Thursday, the 16th July, 2020 150. *Rana Sana Ullah Khan: (Deferred during 9th Session) Will the Minister for Interior be pleased to state the estimated loss in financial terms to the economy due to each sit-in and lockdown in different cities of the country during the last seven years? Minister for Interior (Mr. Ijaz Ahmad Shah): Quantification of losses to the economy in financial terms does not fall in the domain of Ministry of Interior. It is for Finance, Revenue and Economic Affairs Division and Planning, Development and Special Initiatives Division to calculate the impact. Will the Minister for Interior be pleased to state:

(a) whether it is a fact that illegal labour agents or sub-agents of licensed Pakistani Overseas employment promoters entrap Pakistanis into sex trafficking and bonded labour; if so;

(b) the steps taken by the Ministry to stop the said practice?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) No complaint against illegal labour agents or sub-agents of licensed Pakistani overseas promoters is reported nor is any such enquiry or case under investigation. However, directions for strict vigilance have been issued to all incharges of immigration check-post for the scrutiny of the travel documents and not allow any one-travelling on work visa without following the authorized Overseas Employment Promoters (OEP).

(b) The FIA with cooperation of Ministry of Overseas Employment are working closely for curbing sex trafficking and bounded labour. However, no such case is reported for sex trafficking. The matter of bonded labour is more related to Provincial departments.

20. *Dr. Shazia Sobia Aslam Soomro: (Deferred during 18th Session)

Will the Minister for Interior be pleased to state whether it is a fact that Sikh pilgrims are allowed to visit Kartarpur without getting visa; if so, the reasons thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): Yes. Sikh Pilgrims are allowed to visit Kartarpur without visa, however, they are bound to bring their valid Indian passport for Immigration clearance process as per MOU signed between and India.

As per existing procedure, pilgrims can visit the Corridor from dawn to dusk after producing Indian passport or Overseas Citizen of Indian Origin Card alongwith Passport of resident country. Same are punched by the Immigration staff at Border Terminal against the data provided by Indian 3 authorities ten days in advance, same is forwarded/shared with IB, ISI and NADRA for security and verification. Upon their approval, the listed Pilgrims are allowed to visit Kartarpur Corridor.

Will the Minister for Interior be pleased to state district-wise location of executive Passport Offices in the country at present?

Minister for Interior (Mr. Ijaz Ahmad Shah): The District - wise location of Executive Passport Offices across Pakistan is as under:

58. *Ms. Nuzhat Pathan: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that cyber crimes are increasing with the passage of time; and

(b) the total number of incidents of cyber crimes registered during the last four years and the steps being taken by the Government to reduce the same alongwith the complete detail thereof? 4 Minister for Interior (Mr. Ijaz Ahmad Shah): (a) & (b) Yes, the number of the complaints has been increasing day by day.

Total 50,505 complaints have been registered during the last year out of which 11,389 complaints converted into enquiries and 1071 Cases / FIRs have been registered till 30th September 2019. Moreover 982 accused have been arrested in the above mentioned Cases/FIRs.

The following steps have been taken by the government to prevent the cybercrime:

 In order to address increasing volume of complaints, Cybercrime Wing of FIA has proposed the expansion of its wing through Phase-III of NR3C which has been approved.

 10 new cybercrime reporting centers have been notified at the following stations, which are operational:

• Islamabad • Gujranwala • Faisalabad • Multan • Abbotahod • D.I Khan • Sukkhur • Hyderabad • Gilgit • Gwadar

 407 Cybercrime Investigators, Forensic Experts, Technical Staff etc., have been recruited.

 Up gradation of existing Digital Forensic Laboratories and Technical Investigation Tools to meet the growing challenges of Cyber world has been done.

 Capacity building of Cyber Crime Investigators and Technical experts is being ensured by imparting foreign and national framings. 5  Procurement of latest Investigation and Forensic gadgets for effective cyber investigations is under process.

 Cybercrime awareness campaign for general public is being conducted.

59. *Ms. Fauzia Behram: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the Supreme Court of Pakistan ordered to stop nonconforming use of residential buildings in Islamabad; if so, details of the action taken by the Capital Development Authority, Islamabad; and

(b) whether it is also a fact that more than 100 guests houses have still been functioning in residential areas of Islamabad; if so, details thereof and action taken against them?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes, it is true that the Honorable Supreme Court of Pakistan CMA No. 1625/2015 IN CPLA No. 1323/2014 had ordered to remove None Conforming Use from residential houses in Islamabad. A massive campaign was undertaken by CDA and almost 1500 houses were got vacated that had been put to Non Conforming use through Enforcement of regulations.

(b) 116 guest houses are established in residential houses. 89 of those have filed petition in Supreme Court of Pakistan which is puts. Action against the other 27 is being taken and shall be removed within a period, of one month.

65. *Ms. Fauzia Behram: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state whether it is a fact that the natural streams of water flowing down from Pir Sohawa, Islamabad have been polluted by the sewerage water of the Monal Restaurant; if so, the action taken by the Capital Development Authority against the said restaurant? 6

Minister for Interior (Mr. Ijaz Ahmad Shah): It is submitted that the Directorate of Municipal Administration MCI deals with two restaurants i.e. M/S Monal Restaurant and Capital View Point (La Montana) located at National Park Islamabad, and ensures jointly with Environment and Sanitation Dte. That no littering material is dumped in Margalla Hills. A proper mechanism for waste disposal is already in place and is being Implemented. In this regard, notices have also been issued to the said restaurants to keep environment clean and pollution free.

