Will the Minister In-charge of the Climate Change be pleased to state:

(a) whether it is a fact that the high level of lead and arsenic found in the Indus River bodies;

(b) whether it is also fact that water of said River is being contaminated with the said chemicals;

(c) if the answers to parts (a) and (b) above are in the affirmative, the steps taken by the Government in this regard?

227. *Sahibzada Tariq Ullah: (Deferred during 29th Session)

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the steps taken by the Government for promotion and development of the present tourists spots in the country during the last three years; and

(b) whether there is any proposal under consideration of the Government to establish new tourist resorts in the country; if so, the locations thereof? 2 Minister In-charge of the Cabinet Division: (a) The following steps have been taken for promotion of tourism in the country during last three years:

1. To involve youth of country and promotion of tourism in the country, PTDC launched Tourism Friends Club.

2. PTDC singed MoUs with University of Management and Technology and King Edward Medical College for joint promotion of tourism in the country.

3. MoU signed with Northern Areas Transport Corporation for promotion of tourism in GB.

4. Induction / replacement of fleet in Pak-India Bus Service

5. Repair / maintenance of existing PTDC Motels and facilities.

6. Reopening of PTDC restaurant at Daman-e-Koh, .

7. Restarting of – Naran Tourist Coach Service.

8. Continuous promotion of PTDC facilities and tourist attractions through social media network.

9. Organizing handicraft bazaar at main PTDC Motels.

10. Marketing of Tourism Products and Services through SMS Service.

(b) PTDC is working on Federal level. After 18th Constitutional Amendment, the subject “Tourism” was devolved to Provinces and the Ministry of Tourism at Federal Level was dissolved. PTDC was attached with IPC Division and subsequently, with Cabinet Division w.e.f. 21st July 2014. As a result thereof, development funds for PTDC have been suspended.

As an initiative to promote and develop tourism in the country, several new projects are under consideration / implementation:

“ Tourist Facilitation Centres in Islamabad, Gilgit, Karachi and Nankana Sahib at a cost of Rs. 103.754 million (detail at annex-II) 3

“ Proposal for construction of Tourist Resorts at Naltar Valley, Mansehra, Haripur and Tarbela

Execution of the projects will, however, be initiated on allocation of funds.

45. *Ms. Nafeesa Inayatullah Khan Khattak: (Deferred during 30th Session)

Will the Minister for Climate Change be pleased to state:

(a) whether there is any proposal under consideration of the Government to undertake a study on Climate implications of coal to gas substitution in power generation; if so, the details thereof; and

(b) the steps taken by the Government to reduce the methane emissions from coal mining activities?

Minister for Climate Change: (a) There is no proposal under consideration with Ministry of Climate Change to conduct a study on climate implications of coal to gas substitution in power generation. However, Ministry of Climate Change has conducted the National Impact Assessment Programme (NIAP) and developed EIA guidelines for coal fired plants in Pakistan. Please find attached the report of this exercise (Annex-I).

(b) Government of Pakistan has approved National Climate Change Policy (NCCP) which has identified mitigation actions with the purpose to reduce all Green House Gases (GHG) emissions including methane. However, mining is a provincial subject and activities related to it are conducted by respective / provincial mining departments.

97. *Ms. Suraiya Jatoi: (Deferred during 30th Session)

Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Government to establish more vocational training institutes in the country? 4 Minister for Federal Education and Professional Training: After 18th constitutional amendment, the education subject has been devolved to the provinces. However, this government has evolved National Technical Vocational Education and Training (TVET) Policy 2015 in consultation with provinces industry and stakeholders which emphasizes on establishment of modern and state of the art TVET institutes. Moreover; following new initiatives have been taken on are under consideration:—

i. “Vocational Secondary School” has been setup through National Education Foundation (NEF). Wherein, Technical and Vocational Education will be incorporated alongwith the general education to provide pass outs with qualification to enable them to join job market. Under this initiative, the target population is out of school children. This model will be replicated in federal areas for further adoption by provinces.

ii. Establishment of five world class and state-of-the-art Centers of Excellence in each provincial headquarters under TVET Reform Support Program (through NAVTTC). These centers will be offering demand driven training in marketable trades in collaboration with industry.

iii. Up-gradation of National Training Bureau into Center of Excellence (through NAVTTC). This center will be a model institution to provide high quality TVET graduates to local and international job market. Moreover; this center will also offer skills training for producing high quality instructors.

iv. Establishment of National University for Skill Development (NUSD) at Federal Capital and Universities for Skill Development at Provincial level at least one in each Province.

Will the Minister for Federal Education and Professional Training be pleased to state the steps being taken by the present Government to bring back those Pakistanis who have received modern education in latest fields of knowledge from abroad?

