MINUTES OF THE MEETING OF THE BOARD OF REGENTS OF THE UNIVERSITY SYSTEM OF GEORGIA College of Coastal Georgia, Brunswick, Georgia April 18-19, 2017 CALL TO ORDER The Board of Regents of the University System of Georgia met at 10:05 a.m. Tuesday, April 18, and 9:01 a.m. Wednesday, April 19, 2017, at the College of Coastal Georgia, Brunswick, Georgia. The Chair of the Board, Regent C. Thomas Hopkins, Jr., called the meeting to order both days. Present, in addition to Chair Hopkins, were Vice Chair James M. Hull; and Regents C. Dean Alford; W. Paul Bowers; Rutledge A. Griffin, Jr.; Donald M. Leebern, Jr.; Laura Marsh; Doreen Stiles Poitevint; Neil L. Pruitt, Jr.; Sarah-Elizabeth Reed; E. Scott Smith; Richard L. Tucker; T. INVOCATION AND PLEDGE College of Coastal Georgia Student Government Association President Foster Hayes gave the invocation and led the Pledge of Allegiance both days. SAFETY BRIEFING College of Coastal Georgia Chief of Police Bryan Snipe gave the safety briefing both days. APPROVAL OF MINUTES With motion made and variously seconded, the Regents who were present voted unanimously to approve the minutes of the Board’s March 15, 2017, meeting. PRESIDENT’S PRESENTATION At approximately 10:11 a.m. Tuesday, April 18, 2017, College of Coastal Georgia President Gregory Aloia welcomed the Board of Regents and guests to the institution, and gave a presentation showcasing the school’s programs, students, and culture. -

Ms. Jean-Didier Gaina August 1, 2016 Offce of Postsecondary Education U.S. Department of Education 400 Maryland Avenue SW, Room 6W232B Washington, DC 20202 RE: DOCKET NUMBER ED-2015-OPE-0103 Dear Ms. Gaina: As the Executive Vice President of Monroe College, I write regarding the proposed Defense to Repayment Rule (“Rule”) as published in the Notice of Proposed Rulemaking on June 13, 2016. At Monroe College, we have consistently championed an approach to higher education that focuses on: • Student outcomes across all institution types • Constructive policies that encourage and permit responsive actions from institutions that positively impact students • Transparency in data and process Our comments on the Rule focus on two areas: • A concern that the proposed Repayment Rate Warning does not adequately protect or inform students and refects a fawed approach that jeopardizes the entire Rule • Risks stemming from an overly broad Borrower Defense Framework will lead to unintended consequences that harm community colleges, HBCUs, and other institutions that provide access to underrepresented students For 83 years, Monroe College has consistently produced some of the best outcomes in the country for urban and low-income minority students. We have one of the highest graduation rates and one of the lowest default rates for the populations we serve. We are proud of the recognition we have earned as a model for increasing student access and the resources we allocate to student support services, including fnancial literacy, student loan counseling, remediation and career services. Given that Monroe is located in the poorest congressional zip code in the country, we are a laboratory for many of the great higher education policy debates, particularly those that relate to access for minorities and low-income students, graduation rates, student debt, college readiness, or employment outcomes. -

The Freedom Rides of 1961 “If history were a neighborhood, slavery would be around the corner and the Freedom Rides would be on your doorstep.” ~ Mike Wiley, writer & director of “The Parchman Hour” Overview Throughout 1961, more than 400 engaged Americans rode south together on the “Freedom Rides.” Young and old, male and female, interracial, and from all over the nation, these peaceful activists risked their lives to challenge segregation laws that were being illegally enforced in public transportation throughout the South. In this lesson, students will learn about this critical period of history, studying the 1961 events within the context of the entire Civil Rights Movement. Through a PowerPoint presentation, deep discussion, examination of primary sources, and watching PBS’s documentary, “The Freedom Riders,” students will gain an understanding of the role of citizens in shaping our nation’s democracy. In culmination, students will work on teams to design a Youth Summit that teaches people their age about the Freedom Rides, as well as inspires them to be active, engaged community members today. It is a time when faculty will change from being your teachers to being mentors and colleagues. Morehouse School of Medicine was founded in 1975 as the Medical Education Program at Morehouse College. In 1981, Morehouse School of Medicine became an independently chartered institution and the first established at a Historically Black College and University in the 20th century. Our focus on primary care and addressing the needs of the underserved is critical to improving overall health care. During the course of my career, I have had the privilege to work in several other major health sciences centers, and I believe our faculty is second to none. Presenting the award to Justice Wright is NAWL President-Elect, Dorian Denburg. Justice Wright has served in the judiciary for more than 25 years. While many of the positions held by her have been historical firsts for women and minorities serving in the Dallas judiciary, her election to the Court ofA ppeals marked the first time in Texas history that anA frican American woman has ever won a multi-county election for any elected office in Texas, and she is the onlyA frican-American woman currently serving on an appellate court in the State of Texas. Her judicial service includes more than 14 years on the Court of Appeals, eight years as an elected State District Judge and three years as an Associate Judge in the Family District Courts. Research done through a social and cultural lens is mostly absent within these discussions. This thesis therefore sets out to clarify the main socio-cultural consequences of gentrification in black neighborhoods, taking Central Harlem as its main case study. Through a multidisciplinary framework this thesis positions itself at the crossroad of the social, cultural and political history fields. First, this thesis will start off with an explanation on gentrification and its deep connection with displacement practices. Next, it will address the relationship between gentrification and crime with a particular focus on race. -

HAS THE PAST PASSED? ON THE ROLE OF HISTORIC MEMORY IN SHAPING THE RELATIONS BETWEEN AFRICAN AMERICANS AND CONTEMPORARY AFRICAN MIGRANTS IN THE USA • DMITRI M. BONDARENKO • ABSTRACT ............................................................................................................................................... African Americans and contemporary African migrants to the USA do not form a single ‘Black community’. Their relations are characterized by simultaneous mutual attraction and repulsion. Based on field evidence, the article discusses the role played in it by the reflection in historic memory and place in mass consciousness of African Americans and African migrants of key events in Black American and African history: transatlantic slave trade, slavery, its abolition, and the Civil Rights Movement in the US, colonialism, anticolonial struggle, and the fall of apartheid regime in South Africa. It is shown that they see the key events of the past differently, and different events are seen as key by each group. Collective historic memory works more in the direction of separating the two groups from each other by generating and supporting contradictory or even negative images of mutual perception. ...............................................................................................................................................
