Mayor Tyler congratulated and presented Lauren Vizza with a proclamation naming Tuesday, October 24, 2017 as Lauren Vizza Day in the City of Shreveport in recognition of her being crowned USA 2018.

Lauren Vizza thanked everyone for the recognition and support.

Mayor Tyler also made the following comments and announcements:  I want to remind everyone that new recycling schedule has begun with Republic Services, where they began every-other-week pick up of recyclables. If you have any issues with pick up on the new schedule, please call Republic Services at (318) 213-5050.  Recently, the Department of Water and Sewerage has been provided payments for water bills utilizing a scam that is being promoted on the internet. Payment information is provided in which customers have tried to use the Federal Reserve Bank (or other federal institution) routing numbers and their Social Security numbers to pay their bills. The bill payments being attempted using the Fed's routing numbers are being rejected by our system and returned unpaid. This activity may constitute fraud. Customers who have attempted to use the Fed's routing numbers along with their social security number to pay their bills will be subject to non-sufficient funds (NSF) penalty fees of $40  This week the Louisiana Fire Chief Association will be here for its Fall Symposium at the Hilton Hotel, Thursday through Saturday. We are expecting about 70 fire chiefs from across the state. I know Chief Wolverton and his team will make sure they have a wonderful time.  Earlier this month we held the Annual Women Motivating Women Conference for our employees. The purpose of the conference is to encourage women to accept leadership roles and learn to support those that are willing. This year for the first time we had “The Unsung and Unheard Women of the City of Shreveport Awards which were presented to 25 women.  We’ve had several ribbon cuttings and/or ground breakings since we last met, those include the reopening of the Hattie Perry Park Community Center; the opening of LaMadeliene’s French Restaurant; official ribbon cutting at Big O’s Catfish and More, the Emerging Business of the Year for 2017 by the Greater Shreveport Chamber; and the ground breaking for the Born Learning Trail out at A.B. Palmer Park. We also inducted Trace Adkins into the Northwest Louisiana Walk of Stars, which is featured in our Red River District.  Tomorrow we will be at the announcement by Vintage Realty about the renovations done at the old AT&T plant, 2929 Baird Road. The event will be held at 4 p.m.  Council members, I want to invite you to mark your calendars for upcoming events that include: The Heroes’ Run this Saturday down on Caddo St. at 7 a.m. This event is sponsored by Brookshire’s Grocery to support our first responders and military heroes. The press conference for the Intermodal facility that will be held at 2 p.m. Nov. 8 at the new facility. Mayors’ Prayer Breakfast to be held at 7 a.m. on Nov. 9 at the Bossier Civic Center  Some other events supported by SPAR include: Pumpkin Shine at Betty Virginia Park today (4:30 PM to 8:30 PM). Breast Cancer walk and fair, tomorrow (9 AM to Noon, Oct. 25), at David Raines Community Center. Citywide Halloween Party, all SPAR community centers, Oct. 31 (4 PM to 6 PM). Therapeutic Recreation Halloween Dance, 5:30 PM to 8 PM on Oct. 31 at Riverview. The Louisiana State Fair begins this Thursday, Oct. 26, at the Fair Grounds.

