    LBP0018 Written evidence submitted by The Northern Powerhouse Education Consortium Education Select Committee Left behind white pupils from disadvantaged backgrounds Inquiry SUBMISSION FROM THE NORTHERN POWERHOUSE EDUCATION CONSORTIUM Introduction and summary of recommendations Northern Powerhouse Education Consortium are a group of organisations with focus on education and disadvantage campaigning in the North of England, including SHINE, Northern Powerhouse Partnership (NPP) and Tutor Trust. This is a joint submission to the inquiry, acting together as ‘The Northern Powerhouse Education Consortium’. We make the case that ethnicity is a major factor in the long term disadvantage gap, in particular white working class girls and boys. These issues are highly concentrated in left behind towns and the most deprived communities across the North of England. In the submission, we recommend strong actions for Government in particular: o New smart Opportunity Areas across the North of England. o An Emergency Pupil Premium distribution arrangement for 2020-21, including reform to better tackle long-term disadvantage. o A Catch-up Premium for the return to school. o Support to Northern Universities to provide additional temporary capacity for tutoring, including a key role for recent graduates and students to take part in accredited training. About the Organisations in our consortium SHINE (Support and Help IN Education) are a charity based in Leeds that help to raise the attainment of disadvantaged children across the Northern Powerhouse. Trustees include Lord Jim O’Neill, also a co-founder of SHINE, and Raksha Pattni. The Northern Powerhouse Partnership’s Education Committee works as part of the Northern Powerhouse Partnership (NPP) focusing on the Education and Skills agenda in the North of England.

Continue down the Kingsway part of the A34 until you reach Tesco and Parrs Wood Entertainment Centre (with Cineworld and Chiquito). Just after the cinema at the next set of major traffic lights take the left fork (note, this is not the turning into the car park but the road after that). Then turn left again almost straight away at the next set of traffic lights and follow the road around, with the cinema complex car park to your left and Parrs Wood High School to your right. You’ll come to a right hand turn with a sign saying ‘no exit’. Turn right here and follow the road past the basketball courts round to the back of the sports hall, until you arrive at the rear car park. Directions from the South Join the M56 northwards towards Manchester. Be sure to turn off at Junction 3 to stay on the M56. Depart at Junction 1 onto the A34. We have now received the final report that we expect to be published on the Ofsted website on Monday and which will be made available on the school’s website this afternoon. A copy of the report is enclosed with this letter. Although the report finds that: safeguarding of children is effective, our students feel safe and well looked after, spiritual, social, moral and cultural development is effective, and there is a broad and balanced curriculum in place it is less positive about the school overall and as a result, I regret to tell you, the school has been placed in Special Measures. The school’s leaders, governors and trustees accept the report’s findings and have already started work to fully address the issues raised as quickly as possible. To support us we will be working closely with Chorlton High School and Piper Hill High School, both of which are Teaching Schools and National Support Schools and have a proven track record of delivering sustained school improvement over time. We will draw on a range of high quality external support alongside internal support from the wider Prospere Learning Trust.
