37. Mr. Ramesh Lal: (Deferred during 5th Session)

Will the Minister for Interior be pleased to state:

(a) whether there is any proposal under consideration of the Government to construct roads and streets in Rehman Town and Model Valley, Sector H-15, Union Council No.45, ; if not, the reasons thereof; and

(b) the time by which the construction work will be completed in the above said area?

Minister for Interior (Sheikh Rashid Ahmed): (a) There is no proposal uncle consideration of CDA to construc roads and streets in Rehman Town and Model Valley, Sector H­15, Union Council No. 45, Islamabad. As per Master Plan of Islamabad Northern Half of Sector H­15 is earmarked for Green/Buffer Zone and Southern Half for Special Institutions. Moreover, as per ICT Zoning Regulations 1992, Sector H­15 falls in Zone­1 of Islamabad and it has to be acquired and developed by CDA. This Sector has not yet been acquired by CDA. Rehman Town and Model Valley are not planned Housing Schemes. These are un­planned settlements, extension of old abadis.

6. Mr. Muhammad Aslam Khan: (Deferred during 10th Session)

Will the Minister for Interior be pleased to state: 2 (a) whether it is a fact that a Sewerage Nullah is being constructed in Chakki Bagh, Sohan, Islamabad; if so, the percentage of work completed thereof; and (b) the time by which development work will be completed on this Nullah in order to facilitate residents of the said locality? 6. Mr. Saad Waseem: (Deferred during 18th Session) Will the Minister for Interior be pleased to refer to Un-Starred Question No. 17 replied on 8-11-2019 and to state:

(a) when was each recreational and extra-curricula initiatives initiated alongwith cost of each of said initiative;

(b) whether it is a fact that since most of such initiatives/installations have become dysfunctional it is tantamount to poor planning at the part of CDA; and

(c) what steps are being taken to take such initiatives in future, which will only be feasible in the longer run?

Minister for Interior (Sheikh Rashid Ahmed): (a) CDA has established almost 27 Nos fountains as recreational and 09 Nos Libraries & Gyms as extra­ curricula initiative in different since year 2005 to 2010. (The detail of fountains, Libraries & Gyms are attached at Annexure-A & B). It is added that the approximate cost incurred for recreational initiatives i.e. fountains for Rs.151.766 Million and the approximate cost incurred for extra­curricula initiatives i.e. libraries & Gyms was Rs. 41.250 Million.

(b) The said recreational facilities i.e. fountains were being operational regularly on rate running contract for year January 2015 to January 2017 & January 2018 to January 2019. However, due to bifurcation of CDA & MCI, the subject recreational facilities of fountains have been fully shifted to MCI Authority and it was decided that the said fountains be operationalized and maintained under Cooperative Social Responsibility (CSR) by different private companies at their own cost. In this regards, 09 Nos fountains has been handed over to the different private companies under CSR program. (The detail of fountains are attached 3 at Annexure-C). Presently these facilities are dysfunctional due to the financially constraints of the authority. Moreover, the said facilities were tantamount purely for public and beautification of the capital city. (c) It is stated that the CDA Authority as decided that not only fountains be operationalized under Cooperative Social Responsibility CSR Program but the same may also be operationalized departmentally within the limit financial resources. 67. Mr. Saad Waseem: (Deferred during 18th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that Fisheries Department of ICT, Islamabad has increased charges of fishing in Rawal Dam, Islamabad from Rs. 10/- to Rs. 1000/- recently; if so, the justification thereof; and (b) what steps are being taken to rationalize the aforesaid fee? 4. Moulana Abdul Akbar Chitrali: (Deferred during 23rd Session)

Will the Minister for Interior be pleased to state:

(a) the rate of which water bill and property tax per square yard is charged by Jammu Kashmir Cooperative Housing Society Zone-II, Islamabad from its residents alongwith the amount collected so far under this head and the details thereof;

(b) if these rates collected in accordance with CDA rate, the monthly income to be collected alongwith the time by which same will be enforced; and

(c) the details of new CDA rates in accordance with House, Gali Number, plot size alongwith the total revenue to be collected in this regard?

Will the Minister for Interior be pleased to state:

(a) whether CDA, being a custodian of Government accommodations in Sector G-6 and G-7, Islamabad has taken notice of continuous seepage of Government accommodation in the aforesaid Sector and in particular H. No.23/3-C, St. No.78, Sector G-7/1, H. No.169-B, St. No.23, Sector G-6/1-2, H. No.197-B, St. No.17, Sector G-6/2 and H. No.111-A, Sector G-7/3-4, Islamabad since long; and

(b) what steps are being taken for the maintenance of Government accommodation in aforesaid sectors and in particular for the aforesaid houses at an earliest?

Minister for Interior (Sheikh Rashid Ahmed): (a) Houses in Sector G­6, G­7 were constructed in 1960 and are very old. They have out lived their useful life and require huge funds for extensive maintenance. Only a limited numbers of complaints for repair/ maintenance, roof treatment and seepage of houses out of about 15000 housing units could annually be attended due to provision of meager funds allocated by Government for maintenance.

The estimates of House No.23/3­C, St.78 Sector G­7/1, H. No 169­B St, 23 Sector G­6/1­2, H. No.197­B, St.17 in Sector G­6/­2 and H. No 111­A Sector G­7/3­4, have been approved and funds also allocated. The work of white washing, painting and roof treatment of H.No.23/3­C, St.78, Sector G­7/1, H. No 169­B St. 23 G­6/1­2 has been completed. The work of white washing, painting and roof treatment of H. No 197­B St. 17 Sector G­6/2 and H. No.111­A Sector G­7/3, Islamabad has been started at site and shall be completed shortly.