RESOLUTION NO. 176 OF 2017 A RESOLUTION TO SUSPEND CERTAIN PROVISIONS OF CHAPTER 10 AND ANY APPLICABLE PROVISIONS OF THE SHREVEPORT UNIFIED DEVELOPMENT CODE OF THE SHREVEPORT CODE OF ORDINANCES RELATIVE TO SALE DISPENSING AND CONSUMPTION OF ALCOHOLIC BEVERAGES AT THE STONER BOAT LAUNCH FOR THE 5K RUN LIKE AN ANIMAL AFTER PARTY AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the University Veterinary Hospital will host the 5K Run Like An Animal after party Saturday, January 27, 2018, between the hours of 7:30 a.m. and 10:30 a.m.; and WHEREAS, the University Veterinary Hospital desires to dispense, sale, and allow its patrons to purchase and consume alcoholic beverages on the parking lot of the Stoner Boat Launch located at 857 E. RESOLUTION NO. 178 OF 2017 A RESOLUTION ACCEPTING DEDICATION FOR HIGHLAND AVENUE RIGHT OF WAY, IN MORELAND-DICKSON SUBDIVISION UNIT NO. 2 AND OTHERWISE PROVIDING WITH RESPECT THERETO BE IT RESOLVED by the City Council of the City of Shreveport, in due, legal, and regular session convened, that the dedication for Highland Avenue right of way, in Section 7, (T17NR13W), Caddo Parish, Louisiana, and as shown on the plats attached hereto and made a part hereof, be and the same is hereby accepted as dedicated to the public for public use in the City of Shreveport. BE IT RESOLVED by the City Council of the City of Shreveport, in due, legal, and regular session convened, that the dedication for Dumaine Drive right of way, in Section 29, (T16NR13W), Caddo Parish, Louisiana, and as shown on the plats attached hereto and made a part hereof, be and the same is hereby accepted as dedicated to the public for public use in the City of Shreveport. RESOLUTION NO. 180 OF 2017 A RESOLUTION AUTHORIZING THE MAYOR TO ACCEPT AN IN-KIND DONATION OF A 6’ X 12’ CARGO TRAILER, VALUED AT $3,800, FROM THE SOUTHERN HILLS BUSINESS ASSOCIATION TO THE CITY OF SHREVEPORT POLICE DEPARTMENT AND TO EXECUTE THE ACT OF ACCEPTANCE AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the command staff of the Community Oriented Policing Bureau of the City of Shreveport, Louisiana, Police Department has documented a need for a trailer to store and transport police bicycles to be used as an enforcement tool within the communities and as an avenue to further enhance police and community relationships; and WHEREAS, the SOUTHERN HILLS BUSINESS ASSOCIATON, Inc., (“SHBA”) a non-profit corporation in good standing with the Louisiana Secretary of State’s Office, being cognizant of those needs, has graciously offered to donate a 6’x12’ cargo trailer to the Shreveport Police Department. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport, Louisiana, in due, regular and legal session convened, that: 1. The CITY accepts this donation with gratitude and acknowledges SOUTHERN HILLS BUSINESS ASSOCIATION, Inc. (“SHBA”) as Donor. 2. Mayor Ollie S. Tyler be and is hereby authorized to accept an in-kind donation of a 6’x12’ cargo trailer VIN 5D2C61217H1009263, valued at $3,800, from SHBA, to the City of Shreveport Police Department (“SPD”) to be issued to and utilized by members of the SPD’s Community Oriented Policing Bureau. 3. Mayor Ollie S. Tyler, or her designee, is hereby authorized to execute the Act of Acceptance and any other documents or other legal instruments necessary to accept the donation and legally transfer ownership herein authorized. THUS DONE AND RESOLVED by the City Council of the City of Shreveport, Louisiana RESOLUTION NO. 181 OF 2017 A RESOLUTION FOR THE CERTIFICATION OF COMPLIANCE WITH THE STATE OF LOUISIANA OFF-SYSTEM BRIDGE REPLACEMENT PROGRAM, AND OTHERWISE PROVIDING WITH RESPECT THERETO. WHEREAS, the Code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity, and posted in accordance the National Bridge Inspection Standards and that an inventory of these bridges shall be maintained by each State; and WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of the City of Shreveport in accordance with those standards is delegated by the Louisiana Department of Transportation and Development to the City of Shreveport. NOW THEREFOR BE IT RESOLVED by the City Council of the City of Shreveport, in due, regular and legal session convened that the City does hereby certify to the Louisiana Department of Transportation and Development (herein referred to as the DOTD) that for the period of 1 October 2017 through 30 September 2018: 1. The City will perform all interim inspections on all City owned or maintained bridges in accordance with the National Bridge Inspection Standards. 2. All bridges owned or maintained by the City will be structurally analyzed and rated by the City as to safe load capacity in accordance with AASHTO Manual for Maintenance Inspection of Bridges. The load posting information that has been determined by the LA. DOTD for all bridges where the maximum legal load under Louisiana law exceeds the load permitted under the operating rating as determined above will be critically reviewed by the City. Load Posting information will be updated by the City to reflect all structural changes, any obsolete structural ratings or any missing structural ratings, 3. All City owned or maintained bridges which require load posting or closing shall be load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No. 1.1.1.8. All DOTD supplied load posting information concerning a bridge shall be critically reviewed by the City Engineer prior to load posting. 4. All Bridges owned or maintained by the City are listed separately in the format specified by the DOTD. Correction to data supplied to the City by the LA. DOTD are noted. WHEREAS, Act 554 of 1978, which authorized the creation of the Downtown Development Authority, and La. R.S. 33:2740.38 requires that a formal Program of Work for the DDA be adopted annually by the City Council; and WHEREAS, the DDA has prepared and formally adopted its Program of Work for the year 2018 and recommended its approval by the City Council. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport, in legal session convened, that it approves the 2018 Downtown Development Authority Program of Work, as provided to the Clerk of Council with the original copy of this resolution on October 10, 2017. RESOLUTION NO. 183 OF 2017 A RESOLUTION TO REQUIRE MONTHLY BUDGET-TO-ACTUAL FINANCIAL REPORTS AS REQUIRED BY THE LEGISLATIVE AUDITOR, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO WHEREAS, the City of Shreveport, as a public body, is accountable for the manner in which funds are spent; and WHEREAS, financial reporting is the primary tool used to monitor income and expenditures and to make decisions. It is therefore essential to monitor actual progress against the budget (financial plan for the year) to ensure that the desired fiscal result will be achieved; and WHEREAS, the accounting system should provide timely information and an accurate picture of the City’s financial condition in accordance with generally accepted accounting principles (GAAP) and generally accepted government auditing standards (GAGAS). Furthermore, management should ensure there is an adequate separation of functions to ensure assets are safeguarded and the potential for errors in the records are minimized; and WHEREAS, the Director of Finance is responsible for overseeing the preparation of the monthly financial statements, including budget-to-actual comparisons, on all funds (e.g., general fund, enterprise funds, special revenue funds, etc.) of the City of Shreveport, and for submitting said report(s) to the Mayor each month; and WHEREAS, the Louisiana Legislative Auditor has prescribed statewide agreed-upon procedures for local entities that are required to have an audit by the Audit Law; and WHEREAS, said procedures require the City’s External Auditor to “report whether the (City Council) minutes referenced or included monthly budget-to-actual comparisons on the General Fund and any additional funds identified as major funds in the entity’s prior audit (GAAP-basis). If the budget-to-actual comparisons show that management was deficit spending during the fiscal period, report whether there is a formal/written plan to eliminate the deficit spending for those entities with a fund balance deficit. If there is a formal/written plan, report whether the meeting minutes for at least one city council meeting during the fiscal period reflect that the city council is monitoring the plan”; and WHEREAS, said procedures also require the External Auditor to “report whether the minutes referenced or included non-budgetary financial information (e.g. approval of contracts and disbursements) for at least one meeting during the fiscal period.” NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport, in due, legal and regular session convened, that the Director of Finance shall submit to the Clerk of Council the report which shows budget-to-actual comparisons on the General Fund and other major funds as required by the Louisiana Legislator Auditor, before the second regular council meeting each month for inclusion on the City Council agenda under section 5 D., and the receipt of said reports shall be noted in the minutes of said meeting, along with any action taken as required by the Statewide Agreed-Upon Procedures. BE IT FURTHER RESOLVED that said reports may be referred to the Audit and Finance Committee for review, and if referred, the Committee shall provide a report to the City Council. The minutes of the City Council meeting shall include said report and any action taken by the City Council in that regard. ORDINANCE NO. 122 OF 2017 AN ORDINANCE TO AMEND SECTION 39-10 OF ARTICLE II OF CHAPTER 39 HUMAN RELATIONS OF THE CITY OF SHREVEPORT, LOUISIANA, CODE OF ORDINANCES RELATIVE TO APPOINTMENT TERMS OF COMMISSIONERS AND TO OTHERWISE PROVIDE WITH RESPECT THERETO. WHEREAS, the City wishes to clarify the appointment terms of the Greater Shreveport Human Relations Commission (HRC) commissioners; and WHEREAS, the proposed revisions will clarify conflicting language regarding appointment terms of HRC commissioners. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Shreveport, in due, legal and regular session convened, that Section 39-10 (b), of Article II, Chapter 39 be hereby repealed and replaced to now read as follows: Sec. 39-10. - Organization. * * * (b) Commissioners shall be appointed by the mayor and confirmed by a majority vote of the city council. Except as otherwise provided by subsection 5.02(b) of the Charter, the term of each member of the commission shall be three years. Upon the expiration of their term, commissioners shall serve until their successor is appointed and qualified. Initial members terms shall be as follows: three members shall be appointed for terms ending on December 31, 2015, three members shall be appointed for terms ending on December 31, 2016, and three members shall be appointed for terms ending on December 31, 2017. * * * BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this Ordinance which can be given affect without the invalid provisions, items or applications and to this end the provisions of this Ordinance are hereby declared severable. REPORTS FROM OFFICERS, BOARDS, AND COMMITTEES

