For example, the Institute for National Security Studies,1 an Israeli think tank, in an article titled, The Legality of an Attack against Iranian Nuclear Facilities, places emphasis on proving the necessity of an attack as a last resort but fails to indicate any accepted legal basis for resort to military force as an initial matter.2 In fact, international law does not permit the use of military force without United Nations Security Council authorization for arms control of any kind, whether to end a nuclear program, to end a chemical weapons program, or to prevent missile shipments.

Introduction This brief article reports on the decision of the International Court of Justice on 6 November 2003 in the Case Concerning Oil Platforms (Islamic Republic of Iran v United States).1 The Oil Platforms dispute related to events that took place in the Iran-Iraq war from 1980 to 1988. In the time that it has taken for proceedings to reach the stage where judgment on the merits of the case could be delivered, there has been high-profile United States (US) and US-led activity in Asia and the Middle East. This note does not set out to establish a legal case either against or in defence of US action in Afghanistan or Iraq. At the same time, the judgment in Oil Platforms does draw attention to the continued operation of international law and international judicial machinery in relation to the body of law most directly at issue at least in relation to the US invasion of Afghanistan: international law on the use of force in self-defence.2 The prohibition on the use of force under international law is found both in customary international law and in the UN Charter (Article 2(4)), but under neither does this prohibition extend to a use of force in a State’s exercise of the right of self-defence. The estab- lished criteria for the exercise of the right of self-defence include requirements that the force used must be necessary to repel the armed attack and must be proportionate to this need.

    Iran’s Misuse of Civilian Aircraft May 2020 1 Overview Iran’s civil aviation industry has historically aided the Islamic Revolutionary Guard Corps (IRGC) efforts to procure, supply and transport weapons, ballistic missile components and military personnel to its terrorist proxies and allies such as Hezbollah and the Assad regime. According to a July 2019 advisory published by the U.S. Department of the Treasury, “Iran has routinely relied upon Iranian commercial airlines to fly fighters and materiel to international locations in furtherance of Iranian state-sponsored terror operations.” The advisory warns, “U.S. and non-U.S. persons operating in the civil aviation industry face potential civil and criminal consequences for violating OFAC’s [Office of Foreign Assets Control, Department of the Treasury] sanctions programs, including by engaging in unauthorized transfers of U.S.-origin aircraft or related goods, technology, or services to Iran.” As well as the notorious Mahan Air, which was sanctioned for its terrorist activities as far back as 2011 and is now banned from landing in all of mainland Europe, a multitude of Iranian civilian airlines are listed as Specially Designated Global Terrorists (SDGT), including Caspian Air, Meraj Air, Pouya Air, Dena Airways, Khors Aircompany, Qeshm Fars Air. On November 5, 2018, OFAC also added Iran Air, the main civilian airline of the Islamic Republic of Iran, to the Specially Designated Nationals (SDN) list. All are subject to “secondary sanctions,” which apply to non-U.S. persons outside the U.S. Under the terms of the JCPOA, the United States committed to “allow for the sale of commercial passenger aircraft and related parts and services to Iran by licensing the (i) export, re-export, sale, lease or transfer to Iran of commercial passenger aircraft for exclusively civil aviation end-use.” In December 2016, Boeing entered into a contract with Iran’s national airline, the government- owned Iran Air, for 80 civilian airliners valued at $16.6 billion.

So, financial ratios of 181 manufacturing corporations in Iran stock exchange were extracted, These ratios reflect the financial ability to pay principal and interest of loan. Initially, fifty selected corporations ranked by using TOPSIS method based on financial ratios by using of Shannon entropy will be obtained the weight of each criterion. In addition, classification credit with neural network has compared by logistic regression; and finally, each had more credibility, used to rank all corporations. Then all corporations have classified by neural network. Finally, the neural network classification results compared with the expert classification. About 95% of the neural network data has placed in its respective class, and the data results indicated a robust neural network classification based on training. The neural network offered far more accurate answer than the logistic regression in this classification. At the end, the neural network ranked all corporations, and neural network classification results compared with expert opinion, showing that the neural network classification was very close to an expert opinion.