(b) Day to day complaints regarding minor repair / maintenance works are carried out through departmental staff/ labour and store material procured for same.

Other repair/ maintenance works of the houses in all sectors i/c G­6, G­7 are carried out through contractors within budget annually allocated for government accommodations.

The up to date compliance status for repair / maintenance of aforementioned houses is given in para (a) above. 5 9. Mr. Sher Akbar Khan: (Deferred during 27th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the residents of H. No.248, St. No.70, Sector G-10/3, Islamabad have made routine to release water on the road due to which the condition of the road is deteriorating; if so, the steps being taken by CDA in this regard; and

(b) whether it is also a fact that residents of the corner House of St. No.53 have occupied some part of street by planting plants; if so, the time by which it will be get vacated and what action has been taken in this regard?

Minister for Interior (Sheikh Rashid Ahmed): (a) The observation of the Honourable MNA has been noted with true letter and spirit and in this regard, it is stated that notice has been served to owner of the house, not to repeated this practice otherwise necessary action shall be taken under the rules. However as far as the deteriorated condition of the road is tendering for re­carpeting work is in progress.

(b) It is submitted that owner of the said house planted plants in green area specified for plants adjacent to house, these plants are not creating hindrance in street, owner fence around the plants/lawn is not as per CDA by­laws and legal action will be taken for its removal in accordance with law.

65. Moulana Abdul Akbar Chitrali: (Deferred during 27th Session)

Will the Minister for Interior be pleased to state:

(a) the present status of the Aiwan-e-Saddar Co-operative Housing Society;

(b) whether it is a fact that the cost of land was charged from its members almost ten years ago;

(c) the detail of names, designations, salaries and other benefits of the employees of the society and how much increase was made in their salaries and benefits during the last ten years; 6 (d) the justification for increase, since no development work has been carried out; and

(e) whether the society has applied for NOC from CDA?

41. Engr. Sabir Hussain Kaim Khani: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state:

(a) the financial assistance given to the heirs of private guards martyred in the terrorism attack on Karachi Stock Exchange alongwith the cheque numbers and the date of issuance thereof; and

(b) whether it is a fact that the cheques of financial assistance to the said private guards have not been cashed as yet; if so, the action taken against the responsible thereof?

Will the Minister for Interior be pleased to state:

(a) the names of the constitutional institution in which maintenance work of mosques has been assigned to CDA in Islamabad;

(b) whether it is a fact that the carpets of mosques have neither cleaned nor washed out during the Covid-19 till date and the said mosques walls have also not been painted so far;

(c) if so, the date of previous dry cleaning of carpets and the white wash of mosque of each constitutional institution alongwith the expenditure incurred thereon; and

(d) the time by which aforesaid Mosques’s carpets will be washed out and white wash will be carried out? 7 Minister for Interior (Sheikh Rashid Ahmed): (a) The maintenance work of mosques in responsibility of Capital Development Authority through Maintenance Directorate.

(i) Constructed by CDA with minor grant of Saudi Arabia and major resources of Government of / CDA, according to approved PC­I from Planning Commission (Government of Pakistan) repair/maintenance and renovation of Faisal Mosque is responsibility of CDA.

(ii) Zia Masjid Islamabad High Way/Express way constructed by CDA their own resources and land. Repair/Maintenance and renovation of Zia Masjid is responsibility of CDA.

(b) (i) Carpet of Faisal Masjid cleaned during Covid­19 and in October 2020 and walls not painted during the Covid­19 and prayer hall / public area sanitized dated 26­11­2020.

(ii) White wash was carried out in Zia Masjid during Covid­19 by some social people in January, 2020.

(c) (i) Dry cleaning of Carpet in Faisal Masjid carried out in October 2020 during Covid­19 and white wash 15­5­2018 to 14­11­2018

(ii) No work carried out in Zia Masjid.

(d) Estimate of these works have been prepared and are under process of approval, work will be executed after fulfillment of all codal formalities etc.

43. Ms. Nasiba Channa: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state the names and designations of employees who are on deputation in CDA alongwith reasons thereof?

Minister for Interior (Sheikh Rashid Ahmed): Detail of the officers is Annexed.

For smooth running of the affairs of the Authority, the shortage of Officers/ Officials is recouped with the deputationists. The power for requisitioning the 8 services of deputationest rest with the Chairman CDA in term of clause No. 4.26 of CDA Service Regulations, 1992 and 10.B (b) of Revised Scheduled Admin Power, 2007.

44. Ms. Nasiba Channa: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state the total area of Government land under occupation of each hotel/restaurant in Islamabad?

Minister for Interior (Sheikh Rashid Ahmed): Directorate of Municipal Administration deals in grant of permission of open spaces adjacent to hotels / restaurants on temporary basis for outdoor seating purpose. Such permissions are issued after physical verification of the site with strict adherence to public facilitation ease of movement as per approved rates. Moreover, Directorate of Municipal Administration with the help of Enforcement Directorate keeps a regular check on all markets and Marakiz of Islamabad and removes all encroachments on daily basis.

The details of the Plots area of (Hotel / Motel & Restaurant) leased out by CDA is attached at Annex-I.

46. Moulana Abdul Akbar Chitrali: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that 40 HP moters were installed few years back for the water supply through tube well to Margalla Town, Islamabad;

(b) whether it is also a fact that the number of times the motors of tube well become out of order from 1st January 2019 to 15 September 2020 after the installation of 20HP motors despite of increase in the population; 9 (c) if so, the details of expenditure of repair or maintenance incurred thereon;

(d) the detail of expenditure would be incurred upon to install the 40HP motors alongwith the time by which the said motors will be installed; and

(e) the names of those officers which are responsible for the losses so far alongwith the action taken against them?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is stated that 40 HP motors of three (03) number Tube Wells were installed after necessary repair for supply of water to Margalla Town during the year 2018­19.

