1. Resumption of the session

The sitting opened at 17.00.

2. Statements by the President

The President made a statement on the recent earthquake in Haiti, recalling that Pilar Juárez Boal, an EU rep­ resentative in Haiti, was still missing.

Parliament observed a minute’s silence in memory of the victims.

The President condemned the execution of Akmal Shaikh, a British citizen, in China on 29 December 2009.

The President referred to the first round of the presidential elections in Ukraine, which had taken place on 17 January 2010, and to the fact that the Spanish Presidency of the Council had begun.

3. Approval of the minutes of the previous sitting

Dagmar Roth-Behrendt had made it known that she had been present at the sitting of 11 November 2009 but that her name was not on the attendance register.

The minutes of the previous sitting were approved.

4. Composition of political groups

Nicole Sinclaire was no longer a member of the EFD Group as of 18 January 2010.

She would sit with the non-attached Members as of that date.

5. Names of committees and delegations

The Conference of Presidents proposed that the name of the Delegation for relations with Mercosur be changed to the following:

‘Delegation for relations with Mercosur countries’.

Parliament agreed to the proposal.

6. Composition of committees and delegations

The President had received the following requests for appointments from the PPE and GUE/NGL Groups:

10. Texts of agreements forwarded by the Council

The Council had forwarded certified true copies of the following:

— Voluntary partnership agreement between the European Community and the Republic of Ghana on forest law enforcement, governance and trade in timber products into the Community;

— Agreement in the form of an exchange of letters between the European Community and the Arab Republic of Egypt concerning reciprocal liberalisation measures on agricultural products, processed agricultural products and fish and fishery products, the replacement of Protocols 1 and 2 and their annexes and amendments to the Euro-Mediterranean Agreement establishing an association between the European Communities and their Member States, of the one part, and the Arab Republic of Egypt, of the other part;

— Interim agreement on trade and trade-related matters between the European Community, of the one part, and the Republic of Serbia, of the other part;

— Framework agreement on comprehensive partnership and cooperation between the European community and its Member States, of the one part, and the Republic of Indonesia, of the other part.

11. Order of business

The next item was the order of business.

1. Following the latest developments in Haiti and after consulting the political groups, the President pro­ posed the following changes:

— to place on the agenda the Commission statement on the recent earthquake in Haiti, which had been planned for Thursday (item 38 on the final draft agenda), as the first item on Tuesday afternoon, and to change this statement into a statement by the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission, 23.4.2010 EN Official Journal of the European Union C 104 E/7

— to hold over the statement by the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission on EU-Tunisia relations, scheduled for Tuesday (item 18 on the final draft agenda), until the Thursday sitting and to change this statement into a statement by the Commission.

2. Request by the S&D Group to wind up the debate on Haiti (item 38 on the final draft agenda) with the tabling of motions for resolution, to be put to the vote during the part-session in February 2010 in Strasbourg.

Parliament agreed to the request.

3. Request by the ALDE Group to hold over to the February 2010 part-session in Strasbourg the debate on the oral question on the EU-South Korea free trade agreement (item 8 on the final draft agenda).

Parliament agreed to the request.

4. Request by the Committee on Development to place on the agenda the debate on the report by Eva Joly entitled ‘Second revision of the ACP-EU Partnership Agreement (Cotonou Agreement)’ (A7-0086/2009) (item 7 on the final draft agenda) as the first item on Tuesday evening at 21.00.

Parliament agreed to the request.

Wednesday

Request by the EFD Group to place on the agenda for voting time the motions for resolution on defence of the principle of subsidiarity that had been tabled to wind up the debate on 15 December 2009 (minutes of 15.12.2009, item 20).

The following spoke: Francesco Enrico Speroni, on behalf of the EFD Group, who moved the request, and Hannes Swoboda, on behalf of the S&D Group, against the request.

Parliament rejected the request by electronic vote (113 in favour, 196 against, 11 abstentions).

Thursday

1. Request by the EFD Group that the sitting should open at 10.00 rather than 11.00, in order to allow the debates on cases of breaches of human rights, democracy and the rule of law to be brought forward to the morning.

Parliament agreed to the request by electronic vote (175 in favour, 159 against, 14 abstentions).

2. Request by the ALDE Group to replace the debate on ‘Recent attacks on religious minorities in Egypt and in Malaysia’ (item 35 on the final draft agenda) with a debate on Madagascar.

Parliament rejected the request by electronic vote (150 in favour, 200 against, 12 abstentions).

3. The following spoke: Ioannis Kasoulides, on behalf of the PPE Group, who requested that the debate on EU-Tunisia relations be held over to the February 2010 part-session in Strasbourg.
