SPA Modular Video Transport Service (“AT&T Legacy Video Services”) throughout its service territories in Alabama, Arkansas, California, Florida, Georgia, Illinois, Indiana,

Kansas, Kentucky, Louisiana, Michigan, Missouri, Mississippi, Nevada, North Carolina,

Ohio, Oklahoma, South Carolina, Tennessee, Texas, and Wisconsin.

As required by Section 63.71 of the Commission’s rules, AT&T provides the following information:

Effective on or after December 31, 2020, pending regulatory approval, AT&T’s

Legacy Video Services will be grandfathered and will no longer be available for purchase by new customers. In addition, effective December 31, 2020, AT&T will no longer: (a) renew existing service agreements; or (b) process orders to move existing services to new

addresses or to add services to new locations. Finally, AT&T plans to discontinue the

AT&T Legacy Video Services to existing customers on or after December 31, 2021 pending regulatory approval.

Points of Geographic Areas of Service Affected:

AT&T will no longer offer the AT&T Legacy Video Services throughout its service territories in Alabama, Arkansas, California, Florida, Georgia, Illinois, Indiana, Kansas,

Kentucky, Louisiana, Michigan, Missouri, Mississippi, Nevada, North Carolina, Ohio,

Oklahoma, South Carolina, Tennessee, Texas, and Wisconsin.

Brief Description of Type of Service Affected:

AT&T TV Analog Video Service, AT&T Broadcast Quality Video Service, AT&T

Analog Video Service, and AT&T Broadcast Video Service provide a video channel with one-way point-to-point or multipoint transmission capability for a standard 525 line/60 field monochrome, or National Television Systems Committee (NTSC) color video signal with zero to four associated audio signals.

AT&T SPA Modular Video Transport Service is a fiber optic transport video service that interconnects two or more customer designated end point locations to provide one-way video service with associated audio. Multiple endpoint locations may be interconnected to form one-way video services, e.g. rings or multipoint hubs. This service is available in two configurations, Multiple Channel Video Systems or Single Channel

Video systems.

The public convenience and necessity will not be impaired by the discontinuance of these services because there are alternative video services available in the marketplace,

3 including AT&T Serial Component Video Service and AT&T High Definition Video

Transport Service.

Brief Description of the Dates and Methods of Notice to All Affected Customers:

Customer notices were sent via U.S. Mail on October 1, 2020.1 Copies of this

Assistant for Telecommunications to the Secretary of Defense, as required by 63.71(a) of the Commission’s rules.

AT&T offers the AT&T Legacy Video Services pursuant to non-dominant carrier regulation.