Minister for Federal Education and Professional Training: Pakistanis sent abroad by the Higher Education Commission (HEC) on Scholarships to get modern education in the latest filed of knowledge are legally bound –as they undertake a bond to return and serve Pakistan with HEC before leaving, submit collateral (property documents) and two guarantors- to come back and served Pakistan. In addition, Government of Pakistan through HEC has introduced various programs to attract Pakistani intellect from abroad.

“ Interim Placement of Fresh PhDs (IPFP) Program:

IPFP Program provides an excellent opportunity to fresh Pakistani Ph.D scholars graduated from abroad to join Pakistani Institutions as a full time university faculty member. The detail of the programme is attached at ANNEX-I.

“ Short Term Foreign Faculty Hiring Program (STFFHP)

Under STFFHP Program, Pakistani public sector universities/Degree Awarding Institutes (DAIs) invite expatriates/Ph.D scholar from a reputed universities/research organizations abroad to serve in Pakistani Universities/Institutions for a period of one to two semesters. The detail of the program is attached at ANNEX-II.

“ Visiting Scholar Program (VSP)

Under VSP program, Pakistani public sector universities/ DAIS invite expatriates/Ph.D scholars from a reputed universities/research organization abroad to serve in Pakistani Universities/Institutions for a period of 02-08 weeks. The detail of the program is attached at ANNEX-III.

Will the Minister for Railways be pleased to state:

(a) the maximum speed of passenger and freight trains separately at present; and

(b) whether there is any proposal under consideration of Government to increase the said speed?

Minister for Railways (Khawaja Saad Rafique): (a) The maximum permissible speed of express trains on some sections of ML-1, running with Chinese coaches is 120 KMH. The maximum permissible speed of freight trains running with bogie stock (08 wheeler wagons) is 80 KMH.

(b) There is a proposal under active consideration of the Government to completely up-grade and re-vamp the track infrastructure of ML-1, in Phases, as a result of which the speed would be raised to 160 KMH for the passenger train in three phases.

2. *Ms. Sajida Begum:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that heart transplantation is being done in the Pakistan Institute of Medical Sciences, Islamabad; if so, since when?

Minister In-charge of the Capital Administration and Development Division: At present heart transplantation facility is not available in the Cardiac Center, PIMS, Islamabad.

3. *Mrs. Shahida Rehmani:

Will the Minister for Information, Broadcasting and National Heritage be pleased to state the steps taken by the Government to promote the Pakistani culture internationally?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid):

Pakistan National Council of the Arts (PNCA)

PNCA has taken the following steps for promotion of Pakistani culture abroad. 8 i. Seven (7) Cultural Troupes have been sent abroad for projection of Pakistani Culture. Details given at Annex-I.

ii. Four (4) Foreign Cultural Troupes have visited Pakistan and held performances at Islamabad and Lahore as per details given at Annex-II.

iii. The Federal Government has signed 9 (nine) MOUs/Agreements of Cultural Exchange Programmes with seven countries, 15 MOUs/ Agreement for Cultural Exchange Programmes between different countries are under process. Details of the MOUs/Agreements for Cultural Exchange Programmes can be seen at Annex-III.

iv. In addition, PNCA has also conducted programmes in collaboration with Foreign Embassies as per details given at Annex-IV wherein Pakistani and foreign artists performed.

National Institute of Folk and Traditional Heritage (Lok Virsa)

“ In the past Lok Virsa has sent artisan and fold Dancers/Folk singers and musicians abroad to promote Pakistani culture internationally.

“ Lok Virsa also live webcast Lok Mela to promote Pakistani culture internationally.

“ In the past, Lok Virsa has organized International Folk Festival at Islamabad and Gilgit to promote Pakistani Culture Internationally.

“ Iranian artisans demonstrate their skills at Lok Virsa.

“ There is a potential to exchange our cultural programmes internationally and arrange cultural activities on the National Days at International level to promote Pakistani culture.

External Publicity Wing (EP Wing)

The External Publicity Wing of the Ministry also taken steps to promote Pakistani culture by projecting the various cultural events organized in the Pakistani Missions abroad through its Press Wings, operating in these Mission.

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the steps taken by the Government so far to regularize the services of daily wages staff of the Federal Directorate of Education?

Minister In-charge of the Capital Administration and Development Division: The following steps have been taken so far to regularize the services of daily wages staff of Federal Directorate of Education:

“ Smooth conduction of interview of the daily wage employees by the Committee under the chairmanship of Mr. Hasseb Ather constituted on the directions of .

“ Following proposals have been forwarded to PM office through CA&D Division:

¾ Powers may be delegated to the Committee for Regularization (Mr. Haseeb Ather’s Committee) by amending its TORs to consider regularization of FDE employees from BS-16 and BS-17.

