MENU Policy Analysis / PolicyWatch 652 Terrorist Links of the Iraqi Regime Aug 29, 2002 Brief Analysis n August 28, 2002, a U.S. federal grand jury issued a new indictment against five terrorists from the Fatah O Revolutionary Command, also known as the Abu Nidal Organization (ANO), for the 1986 hijacking of Pan Am Flight 73 in Karachi, Pakistan. Based on "aggravating circumstances," prosecutors are now seeking the death penalty for the attack, in which twenty-two people -- including two Americans -- were killed. The leader of the ANO, the infamous Palestinian terrorist Abu Nidal (Sabri al-Banna), died violently last week in Baghdad. But his death is not as extraordinary as the subsequent press conference given by Iraqi intelligence chief Taher Jalil Haboush. This press conference represents the only time Haboush's name has appeared in the international media since February 2001. Iraqi Objectives What motivated the Iraqi regime to send one of its senior exponents to announce the suicide of Abu Nidal and to present crude photographs of his bloodied body four days (or eight days, according to some sources) after his death? It should be noted that the earliest information about Nidal's death came from al-Ayyam, a Palestinian daily close to the entity that may have been Abu Nidal's biggest enemy -- the Palestinian Authority. At this sensitive moment in U.S.-Iraqi relations, Abu Nidal could have provided extraordinarily damaging testimony with regard to Saddam's involvement in international terrorism, even beyond Iraqi support of ANO activities in the 1970s and 1980s. In publicizing Nidal's death, the regime's motives may have been multiple: • To present itself as fighting terrorism by announcing that Iraqi authorities were attempting to detain Abu Nidal for interrogation in the moments before his death. -

Palestinian Islamic Jihad's Internet Network
Intelligence and Terrorism Information Center at the Israel Intelligence September 24, 2007 Heritage & Commemoration Center The Internet in the service of terrorist organizations: the Palestinian Islamic Jihad’s Internet network and the service providers by which the organization is supported (updated to September 18, 2007). Overview 1. The PIJ is a relatively small radical Islamic terrorist organization sponsored by Iran and Syria and directed by its headquarters in Damascus. At the present time the PIJ is the most prominent organization in launching rockets from the Gaza Strip into Israel. Since 2005 it has taken dominance from Hamas in carrying out deadly suicide bombing attacks in Tel Aviv, Hadera, Netanya and other population centers in Israel. 2. Like Hamas and the other Palestinian terrorist organizations, the PIJ makes extensive use of the Internet, which serves as one of its main weapons in the battle for hearts and minds. The PIJ’s Internet network has six sites, four of them news-oriented and two devoted to the organization’s founder and former leader, Fathi al-Shikaki , and to its present leader, Abdallah Ramadan Shalah. As opposed to Hamas, which appeals to world-wide audiences, the PIJ’s target audiences are mainly Palestinians and 2 Arabic-speakers. Thus, with the exception of one site, all the PIJ’s sites are in Arabic, as opposed to the Hamas sites, which appear in eight languages. 3. Since it is a small organization, and it resources and manpower are limited, its Internet network is smaller and its technical level is lower than that of Hamas.1 However, during the past year the technology and content of its sites have improved. -

For a PDF version of this article, click here. Introduction Why is it that certain terrorist organizations employ suicide terrorism to advance their objectives, while others do not? In order to answer this question, I will examine why Hamas, the central terrorist organization operating within the Occupied Territories, has gradually escalated its employment of suicide terrorism; and why the Kurdistan Workers Party (PKK), a separatist group operating in Turkey, gradually abandoned it as a component of its broader strategy. I will discuss the activities of these groups within the context of two competing explanations of suicide terrorism: those which focus on religious motivations, and those which focus on strategic motivations. I argue that while the first set of explanations is meritorious in some instances, the latter set of explanations is much more broadly applicable, and, as such, more legitimate. Suicide Terrorism as Strategy Hamas’ official charter, made public on August 18, 1988, articulates a harrowing commitment to the complete destruction of Israel: “Israel will exist and will continue to exist until Islam will obliterate it, just as it obliterated others before it.”[1] The charter’s most striking features lie not in its body, but, rather, in its opening and closing statements. -