73. *Malik Muhammad Ehsan Ullah Tiwana: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) the number of cases received for renewal of Passports applied by the expatriates in the Pakistan Missions during the last year;

(b) the average time of processing thereof;

(c) the number of cases pending in Pakistan Mission in Pretoria, South Africa;

(d) is there a time limit for process of such requests;

(e) the tenure of current passport officer at Pretoria, Mission;

(f) whether there are any complaints lodged against the said officer by the Public on PM Portal or others; and

(g) whether there is any proposal under consideration to replace the said officer in near future?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) During the last year 521,077 expatriates applied for renewal of passport in the Pakistan Missions abroad.

(b) After approval / recommendation from Concerned Mission and as per choice / priority of the applicant, passport applications with urgent fee are processed within four (04) working days and passport applications with 7 normal fee are processed within ten (10) working days. Subsequently, the passports are delivered to concerned Missions through courier service.

(c) Since 2016, only 24 asylum cases pending at Pakistan High Commission, Pretoria, applied at different times, due to need of verification of antecedents of these cases from Intelligence Bureau.

(d) There is no definite time limit and the cases are processed as and when requisite reports are received from I.B.

(e) The officer has been performing duty at MRP section, Pakistan High Commission, Pretoria since August, 2015 (04 years, 05 months).

(f) Yes, there are 05 complaints received on PM portal against the said officer. All these complaints were related to asylum seekers and presently twenty four (24) asylum cases are pending for want of verification report from the IB. As soon as the requisite reports are received from IB their cases will be processed as per Passport and Visa Mannual-2006.

(g) The policy is under process in Ministry of Interior and officer in question will be replaced immediately after approval of the policy.

186. *Mr. James Iqbal: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state the number of employees recruited in Islamabad Police against each post till date during the tenure of incumbent Government?

Minister for Interior (Mr. Ijaz Ahmad Shah): During tenure of the incumbent Government recruitment process for 1262 number of posts from Constable to ASI including Ministerial staff has been initiated. The process is underway and up till now 1060 officials have been recruited in ICT Police as per following details:— 8 —————————————————————————————— S. Will the Minister for Interior be pleased to state:

(a) whether it is a fact that traffic jam on Rawal Chowk, Islamabad has become a routine phenomenon; and

(b) whether there is any proposal under consideration to construct an underpass or flyover in order to make Rawal Chowk signal free; if so, the estimated cost thereof and the time by which work on the said project will be started?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) U-turn at has been provided for the smooth flow of Traffic at Rawal Dam Chowk in constitution with Traffic police and traffic engineer CDA. Mover over in peak hours and morning/ evening, traffic is managed by Islamabad Traffic Police. This is a stop gap arrangement till construction of proposed interchange at Rawal Dam Chowk.

(b) Yes, there is proposal under consideration of the Authority to construct interchange at Rawal Dam Chowk comprising of underpass overpass and slip roads/ Links for efficient traffic management. PC-I was approved at Rs. 1335.008 million in the 46th CDA-DWP meeting held on 14-01-2020. Geo Technical investigation has been started at site. Hopefully it will be completed in one week. Approval for hiring of consultants for design vetting and supervision has been accorded by Chairman CDA and advertised 9 accordingly for participation of financial bid which will be opened on 05-03-2020. Upon completion of geometric design, structural design, by structure Directorate CDA, the work will be started at site in current fiscal year. Completion time for entire project is two years; however underpass will be completed in one year as phase-I of the project.

191. *Ms. Tahira Aurangzeb: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state whether it is a fact that video camera is being declared mandatory with police uniform in the country including Islamabad; if so, since when? 11

Minister for Interior (Mr. Ijaz Ahmad Shah): 04 number of video cameras have been installed on the uniforms of the Police Officers / Officials deployed at 04 Naka Jaat, 03 in Red Zone and one at Zero Point Naka w.e.f. 20-01-2020 to watch their activities while dealing with the general public in order to redress their grievances i.e. misbehavior of Police and public misbehavior with police.

These video cameras have been installed initially on experimental / temporary basis. If fruitful results are borne, the coverage will be expanded subject to availability of financial resources and fulfillment of all codal formalities. These cameras will be connected to Safe City Project in future.

192. *Mr. Mahesh Kumar Malani: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the residents of the apartments of Gulshan-e-Jinnah are facing difficulties due to in-sufficient supply of water;

(b) if so, the steps being taken by the Government to resolve the said issue?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) It is a fact that the residents of apartments of Gulshan-e-Jinnah are facing difficulties due to insufficient supply of water by decreasing drawl of water from Simly Dam (from 32MGD to 22MGD) one month ago.

