THE UNIVERSITY 1.1 Introduction The Indira Gandhi National Open University was established by an Act of Parliament in 1985 to achieve the following objectives: • Democratising higher education by taking it to the doorsteps of the learners; • Providing access to high quality education to all those who seek it irrespective of age, region, religion and gender; • Offering need-based academic programmes by giving professional and vocational orientation to the courses; • Promoting and developing distance education in India; and • Setting and maintaining standards in distance education in the country as an apex body. 1.2 Prominent Features IGNOU has certain unique features such as: • Internationaljurisdiction, • Flexible admission rules, • Individualised study: flexibility in terms of place, pace and duration of study, • Use oflatest information and communication technologies, • Nationwide student support services network, • Cost-effective programmes, • Modular approach to programmes, • Resource sharing, collaboration and networking with conventional Universities, Open Universities and other Institutions/Organisations, • Socially and academically relevant programmes based on students' needs analysis, and • Convergence of open and conventional educational systems. 1.3 Important Achievements • Emergence of IGNOU as the largest Open University in the World. • Recognition as Centre of Excellence in Distance Education by the Commonwealth of Learning (1993). • Award of 100 Fellowships by COL as Rajiv Gandhi Fellowships to enable candidates from 19 countries in the Commonwealth to pursue IGNOU Programmes. • Taking IGNOU programmes to African and West Asian countries, Maldives, Mauritius, Nepal, Indonesia, Bangladesh, Bhutan, Myanmar, Sri Lanka and Seychelles in all to 35 countries. • . Award of Excellence for Distance Education Materials by Commonwealth of Learning (1999). 5 • Launch of a series of24-hour Educational Channels 'Gyan Darshan I, IT, III and Kisan Channel'. IGNOU is the nodal agency for these channels and regular transmissions are done from the studio at EMPC, IGNOU. • Launch of 'Edusat' videoconferencing channel (2 way video, 2 way audio). • Launch of Gyan Vani and other dedicated educational FM channels 1.4 The Schools of Studies With a view to developing interdisciplinary studies, the University operates through Schools of Studies. Each School is headed by a Director who arranges to plan, supervise, develop and organise its academic programmes and courses in coordination with the School staff and the different academic, administrative and service wings of the University. The emphasis is on providing a wide choice of courses at different levels. The following Schools of Studies currently in operation: I. School of Humanities (SOH) 2. School of Performing and Visual Arts (SOPVS) 6 1.5 Academic Programmes The University offers a wide range of programmes both short-term and long-term leading to Certificates, Diplomas, Undergraduate Degrees, Postgraduate Degrees and Doctoral Degrees which are conventional as well as innovative. Most of these programmes have been developed after an initial survey of the demand for such Programmes. They are launched with a view to fulfill the learner's needs for: • certification, • improvement of skills, • acquisition of professional qualifications, • continuing education and professional development at work place, • self-enrichment, • diversification and updation of knowledge, and • empowerment. 1.6 Course Preparation Self Learning Materials (SLMs) as we call in distance mode of education is prepared by a team of experts selected from different UniversitieslInstitutions all over the country as well as in-house faculty. The material is scrutinised by the content experts, supervised by the instructors/unit designers and edited by the language experts at IGNOU before they are finally sent for printing. Similarly, audio and video cassettes are produced in consultation with the course writers, in-house faculty and producers. This material is previewed and reviewed by the faculty as well as outside media experts and edited or modified, wherever necessary, before they are finally despatched to the Study Centres and telecast on Gyan Darshan.

Dr. Mitra explained how Delhi slum children with no education and no knowledge of English quickly picked up computer skills when given unsupervised access to a computer and the internet. This project in ‘minimally invasive education’ was later extended to rural India, prompting a rather disbelieving audience to ask how the Hole in the Wall computers could function in remote and rural India, with erratic electricity supply, negligible telecom penetration and next-to-no maintenance. Dr. Mitra gamely reeled off an impressive catalogue of solar-powered UPS, self-rebooting, maintenance-free PCs, VSATs and other marvels of digital technology that could presumably keep computers running forever in the boondocks, but it sounded more like a Rube Goldberg whimsy than a recipe for ICT in education. Not surprisingly, the recommendations that emerged from the discussions emphasized “the need to think of ICT in education beyond computer aided learning and incorporate other technologies like community radio and other media. These mediums would not only be cost effective but also has a greater outreach potential.”1 Classrooms and radio have always gone together, and radio has been used to teach everything from mathematics in Thailand (Galda, 1984) to civics education in Botswana (Byram, Kaute & Matenge, 1980).

    Audio Production Techniques (206) Unit 1 Characteristics of Audio Medium Digital audio is technology that can be used to record, store, generate, manipulate, and reproduce sound using audio signals that have been encoded in digital form. Following significant advances in digital audio technology during the 1970s, it gradually replaced analog audio technology in many areas of sound production, sound recording (tape systems were replaced with digital recording systems), sound engineering and telecommunications in the 1990s and 2000s. A microphone converts sound (a singer's voice or the sound of an instrument playing) to an analog electrical signal, then an analog-to-digital converter (ADC)—typically using pulse-code modulation—converts the analog signal into a digital signal. This digital signal can then be recorded, edited and modified using digital audio tools. When the sound engineer wishes to listen to the recording on headphones or loudspeakers (or when a consumer wishes to listen to a digital sound file of a song), a digital-to-analog converter performs the reverse process, converting a digital signal back into an analog signal, which analog circuits amplify and send to aloudspeaker. Digital audio systems may include compression, storage, processing and transmission components. Conversion to a digital format allows convenient manipulation, storage, transmission and retrieval of an audio signal. Unlike analog audio, in which making copies of a recording leads to degradation of the signal quality, when using digital audio, an infinite number of copies can be made without any degradation of signal quality. Development and expansion of radio network in India FM broadcasting began on 23 July 1977 in Chennai, then Madras, and was expanded during the 1990s, nearly 50 years after it mushroomed in the US.[1] In the mid-nineties, when India first experimented with private FM broadcasts, the small tourist destination ofGoa was the fifth place in this country of one billion where private players got FM slots.

The term ‘Development communication’ was first articulated on December 10, 1971 at the University of the Philippines in Los Banos and it was initially concerned with promoting breakthroughs in Agricultural Development. Development communication has been labeled the "Fifth Theory of the Press” that focuses on ‘social transformation and fulfillment of basic needs.’ According to Nora C. Quebral development communication is "the art and science of human communication applied to the speedy transformation of a country and the mass of its people from poverty to a dynamic state of economic growth that makes possible greater social equality and the larger fulfilment of the human potential.’ Melcote and Steeves saw it as "emancipation communication", that empowers the masses in combating injustice and oppression. The three main characteristics of development communication are that it is purposive, pragmatic and value laden. Understanding Development Communication The term ‘Development Communication’ can be divided into two terms, i.e.— Communication and Development. Here communication refers to the use of different types of media for the process of development. It may also refer to sharing of information and experience to accelerate development. Whereas development refers to the process of betterment of a society. It may refer to both social and economic change for improvement or progress.
