200. *Ms. Aasiya Nasir: (Deferred during 41st Session)

Will the Minister for Interior be pleased to state:

(a) the steps taken by the Ministry during the tenure of the present Government to upgrade Madrassas/Seminaries in Capital Territory; and

(b) the number of Madrassas/Seminaries to which development funds provided for its up-gradation?

Minister for Interior (Mr. Ahsan Iqbal): (a) The requisite information regarding up-gradation of Madrassas/Siminaries in Islamabad Capital Territory does not relates to Auqaf Directorate, Islamabad, therefore the reply may kindly be treated as NIL.

(b) The subject matter relates to Ministry of Religious Affairs & interfaith Harmony and Education Department under the Madrassas Reforms.

24. *Ms. Aisha Syed: (Deferred during 44th Session)

Will the Minister for Interior be pleased to state the steps being taken by the Government to control Child Labour in Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): The ICT Administration is codifying following four new Labour Laws with the help of I.L.O, Ministry of Overseas Pakistanis and Human, Resource Development, Law & Justice Commission of : 2

1. Draft “Employment and Services Condition Act” 2. Draft “Occupational Safety & Health Act” 3. Draft “Trade Union Registration & Industrial Relations Act” 4. Draft “Workers Social Security, Welfare & Compensation Act”

Draft of two laws i.e (i) Employment & Services Conditions Act and (ii) Occupational Safety & Health Act have been approved by the Ministry of Overseas Pakistanis and Human Resource Development and same was forwarded to the Ministry of Interior for onwards submission to the National Assembly for legislation.

The next meeting will be held in next week in the Ministry of OP&HRD to finalize the other two draft laws i.e (i) Trade Union Registration & Industrial Relations Act and (ii) Workers Social Security, Welfare & Compensation Act.; according to International Labour standards.

A separate court has also been constituted in ICT Administration for speedy trial of Labour challans in August 2016.

A Vigilance Committee is working under the supervision of Deputy Commissioner, ICT, Islamabad to protect the child Labour on brick kilns. A sub-committee was also constituted for survey of Child & Bonded Labour in ICT comprising Mr. Zahid Niazi, Deputy Director (NCPC), Islamabad and Mr. Amer Naveed, Labour Officer, Labour Welfare Department, ICT, Islamabad.

Four teams i.e One Labour Officer and Three Labour Inspectors of Labour Welfare Department, ICT, Islamabad are constituted for inspection under various Labour laws including child Labour. They regularly visit their respective areas and prompt action is taken against the violators.

The existing laws do not cover the domestic worker. Therefore, ICT Administration cannot inspect the Children working in the houses. However, four separate bills have been placed before the Parliament on Child Protection & Domestic Worker.

89. *Sheikh Salahuddin: (Deferred during 44th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that sectarian hatred and violences are being spread in the country through Print, Electronic and Social Media; and 3 (b) whether there is any proposal under consideration of the Government to formulate a national policy thereof; if so, when it will be implemented; if not, the reasons thereof?

Will the Minister for Interior be pleased to state:

(a) the rates of meat, milk, fruits and vegetables approved by the Capital Development Authority (CDA) for the consumers of Islamabad Capital Territory during the last three years alongwith the year-wise details thereof;

(b) whether it is a fact that some shopkeepers are over charging in violation of CDA’s approved rates;

(c) the mechanism being adopted by the CDA to enforce those rates; and

(d) the number of shopkeepers/persons arrested for violation of said regulations during the said period?

Will the Minister for Interior be pleased to refer to the Starred Question No.228 replied on 18-08-2017 and to state the total number of fire extinguisher helicopters with Islamabad Fire Brigrade at present?

Minister for Interior (Mr. Ahsan Iqbal): No fire extinguisher Helicopters are available with Islamabad Fire Brigade at present. However, in case of wildfire & any other emergency, MO Dte / GHQ through NDMA, is requested for provision of Helicopters.

119. *Ms. Khalida Mansoor: (Deferred during 46th Session)

Will the Minister for Interior be pleased to refer to the Starred Question No.147 replied on 18-08-2017 and to state the average under-ground water level in Islamabad at present? 4 Minister for Interior (Mr. Ahsan Iqbal): The average underground water level in Islamabad is 90 feet.

120. *Ms. Nighat Parveen Mir: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state the number of rented buildings of District Courts and administration in Islamabad at present alongwith the reasons thereof?

Minister for Interior (Mr. Ahsan Iqbal): Eight (8) commercial buildings were hired named 14-R, 14-S,14-T,14-U, 14-F, 14-G, 14-I,14-Q situated at F- 8 Markaz, Islamabad for office accommodation of District Judiciary and ICT Administration. Subsequently, on revamping of District Judiciary and its separation from ICT Administration an additional building was hired at Sector 1-10/3, Islamabad for shifting of Tehsil Office and Food Departments to accommodate the newly established District Courts (East) at F­8 Markaz, Islamabad.

On establishment of , It was accommodated in the building constructed for District Judiciary at sector G-10/1 Mouve Area, Islamabad and District Judiciary remained housed in rented building at F-8 Markaz Islamabad. The ICT Administration was directed by the Islamabad High Court to pay rent of the buildings occupied by the District Judiciary.

It is submitted that after shifting of the offices of ICTA i.e. Chief Commissioner Deputy Commissioner, SSP and Directorate of Agriculture Extension Services, ICT from F-8 Markaz, Islamabad in its own complex situated at G-11/4, Mouve Area Islamabad, the vacated buildings were handed over to the District Judiciary for accommodation of newly established District Courts, Islamabad.

Reasons

All the above buildings have been hired, as no government owned building was available for the offices /department (s) of ICT Administration as well as District Judiciary functioning in Islamabad.

121. *Dr. Mahreen Razaque Bhutto: (Deferred during 46th Session)

Will the Minister for Finance, Revenue and Economic Affairs be pleased to state:

(a) the funds allocated in the budget 2017-18 for small businesses and retailers; and 5 (b) whether it is a fact that the non-essential items being taxed will result to create price hike for consumers?

Minister for Finance, Revenue and Economic Affairs: (a) Finance Division has not allocated funds directly for small businesses and retailers during Current Financial Year 2017-18. However, given the important role played by Small Enterprises (SMEs) in the economic development of the country, Small and Medium Enterprises Development Authority (SMEDA) under Ministry of Industries & Production and have developed policies and schemes for development of SME sector in the country.

(b) The policy of the present Government has been to impose duties/ taxes on non-essential items rather than the essential items. The Government has imposed import duties on non­essential/luxurious items in the budget, with a view to stabilize the economy. This measure would not affect ordinary consumers, as such items are generally used by affluent segment of the society. Moreover, the impact of such duties is that it leads to reduction in demand of such items, or result in shifting consumer trends to locally manufactured products. In addition, this also has a positive impact on foreign reserves and give protection to local industry.

