Gaza-Israel: The Legal and the Military View Transcript Date: Wednesday, 7 October 2015 - 6:00PM Location: Barnard's Inn Hall 07 October 2015 Gaza-Israel: The Legal and Military View Professor Sir Geoffrey Nice QC General Sir Nick Parker For long enough commentators have usually assumed the Israel - Palestine armed conflict might be lawful, even if individual incidents on both sides attracted condemnation. But is that assumption right? May the conflict lack legality altogether, on one side or both? Have there been war crimes committed by both sides as many suggest? The 2014 Israeli – Gaza conflict (that lasted some 52 days and that was called 'Operation Protective Edge' by the Israeli Defence Force) allows a way to explore some of the underlying issues of the overall conflict. General Sir Nick Parker explains how he advised Geoffrey Nice to approach the conflict's legality and reality from a military point of view. Geoffrey Nice explains what conclusions he then reached. Were war crimes committed by either side? Introduction No human is on this earth as a volunteer; we are all created by an act of force, sometimes of violence just as the universe itself arrived by force. We do not leave the world voluntarily but often by the force of disease. As pressed men on earth we operate according to rules of nature – gravity, energy etc. – and the rules we make for ourselves but focus much attention on what to do when our rules are broken, less on how to save ourselves from ever breaking them. That thought certainly will feature in later lectures on prison and sex in this last year of my lectures as Gresham Professor of Law but is also central to this and the next lecture both on Israel and on parts of its continuing conflict with Gaza. -

By Tally Helfont Tally Helfont is an FPRI research fellow. Her research focuses on Middle East-related issues and radical Islamic movements. She has also instructed training courses on behalf of K3 Enterprises in Civil Information Management to U.S. Military Civil Affairs Units and Human Terrain Teams assigned to Iraq and Afghanistan. September 2010 marked the beginning of renewed peace negotiations in the Middle East. The American-brokered talks took some time to restart—18-months to be exact—and its two primary participants, Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas, were reluctant at best. The parties met on three separate occasions: in Washington D.C. from September 1-2, in Sharm El-Sheikh from September 13-14, and at the Israeli Prime Minister's official residence in Jerusalem on September 15. It is difficult to say whether there was any tangible progress achieved during these meetings, but as it currently stands, the continuation of these efforts is uncertain, and some would even say, unlikely. The United States, on the one hand, and Egypt, Jordan, and Saudi Arabia on the other, are exerting significant diplomatic pressure to bridge the current gaps and bring the two sides back to the negotiating table. But what about those who seek to obstruct such efforts? Chief among this camp is the Islamic Resistance Movement, Hamas. Through numerous statements and acts of violence, Hamas seemed intent on attracting attention during this period of negotiations. -

Background - Political and Security Implications The State of Israel is committed to the peace process and aspires to reach an agreed resolution of the conflict based upon the vision of US President George Bush. The State of Israel believes that it must act to improve the current situation. The State of Israel has come to the conclusion that there is currently no reliable Palestinian partner with which it can make progress in a two-sided peace process. Accordingly, it has developed a plan of revised disengagement (hereinafter - the plan), based on the following considerations: One. The stalemate dictated by the current situation is harmful. In order to break out of this stalemate, the State of Israel is required to initiate moves not dependent on Palestinian cooperation. Two. The purpose of the plan is to lead to a better security, political, economic and demographic situation. Three. In any future permanent status arrangement, there will be no Israeli towns and villages in the Gaza Strip. On the other hand, it is clear that in the West Bank, there are areas which will be part of the State of Israel, including major Israeli population centers, cities, towns and villages, security areas and other places of special interest to Israel. Four. The State of Israel supports the efforts of the United States, operating alongside the international community, to promote the reform process, the construction of institutions and the improvement of the economy and welfare of the Palestinian residents, in order that a new Palestinian leadership will emerge and prove itself capable of fulfilling its commitments under the Roadmap. -

Examiner, USA THE IMPACT OF THE COMPACT 1 The big buzz about small formats E VERYTHING MAKES A COMEBACK. There is an eternal renaissance of essential things. In journalism, design, literature and art. Things tend to simplify themselves. As life in big cities turns more chaotic, technology becomes more accessible with wireless, fast communication available to larger mass- es of the population. For the printed media, this translates into smaller formats, more reader-friendly for users who seek simpler storytelling, quicker messages, and who seem to prefer, as in everything else, the smaller packages. In the case of newspapers, we have had to wait a long time and climb a steep mountain to get to this exciting moment in which more newspapers are look- ing at smaller formats as an option. For many, it is already a reality. Conversion from broadsheet to tabloid has paid off: Readers like it, advertisers get used to it faster than anyone thought, and the “wave” of tabloid conversions extends globally. Even the United States is taking a peek into what some of their news- papers will look like in a format other than the huge broadsheet that has served as the canvas for decades. -