¾ Powers may be delegated to the Committee under chairmanship of Joint Secretary (Education), CA&D Division to recommend cases for regularization of FDE employees from BS-01 to BS-15 to the Committee for Regularization (Mr. Haseeb Ather’s Committee)

5. *Ms. Nighat Parveen Mir:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the names of Government Hospitals in Islamabad where Bio-Metric System has been installed to ensure the timely arrival and departure of employees of said hospitals? 10

Minister In-charge of the Capital Administration and Development Division:

“ The Bio-Metric System has already installed in FGPC, NIRM, and Capital Hospital (CDA). The Bio-metric Systems in these Hospitals are fully functional and the data regarding arrival and departure of employees of all the sections/departments is properly being monitored and maintained through this system.

“ Regarding PIMS the project of Biometric fingerprint attendance system has been started and completed in Children Hospital (PIMS/ SZABMU) on 1st January, 2016. The tender has been invited for Biometric system/ up-gradation of data center/Security surveillance system for installation in the other components of PIMS, Islamabad, in the Daily express on 04-02-2016.

Will the Minister for Climate Change be pleased to state the steps taken by the Government to control floods in future?

Minister for Climate Change: Federal Flood Commission (FFC) of Pakistan and Provincial Irrigation Departments are responsible for prevention and mitigation of floods. Early flood warning, weather forecasts, weather warnings / alerts is responsibility of Pakistan Meteorological Department (PMD) and Federal Flood Forecasting Division (FFD) which is a subordinate department of Pakistan Meteorological Department. National Disaster Management Authority, Provincial Disaster Management Authorities (PDMAs) and District Disaster Management Authorities (DDMAs) are responsible for flood lighting and response. Flood protection plan was prepared in consultation with Ministry of Water and Power and presented for Council of Common Interest (CCI) on 25th March, 2016 and pending before (CCI) for final approval.

9. *Dr. Shazia Sobia:

Will the Minister In-charge of the Cabinet Division be pleased to state the names of skill development programmes launched under the Benazir Income Support Programme since 01-01-2013?

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the quota raeserved for Doctors and Post Graduate students hailing from Sindh in Hospitals and Medical Institutions functioning under the administrative control of the Capital Administration and Development Division?

Minister In-charge of the Capital Administration and Development Division: The quota reserved for doctors having from Sindh is 19% (11.4% Sindh Rural and 7.6 % Sindh Urban). However, the selection of Post Graduate students made on merit basis, in the all Federal Government Hospitals under the administrative Control of Capital Administration and Development Division.

11. *Ms. Suraiya Jatoi:

Will the Minister In-charge of the Aviation Division be pleased to state whether there is any proposal under consideration of the Government for renovation and extension of existing building of Karachi Airport and to improve standard of services at said Airport in order to bring it at par with other international airports in the country?

Minister In-charge of the Aviation Division: “There is a plan under consideration for construction of two satellites each with provision of 08 boarding bridges, up-gradation of Main and Secondary Runways up-gradation of CNS infrastructure and existing satellites etc., alongwith Cargo Village with capacity of handling 300,000 Metric Tonnes per annum”.

12. *Ms. Belum Hasnain:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the total number of foreign qualified Ph.D teachers attached with the public sector Universities in the country at present alongwith the subjects being taught by them;

(b) the total number of Pakistanis sent to foreign Universities therefor during the last five years; and 15 (c) the time by which said Pakistanis will come back to render their services for the country?

Minister for Federal Education and Professional Training: (a) A total of 1798* i.e. one thousand seven hundred and ninety eight foreign qualified Ph.D. teachers are working in public sector universities across the country at present. The University-wise detail is at ANNEX-I and University-wise list of subjects being taught by them is at ANNEX-II.

(b) A total of 1797 i.e. one thousand seven hundred and ninety seven Pakistanis have been sent to foreign universities for Ph.D. during last five years. 13. *Ms. Belum Hasnain:

Will the Minister for Climate Change be pleased to state:

(a) the functions and responsibilities of the Ministry after the Constitution (Eighteenth Amendment) Act, 2010; and

(b) the steps taken by the Ministry in collaboration with the Provincial Governments to cope with climate change especially to eliminate water logging and salinity in respective provinces during the tenure of the present Government?

Minister for Climate Change: (a) Functions assigned to the Ministry of Climate Change in terms of Rules of Business, 1973 after the Constitution (Eighteenth Amendment) Act, 2010 are as under:

“ National policy, plans, strategies and programmes with regard to disaster management including environmental protection, preservation, pollution. ecology, forestry, wildlife, biodiversity, climate change and desertification.

“ Coordination, monitoring and implementation of environmental agreements with other countries, international agencies and forums.

