Screening Outcome X [3] Crowan Neighbourhood Plan SEA and HRA Screening Report 1. Introduction 1.1 This screening report is designed to determine whether or not the contents of the Crowan Neighbourhood Development Plan (NDP) requires a Strategic Environmental Assessment (SEA) in accordance with the European Directive 2001/42/EC and associated Environmental Assessment of Plans and Programmes Regulations 2004. The report also considers whether Habitats Regulations Assessment is required under Article 6 or 7 of the Habitats Directive. 1.2 The purpose of the Crowan NDP is to achieve the vision: ‘In 2030, the Crowan Parish will be an even better area to live and /or work as the character of the Crowan Parish countryside will have been retained, whilst in the five main settlement communities at Crowan, Leedstown, Praze-an-Beeble, Nancegollan and Townshend the community facilities and services will have been improved. ‘ The key objectives of the NDP are a) Housing Objective. To ensure that new housing matches the needs of local people and is located in harmony with the surrounding environment and existing buildings; b) Community Facilities, Amenities & Services Objective. To provide a good quality of life in our villages with enhanced community facilities to meet changing needs whilst ensuring that the infrastructure of Crowan is developed and maintained to support the expectations and needs of parish residents; c) Employment & Tourism Objective.

Mr Jeremey Varcoe on behalf of the public also expressed their sadness to hear about Cllr. Gisbourne and on behalf of the public wished him a speedy recovery Members met with: i. Mr David Norris, Origin3 invited comments i.r.o. the current Trewiston Lane development appeal. He sought Members’ views on a 100% affordable scheme, which would be in accordance with Cornwall Council’s advice, but explained this would is not commercially viable. Members would be find a 100% affordable development acceptable. They said the pond and play were not required. They would prefer the money to go to Community Hub. Cllr. Gilbert had provided information on housing needs (see insert below), which shows the current applicants on the Housing Register with a local connection to each parish and their bed need. This will be followed on the second Wednesday of each month from November to April inclusive, with presentations including Music and Song inspired by The Beauty of Cornwall; Oysters and The River Helford; Country House Fires in Cornwall; The Levant Mine Disaster; A Cornish Mariner, Captain Joseph Banfield and Witchcraft and Folk Magic in Cornwall. As is usual, our May meeting is an evening visit, this year to St. Anthony in Roseland and the final meeting in June is an afternoon pilgrimage to RAF Portreath. St. Piran's evening will again be celebrated on March 5th at the Royal Standard at Gerrans, with a pasty supper and Du Hag Owr and Dew Vardh, to entertain us. Our Bring your own Picnic, to celebrate the Feast Days of St Gerrans and St. Anthony will again be held on August 4th on Gerrans Village Green. The cost of membership will remain at £7.50 per person for the season, which covers all the talks and includes reduced rates for the outside meeting and the pilgrimage visit. Visitors and non-members are always welcome to individual meetings at an admission fee of £2.50 per person for each event. We hope that you will find something of interest in the programme and will come along and join us for the season, or you are welcome to just come for the meetings that are of particular interest to you.
