As a delegation, there are a few simple rules. If you wish to appear as a delegation before Council, you must notify Village Council in writing, stating your purpose and providing all written material, before noon on Wednesday prior to the monthly Committee of the Whole (COTW) meeting. COTW meetings are held on tlie first Tuesday of each month, Your request will be considered by the Chief Administrative Officer and referred to a subsequent regular or Special meeting, whichever the CAO considers most appropriate. A maximum of three delegations will be heard at any one meetmg. Please be patient. Staff will advise you of the meeting you will attend to make your presentation. Delegaticuis are given 10 minutes to make their presentation, The purpose of a delegation is to provide Council with additional information. From Council's perspective, you are appearing to provide factual information on a subject. Council will restrict dialogue with you to the form of questions designed to elicit information. Council will not often decide on an issue at thejime you make your presentation. Council will take the time to collect all mfomiation on the subject and make a decision based on a complete understanding of the issue. Council appreciates the time and effort that citizens take to prepare for ttieir delegate's presentation. In order to maximize tlie results of your delegation, it is helpful if you present both the problem and your suggested solution(s). Call to Order The meeting was called to order at 4:33pm 2. Delegations Regional Energy Efficiency Program REEP Trish Dehnel and Carmen Proctor presented the new REEP to council; the public launch will be May 6 2019 in Kaslo at the Royal Canadian Legion and all the public is welcome to attend. 3. Addition of Late Items Knoll/Leathwood CARRIED Delegation Request Citizens Climate Lobby Canada – Donna and Paul Grace- Campbell. Mr. and Mrs. Grace-Campbell expressed their concerns of global climate change and the effects it can have on our community and asked council to consider writing a letter of support on behalf of the Nelson-West Kootenay Chapter of Citizens’ Climate Lobby Canada to Michelle Mungall Nelson- Creston MLA, Minister of Energy, Mines and Petroleum Resources. 4. Adoption of the Agenda Leathwood/VanMill That the Agenda for the February 19, 2019 meeting of Council CARRIED be adopted as amended to add a late delegation. 5. Adoption of the Minutes VanMill/Knoll That the minutes of the meeting of Council held 2019.02.12 be CARRIED adopted. 6. Committees/Commissions – For Information 7. Committees/Commissions—Recommendations a) Municipal Grants 24/2019 Remove all grant recipient from the award if they receive a Knoll/VanMill PTE (Property Tax Exemption) as per the Municipal Grants DEFEATED Policy 1 REGULAR MEETING VILLAGE OF KASLO 2019.02.19 25/2019 That all municipal grant applications for 2019 are approved a VanMill/Knoll proportional amount equally within the $4500 available CARRIED including the Nelson Police Emergency Services Camp request b) Spring Regional Seasonal Hazard Preparedness Workshop 2019 Councillor VanMill will try to attend in Kimberley on February 28th while at the LGLA Newly Elected Officials Seminar. 26/2019 That the Deputy Clerk and Public Works Foreman are authorized to attend the Spring Regional Seasonal Hazard Preparedness Workshop in Castlegar on February 26 with travel expenses paid pursuant to Municipal Policy. 8. Mayor, Councillor and Director Reports Nil to report Notice of Motion- Leathwood Leathwood/Knoll 27/2019 Beginning March 1, Committee of the Whole meetings are to CARRIED be filmed and uploaded like Regular Council meetings if staff have the capacity. 9. Correspondence a) HeritageBC Knoll/VanMill 28/2019 That Council receive the notification that the Village’s Kaslo CARRIED City Hall project will receive an outstanding award in the Heritage Conservation category and further that the Mayor is authorized to attend the award ceremony in Nanaimo May 10 to accept the reward on behalf of the Village with travel expenses paid pursuant to Municipal Policy.

These steps include: • A one-year suspension of any new requirements, fees, charges, taxes and amenity contributions that add costs/delays to projects; • Applying the same property tax reductions and deadline extensions that were announced for commercial land owners to Class 1 residential building sites that are exempt from the Speculation and Vacancy Tax (SVT) and Purpose Built Rental (PBR) buildings; • Applying the SVT exemptions for sites under development and PBR to the Additional School Tax for the next year; • Remove development land and unsold inventory from the Empty Homes Tax for the next year; • Permanently extending the timelines set out in Policy Statements 5 and 6 issued by the Superintendent of Real Estate (pursuant to the Real Estate Development Marketing Act (REDMA)) to allow for an early marketing period of 12 months and a 15-month period to obtain a building permit and satisfactory financing commitment before buyers can unilaterally terminate their pre-sale contracts.

Nikkei Internment Memorial Centre This exclusive interpretive centre features the Japanese-Canadian internment history of New Denver during the Second World War. The camp is said to have held close to 1500 internees during the war. There are over 5,000 RMTs in British Columbia, the overwhelming majority of whom are self-employed. The recent containment efforts announced by the Ministry of Health, the Provincial Medical Health Officer and the College of Massage Therapists of BC which the RMTBC supports as an essential step in ensuring public health, are also resulting in extreme financial hardship to our self-employed members, many of whom do not have access to Employment Insurance. Many of our members are ineligible for the initiatives announced by the Federal Government to support practitioners and clinic owners in BC. The RMTBC urges the government to consider initiatives that will assist RMTs and all self- employed individuals and small business owners in BC in their ability to provide for their families, pay their rent or mortgages and contribute to the tax base. British Columbia’s RMTs play a vital role in providing health services to British Columbians and deliver important services that assist in rehabilitation, improvement in the quality of life for the elderly and alleviate the physical symptoms of depression, stress and anxiety. RMTs help people relieve their musculoskeletal pain in order that they can remain at work longer and continue to enjoy the activities of daily living.

Abstract The Slocan map area of southeastern British Columbia contains 271 documented mineral occurrences, including 125 in the Slocan City area and 123 in the Slocan Camp area. The area is within the Selkirk Mountains and includes the communities of New Denver, Silverton, and Slocan City on the shores of Slocan Lake (Figure 1). Figure 1: Mineral Occurrences of the Slocan Camp and Area (082K03, 082F14) BC Geological Survey Mining History The Slocan area is one of the oldest mining camps in the province which flourished after the turn of the century and has continued to produce intermittently ever since. The history in the West Kootenays dates back to the 1820s when the Bluebell deposit (082FNE043), near Riondel on Kootenay Lake was discovered. Active exploration began around 1865. In 1883, Thomas Hammil located the Lulu and Spring claims (082FNE148) at Ainsworth. In the late 1880’s, Jim Brennan, a prospector working west of Ainsworth, collected some high grade silver samples which sparked considerable interest in this new and virtually unexplored area. After initial interest at Sandon, prospectors extended their range of exploration to the south and west, discovering several deposits containing appreciable gold on Memphis Creek and locating the Dayton claim (082FNW173) in 1893 near Slocan City. During this period, the sustained mining activity throughout the Slocan area provided the incentive for the Canadian Pacific Railway to extend their line south and east from Nakusp to Kaslo and Cody in 1895, and connect Slocan City with the Nelson line in 1897.
