C 3827 10 31 17 Council Proceedings of the City of Shreveport, Louisiana October 24, 2017 The regular meeting of the City Council of the City of Shreveport, State of Louisiana was called to order by Councilman Flurry at 3:05 p.m., Tuesday, October 24, 2017, in the Government Chambers in Government Plaza (505 Travis Street). Invocation was given by Councilman Bradford The Pledge of Allegiance was led by Liz Swaine The rol1 was called. Present: Councilmen Willie Bradford, Jeff Everson, Oliver Jenkins, Michael Corbin, James Flurry, Stephanie Lynch (arrived at 3:14 p.m.) and Jerry Bowman. 7. Absent: None. Motion by Councilman Bradford, seconded by Councilman Everson, to approve the minutes of the Administrative Conference Monday, October 9, 2017 and Council Meeting, Tuesday, October 10, 2017. Motion approved by the following vote: Ayes: Councilmen Bradford, Everson, Jenkins, Corbin, Flurry and Bowman. 6. Nays: 0. Out of the Chamber: 0. Absent: Councilwoman Lynch. 1. Abstentions: 0. AWARDS AND RECOGNITIONS OF DISTINGUISHED GUESTS, COMMUNICATIONS OF THE MAYOR RELATIVE TO CITY BUSINESS, AND REQUIRED REPORTS AWARDS AND RECOGNITION OF DISTINGUISHED GUESTS BY CITY COUNCIL MEMBERS, NOT TO EXCEED FIFTEEN MINUTES COMMUNICATIONS OF THE MAYOR RELATIVE TO CITY BUSINESS OTHER THAN AWARDS AND RECOGNITION OF DISTINGUISHED GUESTS AWARDS AND RECOGNITION OF DISTINGUISHED GUESTS BY THE MAYOR, NOT TO EXCEED FIFTEEN MINUTES Mayor Tyler congratulated and presented Lauren Vizza with a proclamation naming Tuesday, October 24, 2017 as Lauren Vizza Day in the City of Shreveport in recognition of her being crowned Miss Louisiana USA 2018. Lauren Vizza thanked everyone for the recognition and support. Mayor Tyler also made the following comments and announcements: I want to remind everyone that new recycling schedule has begun with Republic Services, where they began every-other-week pick up of recyclables. If you have any issues with pick up on the new schedule, please call Republic Services at (318) 213-5050. Recently, the Department of Water and Sewerage has been provided payments for water bills utilizing a scam that is being promoted on the internet. Payment information is provided in which customers have tried to use the Federal Reserve Bank (or other federal institution) routing numbers and their Social Security numbers to pay their bills. The bill payments being attempted using the Fed's routing numbers are being rejected by our system and returned unpaid. This activity may constitute fraud. Customers who have attempted to use the Fed's routing numbers along with their social security number to pay their bills will be subject to non-sufficient funds (NSF) penalty fees of $40 This week the Louisiana Fire Chief Association will be here for its Fall Symposium at the Hilton Hotel, Thursday through Saturday. We are expecting about 70 fire chiefs from across the state. I know Chief Wolverton and his team will make sure they have a wonderful time. Earlier this month we held the Annual Women Motivating Women Conference for our employees. The purpose of the conference is to encourage women to accept leadership roles and learn to support those that are willing. This year for the first time we had “The Unsung and Unheard Women of the City of Shreveport Awards which were presented to 25 women. We’ve had several ribbon cuttings and/or ground breakings since we last met, those include the reopening of the Hattie Perry Park Community Center; the opening of LaMadeliene’s French Restaurant; official ribbon cutting at Big O’s Catfish and More, the Emerging Business of the Year for 2017 by the Greater Shreveport Chamber; and the ground breaking for the Born Learning Trail out at A.B. Palmer Park. We also inducted Trace Adkins into the Northwest Louisiana Walk of Stars, which is featured in our Red River District. Tomorrow we will be at the announcement by Vintage Realty about the renovations done at the old AT&T plant, 2929 Baird Road. The event will be held at 4 p.m. Council members, I want to invite you to mark your calendars for upcoming events that include: The Heroes’ Run this Saturday down on Caddo St. at 7 a.m. This event is sponsored by Brookshire’s Grocery to support our first responders and military heroes. The press conference for the Intermodal facility that will be held at 2 p.m. Nov. 8 at the new facility. Mayors’ Prayer Breakfast to be held at 7 a.m. on Nov. 9 at the Bossier Civic Center Some other events supported by SPAR include: Pumpkin Shine at Betty Virginia Park today (4:30 PM to 8:30 PM). Breast Cancer walk and fair, tomorrow (9 AM to Noon, Oct. 25), at David Raines Community Center. Citywide Halloween Party, all SPAR community centers, Oct. 31 (4 PM to 6 PM). Therapeutic Recreation Halloween Dance, 5:30 PM to 8 PM on Oct. 31 at Riverview. The Louisiana State Fair begins this Thursday, Oct. 26, at the Fair Grounds. CONSENT AGENDA LEGISLATION TO INTRODUCE ROUTINE ORDINANCES AND RESOLUTIONS RESOLUTIONS: NONE ORDINANCES: NONE TO ADOPT ORDINANCES AND RESOLUTIONS RESOLUTIONS: The Clerk read the following: 1. Resolution No. 177 of 2017: A resolution to suspend certain provisions of Chapter 10 and any applicable provisions of the Shreveport Unified Development Code of the Shreveport Code of Ordinances relative to sale dispensing and consumption of alcoholic beverages at Marilynn’s Place for a Mardi Gras Celebration February 9, 2018 through February 11, 2018, and to otherwise provide with respect thereto Read by title and as read, motion by Councilman Everson, seconded by Councilman Jenkins, to remove Resolution No. 177 of 2017 from the consent agenda and postpone until the next meeting. RESOLUTION NO. 176 OF 2017 A RESOLUTION TO SUSPEND CERTAIN PROVISIONS OF CHAPTER 10 AND ANY APPLICABLE PROVISIONS OF THE SHREVEPORT UNIFIED DEVELOPMENT CODE OF THE SHREVEPORT CODE OF ORDINANCES RELATIVE TO SALE DISPENSING AND CONSUMPTION OF ALCOHOLIC BEVERAGES AT THE STONER BOAT LAUNCH FOR THE 5K RUN LIKE AN ANIMAL AFTER PARTY AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the University Veterinary Hospital will host the 5K Run Like An Animal after party Saturday, January 27, 2018, between the hours of 7:30 a.m. and 10:30 a.m.; and WHEREAS, the University Veterinary Hospital desires to dispense, sale, and allow its patrons to purchase and consume alcoholic beverages on the parking lot of the Stoner Boat Launch located at 857 E. Stoner Avenue, during the event; and WHEREAS, the 5K Run Like An Animal will benefit the UVH Foundation and PEP (Pet Education Project); and WHEREAS, subject to the requestor’s compliance with local and state law requirements, the adoption of this resolution would allow the dispensing, sale and consumption of alcoholic beverages at this event; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport, Louisiana, in due, legal and regular session convened that the provisions of Chapter 10 and any applicable provisions of the Shreveport Unified Development Code (Shreveport UDC) of the Shreveport Code of Ordinances are hereby suspended at the Stoner Boat Launch located at 857 E. Stoner Avenue, Shreveport, Louisiana on Saturday, January 27, 2018, between the hours of 7:30 a.m. and 10:30 a.m. for the 5K Run Like An Animal after party, to the limited extent necessary to allow this event. BE IT FURTHER RESOLVED that all other provisions of said chapters of the Code of Ordinances shall remain in full force and effect. BE IT FURTHER RESOLVED that this suspension shall not apply to the sidewalk or the street unless the street has been closed by proper authority. BE IT FURTHER RESOLVED that the requestor shall comply with local and state law requirements at this event. BE IT FURTHER RESOLVED that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or application, and to this end, the provisions of this resolution are hereby declared severable. BE IT FURTHER RESOLVED that all resolutions or parts thereof in conflict herewith are hereby repealed. RESOLUTION NO. 178 OF 2017 A RESOLUTION ACCEPTING DEDICATION FOR HIGHLAND AVENUE RIGHT OF WAY, IN MORELAND-DICKSON SUBDIVISION UNIT NO. 2 AND OTHERWISE PROVIDING WITH RESPECT THERETO BE IT RESOLVED by the City Council of the City of Shreveport, in due, legal, and regular session convened, that the dedication for Highland Avenue right of way, in Section 7, (T17NR13W), Caddo Parish, Louisiana, and as shown on the plats attached hereto and made a part hereof, be and the same is hereby accepted as dedicated to the public for public use in the City of Shreveport. BE IT FURTHER RESOLVED that the original plat reflecting the dedication for Highland Avenue right of way, be recorded in the official records of the Clerk of Court for Caddo Parish, Louisiana.
