1 (33rd Session) NATIONAL ASSEMBLY SECRETARIAT ———— “UNSTARRED QUESTIONS AND THEIR REPLIES” For Friday, the 28th May, 2021 37. Mr. Ramesh Lal: (Deferred during 5th Session) Will the Minister for Interior be pleased to state: (a) whether there is any proposal under consideration of the Government to construct roads and streets in Rehman Town and Model Valley, Sector H-15, Union Council No.45, Islamabad; if not, the reasons thereof; and (b) the time by which the construction work will be completed in the above said area? Minister for Interior (Sheikh Rashid Ahmed): (a) There is no proposal uncle consideration of CDA to construc roads and streets in Rehman Town and Model Valley, Sector H­15, Union Council No. 45, Islamabad. As per Master Plan of Islamabad Northern Half of Sector H­15 is earmarked for Green/Buffer Zone and Southern Half for Special Institutions. Moreover, as per ICT Zoning Regulations 1992, Sector H­15 falls in Zone­1 of Islamabad and it has to be acquired and developed by CDA. This Sector has not yet been acquired by CDA. Rehman Town and Model Valley are not planned Housing Schemes. These are un­planned settlements, extension of old abadis. (b) Not applicable. 6. Mr. Muhammad Aslam Khan: (Deferred during 10th Session) Will the Minister for Interior be pleased to state: 2 (a) whether it is a fact that a Sewerage Nullah is being constructed in Chakki Bagh, Sohan, Islamabad; if so, the percentage of work completed thereof; and (b) the time by which development work will be completed on this Nullah in order to facilitate residents of the said locality? Reply not received. 6. Mr. Saad Waseem: (Deferred during 18th Session) Will the Minister for Interior be pleased to refer to Un-Starred Question No. 17 replied on 8-11-2019 and to state: (a) when was each recreational and extra-curricula initiatives initiated alongwith cost of each of said initiative; (b) whether it is a fact that since most of such initiatives/installations have become dysfunctional it is tantamount to poor planning at the part of CDA; and (c) what steps are being taken to take such initiatives in future, which will only be feasible in the longer run? Minister for Interior (Sheikh Rashid Ahmed): (a) CDA has established almost 27 Nos fountains as recreational and 09 Nos Libraries & Gyms as extra­ curricula initiative in different sectors of Islamabad since year 2005 to 2010. (The detail of fountains, Libraries & Gyms are attached at Annexure-A & B). It is added that the approximate cost incurred for recreational initiatives i.e. fountains for Rs.151.766 Million and the approximate cost incurred for extra­curricula initiatives i.e. libraries & Gyms was Rs. 41.250 Million. (b) The said recreational facilities i.e. fountains were being operational regularly on rate running contract for year January 2015 to January 2017 & January 2018 to January 2019. However, due to bifurcation of CDA & MCI, the subject recreational facilities of fountains have been fully shifted to MCI Authority and it was decided that the said fountains be operationalized and maintained under Cooperative Social Responsibility (CSR) by different private companies at their own cost. In this regards, 09 Nos fountains has been handed over to the different private companies under CSR program. (The detail of fountains are attached 3 at Annexure-C). Presently these facilities are dysfunctional due to the financially constraints of the authority. Moreover, the said facilities were tantamount purely for public and beautification of the capital city. (c) It is stated that the CDA Authority as decided that not only fountains be operationalized under Cooperative Social Responsibility CSR Program but the same may also be operationalized departmentally within the limit financial resources. (Annexures have been placed in the National Assembly Library) 67. Mr. Saad Waseem: (Deferred during 18th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that Fisheries Department of ICT, Islamabad has increased charges of fishing in Rawal Dam, Islamabad from Rs. 10/- to Rs. 1000/- recently; if so, the justification thereof; and (b) what steps are being taken to rationalize the aforesaid fee? Moulana Abdul Akbar Chitrali: (Deferred during 23rd Session) Will the Minister for Interior be pleased to state: (a) the rate of which water bill and property tax per square yard is charged by Jammu Kashmir Cooperative Housing Society Zone-II, Islamabad from its residents alongwith the amount collected so far under this head and the details thereof; (b) if these rates collected in accordance with CDA rate, the monthly income to be collected alongwith the time by which