(b) No Motor of 20HP capacity has been installed at any of four Tube Wells installed art Margalla Town. However, the 03 out of 04 40 HP Motors of these Tube wells became out of order (four times approximately) from 1st January, 2019 to 15th September, 2020.

(c) Expenditure worth Rs. 0.0600 (Million) was incurred on these three (0.2 Million on each Tube Well / Motor).

(d) At present all 04 Tube Wells / Motors are functioning and their motors are repaired on as & when required basis.

(e) Tube Wells / installations are operated round the clock and by developing of fault /losses in the network caused due to electrical / mechanical faults in the machinery for which the responsibility may not be shifted upon any Officer/Official.

48. Mr. Saad Waseem: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Management of Cabinet Division Co- operative Housing Society E-16/E-17, Islamabad failed to provide PTCL facility to residents in the said Society;

(b) if so, the reason thereof and the time by which the said facility would be provided to the residents of the Society; and 10 (c) the detail of action taken or being taken against the Management for such delaying tactics?

(a) whether it is a fact that a number of plots size 40x80 have been allotted in Jammu Kashmir Cooperative Housing Society in Sector F-15/1, Islamabad in non possession areas and to Provide complete details alongwith names, plot number, address of allottees with contact numbers;

(b) the reasons for allotting the said plots in non possession areas besides receiving full payment;

(c) if the answer to parts (a) and (b) above are affirmative, the time by which possession of said plots to its allottees?

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Federal Government is going to initiate action against the Jammu Kashmir Cooperative Housing Society, Islamabad on the allotment of plots in non possession 11 areas in Sector F-15/1, Islamabad size 40x80 to the allottees besides receiving full payment; and

(b) if the answer to part (a) above is in affirmative, the Honourable Minister give assurance to the House for initiating legal action against the society?

57. Mr. Abdul Qadir Patel: (Deferred during 28th Session)

Will the Minister for Interior be pleased to refer to the Un-Starred Question No.18 replied on 07-02-2020 and to state:

(a) steps being taken by CDA to ensure its writ after serving legal notices to encroachments made by the persons, which are in shape of mechanic shops and others after recent demolition reflecting that CDA owns 110 feet wide road from Golra Mor to Sector I-14, Islamabad; and

(b) time period required by CDA for construction of 110 feet wide road?

Minister for Interior (Sheikh Rashid Ahmed): (a) CDA is in process to retrieve its land of 110 feet road from Golra Mor to Sector 1­14. The Proposed action got delayed due to spread of COVID­19 and subsequent un­certain situation in the Federal Capital. Final hearing of opportunity as admissible under section 49­C of CDA Ordinance­1960 has been given to the illegal occupants after that all structures declared un­authorized shall be demolished without serving any further notice.

(b) The land of 110 feet road leading from Golra Mor to Sector I­14 is in process to retrieve. As and when encroachment is cleared, the 110 feet road will be constructed accordingly.

58. Mr. Gul Dad Khan: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state: 12 (a) whether it is a fact that the residents of Nazimuddin Road, F-10/4, Islamabad and Street No.77, F-11/1, Islamabad are self residing (actual allottees) and they have given Affidavit to the CDA in this regard;

(b) if so, the names of the residents, nature of allotment made, affidavits regarding self residing during the last five years?

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that thirty eight (38) inquiries are going on to investigate the fraud case of Jammu and Kashmir Society and the number of inquires of the committees are completed so far alongwith the details; the amount recovered from the said inquiries up till now;

(b) the time by which land will be allotted to those members who had paid the amount earlier in zone-V whether the said point has been included in the inquiry; if not, the reasons; if so, the progress so far; and

(c) the details of advance amount paid to Mr. Basheer Cheema for purchasing the land?

60. Mr. Muhammad Afzal Khokhar: (Deferred during 28th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the residents of Sector G-11, Islamabad are in trouble due to the smelling of flowing Nalla; 13 (b) the total budget allocated to cover and clean the said Nalla during current financial year; the amount spent so far; and

(c) the reasons for not allocating the funds alongwith the time by which funds will be allocated?

Minister for Interior (Sheikh Rashid Ahmed): (a) A Nullah is passing near sector G­11 which is flowing from Mehra Abadi Village / G­12 (un­planned) sector Wherein the surrounding un­planned populations are disposing off their sewerage which also causes bad smell. However, the rehabilitation work of chocked /broken sewerage lines in sector G­11 has been initiated and it will be completed within next 06 months including the Main Trunk Sewer line of sector G­11 which would definitely curtail / overcome pollution / sinking smell in the area.

(b) Yes, a sum of Rs. 171.370(M) has since been allocated by the CDA in the current financial year 2020­21 for cleaning and controlling influx of sewage into all Nullahs of sectorial area in Islamabad. The cleaning of Nullah is being done regularly as for as covering of Nullah is concerned that involves huge expense. The said Nullah also caters for the storm drainage water and in case of covering; it may cause severe problems during period of heavy flooding.

(c) Answer as per (b) above.

31. Ch. Muhammad Hamid Hameed: (Deferred during 29th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is fact that repair/maintenance of traffic signals, including the one at Sawan Road, commonly known as College Chowk Stop i.e IMCG College, G-10/4, Islamabad has not been carried out since long;

(b) whether it is a fact that aforementioned signal has become non- functional and motorists face great traffic jams at said point; if so, the reasons thereof; and

(c) the time by which, maintenance/repair of aforementioned signals will be carried out?

