STARTING AT 7.30PM. 41/19 To record those present and list of apologies Those Present: Councillors: G Clements – Chairman, B Swan, K Lamb, J Worrall, K Allen, S Peall, Councillor S Carey, 1 member of the public and Clerk. Apologies: Were received from Councillor C Johnson, E Arnold-Newing, K Percival and Gary Harrison. 42/19 To declare any Disclosable Pecuniary Interests (DPI), Other significant Interests (OSI’s) or a Voluntary interest relating to items on the agenda. Councillor Clements declared a Voluntary Interest reference Planning Application Y19/0145. 43/19 To note and agree the minutes of meeting. a) The minutes of the February Ordinary Parish Meeting were agreed and signed as a true record. b) The minutes of the Extraordinary meeting on 13th February were agreed and signed as a true record. 44/19 To consider any matters arising from the Minutes. Y19/0001 – 105 comments were registered with Folkestone and Hythe District Council. Due to the type of application consent is preapproved. Folkestone and Hythe District Council have refused Y18/1629 - Certificate of Lawful Development, as they have decided that it is not classed as agricultural. Cllr Peall will assist the farm owner with the appeal and take the application to Committee. Folkestone and Hythe District Council have advised the owner that full planning permission would be required. Clarity is required from Folkestone and Hythe District Planning as to why Y19/0001 was approved despite the comments/objections received and Y18/1629 where the dairy is an established agricultural business, yet it is refused. Clerk to send a letter requesting the difference between the two applications and requesting the criteria of scrutiny for the two applications. Cllr Peall sent an email to Folkestone and Hythe District Planning department. 1 Minutes 4/3/19 V draft 1 45/19 Core Strategy Review Submission Draft Following a brief discussion, it was agreed that Elham Parish Council would not be submitting comments and that Councillors will submit individually. 46/19 Folkestone and Hythe Heritage Strategy Public Consultation Following a brief discussion, it was agreed that Elham Parish Council would not be submitting comments and that Councillors will submit individually 47/19 Public Contributions Comments received from the public: Y19/0001 – Longland Farm, Exted – a member of the public discussed that it is their belief that planning permission is required for the hardstanding and access to the site. 48/19 Finance 1) The following invoices were agreed, and cheques signed: Name Reason Gross (VAT) Clerk* Salary £693.55 Hopkins + * AED Infant Electrodes £195.00 (£32.50) Boys and Maughan * Recreational legal fees £1,060,00 (£260.00) Clerk * Expenses £42.80 (£2.13) Viking Stationery £80.16 (£13.36) Viking Stationery £55.24 (£2.13) K.Giles Trees £80.00 * Bacs payment authorised by 2 Councillors. 2) It was agreed to employ Lionel Robbins to carry out the Internal Audit. 3) It was agreed to adopt the Risk Management Register and Risk Management Plan. 49/19 Employment Committee 1) It was discussed and agreed that the Clerks hours would be extended to 80- 90 maximum hours per month if required. 2) It was agreed that the Clerk would receive a statutory salary increase from 1st April 2019. 50/19 County Councillors Report Brexit Preparations for Highways were discussed. Grants have been awarded to Elham Parish Council for the Infant Electrodes for the defibrillator and bark for the King George V play park. District Councillor Report Otterpool Plans have been submitted to Folkestone and Hythe. It is for 8500 which is going through the validation process. This has received some additional Government funding of £1.25 million to help with the preparation of plans. A total of £2.8 millions have been received in support from the Government. 2 Minutes 4/3/19 V draft 1 The Council provided funding of £3,000 for the Safety in Action workshops for Year 6 children at Three Hills Sports Centre in Folkestone. The sessions teach children about some of the dangers they may face as they become more independent and prepare for transition to secondary school. Children take part in different safety scenarios in teams, covering everything from drugs and alcohol awareness to fire safety and first aid, and are awarded points for their responses. The workshops are also supported by Kent Police, Kent Fire and Rescue Service, the RNLI, Kent County Council, British Transport Police and other agencies. Council Tax has now been agreed, with an increase of 1.92% for the Folkestone and Hythe District Council proportion, which is below the rate of inflation. Ward Grant Contributions have been granted for the Burial Ground notice board, bark for the King George V play park and replacement trees to the Churchyard. Parish Council for Rhodes Minnis. 