La radical transformación obrada por las elecciones autonómicas y generales celebradas en 2015 y 20161 en la casi totalidad de los Parlamentos regionales2 y en 1 En 2015 se celebraron diferentes elecciones autonómicas: al Parlamento de Andalucía (22 de marzo), a los Parlamentos de Aragón, Asturias, Baleares, Canarias, Cantabria, Castilla-La Mancha, Castilla y León, Extremadura, Madrid, Navarra, Murcia, La Rioja y Comunidad Valenciana (24 de mayo) y al Parlamento de Cataluña (27 de septiembre), además de unas elecciones generales (20 de diciembre). Y en 2016 tuvieron lugar unas segundas elecciones generales (26 de junio) y los comicios autonómicos del País Vasco y Galicia (25 de septiembre). 2 Es ilustrativo de la transformación mencionada que en siete Comunidades Autónomas (Aragón, Baleares, Cantabria, Castilla La-Mancha, Extremadura, Navarra y Valencia) no gobierne la lista más votada. La única la única excepción a la regla general de la fragmentación parlamentaria la encontramos en Galicia, pues un solo partido -el PP- sí ha logrado aquí la mayoría absoluta de la Cámara. -

We have sent you a separate mailing on the issue to avoid all confusion or running the risk that the issue will not be picked up from the mails with general information to the EGP Delegates. We know this is a delicate and sensitive issue and that is why we want you to be fully aware of all the facts. You have received in November 2011 and in February 2012 a full dossier (annex) stating the European Green Party repeatedly received information that the Confederación has not been functioning properly. Procedure at the Council We have scheduled a closed session in the Copenhagen programme, on Saturday from 9h00 to 10h00, for Delegates only, to discuss and give you the opportunity for questions and answers. Naturally we will give the representatives of the Confederación the floor as well to enable them to express their view on the matter. We bring the membership issue to the vote on Sunday morning at the beginning of the voting session, where we will proceed as in a normal voting session and give the floor to one speaker pro and one speaker contra before proceeding towards the vote. More information The Committee received, among others, complaints on the Confederación regarding the following points: no respect for their statutes and internal democratic rules, lack of clarity as regards the leadership, lack of transparency and doubts regarding the existence of the legal seat of the party. -

Il quadro politico e istituzionale La Costituzione del 1978, seguita al quarantennale regime franchista (1936-1975) e alla ristrutturazione politico-istituzionale operata nella Transizione alla democrazia (1975-1978), ha segnato formalmente in Spagna il passaggio allo Stato di diritto, democratico e sociale (art. 1, c. 1). La riconversione politico- costituzionale ha consentito al Paese di uscire dall’isolazionismo a cui era stato relegato durante il regime autoritario, con la conseguente emarginazione rispetto al processo di integrazione europea. Il 10 gennaio del 1986 la Spagna ha formalizzato il suo ingresso nell’Unione europea con l’entrata in vigore della legge organica n. 10 del 1985, con cui è stata autorizzata la ratifica del Trattato di adesione firmato a Madrid un anno prima (12 giugno 1985)1. Per quanto concerne la forma di governo, la Costituzione spagnola ha optato per un sistema di monarchia parlamentare (art. 1, c. 3), i cui lineamenti caratteristici possono sintetizzarsi nella presenza di un Monarca rappresentativo dell’unità nazionale politicamente irresponsabile, nell’esistenza di un bicameralismo imperfetto sbilanciato in favore del Congresso dei Deputati, nella rigida razionalizzazione dei rapporti tra questa Camera e il Presidente, e, infine, nel rafforzamento della figura presidenziale. -

Politician-Citizen Interactions and Dynamic Representation: Evidence from Twitter Nikolas Schöll Aina Gallego Gaël Le Mens January 2021 Barcelona GSE Working Paper Series Working Paper nº 1238 Politician-Citizen Interactions and Dynamic Representation: Evidence from Twitter∗ Nikolas Sch¨oll,y Aina Gallegozand Ga¨elLe Mensx January 29 2021 Abstract We study how politicians learn about public opinion through their regular interac- tions with citizens and how they respond to perceived changes. We model this process within a reinforcement learning framework: politicians talk about different policy is- sues, listen to feedback, and increase attention to better received issues. Because politicians are exposed to different feedback depending on their social identities, being responsive leads to divergence in issue attention over time. We apply these ideas to study the rise of gender issues. We collected 1.5 million tweets written by Spanish MPs, classified them using a deep learning algorithm, and measured feedback using retweets and likes. We find that politicians are responsive to feedback and that fe- male politicians receive relatively more positive feedback for writing on gender issues. An analysis of mechanisms sheds light on why this happens. In the conclusion, we discuss how reinforcement learning can create unequal responsiveness, misperceptions, and polarization. Spain. [email protected] https://orcid.org/0000-0003-1768-275X ABSTRACT Instagram is one of the fashionable social networks of the moment. In the new digital ecosystem, associations, companies and organizations have begun to understand the benefits of having a presence in this social network, including those belonging to the field of politics, as in the case of political parties. In Spain, concretely, its use emerges at present, the communication that the Catalan groups developed through Instagram when holding the referendum of independence of this autonomous community, on October 1, 2017 being a clear example of this situation. Due to the media importance and the wide dissemination given to this event in social networks, this article aims to analyze the use that the political groups represented in the Parliament of Catalonia made of the social network developed by Kevin Systrom and Mike Krieger, to know the degree of importance it has in the political sphere. The methodology we applied is content analysis, in its qualitative and quantitative aspects. Among the main conclusions, we can affirm that political parties do not use all the possibilities of this social network. -

OTRAS DISPOSICIONES JUNTA ELECTORAL CENTRAL 11875 Resolución de 6 de agosto de 2019, de la Presidencia de la Junta Electoral Central, por la que se procede a la publicación del resumen de los resultados de las elecciones locales convocadas por Real Decreto 209/2019, de 1 de abril, y celebradas el 26 de mayo de 2019, según los datos que figuran en las actas de proclamación remitidas por cada una de las Juntas Electorales de Zona. Provincias: Granada, Guadalajara, Huelva, Huesca, Illes Balears, Jaén. De conformidad con lo establecido en el artículo 108.6 de la Ley Orgánica 5/1985, de 19 de junio, del Régimen Electoral General, la Presidencia de la Junta Electoral Central, de conformidad con la delegación de la propia Junta acordada en sesión de 20 de junio de 2019, ordena la publicación en el «Boletín Oficial del Estado» de los resultados habidos en cada uno de los municipios y entidades locales menores en que se han celebrado las elecciones convocadas por el Real Decreto 209/2019, de 1 de abril, y celebradas el 26 de mayo. Asimismo, se procede a la publicación de los resultados de las elecciones a los Cabildos Insulares del Archipiélago Canario. Respecto de cada municipio, y siguiendo el orden alfabético de provincias y dentro de ellas el mismo orden por Juntas Electorales de Zona, se especifica –de acuerdo con las actas de proclamación de electos por estas Juntas remitidas a la Central– el número de electores, el de votantes, el de votos a candidaturas, en blanco, válidos y nulos, y, por último, los votos obtenidos por cada candidatura y, en su caso, los Concejales electos. -