It also contains an overview of Palestinian society and politics and descriptions of key Palestinian individuals and groups— chiefly the Palestine Liberation Organization (PLO), the Palestinian Authority (PA), Fatah, Hamas, and the Palestinian refugee population. The “Palestinian question” is important not only to Palestinians, Israelis, and their Arab state neighbors, but to many countries and non-state actors in the region and around the world— including the United States—for a variety of religious, cultural, and political reasons. U.S. policy toward the Palestinians is marked by efforts to establish a Palestinian state through a negotiated two-state solution to the Israeli-Palestinian conflict; to counter Palestinian terrorist groups; and to establish norms of democracy, accountability, and good governance within the Palestinian Authority (PA). Congress has appropriated assistance to support Palestinian governance and development amid concern for preventing the funds from benefitting Palestinian rejectionists who advocate violence against Israelis. Among the issues in U.S. policy toward the Palestinians is how to deal with the political leadership of Palestinian society, which is divided between the Fatah-led PA in parts of the West Bank and Hamas (a U.S.-designated Foreign Terrorist Organization) in the Gaza Strip. Following Hamas’s takeover of Gaza in June 2007, the United States and the other members of the international Quartet (the European Union, the United Nations, and Russia) have sought to bolster the West Bank-based PA, led by President Mahmoud Abbas and Prime Minister Salam Fayyad. -

In the two years since Operation Cast Lead there has been a significant reduction in the extent and severity of terrorist attacks carried out by Hamas, the Palestinian Islamic Jihad and the other Palestinian terrorist organizations operating in the Gaza Strip. That created a new security situation, and improvement on that before Operation Cast Lead. The decrease in terrorism reflects Israel's power, restored by Operation Cast Lead, to deter the terrorist organizations. However, even the current level of rocket and mortar shell fire and the frequent attacks on IDF forces along the border fence disrupt the daily lives of the western Negev residents. 2. The relative quiet has been exploited by Hamas and the other terrorist organizations for the as yet incomplete process of rehabilitating and upgrading their military capabilities. The process is implemented by the vast support provided by Iran and Syria. In any case, Hamas continues to make it possible, sometimes with its own involvement or through its proxies, for low-signature shooting attacks and other terrorist activities to be carried out, and tries to keep a balance between preventing escalation and waging a campaign of attrition against Israeli civilians. -

The T conference was a major step in Iran's drive to accelerate terrorist attacks on Israel. Delegates to the conference came from thirty-four countries, including Syrian vice president Muhammad Zahir Mosahareqa, Lebanese National Assembly Speaker Nabih Berri, and representatives from many parliaments (e.g., Irish Senator Mick Lanigan). Palestinian participants included Palestinian Authority (PA) minister in charge of Jerusalem affairs Faisal Husseini and Palestinian National Council head Salim Za'noun (Abu Adib), one of the founding generation of Fatah and for many years the main link between Yasir Arafat and Islamic fundamentalist circles. Iran's Hard Line The Tehran conference was organized by the Iranian parliament, which is solidly under the control of reform elements. The conference's secretary-general was Ali Akbar Mohtashemi, the head of the reformist faction in the Iranian parliament and a political ally of President Muhammad Khatami. Mohtashemi, who inspired the formation of Hizballah in 1982, is an example of the radical anti-Israel elements that constitute an important part of the pro-Khatami reform forces. In an April 22 speech, Mohtashami called for the elimination of the Jewish State of Israel, which he described as a "knife in the heart of the Islamic world," saying, "If the Islamic world tries to live with -

TERRORIST ASSETS REPORT (January 1997) 1996 Annual Report to the Congress on Assets Belonging to Terrorist Countries or International Terrorist Organizations SUMMARY More than 3.1 billion dollars in assets of seven state sponsors of terrorism are located within U.S. jurisdiction. Of that amount more than $3.0 billion are blocked by the U.S. Department of the Treasury pursuant to economic sanctions imposed by the United States against five of the terrorist countries. In addition, approximately $734,000 in assets of international terrorist organizations which were identified and blocked within the united States in 1995, remain blocked in 1996. BACKGROUND Section 304 of Public Law 102-138, as amended by Public Law 103-236 (22 U.S.C. § 2656g), requires the Secretary of the . Treasury, in consultation with the Attorney General and appropriate investigative agencies, to provide annual reports to the Congress concerning the nature and extent of assets held in the United States by terrorist countries and organizations engaged in international terrorism. The Department of the Treasury submitted its first Terrorist Assets Report to the Congress in April 1993. The current report, covering calendar year 1996, is the fifth successive Terrorist Assets Report. The Terrorist Assets Report is submitted to the Committee on Foreign Relations and the Committee on Finance in the Senate and to the Committee on International Relations and the Committee on Ways and Means in the House. It was prepared by the Department of the Treasury's Office of Foreign Assets Control ("OFAC"), which has the responsibility for administering and enforcing economic sanctions programs mandated by the President pursuant to his declaration of a national emergency with respect to particular foreign countries and non-state parties.
