CEU eTD Collection ii ABSTRACT This thesis analyses the governance of national minorities in Lithuania and asks how members of Lithuanian Polish minority go about living in an ethno-democratic Lithuanian state. In Lithuania tensions between dominant and minority ethnic groups are caused not by what the state does, but rather by what it doesn't. Solutions for the minority rights related problems have been delayed for years. This poses the questions – how the conflict between Lithuanian ethnic majority and Polish ethnic minority is managed and prevented from turning into its hot stage and how the stability of the state's ethno-democratic regime is sustained? Based on an ethnographic field research with a combination of participant observations and interviews conducted with members of Polish minority in several Lithuanian towns and Vilnius during the period of January and later in March and May 2016, this thesis finds that the ambiguity of Lithuanian ethno-democratic regime is reflected in the lives of the members of Polish minority. The thesis also shows that although members of the minority explain this ambiguity in a different way and therefore undertake different strategies for the improvement of minority situation, they identify themselves with the Lithuanian state. The thesis provides a ground for the further argument that perceived common threats are used to negotiate the state's ambiguous posture vis a vis its national minorities and to persuade the state to take a more active and effective stance in terms of the protection of minority rights. INTRODUCTION 1.1. The Lithuanian State and its Polish Minority Lithuania is a young state. Its young age allows one to study how the state develops. Such development can be measured from various perspectives, i.e. in terms of its political or cultural achievements. The relation ethnic minorities have created for themselves through various encounters with their home state can also be among the possible perspectives studying this development. From the first sight, relations between Lithuanians and Lithuanian Poles seem to be of a typical kind in case of a post-totalitarian, democratising, Central and Eastern European nation-state – an ethnic majority attempts to dominate over an ethnic minority. Tensions between the majority and minority groups are mostly generated by political actors from both sides: 'Electoral Action of Poles in Lithuania' (EAPL) – an ethnic party representing the Lithuanian Poles – and its supporters, are accused of being disloyal to the state, while EAPL's accusations mostly relate to the state's assimilationist policies. Unlike other political parties in Lithuania, EAPL is openly Euro-sceptic and... pro-Russian, which adds fuel to the fire and sparkles discussions about the minority's loyalty to the state.     Darius Staliūnas HISTORIOGRAPHY OF THE LITHUANIAN NATIONAL MOVEMENT CHANGING PARADIGMS The beginning of Lithuanian national historiography and the topic of ‘National Revival’ The Lithuanian historical narrative was formed during the nineteenth century as a component part of a newly developing Lithuanian national discourse. One of the most important and most difficult tasks facing the construction of a modern Lithuanian identity was how to separate it from the Polish identity (as well as from its Russian counterpart, even though Russianness was not regarded as being so parlous for the ‘purification’ of national identity). It therefore comes as no surprise that Lithuanians construed their concept of history as an alternative to the Polish construction (and to a lesser degree to the Russian version). Most nineteenth-century Polish political movements, including schools of history, did not regard the Lithuanians as having any independent political future and so it is not surprising that they were inclined first and foremost to stress the benefits of Polish culture and civilisation in Lithuania’s past. The Lithuanians had no other option than using their authentic ethnic culture as a counterweight to Polish civilisation. Miller Budapest, Hungary 2010 CEU eTD Collection Abstract One of the least acculturated Jewries in Europe, Lithuanian Jewry, stepped into neighboring majorities‟ independent state as the largest minority and the most culturally distant one. The new state was nationalizing, thus the Jews, along with other minorities had to learn the state language – Lithuanian. Although it stays unclear how well the Jews learned the majorities‟ vernacular and how often used it, there are indications that by the end of the 1930s most of them were literate in the majority‟s language. This slight shift of identity of Lithuanian Jewry, which is heavily under-researched, was also promoted by some groups of the society, mostly by the Jews. The Union of Jewish Soldiers (active 1933-1940) was the most prominent advocator in this field. Their Lithuanian- language weekly “Apţvalga” (en. “Review”; published 1935-1940) became the main public medium in the context of mutual Lithuanian-Jewish recognition. However, as it is shown, even the Union did not internalize Lithuanian language, and thus, using mostly archival sources and the weekly, this thesis argues that even in the most extreme cases of shifting identity of the interwar Jewish community of Lithuania, there was no assimilation, and only to some extent the Jewry was acculturated.     Muslim Life in Central Asia, 1943-1985 Eren Murat Tasar, Harvard University, Visiting Research Fellow, Social Research Center, American University of Central Asia The period from World War II to the rise of Gorbachev saw important changes in the realms of Islamic practice, education, and social and moral norms in Soviet Central Asia. In particular, the establishment of four geographic “spiritual administrations” to oversee and manage Muslim religious life in the Soviet Union in 1943 1, the foundation of a special state committee to oversee the affairs of non-Orthodox faiths in 1944, and the opening of the country’s only legal madrasah in 1945 (in Bukhara, Uzbekistan) inaugurated a new chapter in the history of Islam in the Soviet Union. Subsequent decades saw the professionalization of a legally registered, ecclesiastical Islamic hierarchy affiliated with the party-state, as well as the growth of unregistered networks of Islamic teachers and prayer leaders. On a broader societal level, the increased prosperity of the Khrushchev and Brezhnev years (1953-1982) witnessed important social developments such as a sharp decrease in public observance of Islamic rituals and strictures (the prohibition of pork and alcohol consumption, for instance) and, in urban areas, a rise in interfaith marriage. Muslim identity, as well as the social and religious life of Muslim communities, evolved in Central Asia during the Soviet period. Anthropologists, historians, and political scientists studying Islam in Central Asia have debated the nature of this evolution in the realms of social, cultural and political life. Being the weakest movement in the region, before the WWI, the activists of this movement mostly engaged in cultural and educational activities. However at the end of First World War Belarusian national elite actively engaged in political struggles happening in the territories of Western frontier of the Russian empire. Thus the aim of the thesis is to explain how the events and processes caused by WWI influenced the national movement. In order to accomplish this goal this thesis provides discourse and content analysis of three editions published by the Belarusian national activists: Nasha Niva (Our Field), Biełarus (The Belarusian) and Homan (The Clamour). The main findings of this paper suggest that the anticipation of dramatic social and political changes brought by the war urged national elite to foster national mobilisation through development of various organisations and structures directed to improve social cohesion within Belarusian population. Another important effect of the war was that a part of Belarusian national elite formulated certain ideas and narratives influenced by conditions of Ober-Ost which later became an integral part of Belarusian national ideology.