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that in Sector I-14, Islamabad, inhabitants are struggling for Access to Water due to non-availability of facility of Government water supply;

(b) whether it is also a fact that despite installed underground pipelines and approved Tubewells since may years, no progress for installment of Tubewells for aforesaid sector; and

(c) steps being taken by Government to overcome tanker mafia, to meet rising demands of water and to overcome water shortage in aforesaid area?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is a fact that the water facility to Sector I­14 has not been provided yet. Originally the source of water for sector I­14 was designed from Reservoir. The project comprising laying of 36.082 KM, 36" dia main conduction line from Shah Allah Ditta Sector D­13 to I­16 was started in 1999 and 87% of the pipe line i.e. 31.382 KM was laid upto 30­06­2014. The remaining portion of 4.7 KM pipe line has since held up due to non­possession of land in the alignment route in 05 pockets at different locations. Efforts are being made through L&R Dte CDA for taking the land possession of requisite area to complete the project accordingly.

(b) It is a fact that in Sector I­14 internal water supply line has been laid and non­operational due to non­availability of resources of water. CDA has made efforts for drilling of tube wells in the area to provide interim water supply facility to the residents of Sector I­14, for which ERS tests was conducted at different location of Sector I­14, but no sufficient underground source of water for drilling of tube wells was found.

(c) Efforts for proper water supply to Sector I­14 are being made by CDA as mentioned above vide para (a).

15 33. Syed Mehmood Shah: (Deferred during 29th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that the Cabinet Division Employees Cooperative Housing Society, E-16, E-17, Islamabad has no ownership of the Main Gate in their use;

(b) whether it is a fact that such ownership of gate belongs to the locals/residents of the adjacent localities;

(c) if so, the reason for failure to purchase a land for separate/ independent gate for the said society; and

(d) what would be the alternate route in case the locals of the area are closing such gate for the said employees of society?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is not a fact that Cabinet Division Employees Cooperative Housing Society (CDECHS) has no ownership on the main gate, rather the Society has got the access road from NHA and CDA on permanent basis and paying rental charges to the said department.

(b) It is not a fact that such ownership of gate belong to the locals/ residence of adjacent localities.

(c) As stated above, Society has managed land for separate independent gate.

(d) As the Society has managed main gate on permanent basis, therefore, the question of closing such route by locals does not arise.

35. Ms. Zille Huma: (Deferred during 29th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that dustbin placed for garbage at certain Sectors of Islamabad, particularly in Sector F-7 are in dilapidated condition and there is no dustbin at some places causing environmental pollution; and 16 (b) what steps are being taken by the Government to replace the said dilapidated dustbin with new ones?

Will the Minister for Interior be pleased to state:

(a) whether the F-9 Park, Islamabad has been leased out;

(b) if so, the reasons thereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is clarified that F­9 Park, Islamabad has not been leased out to any party nor any proposal is under consideration at present to lease out F­9 Park, Islamabad. A proposal of this kind has already been turned down (Rejected) by Federal Cabinet.

(b) As above.

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that foot paths in front of the Government Block Nos.77 and 79, St. No.32, Sector F-6/1, Islamabad are in dilapidated condition; if so,;

(b) whether there is any proposal under consideration of the Government to repair footpath alongside the above said Blocks, in particular St. No.32 of the said Sector; and

(c) the time by which aforesaid will be repaired?

Minister for Interior (Sheikh Rashid Ahmed): (a) Actually the footpath was damaged by constructing the adjacent houses and debris were thrown on the footpath. 17 (b) The proposal is finalized and the entire footpath will be rebuilt in a period of 40 days after completing the necessary codal formalities.

(c) The work will be completed in 40 days.

38. Mr. Iqbal Muhammad Ali Khan: (Deferred during 29th Session)

Will the Minister for Interior be pleased to state:

(a) the names of persons, entities and Societies from whom Federal Government Employees Housing Authority has purchased land in Sector G-15, Islamabad alongwith the details of each land purchased so far;

(b) the persons and entities out of these to whom payment has been made alongwith the complete details of respective land, owner, entity, Society amount paid and arrears thereof; and

(c) the time by which the entire payment will be made to the owners, entities or societies?

(b) whether it is a fact that some members have deposited the full amount timely but the allotments were not issued by the Senate Cooperative Housing Society till 07-05-2018;

(c) the details of the members, who have not deposited the full amount in above society;

(d) whether it is also a fact that the allotment letters are also issued to the defaulters/members who have not deposited the full amount; if so, the reasons thereof;

(e) the list of members who have deposited full amount alongwith details of all members and amount deposited by the each member, date-wise, so far;

(f) the time by which allotment letters will be issued to those who have completely deposited the full cost of plot/land?

Will the Minister for Interior be pleased to state:

(b) whether it is a fact that a large number of registered members have been expelled during the last five years; if so, the detail of 19 such members indicating their names, registration number, date of registration, CNIC, amount deposited, date of expulsion and the reasons for expulsion;

(c) No deduction from the deposited amount is made from the unsuccessful applicant.

(c) detail of persons, whom plots were allotted in Farash Town but did not vacate the occupied piece of land in katchi abadi;

(d) whether any action has been taken against them; if so, the details thereof; if not, the reasons thereof;

(e) the date upon which a proposal of such allotments has been moved to competent authority;

(f) if yes, what action has been taken against the violators by the competent authority thereupon;

(g) whether it is a fact that size of katchi abadies has been rapidly increasing in the capital for the last many years;

(b) All the bonafide dwellers of recognized katchi abadis who were offered & handed over possession of plots in Frash Town, once they vacated the houses in relevant Katchi Abadis (i.e. KA Muslim Colony, Essa Nagri, Dhoke Najju, Haq Bahu). 4 (c) All the bonafide dwellers were offered & handed over possession of plots in Frash Town once, they vacated the houses in relevant Katchi Abadis (i.e. KA Muslim Colony, Essa Nagri, Dhoke Najju, Haq Bahu): The detail is given at a above.

