    Comics Seized by Canadian Border Officials from 2003–2010 The Canadian Border Services Agency is known for seizing materials depicting horror, violence, and sexuality, and their scrutiny of comics is on the rise. Any comic, graphic novel, or manga brought into Canada is subject to their searches, whether in print or on electronic devices such as a laptop, cell phone or tablet. Previously, the CBLDF issued an advisory (http://cbldf.org/resources/customs/advisory-crossing-international-borders/) for traveling safely with comic art across international borders. Now, we take a closer look at the situation at the US/Canadian Border. What follows is a list of comics, graphic novels, and manga that have drawn the attention of the Canadian Border Services Agency at the US/Canadian border from 2003 to 2010. Every comic on this list has been seized by the border patrol because it was found to be "suspicious." After review, if the comic is found to be permissible, the comic or the electronic device on which it is carried is eventually returned to its owner and added to the admissible list. Otherwise, the book is added to the prohibited list and banned from crossing the border. Regardless of its ultimate status as either admissible or prohibited, each of the following comics has been confiscated by Canadian Border Services agents and examined. There is no clear rubric that the Canadian Border Services Agency uses to determine what is prohibited and what is admissible. Some of the titles that have aroused the suspicions of the CBSA include Gundam H, Grendel, and even Sailor Moon.

    Intercultural Communication Studies XXIII: 2 (2014) HINTON The Cultural Context and the Interpretation of Japanese ‘Lolita Complex’ Style Anime Perry R. HINTON Independent Academic Researcher, UK Abstract: Japanese animated films or anime have been popular in the West since the early 1990s. However, media interest in anime (particularly in Britain) has tended to focus on negative representations of anime concerning violence, sexuality and young girls. The current paper undertakes an examination of the genre of ‘Lolita complex’ or rorikon anime, the focus of these concerns. It is argued that the term ‘Lolita’ has a culturally specific meaning and that it has a different meaning in Western culture to that in Japan. This has led to a misperception of aspects of Japanese society and its cultural products such as anime. Furthermore it is argued that rorikon anime reflects teenage anxieties about the adult world, and changes in society and gender roles rather than perverse male sexual desire. An examination of the elements of rorikon anime shows that, rather than the product of a cultural ‘other’, it reflects features common across Japanese and Western cultures. Keywords: Japanese anime, Lolita complex, rorikon, shoujo, British media, cultural context, gender roles 1. Introduction One of the key aspects of globalization is the ready availability of the cultural products of one country to other nations round the world. The development of the internet as a global marketplace and its social media role for creating communities of fans of these products has further enhanced this cross-cultural communication. This can be seen most clearly in the popularity of Japanese popular culture (in terms of a range of products such as animated films (anime), comic books (manga), video games and toys) in Western countries.

[S]o although many of my family members and acquain- tances find my Anime devotion odd, it doesn’t matter to me. My interest has spawned many new experiences. I love learning about the Japanese culture and I’m currently taking classes in the Japanese language. I’ve met many interesting people, made new friends, traveled to different cities, and developed a palate for Japanese food. Anime has broadened my world. —18-year-old female high school student Anime is a serious art form. —25-year-old male graphic designer It’s different. —22-year-old male computer science major THIS BOOK HAS LOOKED AT JAPANESE ANIMATION in both its local and global context, though it has stressed the Japanese context more than the international one. As a result, this appendix looks at anime from another angle: its development as a cult phenomenon in the West, particularly in the United States. Based on new research, it appears that anime is attracting an increasingly diversified audience, expanding from its original core of university students to include professionals in high tech industries, finance, and law.