Councilman Corbin asked the council members to respond to his email about potential dates for the next Audit and Finance Committee meeting, to discuss the City Attorney’s report about developing an in house planning and zoning department.

Councilman Jenkins asked if anyone knew when the parish’s budget would be come up. Mark Sweeny said the parish is scheduled to approve their budget on December 5, 2017.

John Settle offered the following information: The parish would be having a special meeting Monday from 3:30-5:30 p.m. where Mr. Wilson will be providing the budget to the Commission. Mr. Settle also stated that he would email the proposed budget to the council.

CLERK'S REPORT:

Mr. Thompson reported that a letter was received from Robert Shemwell, Clerk of the City Court, requesting the City Council to adopt legislation authorizing the council to approve a $5.00 Judicial Building Fund fee to be used for the acquisition, maintenance and support of an electronic case management and electronic file system. The council said they would like to discuss the request during the budget session in November. Councilwoman Lynch mentioned a video she saw on Heliopolis where Kevin Hart thanked the City and the Mayor for proclaiming October 21, 2017 as Kevin Hart’s day in the City of Shreveport.

Councilman Everson made the following communications:  Presented and shared the Greek Orthodox Church appreciation for the proclamation given by Mayor Tyler.  Mentioned how encouraging it was to drive through downtown and see all the events going on without any major incidents.

Mayor Tyler wanted people to remember that there were many activities going on last weekend in the city and people had many options and there were no major incidents.
