19 Not only local towns can benefit by opening areas up to freedom camping, but Invercargill is a classic case of 6/29/2015 4:29 PM nowhere suitable to parkover night. Not only are there no sites to freedom camp around the city but dumpsites could be added this would aid travellers and encourage them to stay on a day or two. The area out around Daffodil Bay would make a superb site for overnight camping in fact that would make one of many I could suggest.

8 Camping in public areas should be self contained only. Camping in cars etc should be in commercial camps. Why also not some areas reserved for Southland rate payers and their families. Rate payers could be issued with a camping area access pass. Te Anau families used to enjoy camping at Rainbow Reach in Te Anau, but because of tourism no's over Christmas period this option had to be closed. The local families are paying the rates to provide and maintain these areas, but are having their access to traditional camping spots removed due to tourist over use and abuse. A plastic card like the Fish & Game card could go to each rate payer and small discrete areas set aside for them over school holiday periods, that can only be used by card holding rate payers. The term "Freedom Camping" should also be looked at. "No Freedom Camping" is such a negative message. Should be simply camping permitted for certified self contained vehicles only, camping permitted, no camping. The no freedom bit makes it look like people are entering a police state. Self Contained Vehicles should have a easily visable sticker in the front window certifying that the vehicle is self contained, for ease of compliance monitoring of sites.

11 If you are self contained you should be able to park most anywhere. Tourist non-self contained vehicles are the 7/2/2015 10:16 PM biggest problem. Charge them, not the ordinary Kiwi. My biggest concern is that Kiwi kids growing up in our beautiful Country should be able to go down to the river and pitch their tent and experience our great outdoors without being frightened that they are breaking the law. This freedom SHOULD NOT be taken away from our Kids.

Queens Reach should be added back into the Freedom camping rules as this was used by lots of local families for generations and is a fabulous low cost area to stay for locals that like to go just out of town but still be close for weekends.... There is no where for locals to go now that is close especially in an area that dogs are allowed. Plenty of other towns have got somewhere for locals to go within 10 mins drive. The cost of fuel is excessive and this needs to be taken into consideration when thinking of freedom camping places. There was a time when you could jump into your truck with your family for a very reasonable weekend away in relation to fuel, however that is not the case today. So therefore this is a MAJOR consideration.

24 I can well understand Councils concerns.I am a member of the NZMCA having travelled throughout NZ many 6/29/2015 9:16 PM times, including Vanning overseas.When I see people not adhering to correct procedure whilst parking over in freedom areas, I bring it to that parties attention & telling them what is expected. Likewise countless members within this assoc certainly do the same. Yes the assoc has the odd rotten apple within, but 95% are usually Tourists that come to NZ & haven't the faintest idea on maintaining the waste produced in their van. Let alone Vans such as Wicked & the like that may if lucky if they even have a pottipotti aboard. Some of Campervan Hiring Comp"s, even charge extra if the tourist should dare to use the toilet facillities. I being now well up in years, well remember the happy times camping with no restrictions. In the main Compers left no mess. I feel quite strongly that my liberties are being encroached on by those overseas tourists that dont know any different about cleanliness. Perhaps overseas tourists should use only designated or Commercially operated camping grounds & NZ 's being only allowed the freedom areas. As NZ wants tourists including those using vans,the time is here that Councils employ a ranger to assist.Fines should be high, & perhaps even higher to NZ Van owners that should Know better

The number of vans on the road is increasing at a rapid rate, having been on the road for 18 years we certainly note this increase which needs to be addressed before there are major problems.

Most like us tow a car behind and leave the Motorhome where we were parked overnight. Rubbish bins; we pickup after those that just dump their rubbish but where do we leave it if there are no bins in the area-we certainly dont want to have it in our vehicle.

