    CORSIA Aeroplane Operator to State Attributions This is a preliminary version of the ICAO document “CORSIA Aeroplane Operator to State Attributions” that has been prepared to support the timely implementation of CORSIA from 1 January 2019. It contains aeroplane operators with international flights, and to which State they are attributed, based on information reported by States by 30 November 2018 in accordance with the Environmental Technical Manual (Doc 9501), Volume IV – Procedures for Demonstrating Compliance with the CORSIA, Chapter 3, Table 3-1. Terms used in the tables on the following pages are: • Aeroplane Operator Name is the full name of the aeroplane operator as reported by the State; • Attribution Method is one of three options as selected by the State: "ICAO Designator", "Air Operator Certificate" or "Place of Juridical Registration" in accordance with Annex 16 – Environmental Protection, Volume IV – Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), Part II, Chapter 1, 1.2.4; and • Identifier is associated with each Attribution Method as reported by the State: o If the Attribution Method is "ICAO Designator", the Identifier is the aeroplane operator's three-letter designator according to ICAO Doc 8585; o If the Attribution Method is "Air Operator Certificate", the Identifier is the number of the AOC (or equivalent) of the aeroplane operator; o If the Attribution Method is "Place of Juridical Registration", the Identifier is the name of the State where the aeroplane operator is registered as juridical person.     ANTÓNIO DE MEDEIROS E ALMEIDA (1895-1986) Breve biografia A 17 de Setembro de 1895, nascia em Lisboa (São Mamede) António de Medeiros e Almeida1, filho primogénito de Maria Amélia Tavares Machado de Medeiros (1872-1952) e de João Silvestre d’ Almeida2 (1864-1936) ambos açorianos, naturais de Ponta Delgada, ilha de S. Miguel. Nos anos oitenta do século XIX João Silvestre muda-se para o Continente, forma-se em Medicina em Coimbra, mas escolhe a capital para exercer clínica, onde se instala em finais de oitocentos. Casado em 1894, o casal teve três filhos: António (AMA), Maria da Conceição (1897- 1965) sem descendência e Gustavo (1898-1955) médico otorrinolanrigologista, casado com Maria Luísa de Paiva Raposo e pai dos únicos dois sobrinhos diretos de AMA: João Vasco (1927) e Maria Teresa (1930) de Paiva Raposo de Medeiros e Almeida. Em 1912, a família muda-se para a rua Mouzinho da Silveira, nº12, para um edifício mandado erguer por JSA ao arquiteto Miguel Ventura Terra (1866-1919), em cujo interior se destacavam um conjunto de vitrais Arte Nova e pinturas murais de Veloso Salgado. Os verões 1 António de Medeiros e Almeida será doravante referido como Medeiros e Almeida e/ou com o acrónimo AMA 2 Doravante referido com o acrónimo JSA 1 da família Medeiros e Almeida eram passados no chalet ”Mira Serra”, em Sintra. Sendo o casal amigo de artistas como Veloso Salgado (que pintou vários retratos da família) e de Miguel Ventura Terra, JSA mantinha alegres tertúlias culturais em sua casa, proporcionando aos filhos uma educação com uma forte vertente cultural e artística.

State Department that passports would be issued to individual or group tourists conditional upon advance accommodations in Switzerland and guaranteed air space for their re­ turn.     139 A Centralidade do Poder Político na Emergência da Aviação Comercial Portuguesa Manuel Serafim Pinto* Resumo A aviação civil de transporte aéreo regular, em Portugal, emergiu por necessi- dade política do Estado correspondendo à política colonial internacional. Se bem que tivessem surgido algumas companhias de aviação, anteriores ao serviço aéreo dos TAP, pertencente ao SAC, a maioria com capital estrangeiro, todas tiveram por objetivo de sustentabilidade as «subvenções» do Governo portu- guês. Contudo, a emergência de portugueses como pioneiros e inventores da aviação acompanhou a história internacional, mas as ações tiveram um cariz individual e não empresarial. A construção da aviação com ligação às colónias impunha-se dentro da política internacional e a «linha aérea imperial», que fora uma proposta anterior à constituição dos TAP, apareceu por vontade do Governo estabelecendo essa ligação aérea e terminando com alguma apetência estran- geira na sua exploração. Although it had been some airlines prior to TAP Air Service, owned by SAC, mostly with foreign capital, all of them sought their sustainability through «grants» of the Portuguese Government. However, the emergence of Portuguese as aviation pioneers and inventors followed the international history, but the actions were individual in nature, not entrepreneurial. The construction of aviation linking to the colonies was an imperative in terms of international politics. The «imperial airline», a proposal appeared before the constitution of TAP, came into being by the will of the Government, establishing this air linkage and putting an end to foreign appetite for its exploitation.

    “A Formação da TAP e os primórdios da navegação aérea em Portugal”, in Anais / Série História , n.º XI-XII, Lisboa, Universidade Autónoma de Lisboa, 2007, em publicação. Registo do primeiro avião em Lisboa. Em 1928, um acto inédito sobressai em Lisboa. Era registado o primeiro avião comercial português. Tratava-se de um Junkers F.13 , baptizado de Lisboa , com capacidade para transportar seis passageiros. Fora adquirido pela SAP – Serviços Aéreos Portugueses, a primeira Companhia que, efectivamente, tentou “estabelecer e explorar linhas aéreas comerciais em Portugal” 1. Companhias de navegação aérea, nas décadas de 1930-40. Porém, seria na década de 30 que a aviação viria a ganhar maior importância, sobretudo através daquela que seria considerada a pioneira da aviação comercial, a Aero Portuguesa, criada a 22 de Junho de 1934. Tinha como principal objectivo a “exploração de linhas aéreas” e tudo o que podia “relacionar-se com a navegação aerea” 2. As suas primeiras carreiras fizeram-se entre Lisboa e Tanger e Lisboa Casablanca. A Aero Portuguesa 3, teve um papel determinante no decorrer da Segunda Guerra Mundial, uma vez que os seus aviões foram os únicos que nesse período asseguraram os voos entre a Europa e África. Em 1941, passou a vigorar uma outra companhia, a SATA – Sociedade de Transportes Aéreos, com origem nos Açores. Os seus serviços asseguravam a ligação entre aquele arquipélago e o continente. 1 Esta Companhia fora constituída na sua maioria com capital alemão.
