RFQ - Bridge - Bridge Deck Resurfacing

The Port Authority (Authority) hereby invites interested professional consulting engineering firms to submit a Statement of Qualification for providing engineering design services for the Benjamin Franklin Bridge Resurfacing Project.

The Scope of Services the Authority requires shall include developing a final design package which will include the preliminary design report, deck condition survey, plans, specifications, estimates, and a construction schedule with which the Authority will solicit bids from construction contractors to accomplish the proposed work detailed in the Request for Proposals. This work will include but is not limited to all design services required to develop the most feasible and economical bridge resurfacing alternatives and prepare complete contract documents. The firm shall exhibit professional staff knowledgeable in the areas of asphalt pavement systems on orthotropic steel bridge decks, expansion joints, drainage, roadway signing, and maintenance and protection of traffic. The consulting engineering firm will be expected to provide fully developed methodologies for accomplishing all the above mentioned work.

The Authority’s Board of Commissioners adopted a resolution stating Consultants seeking contracted work must be prevented from influencing the vendor selection process. In order to be considered, the attached Political Contribution Form and the Certification must be completed and submitted in a separately sealed envelope labeled “POLITICAL CONTRIBUTION FORM AND CERTIFICATION” along with your Statement of Qualifications.

Six (6) copies of the written Statement of Qualifications and U.S. Government Forms SF330 must be received by the Authority no later than 4:00 p.m. on November 3, 2015. Faxed or e-mail Statement of Qualifications will not be accepted. Late Statement of Qualifications will not be accepted. The Statement of Qualifications should be addressed to Mr. Michael P. Venuto, P.E., P.L.S., Chief Engineer, Delaware River Port Authority, , 2 Riverside Drive, P.O. Box 1949, Camden, 08101. The mailing envelope containing the Statement of Qualifications shall be labeled “Statement of Qualifications, Engineering Services for the Benjamin Franklin Bridge Deck Resurfacing Project”. The Statement of Qualifications shall describe, in ten (10) pages or less, the qualifications of the firm and the key personnel on the design team and shall briefly describe similar consultation projects successfully completed in the last five years by the firm and the key personnel. The Statement of Qualifications will be used by the Authority to establish a short list of consultants to receive a Request for Proposal and to engage a consultant for this project.

However, MBE and WBE team members must be named, and commitment levels must be noted at the time the proposal is submitted.
