128: In determining applications, local planning authorities should require an applicant to describe the significance of any heritage assets affected, including any contribution made by their setting. The level of detail should be proportionate to the assets’ importance and no more than is sufficient to understand the potential impact of the proposal on their significance.

131: In determining planning applications, local planning authorities should take account of:

• The desirability of sustaining and enhancing the significance of heritage assets and putting them to viable uses consistent with their conservation;

• The positive contribution that conservation of heritage assets can make to sustainable communities including their economic vitality; and

• The desirability of new development making a positive contribution to local character and distinctiveness.

132: When considering the impact of a proposed development on the significance of a designated heritage asset, great weight should be given to the asset’s conservation. The more important the asset, the greater the weight should be. Significance can be harmed or lost through alteration or destruction of the heritage asset or development within its setting. As heritage assets are irreplaceable, any harm or loss should require clear and convincing justification. Substantial harm to or loss of a grade II listed building, park or garden should be exceptional. Substantial harm to or loss of designated heritage assets of the highest significance, notably scheduled monuments, protected wreck sites, battlefields, grade I and II* listed buildings, grade I and II* registered parks and gardens, and World Heritage Sites, should be wholly exceptional.

Analysis and Conclusions:

Whilst the house does fall within the Wadebridge Conservation Area, it only just does so, with the location of the rear extension to which this application relates positioned far enough back from the main Egloshayle Road (approx.. 40m) and town across the River as to be deemed visually insignificant. The extension can not be seen from medieval bridge (grade II* listed and also a scheduled monument) which is approx. 200m away and there are only glimpsed views of the extension from across the river between two new build housing developments fronting the waterside. These views are only possible from a small section of the town which is currently laid out as a modern carpark and there are no listed buildings with a direct view of the house or the extension.

As highlighted in the accompanying Planning Statement, internal layout alterations and a modestly sized extension have been sympathetically designed to improve the use of the house for the applicants by replacing an incongruous and outdated existing addition with a high quality contemporary design much better suited to modern family life. The proposed internal alterations and repairs are sensitive and well considered, and the new addition is designed to respect the historic significance of the existing house whilst greatly enhancing the occupants enjoyment of the property without substantially increasing its footprint.

As such the extension does not significantly harm the heritage asset as defined within paragraph 194 of the NPPF and it is argued that by enhancing historic existing housing stock with a sympathetic and well considered addition, the proposal would significantly improve the setting of the existing house and both preserve and enhance the special character, appearance and significance of the Wadebridge Conservation Area. As such it is hoped and anticipated that the application should be supported by the Council.