(b) Pakistan is among those countries which are most vulnerable to climate change, as this poses a major threat to food, water and energy security in the country. In view of the importance of the climate change issue, Government of Pakistan had approved National Climate Change Policy (NCCP) in 2012 to ensure that climate change is mainstreamed in the economically and socially vulnerable sectors of the economy and to steer Pakistan towards climate resilient development.

The National Climate Change Policy contains specific recommendations for the water sector, which is one of the important sectors in the context of climate change. To ensure focused implementation of NCCP, a framework has also been developed consisting of short and long term targets. As climate change is a cross cutting issue, the role of Ministry of Climate Change in this regard is to coordinate the implementation of NCCP in consultation with concerned Ministries / Departments at federal / provincial levels. 17 The Implementation Framework (2014-2030) of NCCP contains priority, short term, medium term and long term actions of mitigation and adaptation of climate change impacts in the country. Threats due to salinity and water logging and its impacts on agricultural land and food are as under:

i. Deterioration of productive agricultural land areas due to water logging and salinity is a major threat to food security in the country.

ii. Soil erosion due to water and wind is universally recognized as a serious threat to productive agricultural land.

iii. Water and wind erosion is the direct consequence of climatic parameters of high-intensity, rainfall, wind-velocity and higher temperatures.

iv. The northern mountainous region suffers from unfavourable soil and moisture regime, thereby causing soil erosion. Similarly arid regions of Punjab (Cholistan), Sindh (Tharparker) and Balochistan (Chaghi Desert and sandy coastal areas) are affected by wind-erosion.

14. *Ms. Shamas Un Nisa:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the total number of cars in the Pool of the Cabinet Division at present alongwith the frequency of usage of the said cars; and

(b) the average monthly fuel and maintenance expenditures thereof at present?

Minister In-charge of the Cabinet Division: (a) There are thirty five (35) cars of different makes, types and models in the pool of Cabinet Division. These vehicles are provided to Ministries / Divisions and Departments for the use of State Guests, Members of Foreign Delegations and VIPs visiting Islamabad on need basis and on written requisitions. The vehicles remain in use during the whole year for such duties, however, frequency of usages depends upon the visiting delegations / dignitaries.

(b) Average monthly expenditure on fuel and maintenance of these vehicles is Rs. 0.7 million and Rs. 1.1 million respectively, 18 15. *Ms. Shamas Un Nisa:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the prescribed criteria for appointment of members of Boards of Directors of Public Sector Enterprises of the Division; and

(b) whether the present members of the said boards fulfill the said criteria?

@16. *Mr. Muhammad Muzammil Qureshi:

Will the Minister In-Charge of the Cabinet Division be pleased to state:

(a) the prescribed mechanism for the cellular companies to provide the services of 3G & 4 G Technologies in the rural areas;

(b) whether it is a fact that said companies are charging the consumers of said areas without providing such services;

(c) if so, whether there is any penalty prescribed in the agreement made with the said companies to make them accountable therefor and the prescribed procedure to challenge the said penalty; and

(d) the steps being taken by the Government to bound said companies to provide said services in the rural areas of the country?

Minister In-Charge of the Cabinet Division: (a) 4 Next Generation Mobile Services (NGMS) licenses were awarded to CMPak (Zong), PTML (Ufone), PMCL (Mobilink) and Telenor on 22nd May 2014. All NGMS licenses are required to provide NGMS services rollout in 4 phases as per NGMS license (Annex-A attached). Rollout beyond the license obligations is as per individual operator’s technical and commercial feasibility. —————————————————————————————— @Tranferred from Information Technology and Telecommunication Division. 19 In addition to the rollout obligation, the licensees are under obligation to contribute 1.5 % of this gross revenue to Universal Service Fund (USF), which is responsible for the coverage of under served and un-served areas of the country. (b) 3G/4G services launched by CMOs in 2014 are still not available in most of the rural areas since Roll out obligations as per License Conditions allows CMOs certain time period to reach out to rural areas, hence no amount is being charged from the subscribers where services are not available. (c) At the time of issuance of NGMS licenses, performance bonds amounting to a total of USD 15 million each have been taken from all NGMS licensees. NGMS licensees are required to extend their rollout as per the rollout obligation given in license clause 3.2, In case any NGMS operators fails to meet the rollout obligations, performance bond can be encashed by PTA. (d) In addition to the reply given in para (a) above, the areas where it is not commercially viable for operators to roll out their networks and offer services, the Govt. provides subsidy on reverse auction basis through open competitive bidding through USF being managed by MoIT. 17. *Mr. Muhammad Muzammil Qureshi:

Will the Minister In-charge of the Cabinet Division be pleased to refer to Starred Question No.11, replied on 12-02-2016 and to state:

(a) the prescribed criteria of the Pakistan Bait-ul-Mall (PBM) to provide financial assistance for marriages;

(b) whether the PBM entertained such applications; if so, the name of beneficiaries to whom financial assistance has been provided during the last one year alongwith the details thereof; and

(c) the steps being taken by the Government to formulate a comprehensive policy to assist the people who need financial assistance for marriages of their children?

