Resumption of the session The sitting opened at 15.00. 2. Statements by the President The President made a statement on the deaths of more than 400 refugees off the coast of Libya on 12 April 2015. He called on the Member States, which were responsible for migration policy, to do everything they could to remedy the situations that were leading to the influx of refugees. The President also referred to the massacre by Al-Shabaab of 148 people at Garissa University College in Kenya on 2 April 2015. Parliament observed a minute's silence. The President went on to mention the plight of civilians living in the Yarmouk refugee camp in Syria and called on the United Nations to guarantee access to the camp. 3. Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. 4. Composition of committees and delegations At the request of the S&D and PPE groups, Parliament ratified the following requests for appointments: — IMCO Committee: Mihai Țurcanu — Delegation for relations with the Korean Peninsula: Doru-Claudian Frunzulică; — Delegation for relations with Canada: Mihai Țurcanu. 5. Request for the waiver of parliamentary immunity The Polish authorities had forwarded a request to waive the parliamentary immunity of Janusz Korwin-Mikke in relation to criminal proceedings brought by the police in Piotrków Trybunalski. Pursuant to Rule 9(1), the request had been referred to the committee responsible, the JURI Committee. 4.5.2016 EN Off icial Jour nal of the European Union C 162/5 Wednesday 15 April 2015 6. Interpretation of the Rules of Procedure The President informed the House, under Rule 226(3), of the following interpretation of paragraph 1(a) of Annex XVI to the Rules of Procedure on guidelines for the approval of the Commission, which had been provided by the Committee on Constitutional Affairs, which had been consulted on the application of the provision: ‘Scrutiny of the declaration of financial interests of a Commissioner-designate by the committee responsible for legal affairs consists not only in verifying that the declaration has been duly completed but also in assessing whether a conflict of interests may be inferred from the content of the declaration. It is then for the committee responsible for the hearing to decide whether or not it requires further information from the Commissioner-designate.’ If this interpretation was not contested by a political group or by at least 40 Members, in accordance with Rule 226(4), before the opening of the next sitting, on Monday 27 April 2015, it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament. 7. Signature of acts adopted under the ordinary legislative procedure (Rule 78) The President announced that on Wednesday 15 April 2015, together with the President of the Council, he would sign the following act adopted under the ordinary legislative procedure: — Decision of the European Parliament and of the Council providing macro-financial assistance to Ukraine (00010/2015/LEX — C8-0089/2015 — 2015/0005(COD)). 8. Wszyscy kandydowali w okręgach obejmujących nasz region. Prognozy są oparte na sondażu exit-poll, co oznacza, że nazwiska kandydatów, którzy obejmą mandaty, mogą się jeszcze zmienić. Prawdopodobne nazwiska europarlamentarzystów podaje Informacyjna Agencja Radiowa. Prawo i Sprawiedliwość zdobyło najwięcej, 42,4 procent głosów, w wyborach do Parlamentu Europejskiego - wynika z sondażu exit-poll zrealizowanego przez IPSOS dla telewizji TVP, Polsat i TVN. Drugie miejsce w badaniu prowadzonym dziś przed lokalami wyborczymi zajęła Koalicja Europejska - 39,1 procent. Jeśli wyniki sondażu potwierdzą się, do Parlamentu Europejskiego dostaną się także kandydaci Wiosny - 6,6 procent oraz Konfederacji - 6,1 procent. Pięcioprocentowego prgu nie przekroczyły komitety Kukiz'15 - 4,1 procent oraz Lewica Razem - 1,3 procent. Prognozowana frekwencja wyniosła 43 procent - wynika z sondażu exit-poll. Zgodnie z sondażem, Prawo i Sprawiedliwość wygrało w siedmiu okręgach (warmińsko-mazurskie z podlaskim, Mazowsze, Łódzkie, Lubelskie, Podkarpacie, Małopolska ze Świętokrzyskiem oraz Śląsk). W sześciu okręgach wygrała Koalicja Europejska (Pomorze, kujawsko-pomorskie, Warszawa, Wielkopolska, Dolny Śląsk z Opolszczyzną oraz Lubuskie z Zachodniopomorskim). Z prognozy podziału mandatów wynika, że przy takich wynikach, jakie przyniósł sondaż exit-poll, PiS miałby w Parlamencie Europejskim 24 mandaty, Koalicja Europejska - 22 mandaty, a Wiosna i Konfederacja - po trzy mandaty. Zgodnie z sondażem, w okręgu obejmującym Pomorze dwa mandaty zdobyła Koalicja Europejska (Magdalena Adamowicz oraz najprawdopodobniej Janusz Lewandowski), a jeden Prawo i Sprawiedliwość (najprawdopodobniej Anna Fotyga).

    Adam Barabasz The Polish elections to the European Parliament in 2014 as shown in the Polish press Rocznik Integracji Europejskiej nr 8, 317-331 2014 Nr 8 ROCZNIK INTEGRACJI EUROPEJSKIEJ 2014 ADAM BARABASZ DOI: 10.14746/rie.2014.8.22 Poznań The Polish elections to the European Parliament in 2014 as shown in the Polish press Poland has already had three European elections since its accession to the European Union. On May 25, 2014, the Polish public elected fifty-one members of the European Parliament (MEPs) for another term of five years. Similarly to the 2004 and 2009 elec­ tions, the main concern of Polish journalists was voter turnout. This time, the turnout amounted to 23.84% giving the leading position to the Civic Platform (PO) party, which won 32.13% of votes. Law and Justice (PiS) came second with 31.78% votes, followed by the Democratic Left Alliance (SLD - 9.44%), the New Right (NP - 7.15%) and the Polish People’s Party (PSL - 6.8%). United Poland, the coalition Europa Plus-Your Move (EPTR), Poland Together, the National Movement, the Green Party of Poland and the Direct Democracy Election Committee failed to achieve the election threshold of 5%. The most influential Polish newspapers and magazines were assessing the strategy of different parties’ election committees throughout the entire campaign. New faces of the campaign, alongside the profiles of those MEPs who were battling to get to Strasbourg once again, were presented. The style of the campaign, the language of TV election spots and the means the parties used in order to generate social support were stressed.