122. *Shaikh Rohale Asghar: (Deferred during 46th Session)

Will the Minister for Interior be pleased to refer to the Starred Question No.228 replied on 18-08-2017 and to state:

(a) the total number of fire extinguishing vehicles with Fire Brigade, Islamabad at present; and

(b) whether state of the art and high stair vehicles are with the Fire Brigade?

Minister for Interior (Mr. Ahsan Iqbal): (a) Thirty Four (34)

(b) Four (4) specialized stair vehicles (2 x 68 meter and 2 x 29 meter) available with Fire Brigade.

125. *Sahibzada Tariq Ullah: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state the steps being taken by the Government to control the shortage of water in Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): The following steps are being taken to control the shortage of water:- 6 (i) The defective Tube Wells / installations are being repaired for smooth supply of potable water to the resident of Capital City.

(ii) Leakages from main conduction lines as well as in distribution network are being repaired as and when noticed to control the wastage of water.

(iii) To meet present shortfall and future water requirement, a sustainable project Conduction of water from Indus River System for & Islamabad in pipeline under considiration. 126. *Ms. Aliya Kamran: (Deferred during 46th Session) Will the Minister for Interior be pleased to state: (a) whether three Water Motors were installed at Sangjani for supply of water to Islamabad; (b) whether said motors are nonfunctional at present; (c) whether warranty of said motors has claimed; if not, the reasons alongwith the actions taken against the responsibles thereof; and (d) the time by which said motors will be repaired; if not, the reasons thereof? Minister for Interior (Mr. Ahsan Iqbal): (a) Yes.

(b) Out of three Motors, two Motors are functional at present. (c) The warranty period of said motors (installed during the year 1999) has already been expired and even they have out lived their useful life as well. (d) The functional motors are supplying water to Islamabad however, a case is under process for replacement of existing motors with new ones.

131. *Ms. Belum Hasnain: (Deferred during 46th Session) Will the Minister for Interior be pleased to state: (a) the location-wise name of Kachi Abadis established in Islamabad so far; (b) whether ownership has been given to residents of the said abadies including the French Colony, Sector F-7 and the Katachi Abadis of Sector F-6, Islamabad; and 7 (c) the steps being taken by the Government to provide basic facilities and improve living standard in those abadies?

Will the Minister for Interior be pleased to state:

(a) the total number of employees including Data Entry Operators, Printing Staff and Support Staff recruited on short term/daily wages basis without any advertisement/examination/ interview/ provincial quota in the Machine Readable Passport/Machine Readable Visa Project alongwith the details of staff including districts/domiciles thereof; and

(b) the names of Assistant Directors and Deputy Directors of Immigration and Passports by whom the above said appointment letters were signed?

Minister for Interior (Mr. Ahsan Iqbal): (a) The list of total employees including Data Entry Operators, Printing Staff and Support,/ Staff recruited on Short Term/ Daily Wages basis without any advertisement/ examination/ interview / Provincial Quota in the Machine Readable Passport/ Machine Readable Visa Project alongwith District of Domiciles is attached at Annex-A.

134. *Mr. Abdul Waseem: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) whether it is a fact that hotel and tandoor owners in Islamabad provide bread to their costumers wrapped in dirty newspapers; if so, the steps being taken to stop the said practice; and

(b) the detail of diseases feared to spread due to the above said practice?

Minister for Interior (Mr. Ahsan Iqbal): (a) It is a fact that the tandoors owners in certain areas particularly rural areas provides bread that is wrapped in newspapers however, such newspapers are by and large clean. 8 The campaign against the sellers of food outlets, bakeries, restaurant and tandoor etc is underway and the details of actions taken are as under:

i. Nos of inspections/visits = 3569 ii. Nos of notices issued = 154 iii. Nos of lectures/Awareness activity conducted = 1165

(b) Most common disease spread through contact of dirty newspapers is human influenza and it may also cause gastroenteritis/cholera and other water borne diseases.

136. *Ms. Aisha Syed: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state the steps being taken by the Government to improve the performance of Police and other law enforcement agencies and to make the Police Department public friendly?

Minister for Interior (Mr. Ahsan Iqbal):

Federal Government

ICT Police, working under the Mol, is the Federal Government component of law enforcement in the federal capital. In order to improve its performance and to make it more public friendly and service oriented the following measures have been adapted:

I. Steps to improve operational capacity/performance

Improving Police station infrastructure

 Improved public service through provision of one window service to citizens by establishing modern reporting rooms staffed by specially selected and trained personnel in 14 police stations.

 Reception officers and Human Rights officers have been appointed in police stations to ensure that professionalism is exhibited in handling public issues.

 A proposal for establishment of modern interrogation rooms is under consideration. 9 Capacity Building

ICT Police regularly conducts courses and training for capacity building of its officers in Police Training School located at ICT Police lines, Islamabad. Courses run include:

 Basic Recruit Training Course.  Lower School Course.  Intermediate School Course.  Refresher Courses, Modules and Practical Policing Courses are being arranged by UNODC.

Establishment of Rapid Response Force (RRF):

 370 personnel of the proposed 1000 strong RRF are in the final stages of training and would ensure a more professional response to tactical emergencies once deployed. Recruitment of the remaining component is in the process.

Welfare

To help improve morale in the force welfare of personnel is being particularly being stressed. Welfare measures include:

 Up gradation of police dispensary in the lines.  Provision of bachelor and family accommodation.  The package offered to police Shuhada of ICT police being further enhanced.

Rewards

Cash rewards are awarded to efficient officers. A Program titled -Cop of the Month has been introduced as an encouragement to police personnel showing extra ordinary performance during each month.

Accountability

Since establishment of the present government under government policy, an effort is underway to erase corruption from top to bottom within the department. Towards this an internal accountability system has been established. A committee headed by a senior officer has been established to initiate departmental proceedings against corrupt personnel within the department. 10 Besides this an on-line complaint cell is already functional in the office of Inspector General of Police, Islamabad and SSP/Islamabad offices. These offices are electronically connected. Citizens registering complaints can submit their applications here and the same are being pursued and entertained accordingly. Enquiries are being held on such applications under relevant provisions of law and delinquent officers are being dealt with departmentally as well as recommended for criminal proceedings to the courts of law.

II. Steps to improve public service and attitude

Establishment of Model Police Stations

 Four (04) Model Police Stations in city zone, 05 in saddar zone. 03 in rural zone and 02 in industrial area zone have been established with special reporting rooms, modern equipment i.e. computers connected with internal working network of ICT Police, fax machines, photocopies. telephones, LCDs, Air Conditioners, CCTV Cameras, fire extinguishers, comfortable and sufficient sitting space are available for public convenience.

After the establishment of model police station the performance of police is satisfactory. However, there is always a room for improvement.

 Reception officers and Human Right officers have been appointed to help the public with their problems.

