TEACHER EDUCATION POLICIES AND PROGRAMS IN PAKISTAN: THE GROWTH OF MARKET APPROACHES AND THEIR IMPACT ON THE IMPLEMENTATION AND THE EFFECTIVENESS OF TRADITIONAL TEACHER EDUCATION PROGRAMS By Fida Hussain Chang A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of Curriculum, Instruction, and Teacher Education - Doctor of Philosophy 2014 ABSTRACT TEACHER EDUCATION POLICIES AND PROGRAMS IN PAKISTAN: THE GROWTH OF MARKET APPROACHES AND THEIR IMPACT ON THE IMPLEMENTATION AND THE EFFECTIVENESS OF TRADITIONAL TEACHER EDUCATION PROGRAMS By Fida Hussain Chang Two significant effects of globalization around the world are the decentralization and liberalization of systems, including education services. In 2000, the Pakistani Government brought major higher education liberalization and expansion reforms by encouraging market approaches based on self-financed programs. These approaches have been particularly important in the area of teacher education and development. The Pakistani Government data reports (AEPAM Islamabad) on education show vast growth in market-model off-campus (open and distance) post-baccalaureate teacher education programs in the last fifteen years. Many academics and scholars have criticized traditional off-campus programs for their low quality; new policy reforms in 2009, with the support of USAID, initiated the four-year honors program, with the intention of phasing out all traditional programs by 2018. However, the new policy still allows traditional off-campus market-model programs to be offered. This important policy reform juncture warrants empirical research on the effectiveness of traditional programs to inform current and future policies. Thus, this study focused on assessing the worth of traditional and off-campus programs, and the effects of market approaches, on the implementation of traditional post-baccalaureate teacher education programs offered by public institutions in a southern province of Pakistan. -

PERSPECTIVES ON TERRORISM Volume 11, Issue 6 Articles Al-Qaida and the Pakistani Harakat Movement: Reflections and Questions about the pre-2001 Period by Don Rassler Abstract There has been a modest amount of progress made over the last two decades in piecing together the developments that led to creation of al-Qaida and how the group has evolved over the last 30 years. Yet, there are still many dimensions of al-Qaida that remain understudied, and likely as a result, poorly understood. One major gap are the dynamics and relationships that have underpinned al-Qaida’s multi-decade presence in Pakistan. The lack of developed and foundational work done on the al-Qaida-Pakistan linkage is quite surprising given how long al- Qaida has been active in the country, the mix of geographic areas - from Pakistan’s tribal areas to its main cities - in which it has operated and found shelter, and the key roles Pakistani al-Qaida operatives have played in the group over the last two decades. To push the ball forward and advance understanding of this critical issue, this article examines what is known, and has been suggested, about al-Qaida’s relations with a cluster of Deobandi militant groups consisting of Harakat ul-Mujahidin, Harakat ul-Jihad Islami, Harakat ul-Ansar, and Jaish-e-Muhammad, which have been collectively described as Pakistan’s Harakat movement, prior to 9/11. It finds that each of these groups and their leaders provided key elements of support to al-Qaida in a number of direct and indirect ways. -

Zulfiqar Ali Bhutto and Confrontationist Power Politics in Pakistan : JRSP, Vol. 58, No 2 (April-June 2021) Ulfat Zahra Javed Iqbal Zulfiqar Ali Bhutto and the Beginning of Confrontationist Power Politics in Pakistan 1971-1977 Abstract: This paper mainly explores the genesis of power politics in Pakistan during 1971-1977. The era witnessed political disorders that the country had experienced after the tragic event of the separation of East Pakistan. Bhutto’s desire for absolute power and his efforts to introduce a system that would make him the main force in power alienated both, the opposition and his colleagues and supporters. Instead of a democratic stance on competitive policies, he adopted an authoritarian style and confronted the National People's Party, leading to an era characterized by power politics and personality clashes between the stalwarts of the time. This mutual distrust between Bhutto and the opposition - led to a coalition of diverse political groups in the opposition, forming alliances such as the United Democratic Front and the Pakistan National Alliance to counter Bhutto's attempts of establishing a sort of civilian dictatorship. This study attempts to highlight the main theoretical and political implications of power politics between the ruling PPP and the opposition parties which left behind deep imprints on the history of Pakistan leading to the imposition of martial law in 1977. If the political parties tackle the situation with harmony, a firm democracy can establish in Pakistan. [email protected] Abstract The current study presents the analysis of Baluchistan conflict with a lens of Human Needs Theory (HNT) and tries to find out the possible resolution of conflict in accordance with the parameters given by HNT. The first part deals briefly with the major issues of the conflict in Baluchistan, which provides an insight to the conflict. The second part outlines the ideas of HNT theorists; i.e. John Burton and Abraham Maslow. The third part provides the application of HNT to the conflict in Baluchistan, which aims at to find out a mechanism that may help to reach at a possible resolution of the conflict. The study also takes into account the matters regarding Baloch grievances, the sense of deprivation, lack of trust, the issues of perception and enemy images. The analysis of Baluchistan conflict through Human Needs Theory and having awareness about the effect of enemy images and perceptions after more than a decade of conflict, study recommends that a needs- based solution is within reach. It just needs to be viewed with a different eye, which should focus on the conflict with reference to natural human needs, respecting their natural responses and only by fulfillment of these natural needs, the conflict can be mitigated. -

Yet its opacity has hindered academic research. We use open sources to construct unique new data on the backgrounds, careers, and post-retirement activities of post-1971 Corps Commanders and Directors-General of Inter-Services Intelligence. We provide evidence of bureaucratic predictability and professionalism while officers are in service. After retirement, we show little involvement in electoral politics but extensive involvement in military-linked corporations, state employment, and other positions of influence. This combination provides Pakistan’s military with an unusual blend of professional discipline internally and political power externally - even when not directly holding power.