Minister In-charge of the Cabinet Division: (a) Pakistan Bait-ul-Mal does not provide financial assistance for marriages.

(b) Since Pakistan Bait-ul-Mal does notprovide financial assistance for marriages, hence PBM has not entertained any application for the grant of financial assistance for marriages during the last one year.

(c) Policy not yet formulated. 21 18. *Dr. Nikhat Shakeel Khan:

(a) whether it is a fact that the technical training assistance programme regarding education, professional and technical training is not being implemented; if so, the reasons thereof; and

(b) the steps being taken by the Government to improve the said programme?

Minister for Federal Educational and Professional Training: (a) Technical Training Assistance Program regarding technical and vocational training is being implemented by the National Vocational and Technical Training Commission (NAVTTC) through Prime Minister’s Youth Skill Development Programme (PMYSDP), Hunarmand Pakistan Program and TVET Reform Support Programme.

(b) The following steps are being taken to improve the said programs:—

“ Involvement of Industry in developing Competency based training qualifications.

“ Forming Sector Skills Councils (SSCs) through industry to support the TVET Sector.

“ Recognition of Prior Learning (RPL) and Recognition of Current Competencies (RCC) workforce in informal sector.

“ Training of Trainers and capacity building of technical and vocational training institutes.

“ Launched TVET Policy in 2015.

“ Establishment of National Skill Information System (NSIS).

“ Organized Skills Competition and Job Fairs.

“ Established Job Placement Centre at NAVTTC HQs. 22 19. *Dr. Nikhat Shakeel Khan:

Will the Minister In-charge of the Aviation Division be pleased to state:

(a) the steps taken by the present Government to regulate safety of air traffic and enhance performance of the Airport Security Force; and

(b) the targets achieved in persuance of the PIA’s revival plan of the present Government?

Minister In-charge of the Aviation Division: (a) and (b) PIA has been suffering financial losses since 2005. Present Government hasintroduced following revival plan to achieve required targets in order to improve the overall performance of PIAC:—

(i) Injection of Rs. 16 billion in 2014 to PIAC for making outstanding payments to their vendors.

(ii) Injection of US$ 52 million in 2015 for Acquiring 15 aircraft on dry lease.

(iii) Approval of additional GoP Guarantees from June, 2013 till date is Rs. 28.8 billion against loans obtained by PIA.

(iv) Besides above:—

“ Reduction in the overall financial loss in 2015 as compared to 2014. In fact PIA has achieved operational profit of Rs. 2.83 million in the first quarter of 2015 as compared to 1st quarter of 2014.

“ Fleet modernization; induction of 18 fuel efficient aircraft in PIA fleet; reduction in the average fleet age from 16 to 10 years. Current fleet is comprised of 36 aircraft.

“ Route rationalization; closure of loss making international/ domestic routes, saved Rs. 1.2 billion and introduction of additional flight on economically viable routes. 23

“ On time performance of flights has been improved from 66% to 84%.

“ Establishment of PIA Training Centers at Lahore, Nawabshah, Swat, Rawalpindi, Peshawar & Quetta that enables availability of 1200 engineers/technicians after every 2 to 4 years in future.

“ Closure of offline international stations, saved Rs. 61 million.

“ Shifting/Reduction of office space abroad, saved Rs. 87 million.

“ HR Rationalization/Right sizing; saved Rs. 29 million.

20. *Ms. Naseema Hafeez Panezai:

Will the Minister for Information Technology and Telecommunications be pleased to state the province and year-wise projects launched under the head of Universal Service Fund during the last three years alongwith the present status thereof separately?

Minister for Information Technology and Telecommunications: Universal Service Fund (USF) is utilized for providing access to Information and Communication Technologies (ICTs) services to people in the un-served, under- served, rural and remote areas. Requisite details of projects launched during last three years are attached at Annex-I. 24 25 26 27 (C) USF SPECIAL PROJECTS:

ICT for Girls: Women Digital Empowerment Program has been planned to equip young girls at Bait-ul-Mal Women Empowerment Centers (WECs) with the skills of computer programming to enhance employment opportunity. USF has partnered with Microsoft to establish state of the art computer labs in women empowerment centers of Bait-ul-Mal and train them with computer skills.

(D) Universal Telecentres:

Setting up of 500 Universal Telecentres (UTCs) across the four provinces of Pakistan have been planned. Each UTC will act as a resource center that will provide public access to ICT services primarily for the people in un-served and under-served areas of Pakistan.

