I. TOURNAMENT RULES

The tournament shall be governed by FIDE Laws of Chess (July 2009) and those stated in the following ground rules:

A. CHESS SHALL BE PLAYED AS A TEAM AND INDIVIDUAL COMPETITION IN BOTH STANDARD AND BLITZ. 1. One(1) team for the Boys and one(1) team for the Girls in the Elementary Level 2. One(1) team for the Boys and one(1) team for the Girls in the Secondary Level 3. Each team shall be composed of two players and a coach

B. THE 7-ROUND SWISS SYSTEM SHALL BE ADOPTED 1. The number of games per day shall be 1-2-1-2-1, followed by BLITZ on the third day of round 4

The Swiss Manager Pairing Program shall be used. (BARRED OR FORBIDDEN PAIRING for STANDARD AND BLITZ Note: Protest in pairing shall not be entertained.

C. THE INITIAL RANKING OF PLAYERS WILL BE BASED ON THE NCFP RATING LIST, UNRATED PLAYERS WILL BE RANKED ALPHABETICALLY.

D. NOTATION: Recording of moves is compulsory. A on repetition of position and 50 move rule can only be claimed if the moves are recorded on the sheet of the player claiming the draw.

1. A player who neglects to write down more than one move will be warned by the arbiter. If the same violation is committed after a warning was given, a 3 minutes extra time will be added to his opponent’s time. for the 3rd violation, he will declared loser by forfeiture.

E. CHESSCLOCK: 1. Use of is compulsory. 2. The hand used in moving pieces shall also be the one used in pressing the clock. 3. It is the responsibility of the player to inform the Arbiter that the flag of his opponent has fallen down.

F. THERE SHALL BE SEPARATE CHAMPIONSHIP FOR THE BOYS AND GIRLS IN EACH DIVISION:

1. Team: STANDARD BLITZ Secondary – Boys and Girls Secondary – Boys and Girls Elementary – Boys and Girls Elementary – Boys and Girls * Team Championship – Add the scores of 2 players in the Region. *A Region/Team with one player can play for individual event but will have no chance in the Team Event.

2. Individual: STANDARD BLITZ Secondary – Boys and Girls Secondary – Boys and Girls Elementary – Boys and Girls Elementary – Boys and Girls * Individual Championship – The standing of the players after the games and breaking ties.

G. EACH TEAM IS REQUIRED TO BRING ATLEAST ONE (1) CHESS CLOCK AND ONE (1) CHESS BOARD TO BE DEPOSITED AND WITHDRAWN FROM THE EQUIPMENT STOREKEEPER BEFORE AND AFTER EACH ROUND (EUREKA ) NOTE: This rule maybe waived if the organizer/host Region can provide all the equipment.

H. PLAYERS SHALL BE REQUIRED TO PRESENT THEIR PALARO ID’s BEFORE THE START OF EACH ROUND. USE OF UNIFORM SHALL BE MANDATORY IN THE 1ST AND LAST ROUND.

I. PLAYERS ANNOYING OR CAUSING DISTURBING ACTS, SUCH AS TAPPING THE CHESS TABLE OR WHISTLING, ETC., SHALL BE GIVEN WARNING AND FORFEIT THEIR GAMES AFTER THEY CONTINUE TO COMMIT SUCH DISTURBING ACT.

J. PLAYERS, COACHES AND SPECTATORS ARE NOT ALLOWED TO MAKE POST GAME ANALYSIS, PLAY AGAINST OTHER COACHES /SPECTATORS/PLAYERS OR DISCUSS FINISHED OR UNFINISHED GAMES WITHIN 10 METERS RADIUS OF THE PLAYING AREA.

K. PLAYERS ARE NOT ALLOWED TO EAT AND DRINK AT THE PLAYING AREA WHILE THE GAME IS IN PROGRESS. THEY MAY ASK THE PERMISSION OF THE CHESS OFFICIAL TO LEAVE THE PLAYING AREA FOR THIS PURPOSE ON THEIR OWN TIME.

