World War II Home Front National Historic Landmarks......................................................193 Foreword 1 HISTORIC CONTEXTS Foreword On October 24, 2000, Congress directed the Secretary of the Interior to conduct a theme study of the World War II home front.1 The purpose of the study is to identify historic places that best represent the wartime mobilization that occurred in the United States and its territories and possessions between 1939 and 1945 to assist in identifying whether any of these places should be considered for potential inclusion in the National Park System. The task of identifying places that can tell the home front story is a challenging one. Thousands of factories, government office buildings, research laboratories, housing projects, military bases, United Service Organization (USO) canteens, day care centers, and schools were built or expanded during the war. Theaters in hundreds of communities across the nation sponsored War Bond drives and showed both terrifying news reels and uplifting and entertaining movies. Railroad and bus stations in large cities and small towns could barely contain the millions of men and women passing through them on their way to military service or new defense jobs. Other places represented less positive wartime stories: segregated housing and military bases, war relocation centers for persons of Japanese descent, prisons where conscientious objectors were held, and sites of racial conflict or labor/management confrontation. Some home front properties have already been recognized. A number are included in the National Park System. The Rosie the Riveter/World War II Home Front National Historical Park, in Richmond, California, was established in 2000 specifically to recognize the important wartime contributions of workers, including women and minorities, and ordinary citizens, who collected and saved and sacrificed on the home front. Others have been designated as National Historic Landmarks or listed in the National Register of Historic Places. Because World War II is still so recent, most home front properties have not yet been comprehensively surveyed or evaluated. In addition, many sites have been lost to demolition or destructive change, in part because no one knew they were important. While these facts have made the completion of this theme study more difficult, they have also underlined the urgent necessity of providing the historic contexts needed to identify and recognize these properties as quickly as possible. The historic contexts section is divided into four parts. The first, written by John W. Jeffries, Professor of History at the University of Maryland Baltimore County, gives a general overview of the wartime home front, concentrating on the critical role of the federal government in mobilizing industry, science and technology, agriculture, manpower, money, morale, and security. It also discusses the impact of mobilization on the nature of the American political economy, on prosperity and living standards, on opportunities and expectations, on demographic and geographic change, and on national politics. The second part was written by William M. Tuttle, Jr., Professor of American Studies at the University of Kansas. It provides more detail about how ordinary men, women, and children 1 As contained in Public Law 106-352, Sec. 4. WORLD WAR II HOME FRONT STUDY. “The Secretary shall conduct a theme study of the World War II home front to determine whether other sites in the United States meet the criteria for potential inclusion in the National Park System in accordance with section 8 of Public Law 91-383 (16 U.S.C. 1a-5).” Foreword 2 reacted to sometimes overwhelming population movements, to the absence of fathers and brothers in the military, to massive, if temporary, changes in women’s roles, and to the all-pervasive presence of the war in popular culture. The third part, written by Nelson Lichtenstein, Professor of History at the University of California, Santa Barbara, discusses the effects of the massive industrial mobilization on working people, particularly women and African Americans, and the central role of organized labor. This part also includes the battles for union recognition during the “defense period” between the outbreak of the war in Europe in 1939 and the Japanese attack on Pearl Harbor on December 7, 1941; the dramatic growth in union membership during the war; and conflicts among union leaders, their rank and file, and the government over wages, shop floor issues, and strike policy. The fourth and last part of the historic contexts section was written by Harvard Sitkoff, Professor of History at the University of New Hampshire. It deals with the impact of the war on African Americans and other minorities, most of whom made significant progress in some areas while suffering continued discrimination, sometimes violent, in other areas. Inevitably some important subjects, such as population movements and the changing status of women and African Americans, are covered in more than one of the essays. The perspectives the scholars bring to these subjects help demonstrate that there are many ways to understand the complex reality that was the World War II home front. McClellan, it is tempting to approach the story as a common one of hero versus villain. As Joseph Harsh explains in his essay on McClellan, the General’s “role in the Unionist scenario is all but predetermined. He is the first and sorriest of the candidates to try the patience of Lincoln.”1 While these anti-McClellan histories were not without basis, they failed to realize that Lincoln was not without fault in this relationship. The relationship between Lincoln and McClellan was indeed a marriage, but it was a marriage of convenience, and sadly for both men they married too young and inexperienced. McClellan was certainly a thorn in Lincoln’s side, but Lincoln did not yet know how properly to handle a general, so rather than walk around the sticker bush, Lincoln dove in headfirst. McClellan and Lincoln were both ill equipped to handle their new positions and both did things to one another that, had they encountered each other later in the war, they may not have done. Sadly for them, their relationship became a casualty of their inexperience. I. Lincoln came from poverty, received only one year of formal education, and worked hard for everything he accomplished.

