The committee met, pursuant to notice, at 9 o’clock a.m. in room 406, Senate Dirksen Building, Hon. James M. Inhofe (chairman of the committee) presiding. Present: Senators Inhofe, Allard, Carper, Clinton, Cornyn, Jef- fords, Thomas and Voinovich. OPENING STATEMENT OF HON. JAMES M. INHOFE, U.S. SENATOR FROM THE STATE OF OKLAHOMA Senator INHOFE. The meeting will come to order. We have a policy that we announced when I became chairman of the committee that we will start on time, whether anyone is here or not here, members, witnesses or others. So I appreciate all of you being punctual in spite of the fact that the Senators are not. One of my primary objectives as chairman of the committee is to improve the way in which science is used. I think that when I be- came chairman of this committee, I announced three very out- rageous things that we were going to do in this committee that have not been done before. No. 1, we are going to try to base our decisions, things that we do, on sound science. No. 2, we are going to be looking at the costs of some of these regulations, some of these policies that we have, and determine what they are going to be. And No. 3, we are going to try to reprogram the attitudes of the bureaucracy so that they are here not to rule, but to serve. Good public policy decisions depend on what is real or probable, not simply on what serves our respective political agendas. When science is debated openly and honestly, public policy can be debated on firmer grounds. Scientific inquiry cannot be censored. Scientific debate must be open. It must be unbiased. It must stress facts rather than political agendas. Before us today, we have two researchers who have published what I consider to be a credible, well-documented, and scientifically defensible study examining the history of climate change. Further- more, these are top fields of inquiry in the Nation’s energy environ- ment debate and really the entire world’s energy environment de- bate. We can all agree that the implications of this science are global, not only in terms of the environmental impacts, but also en- (1) 2 ergy impacts, global trade impacts, and quite frankly, no less than global governance impacts. We could also all agree that as a result of the import and impact of these issues, it is absolutely crucial that we get this science right. False or incomplete or misconstrued data are simply not an acceptable basis for policymaking decisions in which the Congress of the United States is involved. Such data would violate the Data Quality Act, which we passed on a bipartisan basis here in the Senate and which we have bipartisanly embraced. If we need more data to satisfy our standards, then so be it. This Administration is prepared to do so in an aggressive strat- egy that the climate change strategic plan outlines. The 1000-year climate study that the Harvard-Smithsonian Center for Astro- physics has compiled is a powerful new work of science. It has re- ceived much attention, and rightfully so. I would add at this time, it did not receive much attention from some of the liberal media who just did not want to

In Washington, climate change deniers are fighting a fierce battle to stave off energy policy reform. The latest casualty of this war of ideas is Wei-Hock Soon, a part-time employee of the Harvard-Smithsonian Center for Astrophysics. Resilient to the scientific consensus that human carbon emissions are fueling gradual warming, the aerospace engineer has served as a beacon for conservative legislators. A recently uncovered document shows that Soon was granted over $1.2 million from fossil-fuel companies and failed to disclose a conflict of interest in his peer-reviewed publications. Since the Smithsonian is part of the federal government, former Greenpeace member Kert Davies legally obtained the Soon’s grant agreements through the Freedom of Information Act. Contributors include the American Petroleum Institute, the Koch brothers, Exxon Mobil and Southern Company. Several scientific papers and a congressional testimonial were termed as “deliverables,” reports The New York Times. “These proposals and contracts show debatable interventions in science literally on behalf of the Southern Company and the Kochs,” said Davies. “What it shows is the continuation of a long-term campaign by specific fossil-fuel companies and interests to undermine the scientific consensus on climate change.” These recent revelations have drawn fire from members of the Harvard-Smithsonian Center and NASA, among others.

Scott Armstrong University of Pennsylvania, U.S.A, and Ehrenberg-Bass Institute, Australia Working Paper - June 2014 This paper was published in Climate Change: The Facts. edited by Alan Moran published by the Institute of Public Affairs, Melbourne, Victoria 3000, Australia Abstract The Golden Rule of Forecasting requires that forecasters be conservative by making proper use of cumulative knowledge and by not going beyond that knowledge. The procedures that have been used to forecast dangerous manmade global warming violate the Golden Rule. Following the scientific method, we investigated competing hypotheses on climate change in an objective way. To do this, we tested the predictive validity of the global warming hypothesis (+0.03C per year with increasing CO2) against a relatively conservative global cooling hypothesis of -0.01C per year, and against the even more conservative simple no-change or persistence hypothesis (0.0C per year). The errors of forecasts from the global warming hypothesis for horizons 11 to 100 years ahead over the period 1851 to 1975 were nearly four times larger than those from the global cooling hypothesis and about eight times larger than those from the persistence hypothesis. Findings from our tests using the latest data and other data covering a period of nearly 2,000 years support the predictive validity of the persistence hypothesis for horizons from one year to centuries ahead. To investigate whether the current alarm over global temperatures is exceptional, we employed the method of structured analogies.

One of the names they invoke most often is Wei-Hock Soon, known as Willie, a scientist at the Harvard-Smithsonian Center for Astrophysics who claims that variations in the sun’s energy can largely explain recent global warming. He has often appeared on conservative news programs, testified before Congress and in state capitals, and starred at conferences of people who deny the risks of global warming. But newly released documents show the extent to which Dr. Soon’s work has been tied to funding he received from corporate interests. He has accepted more than $1.2 million in money from the fossil-fuel industry over the last decade while failing to disclose that conflict of interest in most of his scientific papers. At least 11 papers he has published since 2008 omitted such a disclosure, and in at least eight of those cases, he appears to have violated ethical guidelines of the journals that published his work. The documents show that Dr. Soon, in correspondence with his corporate funders, described many of his scientific papers as “deliverables” that he completed in exchange for their money.

Fields In late February 2015, Willie Soon was accused in a front-page New York Times article by Kert Davies (Gillis & Schwartz, 2015) of failing to disclose conflicts of interest in his academic journal articles. It isn’t mentioned in the Gillis and Schwartz article, but the timing suggests that a Science Bulletin article, “Why Models run hot: results from an irreducibly simple climate model” (Monckton, Soon, Legates, & Briggs, 2015) was Davies’ concern. We will abbreviate this paper as MSLB15. Besides Soon, the other authors of the paper are Christopher Monckton (senior author, Lord Monckton, Viscount of Brenchley), David Legates (Professor of Geography and Climatology, University of Delaware), and William Briggs (Mathematician and statistician, former professor of statistics at Cornell Medical School). In the January 2015 article, the authors “declare that they have no conflict of interest.” MSLB15 was instantly popular and devastating to the climate alarmist cause and to the IPCC Fifth Assessment Report (IPCC, 2013). The IPCC is the Intergovernmental Panel on Climate Change, a research organization set up by the United Nations in 1988. MSLB15 was published online January 8, 2015 and downloaded 22,000 times in less than two months, an outstanding number of downloads. The New York Times article appeared less than two months after MSLB15 hit the internet, it was a “fake news hit job.” The paper caused a stir because it explained that the IPCC’s Fifth Assessment Report or “AR5” reduced its near-term warming projections substantially, but left its long-term, higher, projections alone.
