Director: Alexandr Nazarov (ESP) Chief Arbiter: IA, IO Olexandr Prohorov (UKR) Date and place: 21-25 November 2019, Hotel Servigroup La Zenia****, Torrevieja, Spain. Categories of competition: Rapid & Blitz: the 1st Open Individual Chess Championship IPCA for the Disabled, Rapid and Blitz 2019 Terms of participation: Everyone chess players who has disability (blind, deaf and with physical disability), men, women and juniors (boys, girls) 2001 date of birth and younger. Playing system: Swiss system in 9 rounds. Pairing by program SwissManager. Time control: Rapid tournament: 25 min. per game plus 10 sec. for each move. Blitz tournament: 5 min. per game plus 3 sec. for each move. Scoring system in case of equal number of points: 1. Truncated Buchholz, 2. Full Buchholz, 3. Direct result. Prizes: Winners and prizewinners will be awarded cups, medals diplomas and prizes: In general classification of men: In general classification of women: The number of prizes are set depending on the number of participants in each category of players. In each category should be at least 5 people. Categories of players: Category of the juniors (boys and girls) Category of the physically disabled Category of the deaf Category of the blind Schedule: 21st November 2019, Thursday: Arrival day from 15:00 to 19:00 20:00 - 21:00 – Technical meeting 22nd November 2019, Friday: 09:30 – Opening ceremony of competition (Rapid) 10:00 - 14:30 – 1st – 3rd rounds. 17:00 - 20.00 – 4th and 5th rounds 23rd November 2019, Saturday: 10:00 - 13:00 – 6th and 7th rounds 16:00 - 19:00 – 8th and 9th rounds 24th November 2019, Sunday: 10:00 - 14.00 – 1st – 9th rounds (Blitz) 17:00 – Closing ceremony of competitions 25th November 2019, Monday: Departure day Accommodation and board: Hotel Servigroup La Zenia**** in Torrevieja, Spain, www.servigroup.com/es/hoteles-en-orihuela-costa/hotel-servigroup-la-zenia/ , Full board from dinner on 21st November 2019 to breakfast on 25th November 2019. Transport: There will be organized the transport from Alicante airport to hotel and back. Payments for participation: 290 Euro per person – for accommodation, board, local fee, souvenirs, 50 Euro per player – for entry fee, 60 Euro per person – for transport from airport to hotel and back. The player who arrives at the round (at chess table) after the start of the round, loses the game. The decisions of the chief arbiter during the competition are final. In all matters not included in that Regulations decides the organizer of the tournament after the Technical meeting. For the capacity of the player to participation in the tournament, as well as for his insurance are responsible delegating organizations. This tournament is qualification tournament for obtaining a place in the IPCA team to participate at the FIDE World Chess Olympiad.