The dwellers of Katchi Abadi Dhoke Najju and Katchi Abadi Haq Bahu have completely been shifted from their places to MUSP Farash.

The dwellers of Katchi Abadi Muslim Colony and Essa Nagri who were settled at MUSP Farash though had occupied the plots but later on majority of them sold their plots illegally to other persons.

(d) CDA has taken number of actions against such dwellers who were given possession of plots in MUSP Farash and they sold these plots to other people illegally as under:

i. Issuance of notices to such violators (Annex-I) ii. Cancellation of allocation at MUSP Farash iii. Non issuance of NOCs for utility connections iv. Publication of list in the news papers (Annex-II)

(e) The National Assembly Standing Committee on Interior in its meeting held on 13-08-2020 desired that the honourable Minister and Secretary, Ministry of Interior, may resolve the issues of Farash Town at the earliest, as also assured by the hon Minister to the residents of Farash Town.

In compliance a summary was presented before CDA Board on 20-03-2020, to implement the directions of the National Assembly Standing Committee and decision of the CDA Board is annexed (Annex-III).

(f) CDA has taken number of actions against the violators as mentioned in para d above.

(g) Preliminarily there were only ten recognized katchi abadis in Islamabad with a total of 3805 dwellers. CDA adopted three proged strategy to accommodate these bonafide dwellers as under:

i. Up gradation of katchiabadis at existing location in present form. ii. Relocation of katchiabadis at (MUSP) Farash Islamabad. 5 iii. Improvement/up gradation of katchiabadis at existing location in the form of planned plots.

Later on illegal encroachments emerged on CDA land in the form of Katchi Abadis and CDA took various actions to remove these encroachments through its Enforcement Directorate. In the year 2015 CDA initiated a comprehensive campaign to completely remove 18 No.s of illegal settlements as well as illegal construction made in the 08 No.s of legal settlements. CDA had completely removed three huge illegal settlements located in Sector I-11/1, I-11/4 and Railway Line between H-10/4 and I-10/3. This campaign was halted by the honourable. Supreme Court of Pakistan in Constitution Petition No. 41 in its order passed on 26-08- 2015 (Annex-IV).

(h) The Federal Government has started the rehabilitation of bonafide dwellers of the Katchi Abadis in Multi storey apartment buildings in Islamabad. In this regard a proposal has been prepared for the residents of Katchi Abadi F-7/4 and F-6/2, which will be accommodated in apartment units. These apartment units will be built in Sector I-9/4 and MUSP, Frash Town, Islamabad. By doing so land of these Abadis will be cleared.

(a) whether it is a fact that an agreement for purchase of land for Jammu Kashmir Cooperative Housing Society, Zone-II, Islamabad took place between the society administration and Mr. Bashir Ahmed S/O Muhammad Rafiq, in January, 2016;

(b) the token money paid to Mr. Bashir Ahmed alongwith the cost of purchase of the said land and all other details in respect of such agreement;

(c) whether any inquiry is under way regarding the said agreement in view of the overall investigations of fraud committed in the society; if so, the details thereof; and 6 (d) the time by which the inquiry of fraud in the allotment of plots would be completed?

(a) the measures taken by the Government for reducing volume of garbage in the streets of Islamabad; and

(b) the steps taken or being taken by the Government to keep the roadsides as garbage free sites?

Minister for Interior (Sheikh Rashid Ahmed): (a) The steps taken for reducing the volume of garbage in the streets of Islamabad including the addition of waste containers in Islamabad sectors and their placement at appropriate locations.

(b) Steps taken to keep the roadsides as garbage free include the daily sweeping of roads and streets, and elimination of on street garbage collection points.

14. *Ms. Mussarat Rafiq Mahesar: (Deferred during 32nd Session)

Will the Minister for Interior be pleased to state:

(a) the number of hoarders against whom action has been taken so far; and 7 (b) the steps being taken by the Government to stop them from such hoarding?

Minister for Interior (Sheikh Rashid Ahmed): (a) The action against two hoarders was taken recently. The detail of which is as under.

1. Iltaf & Sons Qazi Plaza St. No. 06 Ghouri Town, Islamabad. VIP Flour 1,000/- bags of 20 Kg. Confiscated FIR Registered at Police Station Koral under the Price Control and Prevention of profiteering and hoarding Act, 1977.

2. Qandhar Traders Arshad Market Service Road D-12, Islamabad. 860 bags of 15 kg and 255 bags of 20 kg were confiscated, persons arrested and FIR Registered at Police Station Ramna under the Price Control and Prevention of profiteering and hoarding Act, 1977.

(b) The ICT Administration is closely monitoring the hoarding of essential food items. The prices and hoarding are checked under the Price Control and Prevention of Profiteering and Hoarding Act, 1977.

1. The 14 Assistant Commissioners/Magistrates have been deputed to conduct raid on daily basis in different areas and to submit the report to the District Magistrate / Deputy Commissioner. Raiding teams check the prices of Nan, Roti, Fruits, Vegetables, Pulses, Meat, Milk, Atta, Sugar and take necessary action against the violator as per law. The Assistant Commissioners/Price Magistrates regularly visits food factories, Godown of different food items, Sabzi Mandi and other establishment to check the hoarding. The ICT Administration is closely monitoring the hoarders in ICT. The District Price Control Committee has been established under the District Magistrate/Deputy Commissioner including all the stake holders as its member to monitor and check the hoarders. Most of the food is coming in Islamabad from Punjab and the food items are regulated by the Market Committee Staff and there is regulated mechanism to verify the stock.