(b) Keeping in view the situation of water Directorate of MCI has given another connection of 1.5 inch Ø from the pipeline of 21” Ø lying from 7M61R to R-L-1 water works on the request of PWD. As the water pipeline is supplying/ holding water round the clock, hence sufficient quality of water is being supplied to the residents of Gulshan-e-Jinnah and other apartments in that premises. Now no complaint is being received from the residents of apartments of Gulshan-e-Jinnah. 12 193. *Malik Muhammad Ehsan Ullah Tiwana: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) the procedure for the renewal of visas of foreigners working or doing business in Pakistan;

(b) what is an average time for processing the visa extension request; and

(c) is there a time limit to complete such applications with the spirit of Government’s “ease of business policy”?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Work visas are renewed / extended on recommendation of Board of Investment and Security Agencies whereas, Business visas are extended by Ministry of Interior either on recommendation of Security Agencies or without Security clearance [as for Business Visa List (BVL) Countries]. Work visas are extended through Pakistan Online Visa System (POVS) for 175 countries whereas, Business visas are extended by MoI through POVS and manually by MoI, as per choice of the applicant.

(b) Average time for extension of the visas is four to six weeks.

(c) Pakistan Online Visa System is designed with strict and clear timelines e.g. four week is mandatory time period for stakeholders (i.e. Security Agencies and BoI for work visa) to share remarks on a visa application. The application automatically lands to the decision portal (MoI) after expiry of four weeks mandatory time period for stakeholders to respond. Similarly, four to six weeks is mandatory time period for stakeholders to respond for manual visa applications. In case of no response within the time period, MoI takes decision on the case.

194. *Syed Imran Ahmad Shah: (Deferred during 19th Session)

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) the amount, which is paid to each appointee of Pakistan Cricket Board, who has been appointed in the Board on a specific period under the head of transportation charges, residential rent, 13 medical facilities or any other nomenclature of payment alongwith justification thereof;

(b) whether it is also a fact that PCB spend huge amount of its funds to renovate residence of aforesaid employees, including its Chairman, in recent times; if so, the details thereof;

(c) whether rules allow spending such money particular with reference to paying such employees under the head of residential allowance; if so, the details thereof; and

(d) what steps are being taken to rationalize spending under such heads in future?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): (a) PCB undertakes all its functions under the PCB Constitution and all the affairs in respect of the management and administration of the Board are carried out by the Board of Governors (BOG) constituted under the PCB Constitution. The detail is as Annex-A.

(b) PCB has not incurred any expenditure upon renovation of any employee’s residence or for Chairman, PCB. Moreover the post of Chairman is an honorary one and no salary is paid.

(c) PCB does not pay any residential allowance to any of its regular employees. Mr. Ehsan Mani, Chairman PCB and Mr. Mudassar Nazar, Director Academies are being paid residential allowances as follows:

(i) Chairman PCB (the post of Chairman is an honorary one and no salary is paid) fully furnished accommodation OR Rs. 100,000 per month.

(ii) Mr. Mudassar Nazar, Director Academies Rs. 150,000/- per month.

The details are attached as Annexure-B.

(d) PCB does not take any funds/grants from the government/ public exchequer. PCB generate its own revenues from various means pertaining to cricket including but not limited to commercial exploitation of media rights, 14 sponsorship rights, participation in international events/tournaments and organization of tournaments such as PSL and sale of associated rights etc. PCB is authorized by its constitution to frame its own non-statutory rules and regulations. The PCB has a system whereby the Board of Governors approves an annual budget. Furthermore, PCB has instilled a robust financial management system and undergoes regular external and internal audits which are conducted by internationally acclaimed firms of Chartered Accountants such as Deloitte Yousaf Adil and Ernst & Young Ford Rhodes Sidat Hyder.

196. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that number of Pakistanis were caught in detention centers of Turkey during December, 2019 who had travelled abroad on fake documents;

(b) if so, the steps being taken by FIA to protect and bring them back to Pakistan safely?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) & (b) No such complaint has been reported to FIA. In case any Pakistani detainee who had travelled abroad on fake documents was deported to Pakistan action will be taken as per law.

197. *Mr. Naveed Aamir Jeeva: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) details of funds reserved, released and utilized for the development of Sector D-12, Islamabad during last three years; and

(b) what steps are being taken to develop the said sector as per master plan? 15 Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The detail of funds under Self-financing Account for the Development of Sector D-12, Islamabad during last three years is appended as under:

For undertaking remaining development works as per master plan, a new PC-I is being prepared and will be presented before the CDA-DWP for approval as the overall expenditure incurred so far has exceeded the cost of already approved PC-I.

198. *Sheikh Rohale Asghar: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state the reasons for not constructing a jail in Islamabad till date?

Minister for Interior (Mr. Ijaz Ahmad Shah): PC-I for the project “Construction of Model Prison at H-16, Islamabad” was approved by ECNEC at a cost Rs. 3928.523 million on 20-07-2016. As per approved PC-I execution period of the project was three years, the same has been extended upto 30th June, 2020. Pak PWD is the executing agency of the project .The construction work on Model Prison has been started by Pak PWD. An amount of Rs. 1365.162 million has been utilized so far.

199. *Ms. Zille Huma: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state whether any comprehensive plan of action has been devised to stop women trafficking; if so, the details; if not, the reasons thereof? 16 Minister for Interior (Mr. Ijaz Ahmad Shah): Yes. In order to combat the menace of human trafficking specially in respect of women and children, the law “Prevention of Trafficking in Person Act 2018” has been enacted on 30th May 2018.

Anyone who commits the offence of trafficking in person is liable to be punished with imprisonment upto seven years or fine upto one million or with both. But if this offence is committed in respect of women and children the punishment has been extended upto ten years.

Federal Investigation Agency and provincial police have been authorized to investigate the crime of human trafficking as per the law.

