    en haute et basse Cerdagne Le plateau cerdan n’est pas si plat que cela… Même si son altitude moyenne est à 1200 mètres, il est sillonné de vallées parfois profondes (ruisseau de Bolquère, ruisseau d’Egat). Cela dépend du soleil qui tourne au fil de la journée. Certains villages sont plus isolés et coupés des vues car ils se développent à l’écart du plateau dans des vallées adjacentes assez reculées (Valcebollère, Dorres). On trouve de très gros édifices qui sont des points de repère visuels et presque des emblèmes de cette région cerdane : le Four Solaire d’Odeillo, La Perle Cerdane d’Osseja, la tour de la centrale Thémis, le Grand Hôtel de Font-Romeu. la ligne du Train Jaune traverse toute la Cerdagne. Elle est un monument pour la région et attire beaucoup de monde. Baroque Architecture in the Former Habsburg Residences of Graz and Innsbruck Mark Hengerer Introduction Having overcome the political, religious, and economic crisis of the Thirty Years' War, princes in central Europe started to reconstruct their palaces and build towns as monuments of power. Baroque residences such as Karlsruhe combine the princely palace with the city, and even the territory, and were considered para­ digms of rule in the age of absolutism.' In Austrian Vienna, both the nobility and the imperial family undertook reshaping the city as a baroque residence only after the second Ottoman siege in 1683. Despite the Reichsstif of Emperor Karl VI, the baroque parts of the Viennese Hofburg and the baroque summer residence of Sch6nbrunn were executed as the style itself was on the wane, and were still incomplete in the Enlightenment period.2 It may be stated, then, that the com­ plex symbolic setting of baroque Viennese architecture reveals the complex power relations between the House of Habsburg and the nobility, who together formed a SOft of "diarchy," so that the Habsburgs did not exercise absolutist rule. 3 Ad­ ditionally, it cannot be overlooked that the lower nobility and burghers, though hardly politically influential, imitated the new style, which was of course by no means protected by any sort of copyright.4 For all these reasons, reading baroque cities as embodiments of powers is prob­ lematic. Such a project is faced with a phenomenon situated between complex actual power relations and a more or less learned discourse on princely power and 10 architecture (which was part of the art realm as well), and princes, noblemen, and citizens inspired to build in the baroque style.

INTRODUCTION At its fortieth session, the UN/ECE Working Party on Inland Water Transport (SC.3) agreed to proceed with the drafting of the so-called "blue book" which would contain technical characteristics of European inland waterways and ports of international importance (E waterways and ports) identified in the European Agreement on Main Inland Waterways of International Importance (AGN). The objective of this publication is to establish an inventory of existing and envisaged standards and parameters of E waterways and ports in Europe and to show, on an internationally comparable basis, the current inland navigation infrastructure parameters in Europe as compared to the minimum standards and parameters prescribed in the AGN Agreement. This would enable member Governments and intergovernmental organizations concerned to use the “Blue book” as a basic instrument for monitoring the progress made in the implementation of the AGN.
