1 (23rd Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Thursday, the 16th July, 2020 150. *Rana Sana Ullah Khan: (Deferred during 9th Session) Will the Minister for Interior be pleased to state the estimated loss in financial terms to the economy due to each sit-in and lockdown in different cities of the country during the last seven years? Minister for Interior (Mr. Ijaz Ahmad Shah): Quantification of losses to the economy in financial terms does not fall in the domain of Ministry of Interior. It is for Finance, Revenue and Economic Affairs Division and Planning, Development and Special Initiatives Division to calculate the impact. Minister for Interior (Mr. Ijaz Ahmad Shah): (a) No complaint against illegal labour agents or sub-agents of licensed Pakistani overseas promoters is reported nor is any such enquiry or case under investigation. However, directions for strict vigilance have been issued to all incharges of immigration check-post for the scrutiny of the travel documents and not allow any one-travelling on work visa without following the authorized Overseas Employment Promoters (OEP). (b) The FIA with cooperation of Ministry of Overseas Employment are working closely for curbing sex trafficking and bounded labour. However, no such case is reported for sex trafficking. The matter of bonded labour is more related to Provincial departments. 20. *Dr. Shazia Sobia Aslam Soomro: (Deferred during 18th Session) Will the Minister for Interior be pleased to state whether it is a fact that Sikh pilgrims are allowed to visit Kartarpur without getting visa; if so, the reasons thereof? Minister for Interior (Mr. Ijaz Ahmad Shah): Yes. Sikh Pilgrims are allowed to visit Kartarpur without visa, however, they are bound to bring their valid Indian passport for Immigration clearance process as per MOU signed between Pakistan and India. As per existing procedure, pilgrims can visit the Corridor from dawn to dusk after producing Indian passport or Overseas Citizen of Indian Origin Card alongwith Passport of resident country. Same are punched by the Immigration staff at Border Terminal against the data provided by Indian 3 authorities ten days in advance, same is forwarded/shared with IB, ISI and NADRA for security and verification. Upon their approval, the listed Pilgrims are allowed to visit Kartarpur Corridor. 56. *Ms. Nasiba Channa: (Deferred during 19th Session) Will the Minister for Interior be pleased to state district-wise location of executive Passport Offices in the country at present? Minister for Interior (Mr. Ijaz Ahmad Shah): The District - wise location of Executive Passport Offices across Pakistan is as under: 1. Islamabad 2. Rawalpindi 3. Gujrat 4. Gujranwala 5. Sialkot 6. Multan 7. Sargodha 8. Lahore 9. Faisalabad 10. Sahiwal 11. Karachi 12. Quetta 13. Peshawar 58. *Ms. Nuzhat Pathan: (Deferred during 19th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that cyber crimes are increasing with the passage of time; and (b) the total number of incidents of cyber crimes registered during the last four years and the steps being taken by the Government to reduce the same alongwith the complete detail thereof? 4 Minister for Interior (Mr. Ijaz Ahmad Shah): (a) & (b) Yes, the number of the complaints has been increasing day by day. Total 50,505 complaints have been registered during the last year out of which 11,389 complaints converted into enquiries and 1071 Cases / FIRs have been registered till 30th September 2019. Moreover 982 accused have been arrested in the above mentioned Cases/FIRs. The following steps have been taken by the government to prevent the cybercrime: In order to address increasing volume of complaints, Cybercrime Wing of FIA has proposed the expansion of its wing through Phase-III of NR3C which has been approved. 10 new cybercrime reporting centers have been notified at the following stations, which are operational: • Islamabad • Gujranwala • Faisalabad • Multan • Abbotahod • D.I Khan • Sukkhur • Hyderabad • Gilgit • Gwadar 407 Cybercrime Investigators, Forensic Experts, Technical Staff etc., have been recruited. Up gradation of existing Digital Forensic Laboratories and Technical Investigation Tools to meet the growing challenges of Cyber world has been done. Capacity building of Cyber Crime Investigators and Technical experts is being ensured by imparting foreign and national framings. 5 Procurement of latest Investigation and Forensic gadgets for effective cyber investigations is under process. Cybercrime awareness campaign for general public is being conducted. 59. *Ms. Fauzia Behram: (Deferred during 19th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that the Supreme Court of Pakistan ordered to stop nonconforming use of residential buildings in Islamabad; if so, details of the action taken by the Capital Development Authority, Islamabad; and (b) whether it is also a fact that more than 100 guests houses have still been functioning in residential areas of Islamabad; if so, details thereof and action taken against them? Minister for Interior (Mr. Ijaz Ahmad Shah): (a) Yes, it is true that the Honorable Supreme Court of Pakistan CMA No. 1625/2015 IN CPLA No. 1323/2014 had ordered to remove None Conforming Use from residential houses in Islamabad. A massive campaign was undertaken by CDA and almost 1500 houses were got vacated that had been put to Non Conforming use through Enforcement of regulations. (b) 116 guest houses are established in residential houses. 89 of those have filed petition in Supreme Court of Pakistan which is puts. Action against the other 27 is being taken and shall be removed within a period, of one month. 65. *Ms. Fauzia Behram: (Deferred during 19th Session) Will the Minister for Interior be pleased to state whether it is a fact that the natural streams of water flowing down from Pir Sohawa, Islamabad have been polluted by the sewerage water of the Monal Restaurant; if so, the action taken by the Capital Development Authority against the said restaurant? 6 Minister for Interior (Mr. Ijaz Ahmad Shah): It is submitted that the Directorate of Municipal Administration MCI deals with two restaurants i.e. M/S Monal Restaurant and Capital View Point (La Montana) located at Margalla Hills National Park Islamabad, and ensures jointly with Environment and Sanitation Dte. That no littering material is dumped in Margalla Hills. A proper mechanism for waste disposal is already in place and is being Implemented. In this regard, notices have also been issued to the said restaurants to keep environment clean and pollution free. 73. *Malik Muhammad Ehsan Ullah Tiwana: (Deferred during 19th Session) Will the Minister for Interior be pleased to state: (a) the number of cases received for renewal of Passports applied by the expatriates in the Pakistan Missions during the last year; (b) the average time of processing thereof; (c) the number of cases pending in Pakistan Mission in Pretoria, South Africa; (d) is there a time limit for process of such requests; (e) the tenure of current passport officer at Pretoria, Mission; (f) whether there are any complaints lodged against the said officer by the Public on PM Portal or others; and (g) whether there is any proposal under consideration to replace the said officer in near future? Minister for Interior (Mr. Ijaz Ahmad Shah): (a) During the last year 521,077 expatriates applied for renewal of passport in the Pakistan Missions abroad. (b) After approval / recommendation from Concerned Mission and as per choice / priority of the applicant, passport applications with urgent fee are processed within four (04) working days and passport applications with 7 normal fee are processed within ten (10) working days. Subsequently, the passports are delivered to concerned Missions through courier service. (c) Since 2016, only 24 asylum cases pending at Pakistan High Commission, Pretoria, applied at different times, due to need of verification of antecedents of these cases from Intelligence Bureau. (d) There is no definite time limit and the cases are processed as and when requisite reports are received from I.B. (e) The officer has been performing duty at MRP section, Pakistan High Commission, Pretoria since August, 2015 (04 years, 05 months). (f) Yes, there are 05 complaints received on PM portal against the said officer. All these complaints were related to asylum seekers and presently twenty four (24) asylum cases are pending for want of verification report from the IB. As soon as the requisite reports are received from IB their cases will be processed as per Passport and Visa Mannual-2006. (g) The policy is under process in Ministry of Interior and officer in question will be replaced immediately after approval of the policy.