2. Shopkeepers are strictly directed to display the price list at the front of the shop. The prices and stock of food items are regulated 8 checked by the AC/Magistrate in their respected areas of jurisdiction and they have submit daily report. The performance is monitored by the District Magistrate.

16. *Mr. Saad Waseem: (Deferred during 32nd Session)

Will the Minister for Interior be pleased to state:

(a) whether relevant authorities of the administration of Islamabad, have any estimated number of trees, which have been cut down due to establishment of different co-operative housing societies in the capital and how did such large scale cutting of trees impact the overall environment of the city;

(b) were there any relevant rules which permitted the administration of such co-operative housing societies to do so by; if so, the details thereof;

(c) whether rules of co-operative housing societies are registered with ICT department;

(d) whether it is a fact that it is mandatory for housing societies in Islamabad to plant sufficient number of trees in their limits;

(e) if so, the details thereof; if not, the reasons thereof; and

(f) what steps are being taken by the Government to make sufficient number of trees plantation mandatory for said housing societies established in ICT?

Minister for Interior (Sheikh Rashid Ahmed): (a) Housing Societies are established in ICT on land other than forest area. Only few trees are cut down during development of Housing Schemes for construction of Roads etc. Cutting of such trees cannot be estimated and no data is available regarding numbers of trees cut down for establishment of housing societies.

(b) There are no rules in Cooperative Housing societies for cutting of trees. 9 (c) Islamabad Cooperative Societies Rules, 2018 have been notified by the Chief Commissioner, ICT, Islamabad exercising the powers of Provincial Government.

(d) Yes. As per requirements of CDA, RDA & TMA all Cooperative Societies are bound for sufficient tree plantation, green areas in their housing schemes.

(e) As per available data so far 569,549 plants have been planted by the different Cooperative Housing Societies in the Clean & Green Campaign.

(f) From time to time this office issue Instructions to Managing Committees of all Cooperative Societies for starting tree plantation drive in their housing schemes according to season.

Primarily it is the responsibility of CDA, RDA or concerned development agency to get implemented clean & green tree plantation in the housing schemes of the Society as per conditions of approval of Lay Out Plan etc.

21. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 32nd Session)

(b) if so, the details thereof; if not, the reasons thereof; 11

(c) whether the administration of the society has been made any official accountable on such failure; if so, the details thereof; if not, the reasons thereof; and

(d) what corrective measures are being taken by the Government to force the administration of the aforesaid society to provide basic amenities expeditiously?

Minister for Interior (Sheikh Rashid Ahmed): (a) As per, report of Society basic facilities such as Electricity, Sui Gas, Water supply, Drinking Water, Street Lights, Parks, carpeted, roads, Masjids etc. in sold area are very well available and the residents are enjoying all these facilities which can be verified by site visit.

(b) As per report of Society Layout Plan of Jinnah Garden Phase-I Was approved from Capital Development Authority (CDA) on 09-04-2011 comprising the area of 2548.6 kanals. The said Layout Plan was cancelled / withdrawn by CDA in 2018 due to violation by the Ex-Managing Committee and the subject matter is currently sub-judice. Basic facilities such as Electricity, Sui Gas, Water supply, Drinking Water, Street Lights, Parks, carpeted roads, Masjids etc. in old area are available.

(c) The Managing Committee of the Society is accountable on such failure. As per report of Society the current Managing Committee has already submitted the LOP of Jinnah Garden Phase-I Extension in CDA after completion of all codal formalities. After approval of LOP all amenities will be provided to the members.

(d) As stated above.

Minister for Defence (Mr. Pervez Khattak): (a) Fazaia Housing Scheme Aviation City Kamra is a Welfare Project of Pakistan Air Force. The Project is in its initial stage and Government Sanctioning of the Housing Scheme/ Society is under process with Tehsil Municipal Authority (TMA) Attock and relevant Revenue Authorities. After obtaining the NOC from the concerned Tehsil Administration, requisite fee will be deposited in the Government treasury and society will be sanctioned by Distt. Administration, Attock.

(b) Lay-out plan of the project has also been submitted to concerned government agency(s), which will be approved along-with sanctioning of the project by Distt. Administration.

(c) the reasons of non removal of buffalo farmyards from the area of Gali No.7, Ghousia Chowk, Chaklala Cantonment Board, Rawalpindi uptil now;

(c) the time by which possession of said plots will be handed over to original allottees after clearance; and

Minister for Interior (Sheikh Rashid Ahmed): (a) As per approved Layout Plan there are 242 plots in Block-A allotted to members of Society and are in possession of Society. However physical possession of these plots will be handed over to allottee members on completion of development work once development is completed and plots are earmarked.

(b) As above. 15 (c) Expected time of completion of development work is 01 to 1-1/2 years provided that all allottee members shall pay their development charges well in time.

(d) Allotment to these members was made as per approved Layout Plan under the law.

70. *Ms. Nasiba Channa:

(a) whether the CDA is going to open the new residential sectors in Islamabad, in the near future; and

(b) the time by which said sectors will be opened?

Minister for Interior (Sheikh Rashid Ahmed): (a) CDA has opened new Residential Scheme, Park Enclave Phase-III, in the recent past. CDA is presently focusing on development of stalled residential sectors that were opened many years ago like Sector E-12, I-12, I-15 and C-15. Development Works are in progress in these sectors. It has also been planned to take up the work on new sectors / schemes like C-14, C-16, D-13, E-13 and Park Enclave-II.