200. *Choudhary Faqir Ahmad: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) how many cases have been registered under the Prevention of Electronic Crimes Act, 2016 since its inception;

(b) how many cases were reported with National Response Centre for Cyber Crimes (NR3C);

(c) in the reported cases, how many were investigated and what was the conviction rate; and

(d) what measures have been taken regarding hiring and placement of cyber crime professionals in NR3C?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) 1325 cases have been registered till 31st January 2020 after enactment of PECA, 2016.

(b) 1103 cases have been reported from year 2007 before enactment of PECA, 2016

(c) In 546 cases complete challan have been submitted, 435 cases interim challan has been submitted and 344 cases are under investigation. The total cases convicted under PECA, 2016 is 14. 17

(d) Currently 131 regular/non-development posts are approved the strength of Cybercrime Wing - FIA on which 83 officers/officials are work as regular / permanent employees and 33 are working on contract basis. Moreover, a PSCP funded project titled “National Response Centre for Cyber Crimes (NR3C) Project Phase-III” got approved in CDWP Meeting held on 19-03-2018 with 416 contractual posts. Up till now 354 personnel have been recruited on contract basis.

201. *Ms. Mussarat Rafiq Mahesar: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) whether there is any proposal under consideration of the Capital Development Authority to install plants in Islamabad to generate electricity from garbage;

(b) if so, the time by which it will be implemented alongwith the locations thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) No. There is no such proposal under consideration by the Metropolitan Corporation Islamabad for generation of electricity from garbage in Islamabad.

202. *Pir Syed Fazal Ali Shah Jillani: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state the number of Assistant Sub-Inspectors appointed in 2005 and still have been promoted to the post of the Sub-Inspector as yet in the Islamabad Police with their name, date of appointment, date of joining, qualification, district of domicile and seniority number?

Minister for Interior (Mr. Ijaz Ahmad Shah): Total 138 Assistant Sub-Inspector were appointed in 2005. Detail are as under:— 18 —————————————————————————————— Promoted to the post of Sub- 69 Annex-A Inspector.

Minister for Defence (Mr. Pervez Khattak): (a) Fazaia Housing Scheme Aviation City Kamra is a Welfare Project of Pakistan Air Force. The Project is at its initial stage and Government Sanctioning of the Housing Scheme/ Society is under process with Tehsil Municipal Authority (TMA) Attock. Lay- out plan of the project has also been submitted to concerned Government Agency for approval. The numbering of plots of the society members would be carried out through balloting after obtaining requisite Govt. approvals.

Minister for Interior (Mr. Ijaz Ahmad Shah): Following NADRA offices are operational in District Khiarpur Mirs:-

A total of 3772 citizens have been provided registration services through Mobile Registration Van (MRV) in Tehsil Faiz Ganj from March, 2019 to till date.

(a) the reasons of dilapidated condition of Faiz Ahmed Faiz Road Sector H-8/1, Islamabad and blockage of all the U-turns on said road; and

(b) the time by which U-turns will be opened and the said road will be re-constructed/carpeted?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The Faiz Ahmed Faiz Road was constructed decades ago and was maintained through nominal routine maintenance by Departmental Laborers. Moreover during the construction of Metro Bus Project by Rawalpindi Development Authority (RDA) in 2014-15, Faiz Ahmed Faiz road was used as an alternate route for the Vehicular traffic in between Rawalpindi & Islamabad. The additional traffic as well as the aging of asphalt resulted into deterioration of some portions of the road.

There are Five Nos. (5 Nos.) U-Turns at Faiz Ahmed Faiz Road. The Four Nos. (04 Nos.) U-Turns are opened for traffic use. However only One No. (01 No.) U-Turn near Lahore Grammar School H-8/1 has been closed by Islamabad Traffic Police (ITP) for smooth flow of traffic during the school timings.

(b) Carpeting work could not be under taken over the main roads/ streets of Capital City due to financial constraints faced by Metropolitan Corporation Islamabad (MCI) since its creation under Islamabad Local Government Act 2015. However it has been planned that the Re-Carpeting work would be carried out through Machinery Pool Organization Directorate (MPO), MCI upon receipt of funds from Federal Government of Pakistan in the next fiscal year 2020-2021. 25 210. *Ms. Tahira Aurangzeb: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state as to what protective measures are being taken to ensure that the suburbs of the capital city are rid of the hundreds of pye-dogs that are menacing the citizens living in these areas?

Minister for Interior (Mr. Ijaz Ahmad Shah): Sanitation Directorate is regularly taking action against stray / pie dogs as per Clause # 89, Chapter X of ICT Municipal Bye Laws, 1969, within the Municipal Limits of Islamabad.

As far as elimination of stray / pie dogs in the suburbs of the capital city is concerned, it is submitted that Sanitation Directorate is taking action on specific complaints as and when received from different channels, within the existing available resources. 26 It is worth mentioning here that no resources, including funds, have been provided to this office for elimination of stray / pie dogs in the suburbs of the capital city.