same will be enforced; and (c) the details of new CDA rates in accordance with House, Gali Number, plot size alongwith the total revenue to be collected in this regard? Mr. Abdul Qadir Patel: (Deferred during 27th Session) Will the Minister for Interior be pleased to state: (a) whether CDA, being a custodian of Government accommodations in Sector G-6 and G-7, Islamabad has taken notice of continuous seepage of Government accommodation in the aforesaid Sector and in particular H. No.23/3-C, St. No.78, Sector G-7/1, H. No.169-B, St. No.23, Sector G-6/1-2, H. No.197-B, St. No.17, Sector G-6/2 and H. No.111-A, Sector G-7/3-4, Islamabad since long; and (b) what steps are being taken for the maintenance of Government accommodation in aforesaid sectors and in particular for the aforesaid houses at an earliest? Minister for Interior (Sheikh Rashid Ahmed): (a) Houses in Sector G­6, G­7 were constructed in 1960 and are very old. They have out lived their useful life and require huge funds for extensive maintenance. Only a limited numbers of complaints for repair/ maintenance, roof treatment and seepage of houses out of about 15000 housing units could annually be attended due to provision of meager funds allocated by Government for maintenance. The estimates of House No.23/3­C, St.78 Sector G­7/1, H. No 169­B St, 23 Sector G­6/1­2, H. No.197­B, St.17 in Sector G­6/­2 and H. No 111­A Sector G­7/3­4, have been approved and funds also allocated. The work of white washing, painting and roof treatment of H.No.23/3­C, St.78, Sector G­7/1, H. No 169­B St. 23 G­6/1­2 has been completed. The work of white washing, painting and roof treatment of H. No 197­B St. 17 Sector G­6/2 and H. No.111­A Sector G­7/3, Islamabad has been started at site and shall be completed shortly. (b) Day to day complaints regarding minor repair / maintenance works are carried out through departmental staff/ labour and store material procured for same. Other repair/ maintenance works of the houses in all sectors i/c G­6, G­7 are carried out through contractors within budget annually allocated for government accommodations. The up to date compliance status for repair / maintenance of aforementioned houses is given in para (a) above. 5 9. Mr. Sher Akbar Khan: (Deferred during 27th Session) Will the Minister for Interior be pleased to state: (a) whether it is a fact that the residents of H. No.248, St. No.70, Sector G-10/3, Islamabad have made routine to release water on the road due to which the condition of the road is deteriorating; if so, the steps being taken by CDA in this regard; and (b) whether it is also a fact that residents of the corner House of St. No.53 have occupied some part of street by planting plants; if so, the time by which it will be get vacated and what action has been taken in this regard? Minister for Interior (Sheikh Rashid Ahmed): (a) The observation of the Honourable MNA has been noted with true letter and spirit and in this regard, it is stated that notice has been served to owner of the house, not to repeated this practice otherwise necessary action shall be taken under the rules. However as far as the deteriorated condition of the road is tendering for re­carpeting work is in progress. (b) It is submitted that owner of the said house planted plants in green area specified for plants adjacent to house, these plants are not creating hindrance in street, owner fence around the plants/lawn is not as per CDA by­laws and legal action will be taken for its removal in accordance with law. 65. Moulana Abdul Akbar Chitrali: (Deferred during 27th Session) Will the Minister for Interior be pleased to state: (a) the present status of the Aiwan-e-Saddar Co-operative Housing Society; (b) whether it is a fact that the cost of land was charged from its members almost ten years ago; (c) the detail of names, designations, salaries and other benefits of the employees of the society and how much increase was made in their salaries and benefits during the last ten years; 6 (d) the justification for increase, since no development work has been carried out; and (e) whether the society has applied for NOC from CDA? Reply not received. 41. Engr. Sabir Hussain Kaim Khani: (Deferred during 28th Session) Will the Minister for Interior be pleased to state: (a) the financial assistance given to the heirs of private guards martyred in the terrorism attack on Karachi Stock Exchange alongwith the cheque numbers and the date of issuance thereof; and (b) whether it is a fact that the cheques of financial assistance to the said private guards have not been cashed as yet; if so, the action taken against the responsible thereof?