(b) Not Applicable.

71. *Ms. Shahida Rehmani:

Will the Minister for Inter-Provincial Coordination be pleased to state:

(a) whether it is a fact that the protective measures regarding Covid-19 were not taken during PSL-6; if so, the reasons thereof; and

(b) whether it is also a fact that during Covid-19, commercial shoots were also took place in the same ground where PSL-6 matches played?

16 Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza): (a) PCB has informed that prior to PSL 6, in 2021 PCB has successfully staged cricket series in Pakistan against Zimbabwe (3ODIs and 3T20s in Oct./Nov. 2020) and South Africa (2 Tests and 3T20s at Karachi, Rawalpindi & Lahore in Jan./Feb. 2021) and 188 Domestic matches involving 255 participants with no incidence of COVID-19. Protective measures regarding Covid-19 were used for these series.

These protective measures were further enhanced and updated into “Bio Secure Protocols/Regulations” for the PSL 6 matches in February and March and circulated to all participants. A copy of the Bio Secure Protocols/ Regulations which were put in place for the PSL 6 event are attached as Annexure ‘A’.

Unfortunately, due to some positive cases emerging a collective decision was taken on 4 th March 2021 by the PCB and the PSL Franchises to postpone the remaining matches to a later date. It has now been agreed to re-schedule the remaining PSL 6 matches in June 2021.

The Bio Secure Protocols/Regulations for the June 2021 event have been further revised and made more stringent in consultation with various experts, including experts on infectious diseases, sports sciences, Army medical directorate with input from GHQ, and M/S Restrata, with aim of mitigating risks and avoiding any un-fortunate incident which can cause disruption to the tournament.

(b) Digital Media Campaigns for the PSL 6 were shot prior to the PSL 6 matches commencing whilst taking precautions and protective measures related to COVID-19. The crews involved in these campaigns followed the testing and isolation protocols put in place as well and were part of the Bio-Secure Bubbles with their respective PSL teams.

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state: 17 (a) whether it is a fact that Workers Welfare Fund have been spent out; if so, province-wise details and in particular of Hyderabad, during the last five years; and

(b) the total numbers of the workers and those with break-up registered with EOBI alongwith number of workers who are registered in Hyderabad?

Minister for Overseas Pakistanis and Human Resource Development: (a) The devolution of Workers Welfare Fund is under consideration in Council of Common Interests after 18th Amendments However, the CCI in its meeting held on 23-12-2019 inter-alia has decided that “Workers Welfare Fund shall remain with the Federal Government till such time a mutually agreed mechanism is developed”.

Provincial Assembly Sindh has passed bill namely “Sindh Workers Welfare Fund, Act, 2014” Which has repealed “Workers Welfare Fund Ordinance, 1971” to the extent of Province of Sindh, and budget will be presented to newly created Sindh WWB. Hence no demand by Board for release of funds was received since then.

(b) Total number of workers registered with EOBI as on 25th May, 2021 are 9,070,246 and 218,311 workers are registered in Hyderabad region. 18 73. *Ms. Shamim Ara Panhwar: Will the Minister for Interior be pleased to state: (a) the time by which construction of new Parliament Lodges sector in G-5 for the Members of Parliament will be completed; (b) what is the total number of rooms in the new Parliament Lodges; and (c) the detail of expenditures incurred on the said lodges?

Minister for Interior (Sheikh Rashid Ahmed): (a) Construction of new Parliament Lodges sector in G-5 for the members of Parliament will be completed on 30-12-2022 approx, subject availability of funds under PSDP. (b) Total number of rooms in the new Parliament lodge are 104. Besides this, Five hundred (500) servant quarters were to be constructed out of which 100 rooms for servant have been constructed and handed over to the concerned quarter. (c) Total cost of the project (Parliament lodges) is Rs. 2728.45 million. So far Rs.1292.898 million has been incurred on the construction of infrastructure which is 47% of the project cost.

74. *Ms. Nafeesa Inayatullah Khan Khattak: Will the Minister for Interior be pleased to state: (a) the criteria being observed by CDA for allotting land for agro- farming; and (b) the names of those individuals/buyer, who have been allotted lands on lease for the last 30 years? Minister for Interior (Sheikh Rashid Ahmed): (a) The criteria being observed by CDA for allotting Lands for Agro Farming; and the names of those individuals/ buyers, who have been allotted Land on lease for last 30 years at Annexure-A. In last 30 years, total 151 agro forms has been alloted.

(a) the percentage of work on Peshawar More to New Airport, Islamabad Metro Bus project completed, so far; and

(b) the time by which remaining work will be completed?

Minister for Interior (Sheikh Rashid Ahmed): (a) Physical Progress of NHA Scope is around 95% work is completed.

(b) After completion of Infrastructure works by NHA, 8-months would be required for the Installation of Automated Fare Collection System, Security Surveillance System, IST System, BSS, AVL including construction of Command & Control Centre and procurement of Buses etc.

76. *Moulana Abdul Akbar Chitrali:

Will the Minister for Interior be pleased to state:

(a) the total number of NADRA employees at present; and

(b) the total number of officers working on deputation alongwith the details of their salaries separately?

Minister for Interior (Sheikh Rashid Ahmed): (a) At present, 13,946x employees are working in. NADRA. Moreover, NADRA also hires staff for different projects for a specific task and for a certain period.

(b) Presently, 4x officers are working on deputation. Details attached as Annex-A.

Will the Minister for Overseas Pakistanis and Human Resource Development be pleased to state: 20

(a) whether it is a fact that the incumbent Government has recently Launched its Digitalization drive for the Welfare of Overseas Pakistanis; if so, its details thereof; and

(b) the detail of procedure through which the overseas Pakistanis can take the benefit from such drive?