52/19 Highways 1) It was discussed that Stagecoach buses are not obeying the Highway Code and forcing vehicles to mount the verge which is causing damage the grass verges, smaller vehicles are being forced off the carriageway, the buses are no longer using Worlds Wonder as a passing place. Elham Parish Council have previously written to Stagecoach regarding this matter. It was agreed that evidence would be compiled of the damage being caused to verges, hedges etc and write to Stagecoach. 2) Site meeting with Kent Highways – Cllr Allen has made a request for a site meeting regarding the possibility of yellow lines to the War Memorial. The request has been logged and assigned to Traffic Schemes. 53/19 Defibrillator 1) Thank you to Cllr Susan Carey for Grant Funding enabling the purchase of Infant Electrodes for the defibrillator. 2) Training for the defibrillator has been arrange for Friday 15th March at 11.30am in the Peggy Pike Room. 54/19 East Kent and West Street Hunt After a brief discussion it was agreed that the Hunt Committee would attend a meeting in April called by EK&WSH. H. W. R. Liman, S.J., M.A.(0xon.) THE importance of this pre-historic route from the Continent to the ancient habitat of man in Wiltshire has long been recognized. In the Surrey Archceological Collections of 1964 will be found an attempted re-appraisal of its route through the county of Surrey. Although the problems connected with its passage through Kent are fewer owing to its being better preserved, there are some points which I think still deserve attention—the three river crossings of the Darenth, the Medway and the Stour; the crossing of the Elham valley; and the passage to Canterbury of the branch route from Eastwell Park, known as the Pilgrims' Way. It may be worth while, before dealing with the actual crossings, to note a few general characteristics. Mr. I. D. Margary—our most eminent authority on ancient roads in Britain—has pointed out the dual nature of this trackway. It com- prises a Ridgeway and a Terraceway. The first runs along the crest of the escarpment. The second runs parallel to it, usually at the point below the escarpment where the slope flattens out into cultivation. In Kent for the most part the Terraceway has survived more effectually than the Ridgeway. It is for much of its length used as a modern road, marked by the familiar sign 'Pilgrims' Way'. Except at its eastern terminus the Ridgeway has not been so lucky, although it can be traced fairly accurately by those who take the trouble to do so.

CAT Occasional Paper No. 8, 2011. Paperback, £13.95. ISBN 978-1-870545-2-1. This very recently published report on the Market Way excavations adds considerably to the knowledge and understanding of the importance of suburban sites peripheral to Canterbury. Activity on this site has been dated to the Mesolithic, through the Neolithic to the transition of the Bronze to the Iron Age. After an apparent break in use of the site there is evidence of late Iron Age and early Roman agricultural activity along the Stour reflecting a trend already identified in the area. Although the excavations did not uncover as much as was hoped to consolidate the nearby findings by Frank Jenkins in the 1950s, sufficient evidence remained of the suburban pottery and tile industry which emerged in Canterbury suburbs during the first and second centuries AD, fixing the Market Way site into the overall pattern of activity along the Stour. From the mid-second century AD signs of abandonment are all that remain. The possible existence of a Roman road running from Northgate to the Market Way site is sustained by later Roman inhumation burials along the route, and the use of the route after a four hundred year hiatus, when the next agricultural settlements, evidenced by field patterns, emerged in the eighth century, only to be abandoned after the middle of the ninth century. Thereafter the site remained unoccupied until late post-medieval horticultural usage.

Please do not attempt to join any walk if: • you have had any of the following symptoms during the previous 7 days – a high temperature, a new continuous cough, the loss, or a change to your sense of smell or taste: OR • If you have recently (within the previous 14 days) had contact with someone who has tested positive for Covid – 19 • You are required to self-isolate following your return to the UK from a designated high-risk destination Group led walks Following on from our successful return to Group led walks we have been able to make some changes to our programme: • We are now able to offer a mix of both long and short walks. However, we are still not able to offer a long walk on a Thursday and a long and short walk on a Sunday: • Following conversations with our walk leaders the numbers permitted to attend each walk has been increased. Each walk leader has determined the number of walkers allowed, up to a maximum of 20: • You will still need to book a place in advance – booking details are to be found for each separate walk: and • We will need to keep a list of those attending each walk for contact and trace purposes.