21. *Ms. Naseema Hafeez Panezai:

Will the Minister for Federal Education and Professional Training be pleased to state whether there is any proposal under consideration of the Government to establish a Women University Campus in Balochistan; if so, when it will be implemented?

Minister for Federal Educational and Professional Training: Yes, Sardar Bahadur Khan (SBK) Women University has proposed its two sub campuses, one at Naushki and the other at Khanozai (Pishin). The University has been advised to get necessary approval from its statutory body and chancellor’s office, Once approved, the sub campuses will be established in 2016-17 & 2017-18 respectively. At the moment, Sardar Bahadur Khan (SBK) Women University, Quetta is the only female university in the province providing quality education.

22. *Ms. Tahira Aurangzeb:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that initially there was a proposal to construct an under ground passage from Parliament Lodges to Parliament House; and 28 (b) whether it is also a fact that construction work has not been started thereupon so far; if so, the reasons thereof?

Minister In-charge of the Capital Administration and Development Division: (a) It is correct that in late 90’s a proposal to construct an underground passage from Parliament Lodges to Parliament House was considered.

(b) However, the same could not materialize, keeping in view the peculiar nature of the under ground services network and other technical details.

23. *Ms. Tahira Aurangzeb:

Will the Minister In-charge of the Aviation Division be pleased to state the steps being taken by the Government to make service quality of the Pakistan International Airlines as per international standard?

Minister In-charge of the Aviation Division: Following some key steps has been taken by the Government/PIAC to improve the performance/ service quality of the airline:—

“ The average age of fleet has also been reduced presently to 10 years which will further reduce to 8 years after grounding of above 20 years old A-310. 29 B. ENGINEERING

“ PCAA has granted approvals PCAA ANO 145&147 leading towards EASA-147(European Aviation Safety Agency).

“ A project for replacement/up-gradation of Business Class Seats on B777 aircraft has been introduced which will further improve the premium product on long haul routes.

C. MARKETING

“ Additional flights have also been scheduled to increase international/ domestic operations on viable routes.

“ PIA has entered into Code Share agreement with Etihad Airlines.

D. PASSENGER HANDLING SERVICES (PHS)

“ PIA has introduced SMS service to inform the passengers about flight schedul.

“ A very effective baggage identification system WTR (World Tracer Management) has been introduced.

“ Technical Ground Support has been revamped to provide improved service to passengers.

E. FLIGHT SERVICES

“ Developmental training of cabin crew was carried out in collaboration with Qatar Airways, whose constant monitoring and assessment is being done on the basis of their performance.

F. RATIONALIZATION OF HR AT FOREIGN STATIONS

“ A detailed study was carried out for the rationalization of Human Resource especially at foreign stations. In the light of recommendations steps were taken to rationalize the manpower at foreign stations according to work load. 30 G. OTHER INITIATIVES

“ In line with Prime Minister’s Youth Development Programme, besides Karachi, Training Centers established at Lahore, Nawab Shah, Swat, Rawalpindi, Peshawar and Quetta.

“ Opening of Multan, Faisalabad and Sukkar training centers are under process.

“ PIA is fully adhered to “ZERO TOLERANCE ON CORRUPTION”.

24. *Ms. Zahra Wadood Fatemi: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that the standard of newly developed do not match with the standard of the earlier sectors; if so, the reasons thereof; and

(b) the steps taken by the Government to provide all the basic facilities in the said newly developed sectors?

Minister In-charge of the Capital Administration and Development Division: (a) No, it is not correct that there is any difference of standard between newly developed sectors and leather developed sectors of Islamabad. In fact, sectors under development (D-12, E-12, I-12, C-15) are developed on much improved and advanced planning standards/parameters.

(b) CDA ensures that all new developed sectors are equipped with basic facilities e.g. road network, drainage, sewerage, water supply, electricity, Sui gas and allied facilities. All such services / facilities are acquired / planned as per construction/ development of sector.

25. *Ms. Zahra Wadood Fatemi:

(a) whether it is a fact that 200 students sent abroad by the Higher Education Commission (HEC) on Ph.D scholarship out of them did not come back;

(b) if so, the action taken by HEC against them?

Minister for Federal Education and Professional Training: (a) No, only 126 PhD Scholars out of 5934 i.e. five thousand nine hundred and thirty four PhD scholars sent abroad by Higher Education Commission (HEC) for PhD studies have not returned to date. The detail is at ANNEX-I.

(b) As per SOPs approved by the National Scholarship Management Committee (NSMC), if a Scholar is found in breach of bond/dead/agreement undertaken with HEC, the following actions are taken against absconder:

“ Scholarship is cancelled by HEC.

“ Expenses incurred on the scholar plus a penalty up to 25% is imposed/recovered from the scholar and/or guarantor as per process at ANNEX-II.