Community Policing

In order to ensure positive police-public interaction 1CT% Police is focusing on community policing. Various committees with public representation have been established to ensure involvement of citizens in the resolution of local issues. The committees established include: 11

 Central Citizen Committee

 Rescue-15 Committee (RC)  Traffic Committee (TC)  Citizen Police Coordination Committee at Police Stations (CPCC)

Aim of the above Committees are:

 Oversee police-public relations.  Monitor and report irregular and illegal activities in police stations.  Suggest measures to improve police station culture.  Probe non-cognizable cases and to resolve minor ; disputes of civil nature.

Provincial Governments

Various provincial police forces have tendered the following steps taken to improve performance and ensure public friendly service within their jurisdictions:

I. Steps to improve operational capacity/performance

Punjab

 Improved Physical Infrastructure & Technology:

- Introduction of Reception Desk at Police Stations, - Welcoming environment. - Improved technological infrastructure, - Police Station Criminal Record Management System introduced (POLCOM). - Police Complaint Management System (PCMS) developed in collaboration with Punjab Information Technology Board (Punjab)

 Establishment of Dolphin Force against street criminals in Lahore.

 Establishing Police Complaints Centers:

- Registration of complaints through e-mail, SUMS etc. - IT based processing of these complaints. - Ensures a report from the Sub- Divisional Police Officer within 24 hours. - Feedback provided to complainant. 12

 Computerization of Record:

- It based HR Management. - Complaint Management System. - Police Station Record Management.

 IT qualified trained Human Resources (HRMIS).  Computer literate civilian staff recruited.  Introduction of E-correspondence.  as Prompt registration of FIRs.  36 dedicated. Crime Scene Processing Units one in each district of Punjab.  Fingerprint scanning and matching system.  Crime Mapping.  Adopting a proactive strategy for building image & public perception of the police department.  Flow of prompt and correct information to public through media.  Print and Electronic Media Management Unit.  Social Media Monitoring & Handling Unit.  Digital Beat Book for Online Monitoring.  Early Warning Notification System.  CCTV Monitoring of important locations through 8000 cameras at 1800 locations in Lahore.  Establishment of Crisis Management Centers.  Establishment of modern control rooms where video and audio monitoring of events is ensured 24 hours 24/7.  improved Traffic Management.  Different initiatives like Madaris Geo-Tagging Mosque Geo-Tagging, Worship Places of minorities Geo-Tagging Geo Fencing/CDR Analysis. Verification of Afghan Refugees and Biometric Verification of Citizens have been taken.  IT based interventions in Police-Court working.  Lectures by Judges to investigators on monthly basis.  Analysis of quality investigation at subdivision/district level by SP investigation in consultation with District Public Prosecutor and Senior Judge.  Biannual report on the performance of prosecution on improving investigation through their intervention.

Sindh

 Ensuring greater female representation in police by increasing number of women’s police stations and enabling women police officers to 13 register and investigate cases and improving their standards of training.  Promoting specialization, particularly in the areas of Forensic Science and Cybercrime.  Formation and strengthening Counter Terrorism Wings of Police,  Re-build morale, reduce corruption and increase efficiency by are moving corrupt in-efficient officers from police department.  Recruitment and promotion on merit.  Curriculum reform to modernize and improve training with an emphasis on community policing.

Khyber Pakhtunkhwa

 Establishment of an SOS reporting system at, educational and other sensitive establishments for quick and timely response by the Police.  There is no political interference in recruitment and affairs related to the transfer postings. Recruitment process of constables is carried out through National Testing Service, In this way educated and qualified candidates are being recruited.  Establishment of Police Assistance Lines in all districts HQ for reporting cases of serious cases.  Establishment of 06 specialized training, schools to build capacity and bring about a change in behavior.  Establishment of Public Safety Commissions,  The Government passed Police. Act 2017 to ensure no interference in police and to provide legal cover to various reforms and initiatives undertaken during last 04 years.

AJ&K

 Establishing check posts at entry/exit points to check the movement of criminal elements.  Complaint boxes have been fixed in each police station for public complaints.  Tourist Information centers have been established at entry points to facilitate tourists.

Gilgit-Baltistan

 Creation of Counter Terrorism Departments and. Quick Response Forces for timely response and pro­actively confronting terrorism and criminal elements.  Holding of training, courses to ensure professionalism.  Efforts to make police stations more professional. 14

 Creation of specialized units in police departments like High Altitude Rescue Units in GB.  Creation of Special Protection Unit (SPU) for the safety of cargo and passengers on CPEC.  Creation of Women Police Stations (18 throughout Pakistan) to provide police service to women exclusively by women officers- Has been done a long time back.  Conducting twining and workshops in collaboration with the community.

II. Steps to improve public service and attitude

Punjab

 Redressal of Public complaints through IT based system.  Police buildings are being so designed to make them more welcoming to visitors.  Formulation of Police Complaint Centre 8787 in Punjab. Here complaints are electronically registered and monitored with a report from officer concerned within 24 hours. The complainant is provided feedback on progress.

Sindh

 Curriculum reforms initiated to help modernize police training with an emphasis on community policing techniques and procedures  Efforts are underway to make the police publically accountable, operationally neutral, functionally specialized, professionally efficient and responsive to the need of the community.

Khyber Pakhtunkhwa

 Establishment of Dispute Resolution Councils (DRCs) in the province. The DRCs consists of retired police officers, retired Judges retired professors etc. These councils help resolve civil disputes.  Establishment of Police Assistance Lines in every District HQ offering the following services:

a- Theft reporting b- Lost items reporting c- Extortion reporting d- Lost and found children e- Tenant Information Form and Rental Agreement reporting/ information f- Police Security Clearance certificate etc. 15

 Establishment of Police Access Service in the province to provide timely service to the general public through SKIS, Telephone, online post, email and Fax.  The Police launched public liaison Councils (PLCs) in the Province involving the community in maintaining law and order. Law and order as well as functioning of the police force have significantly improved due to these reforms.

AJ&K

 Establishment of Help line 15 at each District Headquarter to ensure timely access of people to police in case of emergency.  Establishment of tourist information centers for the convenience of tourists.  In AJ&K, every individual has easy access to supervisory police officers for redressal of their grievances.

Gilgit-Baltistan

 Creation of Police Community Forums in order to involve community in the matters of implementation of taw.  Establishing Complaint Cells in Police Departments to resolve public related issues.  Establishment of tourist information centers for the convenience of tourists.

139. *Ms. Khalida Mansoor: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) the total area of National Park, Islamabad at present; and

(b) the names of animals and birds available in the said Park at present?

Minister for Interior (Mr. Ahsan Iqbal): (a) Total area of Margallah hills National Park as per notification 1980 is given below, Margallaha Hills range = 3,195 acres

(i) Military Farms Acres = 8,605 (ii) Reserved Forest Acres = 11,610 (iii) CDA Aquired = 10,980 Lands Acres 16 Rawal Lake = 4,698 Acres Shakar Parian = 3,399 Acres

Total Area = 39,231Acres.