62 Thank you for the chance to give my view of freedom camping. I live in the township of Waikawa where a number 6/22/2015 12:26 PM of visitors use the domain for freedom camping. There is no doubt that visitor numbers to 'The Catlins' has increased over the years, and infrastructure is required to accommodate people from sleeper vans to luxury accommodation. I like what the freedom campers add to our township. Having people visit the domain adds to the vibrancy of the town in the summer. I , and find the freedom campers very appreciative of the surroundings provided for camping. Their are a variety of reasons given for choosing Waikawa ; friendly people , food caravan, pleasant bush setting, safety of well lit toilets etc. Many of the visitors are on limited income, and often domestic travellers who are having a 'kiwi holiday' camping experience. Holiday makers support the events being run by the district e.g. housie, art exhibitions, new year hoe down, movie nights etc. This support ensures these events remain viable, and adds to their future success. As quoted in the stuff.co.nz article about freedom camping their are benefits and costs to freedom campers. We have managed accommodation in Waikawa for the past 4 years, and this last season we were required to carry water to the accommodation because of the lower than usual January, February rainfall. Refuse disposal is complicated because some ratepayers don't have their own bin, and use the bins provided at the hall. The reason for this is that some rate payers are elderly, or their residence is a holiday home. Not all of the cost of the refuse disposal comes from freedom camping. I am on the road around 5 a.m. mostly on weekends. Before social media made people aware of the designated freedom camping area at the domain I would see sleeper vans up no exit roads, parked in gateways, precariously parked on road verges. Thankfully as people have come to know about the facilities at the domain, local people are able to direct campers to a designated area without confrontation about people illegally parking, and leaving waste on the roadside. Previous to this I would often have people request to park up my driveway, or on my section. Now I have the option of directing them to a safe camping area. When giving them details about Curio Bay campground people prefer the Waikawa domain because the toilet facilities are better. Note see trip advisor reviews of Curio Bay camping ground facilities.

68 Make the signage better. It can be difficult to tell if you are breaking the rules or not when parking overnight. We are in favour of allowing self contained camping wherever the council feels it is appropriate, but it is frustrating to see many people sleeping in cars and fouling these areas. Banning the non self contained campers seems to make no difference, these are continual offenders and they don't care. Get the council to bring in instant fines and wheel clamps. I am sure the compliance levels will improve. Southland, it is nice to see you are already setting aside designated areas for freedom camping. We particularly liked Monkey Island and Fortrose. It encouraged us to stay longer in the area, and we also needed some repairs done while in Invercargill, so your local economy can benefit from these travellers. Yes, we also use camp grounds, just not every night.

69 We wish for freedom camping to be prohibited in Colac Bay . There is already a commercial campground in the 6/21/2015 7:29 AM Bay . Campers make no economic contribution to the Bay . . Within a few years , there will be more houses on our site . The effect of freedom camping on our privacy , safety and seaviews is grossly disproportionate to any benefit that may be achieved for Colac bay . We can think of no benefit at all for anyone in Colac Bay . There may be some Colac bay residents who have visitors with campervans . These visitors should park on their hosts property , not the beachfront outside someone else's house .. I personally know of an Invercargill couple who regularly freedom camp on the Colac Bay beachfront when they could easily afford to stay at the campground or rent a local crib . Campers don't need to stay overnight to enjoy the Colac Bay beachfront view .

150 Re the Waikawa domain, I think that maybe camping should be prohibited here, because the Curio Bay camping 6/9/2015 2:22 PM ground is losing business, with so many freedom campers using the domain. And along with this, is my concern for costs to the Council, and therefore the ratepayer, for the maintenance involved at Waikawa. I think the Waikawa domain is an ideal spot for camping, with up-to-date toilets provided, and wheelie bins/a skip for rubbish. But all this comes at a cost, especially when these facilities are overloaded/abused. To prevent motor vehicles accessing the domain for camping, a low barrier would need to be erected, along with a No Camping sign. But I realise that this would not deter cyclists with tents from entering the domain. A warden would need to be in attendance. The consequences of this would be that freedom campers would take far more liberties in non- designated places. But this is where wardens, and local landowners would be required to ask these illegal campers to move on.