Abstract During the past several years, as traditional news operations have faced sharp declines in circulation, advertising, viewership, and audiences, and as they have begun to make a seemingly unrelenting series of cuts in the newsroom budgets, scholars and professionals have been seeking formulas or models designed to reverse the trend. During those same years, many of the major news organizations that dominated the landscape a generation ago, those that David Halberstam called “The Powers That Be,” have lost their leadership role and been absorbed by other companies. This paper argues that while there is good reason to worry about the decline in what might be called “boots-on-the-ground” journalism, there are reasons to be hopeful. While most of those concerned with the topic have urged structural changes in ownership, this paper argues that the key is leadership. To understand the demands on leaders, it is essential to understand which of three motives is most important to the publication’s owners: profits, influence, or personal prestige. Each motive presents distinct challenges and opportunities. Looking at the fate of a number of large media organizations over the past decade, the paper argues that the most important model for success is outstanding leadership that combines a talent for business, entrepreneurship and innovation with a profound commitment to great journalism. -

Fault Lines: Sinai Peninsula 20 OCT 2017 The Sinai Peninsula is a complicated operational environment (OE). At present, there are a number of interconnected conditions creating instability and fostering a favorable environment for the growth of Islamic extremist groups. Egypt is battling this situation with large-scale security operations, yet militant activity is not diminishing. The Egyptian government, in coordination with the Israeli government, is placing renewed interest on countering insurgent actors in the region and establishing a lasting security. Despite its best effort, Egypt has been largely unsuccessful. A variety of factors have contributed to the continued rise of the insurgents. We submit there are four key fault lines contributing to instability. These fault lines are neither mutually exclusive nor are they isolated to the Sinai. In fact, they are inexorably intertwined, in ways between Egypt, Israel, and the Sinai Peninsula. Issues related to faults create stability complications, legitimacy concerns, and disidentification problems that can be easily exploited by interested actors. It is essential to understand the conditions creating the faults, the escalation that results from them operating at the same time, and the potential effects for continued insecurity and ultimately instability in the region. GlobalResearch20131113 Egypt-Gaza Tunnels: The Lifeline Under Threat By Sawsan Ramahi After the Arab-Israeli war in 1948-1949, the Gaza Strip was left under Egyptian military rule until Israel occupied it during the June 1967 “SixDay War”. When Egyptian President Anwar Sadat signed the Camp David Peace Treaty with Israel in 1979, the border city of Rafah was divided; part went to the Gaza Strip and the rest stayed with Egypt. With a border zone patrolled by the Israeli army, Palestinian families began digging tunnels under their homes in order to keep in touch with friends and relatives on the Egyptian side. Israel discovered the first tunnel in 1983. After signing the Oslo Accords which saw the creation of the Palestinian Authority in 1993, Israel constructed a high barrier around Gaza and monitored those entering the Gaza Strip through the various border crossings. These were closed with the outbreak of the second, “Al-Aqsa”, Intifada in 2000. The Israelis also bombed Gaza’s only airport and sea port, effectively driving the Palestinians to find alternative ways and means to communicate with the outside world. The old tunnels were revived and used to import necessary goods to compensate for the shortages created by Israel’s strict control over what, and who, could and could not enter the occupied territory. The Israeli army then started to demolish houses which had tunnels, and later expanded their demolition operations to form a buffer zone between the border and Rafah City. According to Human Rights Watch, between 2000 and 2004 about 1,700 homes were demolished to create a 100 metre-wide zone along the border between Gaza and Egypt (known as the Philadelphi Route). -

Bulletin of the National Research Centre (2019) 43:68 Bulletin of the National https://doi.org/10.1186/s42269-019-0112-z Research Centre RESEARCH Open Access Production and marketing problems facing olive farmers in North Sinai Governorate, Egypt Tamer Gamal Ibrahim Mansour1* , Mohamed Abo El Azayem1, Nagwa El Agroudy1 and Salah Said Abd El-Ghani1,2 Abstract Background: Although North Sinai Governorate has a comparative advantage in the production of some crops as olive crop, which generates a distinct economic return, whether marketed locally or exported. This governorate occupies the twentieth place for the productivity of this crop in Egypt. The research aimed to identify the most important production and marketing problems facing olive farmers in North Sinai Governorate. Research data were collected through personal interviewing questionnaire with 100 respondents representing 25% of the total olive farmers at Meriah village from October to December 2015. Results: Results showed that there are many production and marketing problems faced by farmers. The most frequent of the production problems were the problem of increasing fertilizer prices (64% of the surveyed farmers), and the problem of irrigation water high salinity (52% of the respondents). Where the majority of the respondents mentioned that these problems are the most important productive problems they are facing, followed by problems of poor level of extension services (48%), high cost of irrigation wells (47%), difficulty in owning land (46%), and lack of agricultural mechanization (39%), while the most important marketing problems were the problem of the exploitation of traders (62%), the absence of agricultural marketing extension (59%), the high prices of trained labor to collect the crop (59%), and lack of olive presses present in the area (57%).
