Council Agenda Report To: Mayor Wagner and the Honorable Members of the City Council Prepared by: Susan Duenas, Public Safety Manager Approved by: Reva Feldman, City Manager Date prepared: February 5, 2019 Meeting date: February 25, 2019 Subject: Adoption of the 2018 Emergency Operations Plan RECOMMENDED ACTION: 1) Adopt Resolution No. 19-10 adopting the 2018 Emergency Operations Plan; and 2) Direct staff to revise and return to City Council the Emergency Operation Plan sections on evacuation and repopulation and update the City’s Emergency Services Organization ordinance (Malibu Municipal Code 2.52) by July 31, 2019. FISCAL IMPACT: There is no fiscal impact associated with the recommended action. DISCUSSION: In California, all governmental emergency plans are required to comply with the State’s Standardized Emergency Management System (SEMS) as well as FEMA’s National Incident Management System (NIMS) in order to be eligible for state and federal disaster assistance. Plans should be updated every five years and submitted to the State Office of Emergency Services for review to ensure compliance. The City’s current Emergency Operations Plan is from 2012. In 2017, the City hired a consultant to update the plan, which requires stakeholder meetings and an extensive review to ensure all new regulatory requirements were being met. In the Fall of 2018, the updated plan was submitted to the State for review and approval. On December 21, 2018 the State sent the City a letter of approval with just two recommendations: 1) add the control click feature to the electronic version of the plan and 2) update the time period that emergency proclamations must be reviewed, from 14 days to 30 days. While the plan was under State review, the Woolsey Fire occurred which brought to the forefront areas of the plan that need more analysis and development, such as the evacuation and repopulation procedures. Revision of the plan is possible, except for those areas of the plan that are required in order to maintain compliance with SEMS and NIMS. For example, according to SEMS and NIMS, the City’s Emergency Operations Center cannot direct tactical decisions of first responders, that is the responsibility of the Incident Page 1 of 2 Agenda Item # 6.A. 1 Commander. However, multi-agency coordination and procedures can be revised and improved without risking non-compliance with SEMS and NIMS. On February 4, 2019, the draft plan was presented to the Public Safety Subcommittee to gain feedback and a recommendation on how to move the plan forward since it is important to have an up-to-date Emergency Operations Plan in place to meet State and Federal compliance. The Subcommittee was presented with three options: 1) Council can postpone the adoption in order to do more analysis and procedure development, but that will lengthen the time that the City’s plan is out of date and could jeopardize future state and federal disaster assistance. 2) Council can adopt the plan as is in order to gain compliance and staff can revise sections of the plan over time without impacting the City’s compliance status. 3) Council can adopt the plan as is in order to gain compliance, but with the condition that sections of the plan that are of most concern be analyzed, and solutions developed and incorporated within an identified time period. After lengthy discussion of the alternatives, the Subcommittee determined that it was important to have a plan that is in compliance, but to also set a deadline to address and revise the sections of the plan that are of greatest concern. Therefore, the Subcommittee recommended that Council adopt the 2018 Emergency Operations Plan and direct staff to revise and return to City Council the sections on evacuation and repopulation and update the City’s Emergency Services Organization ordinance (MMC 2.52) by July 31, 2019. Recitals. A. The City of Malibu, like most communities, is vulnerable to many natural and manmade disasters such as fire, flood, earthquake, tsunami and landslides. B. The Malibu City Council is committed to having an effective emergency plan to respond to these hazards in order to preserve life, property and the environment. C. The City’s 2018 Emergency Operations Plan establishes the emergency organization, assigns tasks, specifies policies and general procedures, and is consistent with the California Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS). D. The City Council is committed to maintaining an Emergency Operations Plan that is in compliance with SEMS and NIMS in order to improve coordination with outside agencies and to ensure the City is eligible for federal and state disaster assistance. SECTION 2. The 2018 Emergency Operations Plan, as presented to the City Council as Attachment No. 2 to Agenda Item 6.A., is hereby adopted. SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. The new, expanded service will begin Aug. 14. Metrolink launched Saturday service on the Ventura County Line on May 29 with one roundtrip connecting Moorpark, Simi Valley, Chatsworth, Northridge, Van Nuys, Burbank Airport, Burbank Downtown, Glendale and Los Angeles Union Station. The service is made possible from funding provided by the Ventura County Transportation Commission (VCTC) and Los Angeles Metro. The expanded Saturday service will depart the Ventura-East Station at 8:15 a.m. and will arrive at Union Station at 10:07 a.m. The return trip leaves Union Station at 4:28 p.m. and arrives at Ventura-East at 6:16 p.m. Travelers wanting to travel northwest can depart Union Station at 4:28 p.m. on Saturday and return Monday. Metrolink train times can be seen at metrolinktrains.com/schedules. Travelers to Los Angeles arrive at historic Union Station, where they are just a short walk or Metro connection from destinations including Olvera Street, Grand Central Market, Chinatown, Angels Flight and many other attractions. Families can also stop at destinations along the way, such as the Arroyo Simi Bike Path, CSU Northridge and the Burbank Airport. “When Metrolink Saturday service first launched from Moorpark in May, we received numerous requests to extend the service to Ventura,” said VCTC Executive Director Darren Kettle.

In 1988, Southern California commuters voiced a need for commuter rail service as an alternative to the widespread gridlock in our region, and transportation officials from five counties banded together to make it happen. Metrolink has grown tremendously, from transporting around 939,000 riders during fiscal year 1992-1993 to more than 11.9 million riders in fiscal year 2011-2012. Sixty-five percent of passengers surveyed after Metrolink’s first year of service said that they drove alone before Metrolink’s debut. Today an estimated 8.5 million weekday automobile trips are removed from the road each year because of the service Metrolink provides. Throughout its history when the public needed a solution, Metrolink rose to the challenge, whether that meant extending service lines like we did after the 1994 Northridge earthquake when freeways collapsed or introducing Bike Cars in 2011 to accommodate growing demand for bicycle storage on trains or adding service on the Ventura County and Antelope Valley lines during the Interstate 405 closures in 2011 and 2012.
