Keelboat Notice of Race 14Th - 16Th February 2020 Keelboat Notice of Race 14th - 16th February 2020 Incorporating the Tasmanian AMS Rating and SB20 One Design Class State Championships Organising Authority: Bellerive Yacht Club A Message from the Commodore Dear Fellow Sailors, On behalf of the Bellerive Yacht Club, it is my pleasure to invite you to participate in the 2020 Crown Series Regatta being held from Friday 14th to Sunday 16th February 2020. The Crown Series is the pinnacle of keel boat racing in Tasmania as is a wonderful opportunity for sailors from all Clubs and corners of Tasmania to come together and test their sailing skills amongst the very best sailors on the beautiful Derwent river. The Crown Series is open to yachts of all designs and classes from off the beach dinghies to ocean racing yachts. 2020 is the year of the cruiser/racer or straight out cruising yachts and the Club would be delighted to cater for any class of yacht that meets the entry requirements. We are extremely pleased to once again have as our Major Sponsor Banjos Shoreline. Banjos Shoreline have been a fantastic supporter of the Crown Series for a number of years and continue to strongly support the Bellerive Yacht Club. All racing is conducted within the confines of the Derwent and offers spectacular viewing from a wide range of vantage points around the race venue. Our Crown Series Coordinator this year is Tony Garrett. He will be available to assist entrants with the full details of the regatta. Once again Bellerive Yacht Club will be offering an early bird prize as an incentive to get your entries in early. Details will be provided in the Notice of Race which will be publicised during December. Please accept this invitation to enter and participate in this fantastic regatta. Thank You BYC Commodore Graham Mansfield (Manny) BANJO’S SHORELINE CROWN SERIES BELLERIVE REGATTA 2020 NOTICE OF RACE for Keelboat Classes INVITATION The Bellerive Yacht Club Inc. (BYC), as the organizing authority, in conjunction with the Bellerive Regatta Association Inc., invites entries from eligible yachts in the Banjo’s Shoreline Crown Series Bellerive Regatta to be held on the Derwent River from Friday 14th February to Sunday 16th February, 2020. ELIGIBILITY The regatta is open to keelboats (including vintage and multi hull boats), Trailable yachts, Sportsboats and SB20s. Class racing may be considered on application to the Organising Authority. The regatta is open to all boats of the Sabot, Optimist, Fire Bug, Laser, Laser Radial, Laser 4.7, Access, Int.2.4, Heron, Mirror, Sabre, Cadet, 420, 470, 29er, 49er, NS14, Sharpie, Moth, B14, Sailboard, Open Skiff and OTB Catamaran classes. Other classes may be considered on application to the Organising Authority. A separate notice of race document applies to Off the Beach Classes. RULES All races will be conducted under Australian Sailing 2017-2020 Racing Rules of Sailing, the Notice of Race, the rules of each Class or Association, rules of the AMS and IRC and the Sailing Instructions. BYC may amend any detail of this Notice of Race. Amendments will be published on the BYC website. If there is a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will prevail. Fixed and retractable spinnaker poles not attached to the foremost mast shall be permitted for the purpose of setting asymmetrical spinnakers. This changes RRS 50.2 & 50.3. A boat with movable ballast or variable ballast (within the meaning of those terms in the special regulations) may move that ballast for the purpose of changing trim or stability. This changes RRS 51. RRS 52 is changed by adding “The use of stored power may be used for hoisting, furling, and reefing of sails.” For SB20 entrants - changes to Class Rules Clause C4.1 (1) is amended by inserting "Inflatable PFDs are not permitted." Clause C.5.1 is deleted and replaced with safety requirements as listed in a separate document - SB20 Safety Requirements for the Crown Series Regatta - available on the website. Requirements are the same as required for the State and National Titles. CONDITIONS OF ENTRY • Entries will be accepted from Members of Clubs or Associations affiliated with a MYA. • By lodging an entry, the entrant agrees to be bound by the rules and conditions of the event. • Entrants in AMS Divisions shall have a valid AMS certificate. • Entrants in IRC Divisions shall have a valid IRC certificate. • Entrants in Sports Boats SMS must have a valid SMS certificate. • A minimum of 5 entries is required per class / division / group. • All entrants shall have paid the prescribed entry fee before the close of entries. • All entrants shall have an adequate and current insurance policy with legal liability insurance, with a sum insured of not less than $10,000,000, covering the owner or charterer as appropriate. • The names of crew members shall be nominated on the entry form for keelboats, trailables, Dragon class and SB20 class. • Advertising is permitted in accordance with ISAF Regulation 20 (Appendix 1 – Advertising). The Organizing Authority reserves the right to refuse advertising on any boat if it is considered offensive to public taste or if it contravenes the laws of the governments of Tasmania or Australia. Competitors may be required to display backstay flags. If required, the Organizing Authority will supply these items and they shall be affixed as prescribed in the Sailing Instructions. EARLY BIRD ENTRY PRIZE: Deadline COB Monday, 3rd February, 2020 All keelboat entries received by close of business 3rd February 2020 will go in a draw for an early entry prize to the value of $200. ENTRY FEES Racing Group Keel boats $150 per entry Cruising Group Keel boats (spinnaker and non-spinnaker) and Trailables $115 per entry Plus an additional fee for AMS entrants $50 per entry Plus an additional fee for IRC entrants $50 per entry SB20 Class $60 per entry Dragon Class $60 per entry ENTRY CLOSING DATE For keelboats entries close Monday 10th February 2020. For OTB classes entries close on Thursday 13th February 2020. Entries need to be accompanied by full entry fees. Telephone entries cannot be accepted. Late entries will not be accepted. Online entries are available at: http://www.byc.org.au/ INDEMNITY a) All those taking part in races conducted by BYC and their associates do so at their own risk