The Nagas lived in the North East hilly region of India and Myanmar. During the olden days, each Naga village was an independent republic so eventually the Nagas wanted to be free from all outside domination. Every Naga villages was independent and each with their own chiefs who acted as the leader, no other tribe had an interest in ruling over different or any other tribe or village. During an external aggression from foreign invaders all the Naga Chiefs collaborated and fought against the invaders. Nagas have been fighting to British and to the India & Burma for occupying their homeland illegally. The Naga nationalism first emerged in when thousands of Nagas participated in the British War efforts and saw action as members of the British Labor Force in France. However, having been exposed to the outside world and inspired by the material advancement, exposure to other cultures, and the reshaping of the political world by major movements.

The important purpose and goal of NSCN was to achieve sovereign Naga State. This research paper focuses on understanding clearly about the NSCN (Nationalist Socialist Council of Nagaland). The paper is to analyse the most important aim and working philosophy of NSCN on achieving sovereign Naga state. It shows the importance of NSCN sharing same interest with the Naga people as to which there will be a strong sense of brotherhood among them. The NSCN do not have full support of the people of Nagaland regarding the working activities in the State of Nagaland. They do not share the same interest in each and every decision. Opinions differ sometimes. The opinion of the Naga people is very important to support the working of NSCN.     22 September, 2021 Four years after the government inked the Naga peace accord in 2015, the Centre has now said that the process had almost concluded, despite the fact that the talks had hit a roadblock in its final stages. Why is the Naga Peace talks being delayed? It is mainly because of unrealistic demands. NSCN I-M has issued statements in the past claiming that it wanted a separate Constitution, flag and integration of all contiguous Naga-inhabited areas under Nagalim (Greater Nagaland). Government of India’s stand: A mutually agreed draft comprehensive settlement, including all the substantive issues and competencies, is ready for inking the final agreement. Respecting the Naga people’s wishes, the Government of India is determined to conclude the peace process without delay. How old is the Naga political issue? Pre- independence: 1. The British annexed Assam in 1826, and in 1881, the Naga Hills too became part of British India. The first sign of Naga resistance was seen in the formation of the Naga Club in 1918, which told the Simon Commission in 1929 “to leave us alone to determine for ourselves as in ancient times”. 2. In 1946 came the Naga National Council (NNC), which declared Nagaland an independent state on August 14, 1947. 3. The NNC resolved to establish a “sovereign Naga state” and conducted a “referendum” in 1951, in which “99 per cent” supported an “independent” Nagaland. What are the Naga peace talks? The talks seek to settle disputes that date back to colonial rule. Modi, Home Minister Rajnath Singh, Centre’s Interlocutor R. N. Ravi and National Security Advisor Ajit Doval. This historic peace accord between Delhi and NSCN-IM is popularly known as Framework Agreement. The details of the Framework Agreement are not disclosed publicly. However, the Accord has been welcomed from many quarters especially from all Naga civil organisations. It is not the first time that NSCN-IM has claimed to have reached an agreement with the Indian Government. P.M. Narendra Modi recently says that the Naga issue should not be dragged further and it should be settled in time bound manner. And R.N. Ravi also works very seriously to settle the Naga problem in a comprehensive long term solution. In the meantime, P.B. Acharya, the Governor of Nagaland in a statement on the 29th August 2016 after meeting with his counterpart S.C.     Peace Process in India’s Northeast: An Overview Giriraj Bhattacharjee∗ and M.A. Athul∗ ∗ India’s North East Region (NER) has faced a multitude of separatist and secessionist insurgencies since Independence. These insurgent groups, although up in arms against the state, did not have unified or common demands. While some were secessionist in nature [such as the Naga National Council (NNC) and United National Liberation Front (ULFA)], others such as Bodos, Kukis and Dimasas, demanded a separate state or autonomous District Councils within the Union of India. Throughout the course of conflict, neither the state nor the insurgents have been able to prevail upon each other, thereby sparking a long, attritional pattern of violence. Throughout the seven decades of insurgency in the region, neither Government forces nor major insurgent groups have been able to militarily prevail upon each other, although the Army and other Government Forces now have a permanent presence in the region. These are mostly conducted between the state, rebels and mediators. Little consideration is given to the civil society in terms of processes of conflict resolution. Yet the civil society is usually a key actor in the contradictory processes and struggles of conflicts and dynamics of their resolution. Conflicts do not emerge in a vacuum; they are products of the structure and character of society of which the civil society is an integral part. Civil Society: The concept The term civil society is a broad concept and is hard to define. General Colin L. Powell, former U. S. Secretary of State, wrote in his “Recreating the Civil Society- One Child at a Time”: “Conceptions of what constitutes a „Civil Society‟ may differ as to details, but at a minimum, a civil society is one whose members care about each other and about the well being of the community as a whole”. Civil Society is the avenue for group freedom of expression, political organization, and general social development [Article and Web Alert: 2002]. The term civil society embraces a wide range of actors including religious leaders, women‟s organizations, NGOs, scholars and intellectuals. It includes organizations like trade unions, professional associations, chambers of commerce, ethnic associations and others. It also incorporates many other associations that exist for purposes other than advancing specific social or political agendas such as religious organizations, student groups, community development associations, the human rights associations, the press, cultural organizations, sports clubs, and other forms of organizations outside the state arena.

It is an undeniable historical fact that if Thuingaleng Muivah and Isak Chishi Swu, the then (1980) General Secretary of the Naga National Council and Finance Minister of the Federal Government of Nagaland had not deviated from the Naga national stand and policy, no fratricidal killing would be taken place in the history of the Naga nation. However, Th. Muivah and Isak had fallaciously portrayed that they have saved the Naga nation from doom by forming the so-called National Socialist Council of Nagaland in 1980. They also projected that the bloody partition took place among the Nagas was because of the NNC and FGN betrayed the Naga nation by signing the Shillong Accord in 1975. Believing their words, some Naga NGO leaders and some Church leaders have given their fullest support to Isak and Muivah thinking that they had taken the right step and saved Nagaland. And so, following Th. Muivah’s false allegation on the NNC and FGN they have been stating that: “The NNC/FGN signed the infamous Shillong Accord and thereby divided the Naga political movement.” “The NNC/FGN based at the Kohima Transit Peace Camp has caused needless damage to the NNC and Naga unity.” “The Shillong Accord or the NNC is the most damaging factor of the Naga Nation”, etc.

As a collective representation, “religious nationalism simply makes religion the basis for the nation’s collective identity and the source of its ultimate values and purpose on this earth” (Friedland 2001:139). Religious nationalism might occur, for instance, “when the population of a territory is religiously homogenous” (Rieffer 2003:225; Connor 1994). Examples of this are Poland, Ireland, and Nepal (as the last Hindu kingdom) nationalism. Religious nationalism can also occur when the territory inhabited by a population is given a divine sanction as a sacred site, as in Ayodhya by Hindus in India, Black Hills for Lakota, Bear Butte for Cheyenne and Sacred Mountains for Navajo, or those particularly associated with the population’s ancestral land, as in Jerusalem. Religious nationalism can also be a resistance strategy when a people’s identity is threatened by another dominant religion such as in Serbia and Kosovo. Or, religious nationalism can also arise as a form of liberation movement from the oppression of rulers who are ethnically and religiously different from the population (Rieffer 2003: 226-227). For instance, Irish nationalism was largely motivated by religious oppression and discrimination from the British (O’Brien 1988).