212. *Moulana Abdul Akbar Chitrali: (Deferred during 19th Session)

Will the Minister for Interior be pleased to state:

(a) the number of cases of Jammu and Kashmir Cooperative Housing Society, Zone-II, Islamabad in which has given verdict to make payments as per market rate to the members to whom possession of plot was not given alongwith petition number of each case, name of petitioners, plot size, market value and other details;

(b) whether there is any proposal under consideration to make payments to other such members as per court order; if not, the reasons thereof; if so, the time by which payment will be made; and

(b) the names of all members who have not paid the full amount alongwith details of their allotted plot numbers;

(c) how many members from these two lists have been allotted the plots but the society does not have land to give physical possession of their plots alongwith a complete list of names and plot numbers of all these members; and

(d) the time by which society will cancel the allotments of all such members who have not paid the full amount and would allot these plots to those members who have already paid the full amount of their plots?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The Government has established Regional “Passport Offices in almost all Districts of Pakistan except newly established Districts. At present there are 06 districts where no passport office has been established to date. The detail is given as under: i. Korangi (Sindhi) ii. Lower Kohistan (KPK) iii. Disctrict Khyber (KPK) iv. Sikandarabad (Balochistan) v. Duki (Balochistan) vi. Kharmong (Gilgit Baltistan) (b) Passport Office have not be established in the above mentioned districts because these districts were established after the submission of the PC-I of MRP/MRV Project phase-III to Planning Commission in 2012, hence, the same were not covered under the scope of the said Project. 3. *Mr. James Iqbal: Will the Minister for Interior be pleased to state the total amount incurred on the project of construction and extention of Islamabad Expressway from to Rawat so far? Minister for Interior (Mr. Ijaz Ahmad Shah): The project signal free corridor from Zero Point to G.T. Road Rawat was approved by CDA - DWP in its 36th meeting held on 8th April 2015 at total cost of 21,814 million. However, due to financial constrain CDA undertaken the works from Zero Point to Koral Interchange and for the remaining portion (Koral to G.T Road Rawat) funds were requested through PSDP. Following components are now completed and public use. Expenditure so far incurred on construction of these works is given below;

(i) H-8/I-8 Interchange Rs. 1.55 bill (ii) & Khana Interchanges Rs. 1.95 bill (iii) Karal Interchange Rs. 1.65 bill Total Rs. 5.15 bill 29 4. *Engr. Sabir Hussain Kaim Khani:

Will the Minister for Interior be pleased to state whether it is a fact that water supply timing is very short; if so, then please state the duration of the water supply timings in F-6/4, Islamabad Government accommodation and measures taken for increasing the time of duration of water supply?

Minister for Interior (Mr. Ijaz Ahmad Shah): It is fact that the water supply timings is short but sufficient at the duration of 1 and half hours from 5:00 AM to 6:30 AM for distribution of water in sector F-6/4, Islamabad Government accommodation in summer and winter season, however it may be increased with the availably of Water from Simly Dam according to SOP.

5. *Moulana Abdul Akbar Chitrali:

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state:

(a) whether any mechanism has been devised by the Government for the redressal of the complaints of corruption in EOBI and welfare of old-age pensioners; if so, the detail thereof; and

(b) whether the complaints of old-age pensioners could be redressed by taking such steps; if not, the reasons thereof?

Minister for Overseas Pakistanis and Human Resource Development: (a) Yes, a set to mechanism has been devised by the Government to address the complaints of corruption in EOBI and to enhance the welfare of old-aged pensioners, are as under:

(i) So far, more than 2,476 complaints received through Prime Minister Delivery Unit (PMDU) out of which 2,290 have been resolved. Out of total, 60% complaints relates to increase in pension and 30% relates to delay in grant of pension cases while the rest of 10% relates to Overseas Pakistanis requesting for getting opportunity, to get them registered under Employees Old-Age Benefits Act, 1976;

(ii) A person whether employer or pensioner aggrieved from the decision of the Institution, can file the complaint under Sections 33, 34, and 30 35 of EOB Act, 1976 before the Adjudication Authority of EOBI and it will decide the complaints in light of EOB (Determination of Complaints, Questions and Disputes) Regulations, 2007.

(iii) In case any complaint regarding involvement of any of the EOBI officer/official in corruption, if so received by the Institution, like other governmental departments, it is first analyzed at departmental level. If so required, an inquiry officer is appointed to probe into the matter. If found guilty of offence, the cases always be referred to the investigating agencies like, FIA, NAB etc., keeping in view the level of corruption.

(b) The Government understands that the mechanism of the adjudication, works effectively to redress grievances of the claimants/ pensioners. Further, the EOBI offices do their best to redress such grievances.

6. *Mr. Iqbal Muhammad Ali Khan:

Will the Minister for Interior be pleased to refer to the Question No. 23 replied on 07-02-2020 and state:

(a) when the forensic audit for period from 1st July, 2011 to 30th June, 2016 will be completed;

(b) the total amount of fraud committed alongwith names and designations of the officials involved in fraud;

(c) the details of the names of the officials against whom enquiry conducted to hold the responsible, how many times such enquiry has been conducted alongwith its details; and

(d) when such enquiry will be completed?

7. *Mrs. Shahida Akhtar Ali:

Will the Minister for Interior be pleased to state:

(a) the steps being taken by the Metropolitan Corporation Islamabad for online payments of water charges and property tax; 31 (b) the present status thereof and the time by which the online payment facility will be provided;

(c) the budget allocated under this head; and

(d) the name of officer to whom the said responsibilities is given alongwith detail thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Property Tax within Municipal limit of Islamabad had being collected by the CDA since 1991 in various Scheduled Banks as well as through online in all branches of MCB in Islamabad.