HEC has cancelled the scholarship of 126 Scholars and filed cases against defaulters in the court of law accordingly. The legal proceeding are underway.

(c) Privatisation of PIAC was not the only solution due to which the Government opted for the best course of action to make PIA a profit and service oriented entity by converting the same from a statutory body functioning under the PIAC Act, 1956 to a corporate body registered under Companies Ordinance 1984. This would invite strategic partnerships and provide PIAC, as well as the prospective strategic partner, the necessary freedom & flexibility to operate the Airline as a company whose governance vests in the Board of Directors.

(d) Government considered options other than privatization and after due diligence, PIA conversion bill 2016 has been approved by the Parliament on 11th April 2016. After passing of the same the Government may attract strategic partnership/investor by floating some of its shares in the open market. 36

29. *Dr. Fozia Hameed:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) whether there is any proposal under consideration of the Government to rationalize allocation of business amongst the Ministries/Divisions for efficient service delivery, good governance and improving performance of the Federal Government;

(b) if so, the latest updates in this regard; if not, the reasons thereof?

Minsiter In-Charge of the Cabinet Division: (a) In terms of rule 3(3) of the Rules of Business, 1973 the business of the Government is distributed among the Divisions. However, as per proviso to the aforesaid rule, the distribution of business may be modified fromtime to time by the Prime Minister. Moreover, relevance of the subject to a Division is kept in view while assigning functions to Divisions and each Division conducts the business of the Federal Government in a distinct and specified sphere and declared as such by the Federal Government.

(b) The Prime Minister has constituted a Cabinet Committee on Restructuring (CCOR). The CCOR inter-alia reviews the administrative structure of Ministries / Divisions for the identification of overlapping functions and to takes steps for rightsizing the Ministries / Divisions with the aim to improve their efficiency. Recently, on the direction of the Prime Minister, certain subjects / functions of various Divisions of the Federal Secretariat have been transferred from one Division to another. The Capital Development Authority and National Health Information Resource Centre were transferred from Cabinet Division to Capital Administration and Development Division and National Health Services, Regulations and Coordination Division respectively. The subject of Human Settlements was recently transferred from Housing and Works to Climate Change Division. Moreover, Ministry of Law, Justice and Human Rights has also been bifurcated into two Ministries as Ministry of Law & Justice and Ministry of Human Rights. Similarly, Inforrnation, Broadcasting and National Heritage Division has been bifurcated into two Divisions i.e Information & Broadcasting Division and National History & Literary Heritage Division. Rationalization in the business of a Division is a continuous process for efficient service delivery, good governance and improving performance of the Federal Government. 37 30. *Ms. Aisha Syed:

Although, routine maintenance work through departmental labour is carried out, however, the condition of road requires rehabilitation including repair/ replacement of road structure at various locations.

(b) Tender for rehabilitation of IJP Road have been called through print media. Tenders have been opened on 22-03-2016 and work will be completed within 06 months.

(a) whether it is a fact that tender for development works of Sector E-12, Islamabad has been called;

(b) if so, whether the development works of said Sector have been started;

Minister In-charge of the Capital Administration and Development Division: (a) Yes, it is a fact that tender for development of Sector E-12 only to the extent of construction of Service Road (West) of Sector E-12/2 has been called. 4 (b) Tender for development/ construction of Service Road (West) of Sector E-12/2 shall open on 12-04-2016. Development work on ground shall start after opening of tender and completion of codal formalities/awarded of contract.

(c) Development work is likely to start by the end of April, 2016, upon opening of tender on 12-04-2016 and completion of codal formalities in this regard.

Will the Minister for Information, Broadcasting and National Heritage be pleased to state the prescribed criteria of the Press Information Department for advertisements in the Print and Electronic Media?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): According to Schedule II, Item 16, Sr. 6 (i) Rules of Business, 1973, Sr. 6 (i) the policy regarding Government Advertisement; control of advertisement and placement is the responsibility of the Ministry of Information, Broadcasting & National Heritage / Press Information Department, Islamabad (Annexure-I). The Government Centralized Advertisement Policy as prescribed in Chapter 1 of the Common Services Manual, Vol-I, 1997 is being implemented in letter and spirit while releasing Government Advertisements to print media by this Department (PID) (Annexure-II). Electronic Media claims are being processed by PID in light of decisions in tandem with Centralized Advertisement Policy of the Federal Government w.e.f. 26-08-2011 (Annexure-III) and (Annexure-IV). For this purpose, Electronic Media claim documents consisting of Media plan of client department, Transmission Certificate(s) of TV Channels and invoices of Advertising Agencies are thoroughly scrutinized.

In addition, an area measuring 17.5-Acres in Sector (H-9) has been leased-out to Punjab Metro bus Authority for Metro Bus Terminal.

During construction of project, following trees were removed/shifted/ transplanted from the project site.

