. Land NW of Mellowvean, , St Agnes TR5 0QA

No objection. The Council felt that the proposed dwelling would be, aesthetically, an improvement to the existing building. Cllrs Ripper/Slater. 6 in favour. 1 against: Cllr Brown.

PA18/11383: Demolition of 3 outbuildings and erection of single storey low rise sustainable dwelling (outline with some matters - appearance, landscaping, layout and scale - reserved). Doble. Former Polberrow Block Works, West Polberro, St Agnes TR5 0SS

The Council has no objection to a building similar to the one proposed in the Outline application. The Council also stressed the importance of a definitive boundary on the East side of the plot. Cllrs Ripper/Brown. 5 voted in favour. 1 against: Cllr Johns.

The Council strongly objects as follows: No amenity space, contrary to Policy 16 of the Local Plan; Overdevelopment of the site in that the large proposed replacement dwelling is not comparable in size/scale/bulk to the existing building (contrary to Policies 7 & 12 of the Local Plan). PA18/10497: Re-surfacing twentieth century Cornish tin mine features in need of attention due to weather erosion on mundic - requiring specialised waterproof plaster although the finish shall have the same appearance as the original Portland cement plaster used. The Council strongly objects as per WHS advice and Historic Environment comments. Further objections as follows: the siting of a shed could compromise the sensitive area; question regarding access permission from the landowner. Cllrs Ripper/Barrow. Unanimous.