This country has seen in Hollywood an effective structure for approaching the audience. With the purpose of approaching national and international audiences, Meximo has not only adopted some of Hollywood cinematographic genres, but it has also combined them with Mexican genres such as “Cabaretera” in order to reflect its social context and national identity. The Melodrama and the Film Noir were two of the Hollywood genres which exercised a stronger influence on the Golden Age of Mexican Cinema. Influence of these genres is specifically evident in style and narrative of the film Aventurera (1949). This film shows the links between Hollywood and Mexican cinema, displaying how some Hollywood conventions were translated and reformed in order to create its own Mexican Cinema. Most countries intending to create their own cinema have to face Hollywood influence. This industry has always been seen as a leading industry in technology, innovation, and economic capacity, and as the Nemesis of local cinema. This case study on Aventurera shows that Mexican cinema reached progress until exceeding conventions of cinematographic genres taken from Hollywood, creating stories which went beyond the local interest. How and why a people responds affirmatively to momentous events in the life of its nation is an intriguing question for the social historian. Part of the answer may be found in the degree to which a populace can connect such events to traditional (and often idealistic) themes in its culture, themes which have had wide currency and restatement. This kind of identification can be seen particularly in wartime; twice in this century large segments of the American population rallied around the call to preserve democracy under the guise of fighting a "war to end all wars" and another to preserve the "four freedoms." But popular perceptions of these global conflicts were not without both deliberate and unconscious manipulation in many areas of the culture, including commercial motion pictures. Hollywood produced hundreds of feature films during World War II which depicted facets of that conflict on the domestic homefront, the soil of friendly Allies and far-flung battlefields. Many of the films showed no more than a crude addition of the war theme to plots that would have been filmed anyway in peacetime, such as gangster stories and musical comedies. But other movies reached a deeper level in subtly linking the war to American traditions and ideals. Sahara,1 Columbia Pictures' biggest money-maker in 1943, starring Humphrey Bogart in a finely understated performance, is such a motion picture. Students of American culture will find Sahara and its never-filmed predecessor script, "Trans-Sahara," artifacts especially useful in ex­ amining two phenomena: the process of government pressure on 0026-3079/81/2201-0005S01.50/0 5 movie studios to ensure that the "approved" war.

    THE ROYAL CANADIAN AIR FORCE JOURNAL VOL. 3 | NO. 4 FALL 2014 Air Raid Colombo, 5 April 1942: The Fully Expected Surprise Attack B Y RO B E R T S TUA R T Introduction n the morning of 5 April 1942, a force of 127 aircraft from the five aircraft carriers of Kido Butai (KdB), the Imperial Japanese Navy’s carrier task force, attacked Colombo, O the capital and principal port of the British colony of Ceylon (now Sri Lanka). This was no bolt from the blue, however. The defenders had been preparing for weeks for just such an eventuality. Reconnaissance aircraft had detected KdB’s approach the previous afternoon and tracked it during the night. The defending aircraft and anti-aircraft (AA) guns had come to full readiness before first light and were supported by an operational radar station. The defending fighters were nevertheless still on the ground when the Japanese aircraft arrived and were not scrambled until the pilots themselves saw the attackers overhead. As a result, the defenders lost 20 of the 41 fighters that took off, while the Japanese lost only seven aircraft. So what happened? Was there a problem with the radar, did someone blunder, or was there some other explanation? This article is a first look into why the defenders were caught on the ground. Reinforcements On 7 December 1941, the air defences of Ceylon consisted of four obsolescent three-inch AA guns at Trincomalee. The only Royal Air Force (RAF) unit was 273 Squadron at China Bay, near Trincomalee, with four Vildebeests and four Seals, both of which were obsolete biplane torpedo aircraft.

It is often difficult to outline the shape of national policy, however, in a dynamic society like that of the United States. Who makes national policy? Nobody, really. The armed forces make recommenda­ tions, but these are rarely accepted, in total, by the political administration that makes the final pbrposals to Congress. The changes introduced at the top executive level are variously motivated. The world political climate must be considered, as must various political realities within the country. Cost is always a factor and a determination must be made as to the allocation of funds for defense as opposed to allocations to other government concerns. The personalities, prejudices and predilections of the men who occupy high political office invariably affect proposals to Congress. The disposition of these proposals, of course, is in the hands of Congress. While the executive branch of the government is pushect' and pulled in various directions, Congress is probably subject to heavier pressures. Here, again, the nature of the men who occupy responsible positions within the Congress often affect the decisions of Congress. ·National policy, then, is the product of many minds and is shaped by many diverse interests.