(b) The names of animal and birds of Margallah Hills National Park is placed at “Annexure A”.

140. *Mrs. Shahida Rehmani: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state the estimated amount of goods/items being smuggled from Afghanistan and other countries into Pakistan?

143. *Mr. Muhammad Muzammil Qureshi: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) whether the Government has taken any notice of rampant sale of toy guns on different festivals in Islamabad;

(b) if the answer to part (a) above is in the affirmative, whether there is any proposal under consideration of the Government to take action against responsibles thereof; if so, when it will be implemented; and

(c) the steps being taken by the Government to stop the said sale?

Minister for Interior (Mr. Ahsan Iqbal): (a) There is no punitive sectior available in Pakistan Penal Code or any other law for selling of toy gun as an offence. Moreover, there is no ban imposed by the District Administration for selling of such type of toys in open market. However, on 08-09-2017 a request has been sent to District Administration for imposition of ban u/s 144 Cr.P.C. for selling of such type of toys in the open market. After issuance of notification, further action u/s 188 PPC is being initiated against the violators in accordance with law. It is further added that keeping in view the sensitivity of the matter, the shop keepers have been verbally directed not to sell such items to the children as same can lead to any untoward incident. 17 (b) explained above.

(c) In this regard, directions have been passed to all Zonal Superintendents of Police to further instruct, their subordinates to initiate action against the violators as soon as Notification regarding imposition of ban has been issued by the District Administration.

194. *Ms. Naeema Kishwar Khan: (Deferred during 46th Session)

Will the Minister for Interior be pleased to state:

(a) whether the standard/quality of Milk, Juices, Chips (chips food) and Chocolates/Toffees are being checked in Islamabad; if so, the name of department thereof;

(b) the total number of tests for such items conducted by the said department since 01-01-2016;

(c) the name of companies whose products were found substandard during the said period alongwith the details thereof;

(d) the actions taken against those companies;

(e) the total employees/staff deputed for checking said items; and

(f) whether staff of the concerned department ever visited the markets in Islamabad during the said period; if so, the details thereof?

Minister for Interior (Mr. Ahsan Iqbal): (a) The following are responsible to check the quality/standard of milk, juice chocolates/toffees in Islamabad:

i. CDA under Capital Administration & Development Division (CDA), Islamabad. ii. Health Department, ICT iii. Food Department, ICT iv. PSQCA.

(b) 209 milk dairy shops including 12 tank (milk in browsers) suppliers were checked and 32 complaints were submitted in the Court of Law against the owner/proprietor of dairy farms/shops since 01-01-2016 till date, whereas FIRs were lodged against 06 milk in browsers, who were arrested by the Local Police. Detail of samples of Juice, Chocolate and Toffees are as under: 18 Juice 11 Chocolate 03 Toffees 20

(c) 1088 Ltrs of Milk was checked by Lactometer out of which 74610 Ltrs of Milk was found sub-standard and was destroyed on the spot. In this regard, an agreement / MOU has been vetted by Law & Justice Division and is being signed between National Bank of Pakistan (NBP) and Ministry of Interior (Mol), after approval of the competent authority.

(b) The details of expenditure as well as completion time will be calculated once MOU is signed and implemented.

Will the Minister for Interior be pleased to state whether there are emergency exit points in all hotels in Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): It is stated that the matter does not relates to ICT Administration and pertains to CDA. However, ICT Police under the policy of the present government has taken following steps to combat an emergency situation in any hotel within Islamabad: 24 i. On receipt of any information regarding a terrorist incident or emergency i.e. fire, collapse of building, short circuit of electricity etc. all the officers / officials patrolling in the area will reach at the spot and immediately cordon the area. ii. An SOS Call is relayed through wireless and all the quarters concerned are informed to reach at the spot for providing multi type of services required. iii. No irrelevant person will be allowed to enter the place of occurrence and the spot as well as the articles present on spot will be secured. iv. The concerned SHOs will dispatch the injured or dead bodies to the concerned hospital. v. The allied agencies i.e. CDA, Fire brigade, Rescue-1122, WAPDA, PIMS Hospital, Sui Gas, Civil Defense, Bomb Disposal Unit and Forensic Lab will be called for providing emergency services. vi. A detailed contingency plan for handling the major incident of above type has been chalked out and circulated to all concerned for action at their part in case of any emergency.

Minister for Interior (Mr. Ahsan Iqbal): (a) Special teams have been constituted comprising DHO ICT, concerned Assistant Commissioners and Sanitary Inspectors of Health Department, ICT to start special campaign against food adulteration in samosas, pakoras and jalabi shops in the Islamabad. The team is supervised by Additional Deputy Commissioner (G) ICT for effective coordination and speedy action. As such no complaint has been received so far by the Health Department, ICT. If in future any complaint is received, the department will take necessary action. The team of Health Department, ICT regularly visits the samosas, pakoras, jalabi shops and food outlets etc and give instructions regarding wrapped the samosas, pakoras and jalabies in clean papers/envelopes. 25 (b) The detail of disease likely to be spread to consumer:

i. Loose Motion/Diarrhea. ii. Vomiting. iii. Acute respiratory infection. iv. Hepatitis A&E type (jaundice)

Officers having experience and good competency are deputed at second check counters.  For PIA direct flight to Europe and North America, FIA Officers alongwith PIA Task Force staff-examine travel documents of the passengers at boarding gate just before entering into aircraft.  Training sessions by foreign Immigration Liaison Officers are also arranged at regular intervals for capacity building of FIA Immigration Officers.  Immigration Officers also make use of online visa verification links for verification of the visas such as VFS https://www. vfsvisaonline .com/onlinetracking/onlinetr acking.aspx for South Africa, http:// pf.emigrants.ypes.gr/pf for Greece, https://www.eserve.com.sa/ VVSWeb/actions/chang eLang.do? lang=e&action=vvs for Saudi Arabia etc.  Use of advance technology like

• Integrated Border Management System (IBMS) at all FIA Immigration Check posts (Entry / Exit Points). • Edison System for forgery detection. • UV Light, Magnifying Glass, Scanners, Cameras, Video Spectral Comparator etc. • CCTV Camera • FIA staff can verify the travel history of passenger from IBMS and Compare passenger with live pictures in system in case of any doubt of impersonsation

AT INSTITUTIONAL LEVEL:

 Establishment of Anti Human Trafficking Circles and Police Stations in 05 FIA Zonal Directorates to investigate and prosecute illegal migrants / travelers.  Establishment of Research & Analysis Centre (RAC) at FIA HQ for thrashing out the latest trends and latest routes being adopted by human smugglers / traffickers.  Case Management System (CMS).  24/7 FIA helpline for complaints and support.  FIA Link/Liaison office in Sultanate of Oman.  To curb human smuggling/trafficking through porous border the Government of Pakistan established an Inter-Agency Task Force (IATF) in 2005 to coordinate the efforts of different Agencies especially on Pak-Iran border to curb human smuggling/trafficking 27 through porous western border. The increased coordination between the IATF member agencies has resulted in 17647 interceptions in the least 03 years.

