Part A: Background Centennial Park Master Plan Part A: Background Part A: Background 2.0 Context 2.1 Historical Context Under the Confederation Centennial Act of 1962 the federal government encouraged communities and organizations across Canada to engage in “Centennial projects” to celebrate the anniversary of Canada’s confederation. As a result, facilities such as libraries, art galleries, theatres and sport complexes were constructed in communities throughout Canada. For its part, the Township of Etobicoke decided to establish the ultimate in community parks to serve the needs of its fast growing 5 population. In March of 1965, joint funding of the centennial project was offi cially announced and Sasaki, Strong and Associates Ltd. were retained to prepare a park plan. Offi cials remarked that the project presented “a park without equal in Canada in that it offers amusement and recreation for every age category.” By 1966, it became clear that the Park’s development would have to be phased over a period of years due to its capital heavy program. The Township reduced the size of the proposed stadium and delayed development of the relief map project, while concentrating funding on the construction of the ski and sledding hill. It should be noted that 2001 census data was used for this analysis since more recent data from 2006 was not available at the time of this study. Centennial Park Centennial Park is located in Ward 3, which is bounded by Highway 427 and Eglinton Avenue to the north, Burnhamthorpe Road and Dundas Street West to the south, Kipling Avenue and the 427 to the east, and 7 Etobicoke Creek to the west. The Ward is comprised primarily of established residential neighbourhoods with minimal population growth (0.8%) between 1996 and 2001 with over 70% of residents owning their dwellings compared to the City average of 50.7%. By City standards, the Ward 3 population has a higher proportion of seniors and slightly fewer children under the age of ten. For example the percentage of seniors (65 years and older) is 19.1% compared to the City at 13.6 %. The average and median household income for the Ward is also quite high at $75,920 and $61,519 respectively compared to the City averages of $69,125 and $49,345. The ethnic origin of the population is representative of the City’s diversity with no one group making up a signifi cant proportion of the population.
