Chair Mr Taylor in the Chair. Apologies for Absence David O’Neill and Joseph McKinney. 1. Minutes Confirmed The Minutes of the Meeting of the Council held on 16 December 1999 were confirmed. 2. Questions In terms of Standing Order No. 10, submitted Question by Councillor Wilkinson in the following terms:- Why was information on the Council’s attitude and policy to Section 28 given to the BBC Television Newsnight Scotland programme on or around 25th January when the matter has not been debated by Elected Members? In response the Depute Leader of the Council replied as follows:- “The Council’s submission on the repeal of Section 28 was part of their overall submission to the Consultation Paper issued by the Scottish Executive in “Standards in Public life”. The submission was passed to the Scottish Executive on 14 January, which was the deadline after authorisation by the Leader of the Council. No comment was made to BBC Television’s “Newsnight Scotland” or to any other outside organisation until after that date. It was agreed that the response would be recommended for homologation at the next Corporate Policy Committee, within whose Page 1 remit such matters lie, on 7 February. The Corporate Policy Committee agreed to homologate the Council’s response.” Noted. 3.     Bathing water profile: Saltcoats/Ardrossan Bathing water: Saltcoats/Ardrossan EC bathing water ID number: UKS7616049 Location of bathing water: UK/Scotland/North Ayrshire (Map1) Year of designation: 1987 Photograph provided courtesy of North Ayrshire Council Bathing water description Saltcoats/Ardrossan bathing water is a 1 km stretch of sandy beach that lies between the towns of Ardrossan and Saltcoats on the North Ayrshire coast. There are rocky areas at Bath Rocks in the north- west and at the former boating ponds in the south-east. The nearby island of Arran can be seen to the west of the bathing water. The bathing water is also known locally as South Beach. It was designated as a bathing water in 1987. During high and low tides the approximate distance to the water’s edge can vary from 0–390 metres. The sandy beach slopes gently towards the water. For local tide information see: http://easytide.ukho.gov.uk/EasyTide/ Our monitoring point for taking water quality samples is located at the western end of the designated area (Grid Ref NS 23453 41997) as shown on Map 1. Monitoring water quality Please visit our website1 for details of the current EU water quality classification and recent results for this bathing water. During the bathing season (1 June to 15 September), designated bathing waters are monitored by SEPA for faecal indicators (bacteria) and classified according to the levels of these indicators in the water. Description Planning permission is sought for a major residential development on greenfield agricultural land to the north east of Girdle Toll and west of Lawthorn in Irvine. The 6.2ha site is roughly rectangular in shape and lies to the east of the Sourlie Roundabout, which forms the junction of Lochlibo Road and Cairnmount Road (A736). The site is bisected by a single track rural road which follows a north easterly alignment from its junction with the Old Toll House on Lochlibo Road towards the open countryside beyond the town boundary. Between Sourlie Roundabout and the single track road, the site consists of a gently sloping field which now appears to be disused, although was known to be used for silage production in previous years. The field is bounded by well-defined broadleaved hedgerows and there is a narrow woodland belt along its western boundary with the A736. To the east of the single track road is a well-maintained grass field on sloping ground that is currently used for sheep grazing.

There also reached them a considerable amount of additional information, illustrating the earlier history of the Clan, and indicating the common origin of various families. The discovery of papers at Pitfour a year after the book came out was followed by the appearance of His Grace the Duke of Atholl's Chronicles of the Fa1nilies of .Atholl and Tulliebardine, which gives many interesting particulars about the Olan in Athole, while the Editors have been placed in communication with the representa­ tives of other families, who had been unaware of, or omitted to contribute to the original volume. Ultimately in the spring of 1898 the Clan Fergusson Society authorised the preparation and publication of the present supplemen­ tary volume. The Editors have, as on the previous occasion, en­ deavoured to supply notices of the families dealt with from the pen of a member of the particular family.

Recommendation: That Cabinet (a) notes the approach taken to determining the asset maintenance programme for roads, structures and street lighting; (b) approves the maintenance programme for 2020/21, as detailed at Appendix 1a and 1b; and (c) notes that the programme will be issued to the Locality Planning Partnerships for information. 1. Executive Summary 1.1 North Ayrshire Council has a statutory obligation under the Roads (Scotland) Act 1984 to manage and maintain its public road network. The adopted road network within North Ayrshire has a total length of 1040km. The core roads assets are currently estimated at a value of approximately £1.7 billion. 1.2 The Council’s Roads Service has adopted an asset management approach to allocate available road, structures and street lighting maintenance funds to locations that will offer the best return on the investment. 1.3 The Roads Asset Management Plan (RAMP) and the roads assets maintenance strategy follows the recommendations contained within the ‘Well Maintained Highways Code of Practice’, ensuring that the Council’s statutory obligations as delegated Roads Authority are met. 1.4 In complying with the Code of Practice, an effective regime of inspection, assessment and condition recording is well established which assists in not only providing a road network for the future but one that promotes social inclusion and contributes to economic growth within the area.
