The Regional Planning Commission has developed this 2020-2022 Coordinated Public Transit-Human Services Transportation Plan, the purpose of which is to: 1) Describe the transportation needs of low-income, elderly, and disabled populations in the New Orleans metropolitan areas, and the challenges of providing effective transport to these populations and 2) Present a series of locally developed goals, objectives and strategies for confronting and overcoming these challenges The first chapter serves as an introduction to these themes by providing a background of Coordinated Planning at the national, state, and local level beginning in 2004 up to the development of this document. This latest plan, the fourth created by the Regional Planning Commission, includes a strategic planning component first introduced in 2018. This diversity of strategies in the plan reflects that of the varied group of stakeholders who contributed to their development. These stakeholders include representatives from transportation providers from the public, private non-profit, and private for profit sectors, advocacy groups for the transportation disadvantaged, and representatives from municipal, regional and state governments, all of whom have participated to some degree in the Coordinated Transportation Planning Advisory Council described in Chapter Two. Chapter Three describes the transportation assets of the region and primarily focuses on the major providers of public transportation. Descriptions include fleet size, annual ridership and passenger trips, governance, geographic coverage, and summaries of fixed and paratransit service (if applicable). Chapter Four lists and summarizes known major funding sources for public and human services transportation. In order to identify the needs and challenges of coordinated transportation, this plan takes a two-fold approach. The first is data driven, presenting a geographic and demographic picture of our community and those who live in it. The second approach is derived from the input, observations, and expertise of our planning partners and stakeholders from throughout the region, many of whom personally or professionally face these challenges on a daily basis. These approaches are presented Chapter 5 (Needs Assessment). This assessment of needs and challenges has led to a set of goals and objectives, described in Chapter 6. The goals and their related objectives have been divided into three categories, though with the recognition that they are complementary in nature. These categories include 1) Improving Accessibility and Mobility; 2) Taking Stock of our Community, and 3) Managing Mobility. Each category includes a series of strategies that have been proposed, developed, and prioritized by the Coordinated Council. Chapter 7 includes performance measures for tracking progress toward these goals. 5 1.     CITY OF KENNER EMERGENCY OPERATIONS PLAN (EOP) ANNEX B FIXED FACILITY RADIOLOGICAL EMERGENCY RESPONSE PLAN CITY OF KENNER FIXED FACILITY RADIOLOGICAL EMERGENCY RESPONSE PLAN (FFRERP) July 1, 2008 Introduction: While the possibility of a radiological release from a nuclear power plant is exceedingly small, for most people just the thought of such an incident is very frightening. Radiation is viewed with suspicion and fear and is usually associated with world war, mass casualties, and catastrophic devastation. Although radiological events originating at nuclear power plants are serious matters that require immediate response and swift resolution, it must be recognized that they very seldom involve threats to the health or safety of the general civilian population. Incidents like those at Three Mile Island in Middletown, Pennsylvania, in 1979, and Chernobyl, Ukraine, in the former Soviet Union in 1986 are very rare indeed. Entergy Corporation operates the Waterford 3 Nuclear Power Plant, located at Taft, Louisiana, 14 miles from Kenner. Like all other nuclear power plants in the United States, this one is built to exacting standards, with containment structures of exceptional strength, numerous layers of protective barriers, and redundant safety systems. Highly trained technicians and professionals operate the facility and safety is always a priority. The plant employs very sophisticated security measures and well-practiced emergency response protocols. The plant is very closely monitored by federal and state government regulatory agencies. Operators work year-round with federal, state, and parish emergency management officials in surrounding communities to ensure plans are in place in the unlikely event a radiological emergency does occur. While Kenner and its residents will probably not be affected directly by a radiological event occurring at Waterford 3, the City will nevertheless be impacted by an increased population and motor vehicle traffic in the event there is need to evacuate communities nearest the plant.

Louisiana has historically been regarded as a water-rich state.' Water rights have provoked minimal litigation in Louisiana, and the state's legislators and bureaucrats have only recently attempted coordinating the development and protection of water resources and regulating the use of water. Benign neglect may be justified if there is abundant water for all-and Louisiana probably contains more than enough water to meet its foreseeable needs. But that water is not evenly distributed: in some areas, water is not always readily available, particularly when quality requirements are taken into account. One study published in 1957 indicated some concern on the part of industrial businesses and farmers that state water policy could not assure a sufficient water supply in the future.2 Indeed, data indicate the future will bring sporadic water shortages in portions of the state.

    The Atchafalaya National Heritage Area Selected Level 0 Cultural Landscape Assessments 2010 Suzanne Turner Associates, LLC Consultant for Historic Landscapes 635 Louisiana Avenue, Baton Rouge, Louisiana 70802 Suzanne Turner, FASLA John Welch, RLA Nick Musso, ASLA This study was initiated by the State of Louisiana, Department of Culture, Recreation, and Tourism, in order to fulfill federal mandates related to funding and designation of the Atchafalaya National Heritage Area. Debra Credeur, Executive Director of the Atchafalaya National Heritage Area spearheaded the selection of the cultural resources that were surveyed, in order to represent the region in areal extent, cultural resource type, and importance of the different resources in the basin. The primary resources for the site selection process were 1) the National Park Service Cultural Landscape Management Guideline, and 2) a Heritage Resource Screening Process used by a similar heritage area with an approved Management Plan. This process selects resources under the broader categories of cultural, historical, natural and recreational, which is consistent with our enabling legislation, and then breaks these categories down further into themes. The National Park Service Planning Team then consulted with the State of Louisiana Architectural Historian and National Register Coordinator to select National Historic Landmarks and other cultural landscapes that reflect heritage area themes. Effort was made to have all types of landscapes represented as well as all 14 parishes. The individual assessments will be used as references for similar types of resources for projects in the future. Suzanne Turner Associates was contracted to conduct a “Level 0” assessment of selected properties within the Atchafalaya National Heritage Area, and to document the basic history of the site, construct a bibliography and partial literature review for each subject property, and document existing threats to the cultural assets of the region.
