The author contends that difficulties in the mediation sphere can largely be attributed to UN insistence on Georgian territorial integrity and on a comprehensive settlement including continued substantial progress on the question of Abkhazia’s political status. While coordination between the CIS peacekeepers and the UN has proceeded smoothly, the multidimensional involvement of the Russian Federation has complicated the constellation of actors surrounding the conflict. Owing to these external as well as other internal factors, the author concludes that the outlook for Georgian-Abkhazian negotiations in the short to medium term appears bleak, but that the conclusions drawn from the role of the UN in the Georgian-Abkhazian conflict can be useful for understanding difficulties the UN is likely to encounter in similar interventions. I want to thank all of you for coming to this hear- ing, which to my knowledge is the first hearing in the history of the U.S. Congress focused exclusively on Georgia. This is the latest in a series of Helsinki Commission hearings that examine the state of de- mocratization and human rights in individual countries and regions of the former Soviet Union. In the late 1980's, Georgians began to organize politically to undo communism and to gain independence. They lived through a very excit- ing period, although a key element in the chronicle of the liberation movement was tragic, the April 1989 killings of peaceful protesters in Tbilisi by Soviet forces. Since then, however, Georgia has endured very difficult times. -

283 Wojciech Górecki Centre for Eastern Studies, Warsaw, Poland POLITICS OF MEMORY ARTICLES IN INDEPENDENT GEORGIA SELECTED ASPECTS Abstract This article outlines the question of politics of memory in independent Georgia (since the collapse of the USSR). The author argues that Georgia is not yet conducting such a policy, but we may nevertheless discuss a sum of activities which during the rules of Zviad Gamsakhurdia (1990–1992) and Eduard Shevardnadze (1992–2003) were sporadic and intuitive, but since the Rose Revolution and the government of Mikheil Saakashvili (2004–2013) have become more thoughtful and methodical (the Museum of Soviet Occupation was opened in Tbilisi during this time). The actions taken were influenced by the political situation – the civil war, the wars in South Ossetia and Abkhazia in the 1990s, and the Russian-Georgian war of 2008 – as well as the regional diversity of the country, its multi-ethnicity, and its position in the South Caucasus (which in Soviet times was known as Transcaucasia). This article discusses the most important topics that appear in Georgian narratives about the past, highlighting the historical ties between it and the West (the aim is to prove that in cultural-axiological terms Georgia belongs to Europe, and thus to justify Tbilisi’s aspirations to integration with the EU and NATO), and depicting Georgia as the victim of the Russian and Soviet empires (and whose successor is contemporary Russia). However, the Georgian message is hindered by the existence of the Joseph Stalin State Museum, which glorifies the Soviet dictator. ABSTRACT BITCHES AND THIEVES: GULAG GUARDS, ADMINISTRATORS, AND PROFESSIONAL CRIMINALS IN THE BITCHES’ WAR by Adam Richard Rodger Amongst the professional criminals imprisoned in the Soviet Gulag, a split developed between those who kept to the Thieves’ Law and those who broke the Law and collaborated with the State. This violent schism, the Bitches’ War, raged across the entire Gulag system, becoming most heated between 1948 and 1953, and implicated the camps’ guards and administrators as much as the prisoners themselves. This research examines primary and secondary sources, heavily incorporating Gulag survivor memoirs, to investigate the culture of the Thieves-in-Law, these professional criminals, and also to uncover the involvement, intentions, and guilt of the camp administration. This study argues that the Bitches’ War sheds light on the real purpose and function of the Gulag; that it was not primarily about ideological re-education, nor was it primarily about economics and production, but that the Gulag served as a model for social control through use of power, persuasion, and violence. Recent Elections in Georgia: At long Last, Stability? DARRELL SLIDER G eorgia held its fourth contested parliamentary elections 31 October 1999 (the fifth, if one includes the 1918 multiparty elections that produced a Social Democratic government that was forced into exile by the Red Army in 1921) and its fourth presidential election on 9 April 2000. Press reports emphasized the endorsement the elections provided to President Eduard Shevardnadze and his party, the Citizens' Union of Georgia, which won a clear majority in the parlia- ment. At the same time, both the parliamentary and presidential elections were marred by heavy-handed manipulation of the political atmosphere preceding the balloting. The parliamentary elections also continued a troubling trend in Geor- gian politics: the exclusion of significant segments of the political spectrum from representation in the legislature. Perhaps more than any other former Soviet republic, Georgia has emphasized the development of political parties. Party list voting is the chief method for choosing members of parliament: lince 1992, 150 of 235 parliamentarians have been chosen by proportional voting.' The remainder, just over one-third, are cho- sen from single-member districts that correspond to Soviet-era administrative entities.2 Each election, however, has taken place under a different set of rules, which has had a major impact on the composition of the parliament. The party list system was also employed in November 1998 to choose local councils. In theory, a party list system should contribute to the formation of strong par- ties and a more stable party system. In practice, however, Georgian political par- ties remain highly personalized and organizationally weak. -

The event is hos- ted each year by the Bundeskriminalamt together with its research partners of the Gergana Bulanova-Hristova “Research Network on Organised Crime” from the United Kingdom, Sweden and the Netherlands. To date, there have been participants from 23 European countries and the United States. The conferences have received financial support from the EU Gerhard Flach since 2010. This book entails summaries of the speeches hold on the conferences from 2013 until 2015 and contributions from the speakers on selected topics in the field of organised crime. Det är närmast omöjligt att få fram statistis- ka uppgifter om brottsligheten och dess utveckling. Delvis be- ror det på avsaknaden av en enhetlig definition av organiserad brottslighet, men även om man utgår från exempelvis eu:s defi- nition (eu 1997) – att ett brott bland annat har begåtts av fler än två personer, att dessa samarbetat under längre tid och att det föreligger en viss arbetsdelning – är det inte möjligt att få fram siffror med någon slags statistisk trovärdighet. Den organiserade brottsligheten förknippas ofta med gäng. De synliga gängen, som i detta fördjupningsavsnitt benämns bro- derskap, utgör endast en del av organiserad brottslighet i Sveri- ge. En stor del av den kriminella affärsverksamheten utförs sna- rare av löst sammansatta och flexibla projektorganisationer, så kallade ad hoc-grupperingar. Huvudnäringen är att tillgodose marknadens efterfrågan på illegala – eller billiga – tjänster och varor. Den organiserade brottslighetens utveckling i Sverige går emel- lertid att beskriva kvalitativt utifrån den forskning som bedrivits på området, inte minst av Brå. Även om organiserad brottslighet Framväxten av och känntetecken hos den organiserade brottsligheten i Sverige fått ett stort genomslag i kriminalpolitik och medie bevakning · de senaste tjugo åren är det knappast något nytt fenomen.
