Background: Mahala Raï Banda is a Gypsy band based from Bucharest (Romania). Their music is positioned at the crossroads between traditional popular music and club-oriented, so called Balkan Beats. Their rich blend of sophisticated arrangements, traditional elements and modern outlook make them unique among such bands. Ever since the release of their debut album, Mahala Raï Banda's reputation has grown around the world. The band has played over 200 concerts in 26 countries, and appeared at major festivals and prestigious clubs and concert halls. They have had their tracks remixed and/or reworked by prestigious electronic music producers and artists such as Nouvelle Vague, Felix B (from Basement Jaxx), Balkan Beat Box, DJ Click, Russ Jones, Shantel and more. Most of these reworks appeared as part of the Electric Gypsyland albums. Mahala Raï Banda tracks have appeared on international compilations such as Buddha Bar (France), Bucovina Club (Germany), Balkan Bangers and Gypsy Beats (UK), Balearic Bisquits (Denmark), Balkanology (South Africa), Rough Guide to Eastern Europe (UK), Rromanu Suno (Serbia), Balkan Beats (Germany) Barrio Latino (France), Bar Gypsy (USA) and more, as well as in the soundtrack album of the "Borat" movie. The festival aimed to generate a greater un- derstanding of other countries through art and culture. The need for this had grown in the context of the European Eco- nomic Community, where countries started working together and their citizens living together. An introduction to each other’s culture could stimulate genuine interest and thereby strengthen dialogue and cohesion. No fewer than 26 festivals have taken place over the years, with top editions such as Europalia Spain (1985) and Europalia Austria (1987). In 1989, Europalia Japan marked the moment when the festival started to look beyond Europe. Several non-European countries have subsequently been invited, including Russia (2005) and India (2013). But a lot has changed since then. Today, it would be unthinkable for the festival to like it did 50 or even 20 years ago.

Principala cauză este legată de faptul că până în decembrie 2012, Compania Naţională "Loteria Română" - S.A. avea o contribuție la fondul cultural de 2% din încasări. Pierderea acestei finanțări de la bugetul de stat a pus AFCN în situația de a se concentra spre colectarea cotizațiilor de la agenții economici menționați în Ordonanța nr.51/1998. În ciuda faptului că activitatea de colectare s-a intensificat considerabil, după trei ani de creștere a sumelor alocate proiectelor culturale și editoriale, în 2014 fondul cultural s-a diminuat cu 36% în cazul proiectelor culturale și cu aproape 12% în cazul celor editoriale. Suma disponibilă finanțării proiectelor editoriale a fost de 2.200.000 lei, repartizată, de către membrii Consiliului Administrației Fondului Cultural Național, astfel: Carte: 1.100.000 lei Proiecte selectate spre finanțare Reviste și publicații culturale:600.000lei „Carte“: au fost depuse spre finanțare 156 de proiecte editoriale, Noile media: 250.000lei însumând 236 de titluri de carte, fiind declarate câstigătoare 34 de Contestații: 250.000 lei proiecte editoriale cu 70 de titluri.