151 It has been a Kiwis right to camp beside rivers etc on a camping holiday since day dot. Commercial operators are 6/9/2015 9:57 AM using the arguments about excess rubbish and excrement as their argument to ban freedom camping in many areas, this is only a means of lining their own pockets because they feel that anyone freedom camping, is lost revenue to themselves. I own a fully self contained vehicle and now struggle when travelling the lower south Island to find places where you can just pull up for the night. I think this is an injustice to the kiwi can do attitude. I do believe that non self-contained camping should be banned from every area that does not have toilet facilities provided. The broader issue to this is "what is self contained"? If the vehicle does not have a built in toilet then it shouldn't have self contained status. Councils need to start lobbying the rental companies/powers that be, who authorise the status of the vehicles. Your questions 7 and 8 are totally loaded towards the $$ value of camping. Who is measuring the pleasure/happiness, satisfaction value of being able to camp, within reason without having to pay. Taupo and Napier provide areas on the foreshore/lakefront where you can camp in a fully self contained vehicle overnight or for 2 nights without having to pay, this is monitored. Absolutely brilliant idea. Most people wouldn't object to paying a nominal fee, even $10-$20 per night per vehicle, the biggest objectors to this will be the existing campground owners. The winner would be the council. I do have to point out that when you own your own vehicle, have your own bed and often solar power, it is a total ripoff to pull up to a camping ground and as we are a family of 2 adults and 3 children the cost is excessive. Queenstown $132 for a night. Cromwell $86. We didn't purchase a camper to turn around and have to pay almost motel prices. The other point to note that if this carries on then the motorhome association will have a huge influx of members, they own their own sites and the local community gets nothing. Their parks will be full. I would also like to point out that unless you are inside a controlled camping area, the only person who can ask you to move from the side of a public road are the police. Freedom camping especially by non self contained tourists is just being pushed further out from the main centres where there are less toilets and less monitoring. Designated sites should be clearly noted as either self contained or not. If not, toilet facilties must be provided.

I don't know about Haldane - it used to be a trouble spot but I haven't heard a cheep about it for years. Niagara Falls has a paddock for members of the caravan association.. I guess it's not controversial as they look after it themselves, but still, they aren't paying their way locally, unless they eat out. I think for our area, SDC has designated a reasonable amount of places, and status quo is about right. You have put a lot of thought into it and I'm happy you are taking local concerns seriously even though I am dead against prohibition.

In Manapouri there are: 3 Camping Grounds 2 or more Backpackers We do not need more facilities in this area, there are numerous already on offer that are paid or very cheap (DOC Campsites are essentially a donation fee). I do not believe that it is essential council business to provide facilities for non rate paying parties.

7 The self contained vehicle camping is a growing choice for not only tourists but Kiwi holiday makers. Many Southland towns would benefit if these people could be encouraged to stay longer in towns like Te Anau. Currently many just go into Milford Sound and drive away, because there are no places close to town that are non commercial. There are also private property owners in Te Anau that would offer their properties for self contained free camping but are constrained in doing this by current council policies that require resource consent to do so. I am one of these but baulked at the trouble and cost of entering the consent process when it was a measure of simply encouraging people to stay in Te Anau a bit longer as a public service.

In the past few years Freedom Camping has been abused by those who don't care about our country. The massive interest in on line technology means people plan their holiday so they do not have to stay in commercial business like ours. Tourism numbers have increased into NZ this past year but this has not translated to the equivalent camper arrivals as expected in Holiday Parks. HP around the country report up to 70 vehicles per night camped up on regulated and no regulated areas surrounding their businesses. This is areal concern to all in the industry. We cannot employ more staff or spend more at businesses in our communities if we do not have the income. I met a couple only a few months ago who told me they had travelled in NZ five years before and could not believe we had brought in this "freedom camping thing", that everyone was telling them about. They stayed one night in a commercial camping operation in a month in NZ. They wanted to know where all the free parking and free internet were. The said they never ate out at pubs cafes or restaurants and couldn't believe that NZ allowed freedom camping, they thought we were mad!!