AT POLICY LEVEL:

 Zero tolerance policy at all Immigration Check posts.  Placement of names and particulars of human traffickers /smugglers in BL / Passport Control List and on ECL.  Temporary blockage of CNIC of Proclaimed Offenders (Agents/ Human Smugglers).  Approached Election Commission of Pakistan in order to know the last place of casting votes to ascertain present whereabouts of absconding agents / human smugglers.  Approached Head of Compliance of Banks for temporary blockage of bank accounts of Proclaimed Offenders (POs).  A countrywide crackdown on human smugglers and traffickers has been initiated since 18.11.2015. FIA is making hectic efforts for identifying agents, facilitators and master minds of illegal immigrants and rackets involved in such heinous crimes. The results of this special campaign are very encouraging as 3446 such accused have been arrested in this special campaign, during the said period.  In order to coordinate national efforts against human trafficking and illegal migration a National Action Plan was adopted on 12th December 2005 and Strategic Framework (2016-2020) was prepared with the help of UNODC and all stakeholders which is approved by Government of Pakistan. The strategy for implementation is being devised.

 With the help of UNODC police sensitization training are being conducted to sensitize the Police and increase awareness on issues related to (Human Trafficking and Migrant Smuggling (HTMS) amongst civil society.

68. *Dr. Nafisa Shah: (Deferred during 47th Session)

Will the Minister for Finance, Revenue and Economic Affairs be pleased to state:

(a) whether it is a fact that fine has been imposed by the United States of America on the Habib Bank Limited; if so, the reasons thereof;

(b) the steps taken by the Government in this regard; and

(c) how will it impacts our banking system?

Minister for Finance, Revenue and Economics Affairs: (a) Yes, a fine of USD 225 Million has been imposed by New York State Department of Financial Services on HBL New York Branch mainly on account of weaknesses noticed in risk management and compliance of Bank Secrecy Act/Anti Money Laundering and inadequate screening and due diligence of the transactions conducted by the customers of HBL New York Branch.

(b) In continuation of SBP’s supervisory strategy, SBP engaged bank’s board of directors and the senior management through various meetings in which HBL was advised to assess and monitor the risks associated especially with overseas operations of the bank. HBL was instructed to address and resolve issues in the areas of Risk Management, Compliance especially Anti Money Laundering- Combating the Financing of Terrorism. Moreover, from March, 2016 HBL was also advised to submit to SBP monthly updates for compliance of the orders issued by US regulators as mentioned above. HBL reported timely compliance of various requirements as laid down in the orders. Further, SBP engaged US regulators to have an insight into the supervisory concerns of US regulators.

(c) The above mentioned regulatory action has caused financial and reputational loss for HBL. However, this action may not have pecuniary impact on overall banking sector in Pakistan. Nonetheless, it may cause some reputational risk for Pakistani banks having international presence that may result into close monitoring by respective host regulators. 29 69. *Ms. Shahida Akhtar Ali: (Deferred during 47th Session)

Minister for Statistics (Mr. Kamran Michael): (a) Yes, it is fact that some political parties and experts have raised their reservations regarding merit and accuracy of data.

(b) As regard the steps taken by the Ministry to address the concerns of experts and political parties regarding merit and accuracy of the data/results of sixth Population and Housing Census-2017, the PBS had taken following measures:- 30 • PBS briefed the Technical Committees appointed by the Provincial Governments at PBS Hqs and gave them detail briefing about the procedure adopted for accuracy of Census results. No specific observations or evidences for under / over coverage of the population in the census process have been quoted by these groups. The Political parties and government of Sindh, however, raised criticism over the average annual growth rate of Karachi city in comparison to Lahore city. Some quarters also raised the disparity between the population of Sindh Urban and Sindh Rural. These issues have been thoroughly explained to the Members of Sindh Technical Committee. The Members were informed that high growth rate in population observed during Census 2017 in Lahore city was only due to definitional problem. The Government of the Punjab during December, 2015 enhanced the Urban limits of Lahore city by declaring urban of all localities falling in the jurisdiction of Lahore District. Moreover, two union council of Kasur District were also included in the urban limits of Lahore City. Whereas the government of Sindh has not expanded the urban limits of the Karachi city in the recent past except urbanizing few Dehs of Karachi. Apart from the above, the average annual growth rates of both the cities is in line with the historical trends observed in the past censuses. • As for as under coverage of Sindh province is concerned the PBS has quoted reports of various national and international organizations who estimated the population of Karachi city and Sindh Province. According to NIPS projections for the year 2017, total population of Pakistan was reported as 202,934,302 which is near to the population figures quoted in Census-2017. In addition, the projected population of Sindh province has been reported as 47,580,974 which is close to the population reported in Census-2017 i.e. 47,886,05. • Moreover, according to World Urbanization report published by UN Agency the population of Karachi city has been quoted as 16,126,000 which is quite close to the population of Karachi city recorded in Census 2017 as 14,910,352. • The Punjab Urban Unit developed population estimates for few major cities of the country. According to them, Population of Karachi city and Lahore city is 15.023 million and 10.592 million, respectively, which also supports the population figures released by PBS in Census- 2017 as for Karachi city 14.910 million and Lahore City 11.126 million. • PBS also explained and briefed the general public as well as experts through electronic and print media and the questions/objections of such persons were responded in various talk shows, • PBS also gave press briefing to the media about the transparency and accuracy of Census results and issue raised from different forums were explained in the press conferences. 31 • PBS briefed the Senate Standing Committee on Statistics Members of the National Assembly on the accuracy of Census results. • PBS is replying to the Senate / National Assembly questions, motions and calling attention notices wherein the questions about the Census results are being responded with concrete proofs.

Minister for Interior (Mr. Ahsan Iqbal): (a) The study regarding conduction of water from Indus River (Tarbela Dam) and or Jhelum River to Islamabad was initiated in 2005, however, the final feasibility for the project was completed during the year 2009, wherein the Consultants have recommended the Siran pocket of Tarbela Dam Reservoir on Indus River (not Ghazi Barotha Dam) as the most feasible source of water supply to Islamabad as well as Rawalpindi.

(b) Progress on the said project remained pending for a long time due to deferment of its PC-I and PC-II by the competent forum till availability of River Indus water apportionment for the project. Although, the decision regarding water allocation for Rawalpindi had been received in 2011, however, the water apportionment for Islamabad has been received during the year 2016. 40 Upon receipt of the water allocation from the competent forum i.e. the Council of Common Interests (CCI), the estimates for land acquisition have been obtained and the Consultants have been requested for revision of the PC-I.

