Bodmin Transport Strategy Development Appendix G – Bodmin Strategy May 2017 Bodmin’s Transport Strategy sits within the context of Cornwall Council’s overarching transport strategy, Connecting Cornwall – as set out in more detail in section 2.17. Currently high volumes of traffic and congestion in the centre of Bodmin have resulted in localised congestion and an Air Quality Management Area (AQMA) being declared, which can be a barrier to further growth, unless appropriately addressed. There is a strong desire to see housing and economic growth, including the regeneration of the town centre. The proposed transport strategy aims to address current constraints within the town centre through the delivery of strategic junction enhancements to create capacity, while underpinning the sustainable aims set out in the LTP3, through the delivery of a much improved walking and cycling network, as well as an improved public transport offering. To support the enhancement of the town centre, plans are in place to deliver an innovative low speed environment along part of Dennison Road, through Church Square and as far as Shire House on Turf Street. The scheme will enable growth, whilst managing congestion and giving greater emphasis to the needs of pedestrians and cyclists, which in turn will help to manage air quality. Strategic upgrades are also proposed at Launceston Road/ Priory Road junction, Fiveways, Callywith Gate and Respryn to mitigate against the impacts of growth, improve conditions for pedestrians and cyclists and open up land for development, including two urban extensions located on the north-east and south-east of the town. Furthermore, Bodmin has identified an opportunity to promote itself as a cycle town, building on the back of the high quality cycle offerings on the periphery of the town, namely Lanhydrock, the Camel Trail and Cardinham cycle hub.

This month, one plan has been submitted, and two plans have reached the statutory consultation stage with the period extended to twelve weeks due to the Covid-19 situation. There is information about the new increased grant allowance from Locality to help develop neighbourhood plans and about a new CIL fund which is available to parish councils and community groups Neighbourhood Planning Team Information Classification: CONTROLLED Basic Grant allowance increase 137 Due to the impacts of coronavirus, The Ministry Town and Parish Councils of Housing, Communities and Local Government submitted Designation (MHCLG), has increased the Basic Grant Applications allowance from £9,000 to £10,000 for all eligible groups to the programme. This additional 125 allowance will be available from 26th May 2020 Designated Areas until the end of the programme in March 2022, to support groups to continue neighbourhood This includes 5 cluster planning during the coronavirus situation. Neighbourhood Plans where two or more parishes are working together. Many groups are incurring additional costs to progress with their neighbourhood plans at this 58 time to adapt how they consult the local Pre-Submission Consultations held communities. The scheme enables community consultation to take place and emphasises the links between parish council and the community. The consultation process identifies what the residents want—this can be from small improvements to large scale projects! At this stage it can include some items which are perhaps more of a “wish list”. How- ever from this consultation process more work is still needed on the information that is gathered so that a realistic and feasible action plan (The Parish Plan) can emerge identifying possible part- ners (e.g. councils, primary care trusts, environmental groups), actions and funders who may be able to help in achieving the aims contained within the plan.

DIRECTIONS TO WOOLGARDEN FROM THE A30 WESTBOUND (M5/Exeter) About 2 miles beyond Launceston, take the A395 towards Camelford and Bude. After 10 minutes you come to Hallworthy, turn left here, opposite the garage and just before the Wilsey Down pub: - Continue straight on for 2 miles. The postcode centre (PL15 8PT) is near a T-junction with a triangular patch of grass in the middle. Continue round to the left at this point: - Continue for about a quarter mile down a small dip and up again. You will the come to a cream- coloured house and bungalow on the right. The track to Woolgarden is immediately after this on the same side, drive a short distance down the track and you have arrived! DIRECTIONS TO WOOLGARDEN FROM CORNWALL AND PLYMOUTH From Bodmin, Mid and West Cornwall: Follow the A30 towards Launceston. Exit the A30 at Five Lanes, as you descend from Bodmin Moor, then follow the directions below. From Plymouth & SE Cornwall: Follow the A38 to Saltash then the A388 through Callington, then soon afterwards fork left onto the B2357, signposted Bodmin. (Or from Liskeard direction, take the B3254 towards Launceston, then turn left onto the B3257 at Congdons Shop.) Then at Plusha join the A30 towards Bodmin and then come off again the first exit, Five Lanes, then follow the directions below. In the centre of Five Lanes (Kings Head pub), follow signs to Altarnun and Camelford: - Continue straight on, through Altarnun, for about 1.5 miles, then turn left at the junction, signposted Camelford. Soon afterward, keep the Rinsing Sun pub on your left:- After a mile, turn right at the crossroads, signposted St Clether and Hallworthy: - And after another mile, go straight across the crossroad: - A half mile further on, you will pass Tregonger farm on your right, and then see a cream coloured bungalow on your left.

The Natural England Board confirmation report is attached at Annex 1. 2 Recommendation 2.1 The Board is asked to: • approve confirmation of the notification of Mid Cornwall Moors SSSI with modifications to the boundary (to remove 10 areas of land totalling 3.83 ha) and the citation. The recommended confirmed area of the SSSI is 1,653.27 ha. The documents recommended for confirmation are at section 3 of Annex 1. 3 Report 3.1 Background 3.1.1 Mid Cornwall Moors SSSI was notified on 23 February 2017 under section 28C of the Wildlife and Countryside Act 1981. On the same day, notices were served under section 28D of the Wildlife and Countryside Act 1981 proposing to remove the SSSI notifications (de-notification) from parts of the previously notified Breney Common SSSI, Goss and Tregoss Moors SSSI and Red Moor SSSI. There are no unresolved objections to the de-notification proposals so these will be approved for confirmation by the Director of Strategy Implementation acting under delegated authority.