11 We are not 'self-contained' as such but always carry our own water, portable waste tank and have a porta-loo 7/2/2015 8:39 PM which we always use. We consider ourselves self-contained not to pollute the environment however should 'self- containment' rules and regulations under the self containment bylaw become compulsory to freedom camp we would outlay the money to do so to meet the requirements. However people carrying their own porta-toilet and rubbish facilties on board their rig I deem to be responsible people.

And often cars and vans are parked far too close to the tarseal. A sign stating camping is prohibited would be a start.

I know not everyone would pay and may dump the rubbish outside the skip but hopefully the majority do.This could be used in high user areas eg near dump stations.

Providing basic facilities (dump stations, rubbish disposal, water supplies) as well as places to park will provide a great incentive for motorhomers to visit the district and should be seen as an investment to support a beneficial opportunity rather than a problem.

Using other sites throughout NZ as examples and having been 6/20/2015 1:53 AM "compliant" 3 day self-contained campers the most offensive issue to us has been those campers without 3 day containment that create issues, unless there is a toilet and ablutions at any approved designated site. This may allow discretionary allowances for some activities and is a Council matter to be resolved in this due process.

86 We have a few "freedom campers" sleeping next to to Oreti river by the bridge (sh97) many of them when asked 6/16/2015 6:48 PM were moved on from illegal camping around Queenstown. Human waste is often left behind and a couple of self contained vans have been seen leaving the grey water drain tap open while stopped.(the toilet is normally a tote tank) The problem for us a is sometimes they will try to sneak in after dark to steal a shower and do clothes washing. We had a 35% increase in guests for the 2014-2015 season so the numbers roaming around as FIT tourists is increasing and with it comes increased pressure on the environment. The other side of the equation is we are one of the business that benefit from tourists using our services just the same as any other cafe, restaurant or activity provider especially after spending a high percentage of our income on expensive advertising promoting our business to bring tourists into an area and boosts the communities they are in but seem to be expected to compete with something free.

She agreed but liked them and let them sleep inside with eblanket n shower omg. They know its a sensitive issue in NZ. Carpark across the road too. They haven't harsh rules yet in urban Clutha so we have to have policy that protects everyone as tourist's inventive and problem will resurface elsewhere. The tourists I find are on such a low low budgets to see ALL of Aotearoa. Many do sleep in station wagons, $6 like DOCs Papatowai camp n is grt but no shower unfortunately. Encourage the free walks etc and get better rules. Pounawea still motorbikes and barking dog's upsetting sea lions but no signs. Terrible parking area's...toilet visibility still not good enough. Hot spots a compost toilet please. Tourists usually have loo paper. I find $10.00 to tourists 18 to 30 is a huge amount of money. Be in there shoe's. Thks 4 opportunity. If council is happy to provide me with ratepayer funded facilities when I come and stay in my self contained caravan in summer why will the same council not encourage me to visit in winter by underwriting my hotel/motel holiday to a small degree? When the toilet and waste tank have filled I will not be returning 400 k to Otematata to empty them before continuing my stay in your beautiful part of this country. I know that I will dispose of the contents responsibly while paying to stay at a commercial park or service station, but I also know that a large percentage of vanners regularly let the side down by dumping their sewage roadside where they are if there are no adjacent facilities. (Or too often when there are.) Not a problem if no one comes in contact with the shit and its disposal is random, out of sight and infrequent but where it is regular visible and in volume the local community is the looser. Do you want to be that community? I pay rates in Otematata to have my sewerage and rubbish removed by council provided infrastructure. Why should Southland provide me with the same service free just because I am on holiday? And, by the way, I am on a pension so will be spending as little as I can in your community while I am there looking and fishing. I can afford my van and tow vehicle and to pay for the services I need while in Southland. If I couldn't I would stay at home in the Waitaki Valley where the fishing is good too. I imagine some of your ratepayers are not in a position to be able to afford a decent holiday. I don't expect them to help me pay for mine.