Minister for Interior (Mr. Ahsan Iqbal): (a) It is not fact. Islamabad Fire Brigade Service -have the capability to handle all type of emergency situation. During last five years, more than 11364, fire & rescue calls received and managed effectively in Islamabad as per Annex-A.

(b) The CDA/MCI is already working to enhance and modernize the Emergency Service in Islamabad. PC-I of four (4) Fire Substations has already been approved for Islamabad.

Will the Minister for Statistics be pleased to state the steps taken by the Government since June, 2013 to control the unprecedented population growth in the country as it has increased manifolds over the last two decades as per recent census results?

Minister for Satistics (Mr. Kamran Michael): The subject question relates to Population Welfare Department. The mandate of Pakistan Bureau of Statistics is “Production of reliable, authentic, timely and transparent statistical data compatible with the needs of the economy and socio­economic development requirements of the nation”. Population of Pakistan, according to provisional summary results of Census-2017, comes out to be 207.77 million as compared to 132.352 million recorded in Census-1998. Average annual growth rate has been observed as 2.40 over Census-1998-2017 against 2.69 observed during 1981-1998. A decline of 0.29 in population growth rate has been observed at national level. (b) The Rawal Dam is under the Administrative control of Small Dam Organization, Irrigation Department, Government of the Punjab with regard to fish mortality, ICT Administration, registered an FIR No.132/17 in PS Secretariat, Islamabad on 14-07-2017 against miscreants living around the Rawal Dam and involved in illegal Fishing. These people were involved in fish mortality (Copy attached). In the light of above FIR, Police arrested which were later acquitted by court. Following steps have been taken by ICT administration for avoiding recurrence of incident:-

(i) Staff of Fisheries Department, ICT and Small Dam Organization was deployed round the clock for watch and ward of the Rawal Dam. (ii) Small Dam Organization was advised to erect a fence around the lake which is being under way. (iii) The water of Rawal Dam is supplied to the residents of Rawalpindi by WASA after proper treatment for making it potable.

Minister for Interior (Mr. Ahsan Iqbal): Pakistan has recently developed a National Counter Extremism Policy which is now under implementation. The policy tackles issues of intolerance, extremism in all forms. While pursuing implementation of 20-Points National Action Plan. (a) whether it is a fact that a number of corruption cases relating to Grand Hyatt Hotel, Islamabad have been investigated by the Federal Investigation Agency (FIA) since 01-01-2013; if so, the details thereof; and

Minister for Interior (Mr. Ahsan Iqbal): (a) Case FIR No. 10/2017 dated 02-05-2017 P.S FIA/SIU Islamabad is under investigation by a team of FIA/CCC Lahore. This case is a result of enquiry initiated on a source report. The enquiry remained under different circles of FIA Islamabad and the same was transferred to FIA Lahore in December 2015. Upon writ petition No. 32/2016 filed by the accused Abdul Hafeez Sheikh, the enquiry was stayed by the Honorable Islamabad High Court, Islamabad on 23-02-2016 and the same was vacated on 24-04-2016.

In the investigation it came to the light that M/s BNP Pvt. Ltd. committed crime with the active connivance of CDA officers.

The accused obtained wrongful gain to the tune of Rs. 25 Billions approximately by causing huge financial loss to the Govt. Exchequer by way of committing fraud, forgery, criminal breach of trust in personation and misuse of official position etc.

Statements of the witnesses have been recorded. Concerned record of CDA, BOP and Colliers International has been taken into possession.

On the request of FIA, FBR has obtained the data of the purchasers of the luxury apartments and directed the concerned Regional Offices to initiate action against the purchasers who have not declared these apartments or declared the same by showing less value in their Tax returns.

Investigation is in progress. 45 (b) Still no amount has been recovered by FIA but Capital Development Authority (CDA) has taken possession of land measuring 13.4 Acre valuing 30 Billions approximately.

Minister for Statistics (Mr. Kamran Michael): The Population and Housing Census-2017 was started on 15th March 2017 and completed on 24th May, 2017 throughout the country. 46 PBS has compiled Provisional Summary Results containing Total number of Males, Females, Transgender and Total population alongwith urban / rural breakdown at National, Provincial and Administrative Districts level from REN-2 Forms (summary sheet) developed for each enumeration block. The provisional summary results have been completed and disseminated/released as per decision of CCI in its meeting held on 25th August, 2017.

As far as compilation of data according to age group is concerned, this information is only available in the ICR Form-2 which will be compiled after complete scanning and data processing of these forms. The PBS has started scanning and data processing of ICR Form-2 pertaining to each census block received from the field. There are around 43.5 million ICR Forms which are being scanned. The target date set for preparation of final census results is end April, 2018. The age group wise data of Census-2017 including children of 5 to 16 years of age will be available by that date.

Minister for Finance, Revenue and Economic Affairs: In accordance with the statutory provisions of the State Bank of Pakistan (SBP) Act, 1956, SBP makes an objective review of economic developments, and sometimes provides policy guidance on various issues on a quarterly basis. While doing so, SBP identifies macroeconomic challenges being faced by the country, evaluate the effectiveness of existing policy measures, and highlight room for improvement. 47 In this regard, recent SBP’s reports have shown concerns on several issues including persistent energy shortfalls, widening trade and fiscal deficits, and low productivity in agriculture and industrial sector.

The Government is already aware of these concerns, and continues to take policy initiatives to counter these challenges. For example, export promotion packages and regulatory duties on luxury imports aim to arrest the growing trade deficit, while initiatives to broaden the tax net would contain the fiscal shortfall. Similarly, improvement in supply of electricity has increased the operational efficiency of the industrial sector. Lastly, aid packages and lower excise duties on tractors would help farmers to increase crop yields.

The policy is uniform for all field offices, however, the calculation of pension for actual disbursement may vary depending upon the entitlement of each eligible employee.

(b) The list containing the names, addresses and pension amounts being paid / disbursed to the widow pensioners of deceased employees from SBP- BSC Sukkur Office is at Annex-A.

(c) The calculation of pension for actual disbursement may vary depending upon the entitlement of each eligible employee. Minister for Privatization (Mr. Daniyal Aziz): The complete list of nationalized units is not available, however partial list of the same is placed at Annex-A, as Nationalization exercise was conducted during 1972 to 1977, under following Orders / Ordinances:

(a) Economic Reforms Order, 1972 51

Pursuant to the above-mentioned orders, the then Ministries of Industries and Natural Resources, Finance, and Commerce etc., nationalized the private sector units, falling in their domain.