L. PLAYERS WHO HAVE FINISHED THEIR GAMES SHOULD LEAVE THE PLAYING AREA IMMEDIATELY AFTER SIGNING THEIR SCORE SHEET AND RETURNING THE EQUIPMENT TO THE OFFICIALS.

M. PLAYERS MUST OBSERVE PROPER DRESS CODE WHILE PLAYING, THE FOLLOWING ARE PROHIBITED: A. USE OF SLIPPERS B. USING SHORT PANTS

II. RULES AND REGULATIONS

A. STANDARD CHESS 1. shall be (1) hour with (30) seconds increment per move to finish the game using the digital clock. 2. Recording of moves in algebraic notation is mandatory throughout the game. 3. Illegal moves (penalty) touch moves rules also follow, 2 minutes plus for good players. Another 2 minutes for the second offense and lost by forfeiture of the game for the 3rd offense. 4. The defaulting time is 30 minutes after the official start of each round. The wall clock inside the playing area shall be official clock during the tournament.

B. BLITZ CHESS

1. Time control shall be (3) three minutes with (2) seconds increment per move for each player to finish the game using the digital clock.

2. PENALTIES FOR ILLEGAL MOVES:

2.1 Major Offenses i.e. wrong movement of piece: exposing the to an attack; capturing the opponent’s king; and non-replacement of piece for shall be penalized by immediate loss of the game.

2.2 Minor Offenses i.e. using two hands in making a move displacement piece/s on the chess board used of forced pressing the chess clock shall be penalized by oral warning on the first offense and loss of the game on the second offense.

C. GAME POINTS SCORING SYSTEM

A player is credited 1 point for a win, .5 for a draw, and 0 for a loss.

D. TIE BREAKS

1. INDIVIDUAL RESULTS 1.1 Direct Encounter 1.2 Buchholz System 1.3Median Buchholz 1.4S.B. System 1.5More number of wins (Forfeit Counted)

2. TEAM RESULTS

2.1 Combined Buchholz Tie Breaks of the members of the Team 2.2Combined Median Buchholz Tie Breaks of the members of the Team 2.3Combined S.B. Tie Breaks of the members of the Team 2.4Combined Numbers of Wins of the Members of the Team 2.5Score of highest rank players

3. IN CASE OF TIES AFTER APPLYING ALL THE TIE BREAK SYSTEM ABOVE A SUDDEN DEATH MATCH (ARMAGEDON) WILL BE PLAYED TO RESOLVE THE TIE.

III. TOURNAMENT OFFICIALS AND APPEALS COMMITTEE

A. The Tournament Chief Arbiter shall be ______

B. The decision of the Chief Arbiter on a Point of Law is Final.

C. Any Appeal or Protest on the decision of the Chief Arbiter on a point of Fact must be submitted by the player and the team Coach in writing not more than 30 minutes after the conclusion of the game in Question.

D. The members of the appeals committee are the coaches of all the top five (5) rank teams before the start of the round in question of the other division for the boys secondary division shall be composed of the teams of the girls’ secondary division.

E. If a committee member is from the same region of the involve party next team in rank shall take place, and so on.

F. All deliberations of the appeals committee shall be presided by Technical Consultant and Tournament Manager ______of Department of Education who shall have no voting power.

G. The decision of the appeals committee on a point of fact is final

IV. IRREGULARITIES AND PENALTIES

A. Use of mobile phones and other means of electronic communications inside the playing area are strictly prohibited. Players with mobile phones must turn them off while playing. A player who will violate this rule shall be given an oral warning on the first offense and shall LOSE his/her game by forfeiture on the second game.

B. A team whose member is giving unsolicited advice or assistance to his teammate while the games are in progress shall lose their match by forfeiture.

V. COLLATILLA. A. All other matters not covered in this rules shall be decided by the Chess Technical Committee.

B. The Organizer (Tournament Committee) reserves the right to amend or alter any provision of the above mentioned Rules and Regulations for the success and interest of the tournament.
