The thesis uses three case studies: the Church Missionary Society missionaries George Clarke and the Reverend Wil- liam Yate in northern Aotearoa/New Zealand, and the Wesleyan Missionary Society missionary the Reverend Francis Tuckfield in the Port Phillip district of New South Wales, Australia. Clarke, Yate, and Tuckfield’s perceptions of the indigenous peoples they sought to ‘save’ are explored through an exami- nation of journals, letters to missionary society secretaries in London, personal correspondence, and in the case of Yate, evidence presented to the ‘House of Commons’ Select Committee on Aborigines (British Settlements)’ and his published Account of New Zealand (1835). Particular attention is paid to how these men’s perceptions changed over three key stages: prior to arriv- ing in their respective mission fields, the initial period following their arrival, and after a significant period of residence. Evangelical missionary endeavour in both Aotearoa/New Zealand and Aus- tralia is compared in this thesis because in the early nineteenth century these two places were part of a common Tasman world. The similarities in evan- gelical experiences in the Tasman world during this period reveal an evangelical community within which ideas and information flowed freely. Comparative exploration of evangelical perceptions of northern Māori and the Aboriginal peoples of Port Phillip reveals that adaptation and evolution occurred through missionaries’ experiences. Evolution of evangelical ideas is revealed in missionary encounters with a number of non-European popula- tions, which further shaped missionary ideas about those they sought to ‘save’. Adaptation of evangelical ideas is reflected in the different evangelical experiences in Aotearoa/New Zealand and Australia. These differences, most significantly the opposing experiences of success in Aotearoa/New Zealand and failure in Port Phillip, Australia, indicate that evangelical views of non- Europeans were not static, but rather they were altered as a result of experi- ence. iv Preface The topic of this thesis is a combination of my interests in early contact be- tween Europeans and Māori and between Europeans and the Aboriginal peoples of Australia, and more generally, the contrasting places of these in- digenous populations on the European hierarchy of races. While I am secular in my own beliefs, I am interested in missionary perceptions of Māori and the Aboriginal peoples of Australia because evangelical encounters with these peoples, related through a wealth of written sources, provide insight into a fascinating historical topic. Many of the events discussed in this thesis are painful issues for both Māori and the Aboriginal peoples of Port Phillip and wider Australia. I have endeavoured to discuss these events sympathetically, however certain incidents mentioned may remain distressing for some read- ers; writing about them was often distressing in itself. During the thirteen months spent researching and writing this thesis I was fortunate enough to have a considerable amount of assistance and support from many people. Yate’s Ac- count – written after six years labouring as a missionary to Māori – and other written observations produced by Yate and the missionaries George Clarke (1798-1875) and Francis Tuckfield (1808-1865) are the subject of this study. The purpose of this thesis is to examine the nature of evangelical missionary perceptions of two different groups of indigenous people during a period when European ‘racial thinking’ was in a particularly formative stage.2 More generally, it also attempts to contribute to the broader historiography of race and religion in the British Empire. Missionary journals and correspondence provide a rich commentary on evan- gelical, and even common European, perceptions of the non-European societies which they encountered. In 1793 the Evangelical Magazine was established to cater to Protestants of any denomination who were devoted to the spreading of the gospel.5 It is in this sense that the word ‘evangelical’ is used in this

    This is the Fortieth of an occasional series of articles by David Stone about incidents in the history of Swanton Morley and its church Henry Tacy’s Years at Swanton Morley Introduction In my last article I talked about Henry Tacy’s mission to the Maoris, and in particular about the foundation of a mission station at Kerikeri and the birth there in November 1825 of Henry Tacy Clarke, second son of George Clarke. This was, incidentally, just after Henry Tacy was appointed rector of Swanton Morley. Here, for completeness, I shall tell you a little more about what happened to Henry Tacy’s protégés, James Kemp and George Clarke in New Zealand, before returning to Henry Tacy himself. George Clarke and others decided to build a new mission station and farm at Waimate North, which was not far away from the original station at Kerikeri. However, it required a major effort involving the building of 15 miles of road through rough country, and the bridging of two rivers. The first families moved in in June 1832. Charles Darwin visited the new mission in December 1835, when the Beagle spent 10 days in the Bay of Islands, but overall the mission was not a great success. In 1840 George Clarke reluctantly left the mission when he was appointed by Governor Hobson as ‘Protector of the Maori People’. However, it soon became clear that Clarke was faced with the impossible task both of protecting Maori interests and of acting for the government in land-sale negotiations. He resigned in 1846 and went to live with his son Henry Tacy Clarke at Waimate.

He married Sarah Richardson in 1838. He was consecrated the first Bishop of New Zealand on 17 October 1841 and left for New Zealand in December 1841. He was first based at Waimate, near the Bay of Islands, and immediately began the arduous journeys that were a feature of his bishopric. He moved to Auckland in 1844. In 1847-51 he made annual cruises to the islands of Melanesia.     ENGLISH LAW AND THE MÄORI RESPONSE: A CASE STUDY FROM THE RUNANGA SYSTEM IN NORTHLAND, 1861-65 VINCENT O’MALLEY HistoryWorks, Wellington Examples of the genuine devolution of state authority to Mäori tribal communities are few in New Zealand history until at least the late 20th century. Sir George Grey’s 1861 “plan of native government”, usually described as the “new institutions” or “runanga system” (Ward 1974:125), is often cited as one of the earliest efforts in this direction. Yet there was never any intention of allowing the runanga (tribal councils or assemblies) established under this system to develop into state-sanctioned instruments of genuine self-government. The extension of English law into what were perceived to be ungovernable Mäori districts remained the priority throughout. With unofficial runanga already widely established in many Mäori communities, officials saw an opportunity to harness the energies of these in pursuit of government objectives (O’Malley 2004:47). Widespread suspicion of Crown intentions in the wake of the first Taranaki War saw Grey’s plans flatly rejected in many areas (Ward 1974:132-33). Meanwhile, chiefs in those districts where the runanga system was most fully implemented proved no more willing to be duped into enforcing Päkehä laws against their own communities. Government officials, who had hoped to appropriate for their own ends the aspirations of Mäori in such districts for state recognition of existing tribal governance structures, instead found the new runanga system reappropriated by iwi (‘tribal’) leaders in pursuit of their own, rather different objectives. An assertion of British sovereignty from one perspective was thus viewed from another as belated recognition of the right of Mäori communities to manage their own affairs in accordance with their own customs, as had been widely understood by many chiefs to have been promised to them under the Treaty of Waitangi signed in 1840.