Moreover, the Privatisation Commission, pursuant to Privatisation Commission Ordinance, 2000, is primarily responsible for planning, managing, implementing and controlling the privatisation program of the Government, since its inception in 1991. 52 53

i. Target areas where suspension of Mobile Phone service is required.

ii. Duration of suspension (from date & time – to date & time).

iii. The letter should clearly mention Cellular Service which is intended to be blocked such as GSM / 3G / 4G and CDMA Services. 55 2. MOI issued instructions for jamming of mobile services/internet to PTA for 9th and 10th of Muharram 2017, (Annex-I) and on 20th Safar 2017, on occasion of Chehlum (Annex-II) on the respective recommendation of Home and Tribal Affairs Department, Government of Balochistan (Annex-III).

3. Moreover PTA vide their letter dated 06-10-2017 (Annex-IV) has stated that on the instructions of security agencies the data services (3G & 4G) are closed in the districts of Awaran, Kalat, Pishin, Kharan, Dalbadin, Kech and Chaman City since 21st February, 2017 till further orders. No instructions have been issued by this Ministry to block/jam the Internet services in various districts of Balochistan under reference.

4. It may be added that the Law Enforcement agencies have taken special measures to improve Law and Order situation in the Province of Balochistan. As soon as the security situation improves, problems with the internet service will also be fixed.

The supply to residents of Block No. 2 Category-IV, G-10/4 is normal in general, however, in the month of February, 2017, supply of water from Khanpur Dam source was affected due to closure of Left Bank Canal on account of annual de-silting. After restoration of supply from Khanpur Dam Source, the supply of Sector G-10 including the aforementioned Block is normal and at par with the other blocks.

The Society tried its level best to purchase land from the owner of 12 kanal land, namely Qazi Sultan but the owner is demanding payment of 56 kanals of land which is illegally occupied by him.

(b) Against the illegal possession of Qazi Sultan the J&KCHS has filled a case in the Civil Court, Islamabad “J&KCHS vs Qazi Sultan” in March, 2015. Till now 14 hearings of said case have been held.

(c) An inquiry is under process against the present and ex-office bearers of the said society.

(d) The inquiry is underway and will be completed shortly.

(e) The inquiry is still undergoing, hence the information is nil.

Will the Minister for Interior be pleased to state the actions taken against FIR No.109 and NC No.26 lodged on 06-04-2016 and 08-06-2016 respectively in I-9 Police Station, Islamabad?

Minister for Interior (Mr. Ahsan Iqbal): As per reports of concerned SHOs the case wise detail of criminal cases is as under:

CASE FIR NO. 109 DATED 06-04-2016 U/S 489-F PPC P.S. I- AREA, ISLAMABAD.

Brief facts of the case are that on 06-04-2016, the complainant of the case namely Mazhar Ali Sial submitted a written application in the Police Station Industrial Area, Islamabad mentioning therein that the accused namely Faiz Muhammad S/o Faqir Muhammad issued to him a Cheque No.10099577 amounting to Rs. 90000/- regarding rent of land and upon presentation of the said cheque in the concerned bank the same was dishonored due to insufficient amount in the Account of the accused and requested for registration of criminal case against the proposed accused and recovery of his amount. Upon receipt of this application the above captioned case was registered and investigation was carried out by local police.

SALIENT FEATURES OF INVESTIGATION:

 After registration of the case, investigation was carried out by local police of PS Industrial Area, Islamabad. Just after the registration of case the investigating officer inspected the crime scene, prepared the un-scaled map of the place of occurrence and recorded the statements of witnesses u/s 161 Cr.P.C.

 Afterward, the investigating officer made efforts to arrest the nominated accused but he could not be arrested despite hectic efforts.

 The investigating officer got issued the non-bailable warrant of arrest of the nominated accused Faiz Muhammad S/o Faqir Muhammad and again made strenuous efforts to cause his arrest but the accused 12 deliberately concealed himself to avoid the arrest. However, efforts are, underway to arrest the accused.

 The investigating officer initiated proceedings u/s 87 & 88 Cr.P.C. against the accused and on 16-01-2017, the court of competent jurisdiction declared the accused as Proclaimed Offender after fulfilling all the legal formalities.  On 26-12-2016, challan u/s 512 Cr.P.C against the Proclaimed offender Faiz Muhammad S/o Faqir Muhammad was sent in the court of Syed Haider Shah learned Judicial Magistrate, Islamabad for further proceedings.  The local police is making all out efforts to arrest the Proclaimed Offender involved in the crime and conclude the investigation on merit but he is still at large. CASE FIR NO.26 DATED 26-01-2016 U/S 489-F PPC P.S. I-AREA, ISLAMABAD Brief facts of the case are that on 26-01-2016, the complainant of the case namely Rohail lrshad S/o Muhammad Irshad submitted a written application in the Police Station Industrial Area, Islamabad wherein, it was mentioned that accused Sheikh Sadiq has taken a loan of Rs. 220,000/- from him regarding purchase of cloth and issued him a cheque which was dishonored on presentation in the concerned bank due to insufficient balance and requested for registration of criminal case and recovery of his amount. Upon receipt of this application the above captioned case was registered and investigation was carried out by local police SALIENT FEATURES OF INVESTIGATION:  After the registration of case the investigation was carried out by local police.  During the course of investigation the investigating officer arrested the accused Sheikh Sadiq involved in the crime and thoroughly interrogated. The accused was sent to judicial custody after completion of investigation and on 19-09-2016, a complete challan against the accused was sent to the court of Syed Haider Ali Shah learned Judicial Magistrate, Islamabad. The accused was acquitted from the case on 06-12-2016 from the court of Syed Haider Shah, Judicial Magistrate, Islamabad due to compromise between the parties. 13 34. Dr. Fehmida Mirza: (Deferred during 44th Session)

Will the Minister for Finance, Revenue and Economic Affairs be pleased to state:

(a) the names of training institutions/academies working under the Finance Division for capacity building of its employees at present;

(c) The repair/maintenance of tube wells, control valves, leakages, filtration plants & tankers are being carried out to ensure smooth supply of potable water in all of the Sectors includings the above said area.

Will the Minister for Planning, Development and Reform be pleased to state:

(a) whether the Government is conscious about the possibility of environmental threats that will occur in Pakistan by the construction of the China-Pakistan Economic Corridor (CPEC); if so, the steps taken/being taken by the Ministry to control the said threats;

(b) whether plans have been made to monitor and execute the Paris Convention which was signed by Pakistan in November, 2016 to address the Global Challenges of Climate Change;

(c) whether the CPEC is restricted to China alone;

(d) whether Pakistan is not making ways to include Europeans, Central Asian States, Russia and other interested countries to participate in CPEC;

(e) if the answers to part (c) and (d) above are in the affirmative, the reasons thereof?

Minister for Planning, Development and Reform (Mr. Ahsan Iqbal): (a) The Government is fully committed to ensure safety and well being of the people.