(b) After promulgation of the ICT LGA-2015, collection of Property Tax is MCI subject. Whereas, rules of business and schedule of establishment of MCI have not yet been approved by the Ministry Finance (Division) GOP and MoI therefore MCI cannot provide service through online payment, without prior approval of the Government.

(c) Not yet, but will be allocated as and when rules of Business of MCI are approved by the Government.

8. *Mr. Sher Akbar Khan:

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the case of Jammu and Kashmir Cooperative Housing Society, G-15, Islamabad is being investigated by NAB;

(b) if so, when the case has been registered by NAB, provide details of total money involved, how many times meetings were held to investigate alongwith its details;

(c) how much amount has been recovered, when the inquiry would be completed, actions taken against officials of the society including the Ex-secretary Zaheer Ahmed and the amount recoverable from him and other official responsible for the fraud? 32 Minister for Interior (Mr. Ijaz Ahmad Shah): (a) An inquiry regarding special Audit of accounts of the society for the period from 01-07-2015 to 28-02-2017 is pending in the NAB.

In addition to this, present Elected Managing Committee took charge of the affairs of the Society (Jammu & Kashmir Cooperative Housing Society) on 02-09-2019 and on scrutiny of record, it revealed that previous managements remained involved in misappropriation of funds of Society and unlawfully gained huge funds by misuse of authority and position in the Managing Committee.

In this regard, the inquiry reports in details completed so far along-with record of corruption and corrupt practices amounting to Rs. 8 billion approximately has also been handed over to DG, NAB, Rawalpindi Office vide Diary No. 1701/20 through Society’s letter JKCHS/2020/NAB/ 525 dated 30-04-2020.

(b) The aforesaid inquiry was initiated in December 2017 for investigation of allegation of misappropriation of funds to the tune of Rs. 1,146,268,690/- by the former office bearers of the Society those are being call upon time to time by the inquiry officer of the NAB individually. Therefore, any record of such meetings is not available with the society.

Further the inquiry reports in details completed so far by the sub-committees of the Society along with record of corruption and corrupt practices amounting to Rs. 8 billion approx has also been handed over to DG NAB Rawalpindi office vide diary No. 1701/20 through Society’s letter JKCHS/2020/NAB/525 dated 30-04-2020.

(c) As mentioned above, the proceedings of the inquiry has not been concluded by NAB.

9. *Mr. Naveed Aamir Jeeva:

Will the Minister for Interior be pleased to state the names of districts in which new NADRA Offices have been established?

(a) as to when the Citizen Club will be established in F-9 Park, Islamabad; 34 (b) the estimate of the said club;

(c) the objectives of establishment of it; and

(d) the reasons for not making it functional so far?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The Construction of the Project has been completed in all respects.

(b) The estimated Construction cost of the Project: Rs. 1890.15 (M).

(c) The main objective of establishing the Citizen Club is to provide recreational facilities to the citizens of Islamabad.

(d) It is stated that the hiring of legal and financial consultant / firm for operationalizing of Islamabad Citizen’s Club / Metropolitan Islamabad Club was advertised through National Press on 26-02-2019 as per PPRA rules.

In this regards, it is further stated that in light of PPRA rules M/s Grant Thornton has been declared the lowest bidder with the Financial bid for amounting to Rs. 8.872 (M). Furthermore, the Chairman Senate Standing Committee on Interior has approved the following minutes of meeting on dated 25-02-2020.

i. The matter should be referred back to Ministry of Law and get a clear order of the Supreme Court of Pakistan on this specific welfare project to be allowed function under the directions of the Supreme Court.

ii. The case will be referred to M/o Law to seek their opinion as to which model could be adopted to make the building functional as soon as possible.

iii. The bidding process for commercialization of the building will be initiated afresh so that all legal modalities are decided for PPP model of running the building.

iv. A legal and business consultant be hired with minimum time given to come up with answer to S.C as well as to make building operational being its business model approved for PPP. 35 v. Building be taking over from contractor as soon as possible per rules, as it is urgent to make him incur expenses for last two years.

12. *Syed Agha Rafiullah:

(a) whether Ministry has taken notice of corrupt practices of issuing visas by the Ministry of Interior to different businessesmen;

(b) if so, the details thereof;

(c) if not, the reasons thereof;

(d) details of persons alongwith posts thereof, who were found guilty while issuing visas on fake documents including action taken against them; and

However, depending on law and order situation in a Tehsil or where unregistered population is low, Mobile Registration Vans (MRVs) provide registration facility to the residents. District/Tehsil-wise list of NRCs is attached as “Annex-A”.

(b) NADRA has established NADRA offices in all District headquarters and all major Tehsil headquarters. However, in left over 140x Tehsils establishment of NADRA Offices is in process.

Will the Minister for Inter-Provincial Coordination be pleased to state the steps being taken by the Government to improve the performance of various sports including Cricket, Football, Hockey, Squash and Athletic at present?