Minister for Overseas Pakistanis and Human Resource Development: (a) OPF has initiated a number of schemes and projects for the welfare and wellbeing of overseas Pakistanis and their families back home. The existing schemes are continuously being revised including digitalization of services to make them more efficient in service delivery for the benefit of the overseas Pakistanis working abroad and their dependents living in Pakistan. Details of services digitalized for the overseas Pakistanis are as follows;

1. OPF Membership:

In order to facilitate overseas Pakistanis, online application (https:// www.opf.org.pk/opf-membership/) for OPF Membership has been launched on OPF website: https://www.opf.org.pk/ to facilitate overseas Pakistanis w.e.f., 24-03-2019. The overseas Pakistanis can launch their web application now at a click of a button. Further, they can deposit membership fee in OPF account through online interbank transfer in OPF’s IBAN account irrespective of their physical location. In addition to the already existing applications being received in person, email and through Pakistan Missions abroad.

2. Foreign Exchange Remittance Card (FERC):

Application for issuance of FERC has also been revamped on the same digital platform viz-a-viz OPF Membership Card. Applicants can launch their applications along-with supporting remittance transactions/details on https://www.opf.org.pk/foreign-exchange-remittance-card/.

Another facility recently launched is priority delivery of OPF Membership/FERC through DHL on prescribed applicable charges for swift delivery, payable by the applicant in addition to the official delivery channel of Ministry of Foreign Affair’s diplomatic bag for overseas. 21

3. Online Complaint Managements System (OCMS):

OPF has revamped the existing system and developed a new Online Complaint Management System (OCMS) by re-organizing and strengthening the facility for convenient and fast track lodging and redressal of complaints. The new system is more efficient and prompt in service delivery. Overseas Pakistanis now have the convenience to submit their complaints and inquiries through online system. The system generates a unique complaint ID for tracking of complaints. The said system is fully compatible with Pakistan Citizen Portal (PCP) of Prime Minister’s Performance Delivery Unit (PMDU) and Call Sarzameen of Ministry of Overseas Pakistanis & HRD.

In continuation of revamping/digitization initiative, focal persons have also been identified in all the offices of IGP’s at provincial level including Azad Jammu & Kashmir (AJ&K). An Overseas Desk has also been established at Model Police Station, F-6, Islamabad for early resolution of the complaints of overseas Pakistanis and their families.

4. OPF Covid Emergency Cell:

Pakistan was amongst the 180 plus countries dealing with the corona virus pandemic. The Government of Pakistan took un-precedented steps to counter the effects of Covid-19 crisis, along-with facilitating overseas Pakistanis stranded/living abroad due to closure of Pakistanis airspace and travel restrictions imposed by the host governments especially in Gulf Coordination Countries (GCC). ‘Emergency Cell’ was established in OPF on the direction of Special Assistant to the Prime Minister on Overseas Pakistanis & HRD. The said Cell assisted overseas Pakistanis and their families by responding to their queries and extending maximum possible assistance to them. The said Cell responded to well over 15,410 telephonic/WhatsApp calls and approximately 19,928 messages from overseas Pakistanis stranded abroad for provision of relief/facilitation in coordination with Pakistani Missions abroad.

5. OPF Financial Aid Scheme:

Under the scheme, OPF provides financial assistance to the destitute families in the event of death or disability of an overseas Pakistani, while working abroad or a period of three years from the permanent return to Pakistan. This 22 is one-time non-refundable grant aimed to help the bereaved family to overcome their initial financial problems soon after the demise or disability of their earning members.

To facilitate families/disabled overseas Pakistanis application issuance/ receipt record has been digitalized for transparency and disbursement of financial aid on fast-track i.e., on first come first serve basis.

(b) The details of procedures are available on OPF website: https:// www.opf.org.pk/ through which the overseas Pakistanis can benefit from the welfare schemes/facilitation. Further, for ease of access OPF website’ has also been revamped with dedicated links and detailed information in English and Urdu on each scheme. In addition recently launched schemes are prominently displayed on OPF website for attention of overseas Pakistanis.

78. *Dr. Mahreen Razzaq Bhutto:

Will the Minister for Interior be pleased to state:

(a) the walls have been erected illegally around a grave situated in Street No.176, G-13/3, Islamabad;

(b) if so, the action taken by the Capital Development Authority, Islamabad to demolish the said illegally structure?

Will the Minister for Interior be pleased to state:

(a) the population of Islamabad in the respective years here in after mentioned and the total number of buses provided respectively for carrying the dead bodies to the graveyard in year 2000, 2010 and 2020, separately;

(b) whether it is a fact that due to increase in population and uniform desired number of said buses are not available for poor citizens; 23 (c) the details of budget allocated for purchase of new buses during current year; and

(d) the time by which new buses will be purchased?

Minister for Interior (Sheikh Rashid Ahmed): (a) Population of Islamabad has increased manifold. However, the total number of buses in the years is as follows:

2000 02 buses 2010 03 buses 2020 03 buses

(b) The aspect of not providing facility to poor’s in not correct as the main reason is that the burial facility is provided to the residents of Islamabad 24/7 on first come first serve basis.

(c) No fund has been allocated for purchase of new buses during the current FY-2020-21.

(d) Last time one (01) coffin carrier / Bus was purchased in the year 2007. Austerity policy of the Government affects MCI for purchase of new buses as 02 buses were purchased in the year 1990 and year 1965 which have outlived their life.

Decision required to be taken:—

Required three new buses as all these may result in a severe accident or any disaster. Case for purchase of new buses was initiated in the year 2013 which is pending.
