Since the late 1990s, a third type of rice seed – the private sector owned hybrid rice is available and is actively promoted by the agriculture university and the state’s agriculture department. The history of the development of improved rice varieties in India dates to the first half of the 20th century when pure line method of selection enabled the release of some 445 indica varieties1. From 1965 an inter-racial hybridisation programme between semi-dwarf Taiwanese types and indica types of rice led to the development of Taichung (Native) - I, and the release of the Padma and Jaya semi-dwarf varieties of rice. Thereafter began the prolific release of what are now known as high yielding varieties (HYVs) with 123 varieties released in 12 years as compared to the 51 high yielding varieties released in the previous four decades. The semi-dwarf varieties were generally found to be superior to the tall traditional varieties in efficiency of grain production. Their short height also made them resilient to lodging in strong winds, so the grain was not lost when the plant fell to the ground. In 1994 the first four hybrids were released (APHR-1, APHR-2, MGR-1 and KRH-1).

    Kanhar Barrage Project, Jharkhand: Kanhar barrage project envisages construction of a barrage on river Kanhar near village Khuri under Ranka Block of Garhwa district in Jharkhand, around 12 km downstream of proposed dam site at Baradih. River Kanhar is one of the major right bank tributary of river Sone. The total catchment area up to its confluence with river Sone is 5903 km2, and total length is 218 km. It originates from the northern slopes of Vindhya Ranges at Gidha‐Dhoda on the Khudia plateau in Jashpur district of Chhattisgarh at an altitude of EL. 990m. It initially flows north forming the boundary with Garhwa district in Palamu division of Jharkhand and Surguja district of Chhattisgarh. Subsequently, it runs parallel to river Sone in Garhwa and turns north‐west and flowing through Sonbhadra district of Uttar Pradesh. It confluences with river Sone near village Kota in Dudhi Tehsil. The catchment area upto proposed barrage at village Khuri is 3375 sq‐km. The project envisages irrigating the area of Garhwa district and some villages of Palamu district in chainpur block only. It is to be noted that Garhwa is a draught prone zone and deprived of assured irrigation in the area. The existing reservoirs in the district are mostly water deficit being fed by limited catchment. The Kanhar Barrage Project, Jharkhand was considered by the Advisory Committee of MoWR, RD&GR on Irrigation, Multipurpose and Flood Control Projects in its 135th Meeting held at New Delhi on 12th March, 2018. The basic virtues Brother Paulus possessed as director of the various Marianist communities were: patience, joyfulness, kindness, understanding, listening with care, dedication to the works of the community and faithfulness. The above qualities were always present in Brother Paulus. Brother Paulus was born on June 17, 1963. He was one of the eight children in the Lakra family. Brother Paulus had four elder brothers and two elder sisters and one younger sister. His father, Mr. Mathias Lakra, and mother, Mrs. Carmella Xess, were farmers from the village Thesutoli under the parish of Tainser, in Simdega Diocese, state of Jharkhand. Brother Paulus completed his high school and secondary school at St. Mary’s School in Simdega in the year 1984. He completed his bachelor’s degree from Ranchi University in the year 1987 before he joined the Marianists. Brother Paulus joined the Society of Mary as an Aspirant in June 1990 at Nirmal Deep, Ranchi, Bihar.

Be it enacted by the Legislature of the State of Bihar in the twenty- seventh year of the Republic of India as follows:- [Comments.-This Act has undergone various changes from time to time. While some amendments have been brought by the Act of Legislature, many amendments were introduced through Ordinances and continued for a long period, before being given the shape of an Act of Legislature. Reference may be made to Amending Acts 68 of 1982, 3 of 1990, 9 of 1992, 17 of 1993, 12 of 1995, 16 of 1996, 8 of 1998 & 14 of 1998, while some of the Amending Acts were in both, Hindi and English languages, some of them were published only in Hindi, since some of the Ordinances preceding such Acts as were published only in Hindi. Where having both the texts Hindi and English, by comparing the Hindi text of the Act with the Hindi text of the Ordinance English text could be extracted, where the two Hindi texts tallied exactly or involved minor translation.