Section 12 of the Pakistan Environmental Protection Act, 1997, makes it mandatory for any proponent of a project to file Initial Environmental Examination (IEE) report or Environmental Impact Assessment Report with Federal Agency and seek prior approval before commencement of construction or operation. 16 The IEE/EIA Reports of the projects, Inter-alia include an Environment Management Plan (EMP) which contains mitigation measures for all anticipated environmental impacts alongwith monitoring mechanism to ensure implementation.

Environmental impact assessment/ appraisal is mandatory for approval of PC1 of PDSP projects by the Central Development Working Party.

EIA has been done for all projects launched under CPEC. Mitigation measures are part of EIA Report which are complied with by the executing agencies.

(b) Pakistan submitted its Intended Nationally Determined contribution (INDC) and intends to reduce up to 20% of its 2030 projected GHG emissions subject to availability of international grants to meet total abatement cost for the indicated 20% reduction amounting to about US$ 40 billion at current prices. Pakistan’s adaptation needs range between U$ 7 to US 14 billion/annum during this period.

(c) CPEC is a bilateral initiative between China and Pakistan. Its nature is inclusive and not exclusive being a part of the larger initiative of the ‘One Belt One Road’. CPEC Special Economic Zones are open for all investors including local, Chinese and other foreign nations.

(d) Policy is being worked out by the Ministry of Foreign Affairs (MOFA) in consultation with relevant line ministries.

Minister for Interior (Mr. Ahsan Iqbal): The fare of public service vehicles (vans, mini buses, Suzuki loaders) is fixed in ICT and is revised from time to time, keeping in view the fluctuation in fuel prices.

One of the main reasons is that prescribed fare meters are not available in the market. The fare meter system is not available even in the adjoining Provinces i.e. Punjab and Khyber Pakhtunkhwa. It is pertinent to mention that Punjab Government has in the recent past introduced ‘Green Cab Scheme’ which is also without fare meters, due to above mentioned reasons.

(a) whether it is a fact that Water Filtration Plants have not been installed in all so far;

(b) if so, whether there is any plan for installation of at least one plant in each Sector of Islamabad?

(b) Yes, there is a plan to install at least one small filtration plant in each sector in consultation with the Chairman of respective Union Council. 21 11. Mr. Sher Akbar Khan: (Deferred during 47th Session) Will the Minister for Finance, Revenue and Economic Affairs be pleased to state: (a) the total number of officers of the Senate and National Assembly Secretariats who have applied for Motorcar Advance since 01-01-2016 alongwith the details thereof; and (b) the time by which Motorcar Advance will be granted to said officers? Minister for Finance, Revenue and Economic Affairs: (a) 56 applications of officers/ officials from National Assembly Secretariat and 31 applications of officers/ officials from Senate Secretariat have been received in AGPR Islamabad since 01-01-2016 for grant of Motor Car Advance. Detail is Annexed. (b) It takes 2½ to 3 years from date of submission of request till issuance of Fund Availability Certificate (FAC). Grant of Motor Car Advance is, however, based on availability of funds. (Annexure has been placed in the National Assembly Library) 12. Ms. Nighat Parveen Mir: (Deferred during 47th Session) Will the Minister for Interior be pleased to state: (a) whether the Jammu and Kashmir Cooperative Housing Society allotted plots to its members in Zone-IV, Islamabad during the year 2005; (b) whether possession of the said plots has not been given up till now; if so, the reasons thereof; (c) whether it is a fact that the Capital Development Authority has not issued NOC for development to the said Society up till now; if so, the details thereof; (d) whether it is also a fact that the fine has been imposed on members; if so, the formula used for imposition of fine alongwith the details thereof; and (e) whether it is further a fact that fine in respect of certain members has been waived off; if so, the details and the reasons of contradiction thereof? 22 Minister for Interior (Mr. Ahsan Iqbal): (a) Yes. (b) Yes, the possession of Agro Farms have not been handed over to allottees, because the development work of the Society has not been completed so far. (c) Yes the Capital Development Authority has not issued NOC for the development because the Society did not fulfill the requisite formalities. However, all requisite drawings / documents have recently been submitted by the Society to CDA Islamabad and, the matter of NOC is under process. (d) No, the Jammu & Kashmir Cooperative Housing Society has never imposed any fine/escalation on the members of the Agro Farms Scheme in Zone-IV Islamabad. (e) As at part (d) above.

(a) whether it is a fact that audit of the Jammu and Kashmir Cooperative Housing Society, Islamabad has revealed a fraud of rupees one billion; if so, the details thereof; (b) whether it is also a fact that action has been taken by the Government against responsibles thereof; if so, the details thereof;

(c) whether there is any proposal under consideration of the Government to impose ban on that persons involved therein for contesting election of the Society till the completion of inquiry which is under consideration; if not, the reasons thereof; and

(d) whether there is any proposal under consideration of the Government to make payment to owners to clear G-15/4 pocket from amount that will be recovered therefrom; if not, the reasons thereof?

Mr. Muhammad Muzammil Qureshi: Will the Minister for Finance, Revenue and Economic Affairs be pleased to state: (a) whether the Federal Board of Revenue being a regulator has taken notice of the practice of double charging of GST from consumers by the Metro Cash and Carry, Islamabad, first on shelf price of the product and second at the time of accumulated bill of consumers; if so, the details alongwith the reasons thereof; and (b) the remedial steps being taken in this regard? Minister for Finance, Revenue and Economic Affairs: (a) & (b) A detailed analysis of sales by Metro Cash & Carry has been conducted by the field formation whereby it has been found that various items sold are charged differently according to the rules prescribed. Some of the items are taxed at zero-rates, some at reduced rate, some are exempted items from levy of taxes, some are third schedule goods and the others are charged at standard 17% sales tax. The sales tax is shown against each item in the invoice and total sales tax is again mentioned at the end. No incident has come to the knowledge of the field formation whereby sales tax is charged twice. 16. Ms. Surriya Asghar: Will the Minister for Statistics be pleased to state: (a) the name of training institutions/academies working under the Statistics Division for capacity building of its employees at present; 24 (b) the details of teaching faculty of said institutions alongwith their qualifications and experiences; (c) the syllabus being taught in the said institutions at present; (d) the institution and post-wise number of employees trained during the financial year 2015-16; (e) the institution-wise total expenditure incurred thereon; and (f) the steps being taken by the Government to improve the institutional capacity of said institutions/academies? Minister for Statistics (Mr. Kamran Michael): (a) No training institution/ academy exists in PBS/Statistics Division. However a small training wing exists within PBS to train its staff. (b) Training wing in PBS primarily provides in-house training facility on very limited scale on the need basis. For such training activities services of senior professionals of PBS as well as from the market are utilized as trainers. For this limited training activity skeleton staff structure has been provided from within the staff strength of PBS. However, due to heavy engagement in Census activities for the last two years training activities remained dormant.