Minister for Climate Change: The vulnerabilities arising out of climate change are:

1. Considerable increase in the frequency and intensity of extreme weather events, coupled with erratic monsoon rains causing frequent and intense floods and droughts.

2. Increased silting of major dams caused by more frequent and intense floods as well as loss of watershed through deforestation.

3. Rising temperature resulting in enhanced heat and water-stressed conditions, particularly in arid and semi-arid regions, leading to reduced agricultural productivity and threat to human life by excessive heat exposure.

4. Increased intrusion of saline water in the Indus delta, adversely affecting coastal agriculture, mangroves and breeding grounds of fish.

5. Threat to coastal areas due to projected rise in sea level and increased cyclonic activity due to higher sea surface temperature. 6 6. Increased health risks and climate change induced migration.

The above threats may lead to major survival concerns for Pakistan, particularly with reference to country’s water, food and energy security.

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that funds have been allocated to lay sewerage lines/system in Sector I- 14, Islamabad; if so, the details; if not, the reasons thereof?

Minister In-charge of the Capital Administration and Development Division: Development work with respect to laying of sewerage lines/ system in Sector I-14, Islamabad has already been completed in year 2009.

The works started in year 2007 and got completed in year 2009 at the cost of Rs. 95.90 (Million).

As laying of sewerage lines/system has been completed and handed over to City Sewerage Division, no new allocation of funds have been made for current financial year 2015-16.

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that 8

funds have been allocated for construction of road and installation of street lights in Sector I-14, Islamabad; if so, the details; if not, the reasons thereof?

Minister In-charge of the Capital Administration and Development Division:

Road:

Funds amounting to Rs. 39.007(M) have been allocated for following work on account of Construction/ Maintenance to be executed in sector I-14.

1. Construction of remaining VRs in I-14 Islamabad. Rs. 20.00 (M)

2. Rehabilitation of approach road from GT road to Hajj Complex in I-14/3. Rs. 9.507(M)

3. Rehabilitation of MRI/ 2, 2/3 in I-14/3, Islamabad. Rs. 9.500 (M)

Cost estimate have already been prepared and work will be executed in this year subject to issuance of expenditure sanction by finance wing CDA.

Street Lights:

Fund for installation of street lights in sector I-14 have not been allocated. However, an estimated provision of Rs. 261.445 Million has been made in the revised PC-I for the scheme. Once scheme is approved and funds are allocated, Street Lights shall be installed after due tendering process/ codal formalities. 12. Mr. Sher Akbar Khan: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that there is no proper arrangement of sanitation in Sector I-14, Islamabad; if so, the reasons thereof Minister In-charge of the Capital Administration and Development Division: It is admitted that no Sanitation Services are being provided presently in Sector I-14, because the development work in this sector is still in progress and there is no sufficient infrastructure for transportation of solid waste and further there are few houses constructed in this sector. As soon as the starting infrastructure in sector I-14 is completed the Sanitation Services would be provided by CDA. 9

13. Mr. Siraj Muhammad Khan:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that the construction work of road from G. T. Road to Sector D-12, Islamabad has not been completed so far; if so, the reasons thereof; and

(b) whether it is also a fact that the will serve as a bypass for traffic coming from the Khyber Pakhtunkhwa thereby and reduce load on the Kashmir Highway?

Minister In-charge of the Capital Administration and Development Division: (a) Yes, it is a fact that construction work of road from GT Road to sector D-12 Islamabad has not been completed so far.The project got delayed due to litigation by Contractor, M/s Rakhashani Builder and subsequent arbitration on the directions of Islamabad High Court.

(b) Yes, it is fact that Margallah Avenue will serve ( as a Bye Pass for Traffic coming from Khyber Pakhtunkhwa and will also reduce traffic load on Kashmir Highway.

14. Mr. Siraj Muhammad Khan:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that no Model College for Boys/Girls has been constructed in Sector I-9, Islamabad so far;

(b) if the answer to part (a) above is in the affirmative, whether there is any proposal under consideration of the Government to construct a Model College for Girls in said Sector; if so, when it will be implemented?

Minister In-charge of the Capital Administration and Development Division: (a) No Model college for Girls has been constructed in Sector I-9 so far. However an institution upto Higher secondary level recently (renamed as Islamabad Model College for Girls I-9/1) is imparting quality 10 education to the residents of sector I-9 whereas Islamabad Model School for boys (VI-X) I-9/4 has been catering educational need of the boys students.

(b) There is no such proposal under consideration to construct a Model college for Girls in Said Sector.

15. Mir Aamir Ali Khan Magsi:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether funds have been allocated to metal roads and to lay sewerage lines in Muhammadi Town, Sohan, Islamabad so far; and

(b) the time by which the development works will be started in the said Town?