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): In the wake of 18th Constitutional Amendment, Ministry of Sports has been devolved and now provinces are responsible for strengthening of sports through provision of adequate funds, development of infrastructure and other measures. National Sports Federations who are autonomous bodies are mainly responsible for preparation, training and performance of athletes before participating in any international events. However, the government is providing all possible Support to these Federations. Moreover, government has prepared PC-Is for improvement of existing sports infrastructure. Some other steps taken are as under: 38 Cricket • The entire domestic cricket has been revamped in order to promote quality on merit by promulgating PCB’s Constitution, 2019. • Revival of International cricket after improvement of security situation. Squash • Squash academies have been established in different cities. • Provision of funding to Federation for training and grooming of players. • Mr. Hamza Khan has won Junior British Open in the recent past. • Squash players won two Gold Medals in South Asian Games held in December, 2019 at Nepal. Athletic • The existing facilities are being provided for establishment of training camps. • Provision of funding to Federation for training and grooming of players. • Award of cash reward to players on winning international events. • Mr. Arshad Nadeem directly qualified for Olympics and set new South Asian record in Javelin throw during 13th South Asian Games. • Athletic players won five Gold Medals in South Asian Games held in December, 2019 at Nepal. Hockey • Provision of funding to Federation for training and grooming of players. • Replacement of Hockey Turfs in six different cities. The replacement work at Nasir Bunda Stadium, Islamabad is in full swing. 39 • The Hockey Federation is in scrutiny process. Football • The elections of Football Federation were held under the orders of Supreme Court of Pakistan. However, with connivance of previous management and POA, these elections were not accepted by FIFA.

• The FIFA & AFC has appointed a normalization committee headed by Mr. Hamza Khan. It is a known fact that the normalization committee was put in place because the situation of football in Pakistan was not perfect. FIFA has set a deadline of December, 2020 for the normalization committee to address all the problems.

• Chairman, Senate has also constituted Senate Special Committee headed by Senator Dilawar Khan for promotion and development of football in the country.

Minister for Narcotics Control (Mr. Muhammad Azam Khan Swati): (a) The last survey of Drug Users in Pakistan was carried out by Pakistan Bureau of Statistics in 2012 in collaboration with Ministry of Narcotics Control (then NCD) and UNODC. The final report of the survey was published in 2013 named “Drug Use in Pakistan-2013”. After 2012 no drug use survey has been conducted yet, hence current status of drug addicts between the 42 ages 15-25 cannot be estimated accurately. However, the situation in country shows that the number of young addicts has increased.

This Ministry has taken up the matter for conducting the revised drug abuse survey with UNODC in collaboration with Bureau of Statistics to get the current precise number of drug addicts.

(b) The steps being taken by the Government to control and take measure to eliminate the menace of drugs in the country is attached as Annex-I.

Will the Minister for Interior be pleased to state as to whether it is a fact that under Rule 25 of the Rules of Business each Division on the beginning of each financial year, shall for information of the Cabinet and for general public, prepare and upload on its website as a permanent record a year book which shall contain details of activities, achievements and progress of preceeding financial year; if so, then please state the details during the last two years?

Minister for Interior (Mr. Ijaz Ahmad Shah): The year book of M/o Interior is under process and will be published having input from attached departments. However M/o Interior has compiled and published 20 months achievement booklet from August, 2018 to April, 2020 showing details of activities, achievements and progress of the preceding years. The copy of the same is available at the M/o Interior website, www. interior.gov.pk.

22. *Mr. Iqbal Muhammad Ali Khan:

Will the Minister for Interior be pleased to state:

(a) the time by which Senate Cooperative Housing Society, Islamabad would give possession of Block A, the percentage of development work completed so far; 44 (b) the amount incurred alongwith the heads, further amount to be incurred on development of Block A in detail;

(c) the number of plots of Block A have been given to Gulberg Green; and

(d) the number of plots name of members, size of plot and other details thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The handing over of plots was subject to development of site which could not have been done in previous years due to various issues. The present managing committee after assuming its charge in June 2019, with a bank balance of rupees 22.5 million only, hired a renowned consultant as a first step towards the development of the project but due to Pandemic of Covid-19, progress in this regard remained a bit slow. Now the BOQs are under preparation and development will be carried out and possession of plots will be handed over to the allottees more likely within 06 to 10 months. As far as percentage of development is concerned, the Ex-developer claimed work of millions of rupees but physically no plausible work was done by him at site. The forensic audit report conducted on the order of honorable Supreme Court of Pakistan shows that the bills charged by the ex-developer are too exorbitant as compared to work done at site. At this stage, it is not possible to verify the actual work done specifically in A-Block, however a total assessment has been made by the Forensic Auditor for the whole site which comes to the tune of Rs.53.73 million whereas amount paid to the ex-developer is Rs.190 Million. At present, FIA is also conducting an inquiry into the affairs of society including this issue whereas the ex-developer has filed a suit before Civil Court for reinstatement of his agreement and recovery of payments.

(b) The total developmental cost of the project can be ascertained as a whole after few weeks and the cost estimation of entire project can be given. Prior to this, heavy bills of Rupees 237.8 Million were charged by the ex-developer and matter of his payment is under litigation. As narrated in above paras, the forensic Auditor reported a loss of Rs. 62040494/- against development.

(c) No plots have been given to Gulberg Greens as per available record and information.