and responsibility. b) The BYC is not responsible for the seaworthiness of a yacht whose entry is accepted or the sufficiency or adequacy of its equipment. c) BYC will not certify or carry out inspections to certify the suitability of a boat to race. d) By lodging an entry, the owner/charterer agrees that: i. It is a fundamental condition of entry that he or she releases, holds harmless and indemnifies BYC , their office bearers, servants, agents, members and the sponsors of the Banjo’s Shoreline Crown Series Bellerive Regatta 2020 from all liability any of those persons has to the entrant or any crew member on the entrants yacht, or to any person claiming through or under any such person arising from loss or damage how so ever caused, including negligent act or omission, arising out of or relating to: • Participation by the entrant’s yacht or any other yacht in a race. • The conduct or course of a race in any respect including, without limitation, any act or omission (whether reasonably foreseeable or not) causing or relating to loss of, or damage to, any yacht or the death or injury of any person. ii. Participation by the yacht and crew in the 2020 Banjo’s Shoreline Crown Series Bellerive Regatta is agreed by BYC on the basis that participation is entirely at the risk of the entrant and each member of the crew. iii. The entrant shall provide each crew member with a copy of these Conditions of Entry. iv. Attention is drawn to Yachting Australia Fundamental Rules 3 and 4. SAFETY CATEGORY The following safety categories will apply – Keel Boats and Trailables – Yachting Australia Special Regulations Part 1, Category 7. Section 3.02.3 (a) is mandatory. YA Special Regulations Part 1, Section 5, 5.01.1 (g) (PFDs) shall apply to all Sportsboats whether competing in a class or mixed division. SB20s have separate requirements. PROGRAM CHANGES The Race Committee reserves the right: • To add or delete races and alter starting times. • Reallocate yachts to divisions/groups if warranted by the number of entries. • Increase or reduce the number of divisions/groups if warranted by the number of entries. HANDICAPS Unless otherwise specified handicaps will be based on the BYC system of performance based handicaps. AMS or IRC handicaps may also be used within a division if there are five or more entries. Class Associations may provide their own handicaps. Adjustments to performance handicap values may be made during the regatta. Note: The Race Committee’s choice of handicap is final and shall not be grounds for redress under Rule 62.1. SERIES SCORING SYSTEM The Low Point System of scoring will apply, except that no score will be excluded. At least two races shall be completed to constitute a series. PRIZES AND TROPHIES Series prizes will be awarded for all keel boat classes at the end of the regatta, as soon as practicable after the last race. For keel boats there will be 1st place prizes based on performance handicap results for each individual race. At the discretion of the Organising Authority, and subject to keelboat rating division entry numbers, daily 1st place prizes based on AMS and IRC handicap may be awarded. These will be presented on the day of the race.

    Portsmouth Number List 2019 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received via PY Online. Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.     AUSTRALIAN SAILING – IRC REPORT Glen Stanaway The main issue being addressed head on is the declining take up of certification amongst existing fleets and events globally. Australian Sailing’s management team has been working hard to reverse the situation in Australia by writing articles and producing YouTube clips for media to members, race officials and clubs. The intention is to create a ‘constant conversation’ domestically about ratings raising their prominence and place in boat owners’ and clubs’ minds. We expect that the results of this won’t be seen for 18 months to two years as it is a ‘long game’ and will take time to imprint the benefits of being rated and racing in these divisions in owners’ minds. Belgium Report for IRC in 2016 The fleet: • Number of IRC certificates on 31/08/2015: 56 (-24% compared to IRC fleet 2014) • Number of IRC certificates on 30/09/2016 : 44 (-21%/-41% compared to IRC fleet 2015/2014) • Number of new IRC boats (Age date 2016): 0 (0% of IRC fleet 2016) • Number of new IRC boats (no IRC certificate in 2015): 5 (11% of IRC fleet 2016) • Number of non-renewals 2015-2016: 23 (41% of IRC fleet 2015) The number of Belgian IRC boats that is racing regularly has decreased to below 20. This number is becoming critically low. Besides the regular racers a small number of boats is choosing racing events on an ad hoc basis and is sometimes asking an IRC certificate for one event only. The number of boats that raced occasionally in IRC in 2014 or 2015, and that stopped racing in IRC or in all rating systems in 2016 is significant, as is the number of boats that stopped sailing all together.

  • Portsmouth Number List 2016
    Portsmouth Number List 2016 The RYA Portsmouth Yardstick Scheme is provided to enable clubs to allow boats of different classes to race against each other fairly. The RYA actively encourages clubs to adjust handicaps where classes are either under or over performing compared to the number being used. The Portsmouth Yardstick list combines the Portsmouth numbers with class configuration and the total number of races returned to the RYA in the annual return. This additional data has been provided to help clubs achieve the stated aims of the Portsmouth Yardstick system and make adjustments to Portsmouth Numbers where necessary. Clubs using the PN list should be aware that the list is based on the typical performance of each boat across a variety of clubs and locations. Experimental numbers are based on fewer returns and are to be used as a guide for clubs to allocate as a starting number before reviewing and adjusting where necessary. The list of experimental Portsmouth Numbers will be periodically reviewed by the RYA and is based on data received from the PY Online website (www.pys.org.uk). Users of the PY scheme are reminded that all Portsmouth Numbers published by the RYA should be regarded as a guide only. The RYA list is not definitive and clubs should adjust where necessary.
