Chef van de redactie buitenland was dr. Anton Constandse. Van 1946 tot en met 1948 had ik de opleiding voor de diplomatieke dienst gevolgd van het Nederlands Opleidings Instituut voor het Buitenland (NOIB) op Nijenrode. Van 1948 tot en met 1950 volgde ik op het Yale College in New Haven, Connecticut, de studie Political Science and International Relations. Inmiddels 25 jaar geworden twijfelde ik steeds meer aan een leven als ambtenaar van het Ministerie van Buitenlandse Zaken. Was ik niet een te vrijgevochten en te zelfstandig denkende vogel om zonder tegensputteren of mokken braaf Haagse opdrachten uit te voeren waar ik het wellicht faliekant mee oneens zou zijn? Van een dergelijke incompatibilité d'humeurs zou immers alleen maar gedonder kunnen komen. Op het Yale College had ik in dit verband al het een en ander meegemaakt. In 1949 was ik tot praeses van de Yale International Club gekozen, een organisatie voor de in New Haven studerende buitenlandse studenten. Nederland knokte in die dagen onder de noemer van ‘politionele acties’ tegen Indonesië. Ik nodigde ambassadeur F.C.A. -

Levy, Chair As long as far-right parties { known chiefly for their vehement opposition to immigration { have competed in contemporary Western Europe, scholars and observers have been concerned about these parties' implications for liberal democracy. Many originally believed that far- right parties would fade away due to a lack of voter support and their isolation by mainstream parties. Since 1994, however, far-right parties have been included in 17 governing coalitions across Western Europe. What explains the switch from exclusion to inclusion in Europe, and what drives mainstream-right parties' decisions to include or exclude the far right from coalitions today? My argument is centered on the cost of far-right exclusion, in terms of both office and policy goals for the mainstream right. I argue, first, that the major mainstream parties of Western Europe initially maintained the exclusion of the far right because it was relatively costless: They could govern and achieve policy goals without the far right. -

The Dutch royalty owns major multinational corporations such as Royal Dutch Shell, KLM Royal Dutch Airlines, Philips Electronics and Holland-America Line.1 The royal family has evolved its interests as a high-level authority currently operating as a branch of the Vatican’s Roman empire, wielding considerable influence over such powerful entities as the Rand Corporation, Koch Industries, Princeton University (founded in honor of the House of Orange), some of the world’s largest banks including AMRO and investment firms like BlackRock,2 the largest financial asset management institution on the planet, worth an estimated $7.4 trillion in client assets.3 Coincided by design with the planned Corona scamdemic, this year BlackRock’s been busily bailing out the US Federal Reserve, buying billions worth of bonds to keep the house of cards economy from imploding, in one fell swoop in April seizing control over the US Treasury and Federal Reserve.4 This private, unelected monolith has monopoly control now over the entire US economy as the centralized economic chokehold over the global masses prepares to tighten its death grip noose over humanity.5 As the long planned implosion of the world economy goes up in smoke, by engineered design, this latest power grab amidst the so called pandemic crisis is all about consolidation of power and control into fewer and fewer hands, lending new meaning to the thoroughly bankrupted USA Corporation owned and operated by the financial juggernaut of “the Crown.”6 The stakes have never been higher in 2020. -

The Judge, the Occupier, his Laws, and their Validity: Judicial Review by the Supreme Courts of Occupied Belgium, Norway, and the Netherlands 1940-1945 in the Context of their Professional Conduct and the Consequences for their Public Image Derk Venema 1 Introduction Under the German occupation in World War II, the supreme courts of the Netherlands, Belgium, and Norway were forced to form an opinion on the relation between the occupier’s ordinances on the one hand and domestic and international law on the other. The overall attitudes of these three supreme courts towards the occupier are reflected in this one topic: their positions and decisions concerning judicial review of the occupier’s ordinances. For each court, I will give an outline of its behaviour and its own justifications and discuss the consequences of these for their public image. The three case studies will lead to a tentative conclusion about which were the most important factors leading to a positive or a negative image. The International Law of Belligerent Occupation Central to the legal relation between occupier and occupied territory is Article 43 of the Hague Regulations (HR) of 1907. This article still serves as the basis of the international law of occupation, and is clarified, but essentially unaltered by Article 64 of the 4 th Geneva Convention of 1949 2. -

Politiek tijdpad Oostvaardersplassen 1968-2018 Het politieke en beleidsmatige verhaal van de Oostvaardersplassen is eigenlijk het verhaal van ecoloog Frans Vera, werknemer van afwisselend Staatsbosbeheer, Min. v. L&V, Universiteit Wageningen, Min. v. LNV en weer Staatsbosbeheer. Hij oefent sinds de 80-er jaren, vanuit verschillende posities als ambtenaar, grote invloed uit op het natuurbeheer. Niet omdat hij zo’n goed wetenschapper is, maar vanwege zijn grote hoeveelheid contacten binnen politiek en departementen; en zijn dwingende persoonlijkheid. Vrijwel iedere politieke gebeurtenis in de Oostvaardersplassen – en Frans Vera is erbij betrokken. Als beleidsmaker, als adviseur, als rapporteur – als van alles. 1968 – 1974 Het gebied valt onder Min. v. Waterstaat. Westelijk Flevoland valt droog. Het diepste gelegen punt, het voormalige Oostvaardersdiep, blijft te nat voor bebouwing of landbouw. 1974 – 1986 Rijkswaterstaat besluit in 1974 tot een status van tijdelijk natuurgebied. In 1975 wordt dit definitief. De ontwikkeling gaat met aanleg bedijking en sturing waterstand van start. (1) In deze periode begint ook het ministerie van Landbouw en Visserij invloed uit te oefenen in het gebied, op het gebied van visies over natuurbeheer. De daar werkzame ecoloog Frans Vera oefent met zijn dwingende persoonlijkheid sterke invloed uit. Hij is de meest zichtbare van wat hij zelf “een gideonsbende” noemt, een groep mensen binnen het min. van Landbouw die zijn ideeën delen. O.a. Harm van de Veen, Dirk Sijmons, Willem Overmars en Fred Baerselman (2). Vera’s ideeën behelzen een revolutionaire theorie waarmee hij bekendheid wil verwerven. Namelijk dat de West Europese “oernatuur” van vlak na de ijstijden niet uit grotendeels aaneengesloten bos bestond, zoals de wetenschappelijke verklaring is, maar uit een “halfopen parklandschap dat opengehouden werd door grazers”. -