(d) There are total 242 plots in A block, out of which 194 are of size 30x60 and 48 are of size 40x80. 45 23. *Mr. Saad Waseem:

Will the Minister for Interior be pleased to state:

(a) the total amount deposited in account of Jammu Kashmir Cooperative Housing Society, Islamabad for Farm Houses alongwith the detail thereof and the amount of interest thereon alongwith the date-wise total amount withdrawn by the administration so far and the detail thereof;

(b) the head under which said amount spent alongwith complete detail of the amount spent in each head and under which law amount collectd or deposited for Farm Houses of society, whether such amount is spent on other projects alongwith the details thereof;

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The following project were started and were required to be completed in the near future however, the same are incomplete due certain issues being faced during execution of the works;

(i) Construction of Khayabn-e-Margallah from GT Road to Sector D-12, Islamabad

(ii) Dualization of Service Road East and North of Sector E-11 to D-12, Islamabad

(iii) Dualization of Atta Turk (West) Embassy Road from Khayaban-e- Suharwardy to Ayub Chowk, Islamabad

(b) The project of Margallah Avenue from Sector D-12 to G.T Road Islamabad is included in the said incomplete projects.

(c) At this stage, exact timeline for completion of the project of Khayaban-e-Margallah cannot be given.

(d) The project of Khayaban-e-Margallah from G.T Road to Sector D-12 Islamabad remains incomplete due to contractual issues between the CDA and the Contractor during execution of the project as well as because issues like non possession / acquisition of land and existing built up properties/ graveyards falling in the alignment of the proposed Avenue. On contractual mater, the Honourable Islamabad High Court directed to conduct arbitration 47 in the matter. An arbitration award was announced in the favor of the Contractor by the sole arbitrator which has further been contested in the IHC and a stay order has been issued by the honourable court in the matter. Presently the matter is sub-juidice in Islamabad High Court with stay order in field.

Besides, the subject project is now included in the PSDP+ program. CDA has completed the RFP document for hiring of Consultants to conduct feasibility study for the subject project. CDA is awaiting comments / document review by Public Private Partnership Authority, after reviewing the input from PPPA, the document will be finalized and advertisement for hiring of consultant will be published as per PPRA rules.

25. *Sheikh Rohale Asghar:

(a) whether is there any proposal under consideration of the Government to increase the salaries of FIA employees on the pattern of NAB;

(b) if so, the reasons thereof alongwith the details of such increase in salaries?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) No. However, salaries of FIA employees have been recently increased by present Government vide Ministry of Interior’s Notification No.2/9/2019-FIA/Estt dated 18-03-2020.

(b) Federal Investigation Agency is the only organization which deals with transnational organized crime, which include corruption, human smuggling/ trafficking, corporate and banking crimes, money laundering, terrorist financing, cyber crimes etc.

Due to specific mandate of FIA in investigation especially transnational organized crime, the following allowances have been recently:-Investigation Allowance @ 60% of the running basic pay.

(a) the total amount spent on the only route leading from Gate No.5 of Police Training College, Sihala to Mouza Hoon and its adjacent locality during the last six years;

(b) whether it is a fact that this route has never been constructed completely and is facing wear and tear at present and is a source of accidents and if so, then who is responsible for this sorry state of affairs; and

(c) whether any plan to metal the said road is under consideration and if so, the details thereof?

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The Local Government and Rural Development Department, ICT has executed two projects in F.Y. 2015-16 at village Hoon Dhamial. The estimated ) cost of each project was Rs. 2.00 Million. In the said project a sewerage line amounting to Rs. 1.2000 Million was laid and Rs. 2.8 Million was spent on construction of road portion having length of 1600 Rft out of total length of road 3700 Rft.

(b) The remaining length of the road (2000 Rft approximately) requires rehabilitation but since F.Y. 2015 -16 no further funds have been allocated to ICT, till now for rehabilitation of remaining road length. 5 (c) The LG & RD has prepared PC-I namely Rehabilitation / up gradation of Hoon Dhamial road at estimated cost of Rs. 13.547 Million and the requisite funds for rehabilitation of road along with laying of sewerage line have been demanded in PSDP in F.Y. 2020-21. The work will be executed after approval of PC-I and release of funds.

Minister for Interior (Mr. Ijaz Ahmad Shah): (a) The road from Blue Area Express Chowk to D Chowk usually remains open for the convenience of general public and the same is being closed only in cases of any law & order situation, protests / rallies by different political / religious parties to avoid entry to Parliament House as well as safety and security of key installations, important buildings and diplomatic enclave (High Security Zone).

(b) The above said road is not permanently closed. However, the same remains temporarily closed as and when there is apprehension of any law & order situation.

Will the Minister for Inter-Provincial Coordination be pleased to state the total mnthly amount incurred on all PCB officials and employees during last ten years? 9 Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): PCB has informed that they have already replied to the National Assembly Starred Question No. 145 moved by Dr. Mahreen Razzaq Bhutto, MNA and it was decided in the meeting of National Assembly Standing Committee on IPC held on 6th March 2020 that information regarding income and expenditure of Pakistan Cricket Board will be discussed “in camera”. This was agreed by the Chairman and Honorable Members of National Assembly Standing Committee on IPC.

It is also important to highlight that the same was agreed at the recently held 12th Meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges held on 3rd February 2020. PCB has humbely submitted that they are willing to disclose the relevant record available with PCB to the Honourable MNA.Their only request is that such record should be perused in camera / in person so as to avoid the adverse outcome in terms of the media backlash, frivolous litigation and waste of excessive PCB resources.

PCB has further requested that the Honorable Member of National Assembly, Sheikh Rohale Asghar mover of NA Un-Starred Question No. 2 to participate in the in camera briefing whenever held so that his question is also answered or separately as per his convenience.
